Letter from the Publisher
Dear Readers,
Preferred Location
Elder Law/Estate Planning Financial Planning
Long-Term Care Insurance
I write this letter not just as a publisher, but as someone who, like many of you, has faced life’s unexpected transitions. Navigating the twists and turns life throws our way can be overwhelming, but it's during these moments that we often find our greatest strength. Over the years, I've witnessed and experienced the impact of change—sometimes planned, sometimes sudden. In these moments of uncertainty, I’ve come to embrace a powerful question: What if the things that happen to us, actually happen for us? This shift in perspective has been a guiding light, reminding me that even in the midst of life’s hardest transitions, there is room for growth, resilience, and new opportunities. Life’s transitions—whether they involve health, family, or career—ask us to be resilient. We may not have control over the timing or circumstances, but we do have control over how we adapt. It’s important to take stock of what we can prepare for, from organizing important documents and sharing our wishes with loved ones, to simply allowing ourselves the grace to adjust at our own pace.
The journey may be uncertain, but resources are available to help us along the way. Whether you are facing a major life change, helping a loved one, or planning for the future, you are not alone. I’ve personally leaned on the support and guidance from the very providers included in this guide—whether that’s from legal experts, care providers, or financial advisors. They’ve not only helped me through complex decisions, but they’ve also reminded me of the power of preparation and community.
My advice? Be gentle with yourself. Change takes time. Plan ahead when you can, ask questions, and lean on those around you. The providers we work with are dedicated to serving seniors and their families, offering care and guidance in every season of life. When the unexpected happens, know that resources like CareAvailability.com and this guide are here to support you, just as they have for me.
Retirement Connection is provided free of charge because our sponsors/ advertisers have provided financial support to maintain and update the guide and the website. Meet Mayor Anne McEnerny-Ogle
Anne McEnerny-Ogle was originally elected to the Vancouver City Council in November 2013 and took her first oath of office on January 1, 2014. She became the first woman to serve as Mayor of Vancouver on January 1, 2018, where she has helped to lead efforts in economic development, regional community relations, and transportation.
Anne attended Southern Oregon State College in Ashland, where she earned a bachelor’s degree in education in 1974. Two years later, she received her master’s degree in education from Lewis and Clark College in Portland. Mayor Anne taught for 30 years for Lake Oswego Public Schools, where she also served as chair of the mathematics department. During her career, she served as editor and author for Oregon’s State Math Journal, was a lecturer and instructor at colleges and universities, consulted for school districts in Washington and Oregon, and co-authored a book about reforming middle school mathematics.
Anne made improving the city she and her family call home a priority. She served for five years on Vancouver’s Planning Commission and chaired both the Shumway Neighborhood Association Board and the Vancouver Neighborhood Alliance. She also served as a board member and vice president of the Clark County Historical Society, chair and board member of Daybreak Youth Services’ Advisory Board, treasurer for the Uptown Village Association and president of the League of Women Voters, just to name a few.
Mayor Anne’s current assignments include serving as the chair for the C-TRAN Board of Directors, vice chair of the Southwest Regional Transportation Council, member of Metro’s Joint Policy Advisory Committee on Transportation, and chair of the Regional Disaster Preparedness Organization Policy Committee.
The Mayor also serves on the board for Greater Portland Inc. (GPI), is a member of the Metropolitan Mayors Ad-Hoc Consortium and the Association of Washington Cities and has active memberships in numerous business associations.
She continues to volunteer with the Vancouver Police Department’s Neighbors on Watch (NOW) program, the Rotarians, and the Community Military Appreciation Committee. Anne’s heart for the Armed Forces is evidenced by her faithful presence and participation in local events honoring their bravery and sacrifice. The wife of a Vietnam veteran, Anne is personally grateful to celebrate those who have served, continue to serve and will serve in the future. Mayor Anne and her husband, Terry, have one grown son, and have been Vancouver residents since 1980.
The City of Vancouver greatly values the participation of our senior residents in a variety of programs that serve our community, including our numerous volunteer opportunities like Neighbors On Watch, serving on our many advisory boards and commissions, and volunteering with neighborhood associations. The City of Vancouver champions the values of equity, inclusion, and safety in all of our projects and programs – from our longrange planning to build walkable and accessible neighborhoods, to our Parks and Recreation programming to help our residents stay active, to finding solutions to fully resource our emergency services. We are working toward a vibrant community that is welcoming and safe for our seniors.

Using the MacArthur Study on Successful Aging to Inform Purpose-Driven Care
The MacArthur Study on Successful Aging has reshaped care for older adults, influencing the in-home care industry’s focus on quality of life. This groundbreaking study emphasizes that successful aging isn’t just about avoiding disease; it involves maintaining physical health, supporting cognitive function, and fostering social engagement. Today, many in-home care providers use these insights to create holistic care models that improve outcomes and enhance life satisfaction.
Supporting Physical Health and Mobility
Physical health and mobility are essential for independence and aging well. The MacArthur Study shows that strength, endurance, and flexibility reduce risks of falls and promotes autonomy. In-home care providers often include mobility support and physical activities tailored to each client’s abilities, such as light exercise or adaptive equipment for safe movement. These practices not only support physical health but also improve mood and self-confidence.
Encouraging Cognitive Engagement
Mental stimulation is another pillar of successful aging. The MacArthur Study highlights the importance of cognitive engagement to maintain and even enhance cognitive abilities. In response, many in-home care providers incorporate memory exercises, puzzles, and skill-based activities into daily routines. This approach helps slow cognitive decline and boosts mental well-being, creating a more engaging environment that supports overall health.
Reducing Isolation Through Social Connection
Social engagement is vital for emotional health, and the MacArthur Study reveals that isolation can negatively impact older adults. In-home care providers focus on building connections through family interactions, community events, or even virtual visits. By helping clients maintain social ties, these caregivers reduce loneliness and enhance mental health. Such practices have shown to improve life satisfaction and reduce hospitalizations linked to isolation.
Purpose-Driven Care Plans in In-Home Care
The MacArthur Study’s findings have inspired a shift toward purpose-driven, personalized care plans that look beyond medical needs to embrace clients’ interests and values. By addressing physical, cognitive, and social aspects of health, the in-home care industry aims to help older adults experience a more autonomous, fulfilling life. This holistic, individualized approach brings together the study’s principles to create a supportive environment that encourages healthy, purpose-driven aging.
As the in-home care industry embraces these insights, outcomes improve for aging adults. Higher satisfaction levels, reduced hospitalizations, and an enhanced quality of life are just some of the benefits of this research-based approach. The MacArthur Study continues to guide a thoughtful, compassionate model of care that respects the unique journey of each individual and supports aging with dignity and resilience.

Creating In-Home Care Plans That Are A Work of Heart
Crafting a comprehensive and custom care plan for loved ones can make all the difference in ensuring they are safe, comfortable, and supported in their homes. Beyond just addressing medical and clinical needs, a well-rounded care plan considers various aspects of their daily lives to create a nurturing environment that caters to their individual preferences and requirements.
Addressing Specific Needs
1. Meal and Taste Preferences
Understanding our loved ones' dietary preferences and any restrictions they may have is crucial in ensuring they receive proper nutrition. This could include food temperature, taste, and texture preferences.
2. Environmental Allergies
Identifying and minimizing exposure to allergens in the home environment is essential for individuals with sensitivities. This includes ensuring proper ventilation, using allergen-proof bedding, and keeping the living space clean and dust-free.
3. Sensory Needs
Considering home temperature, sound levels, and lighting preferences can help create a comfortable living environment for our loved ones. Some may prefer a quieter setting, while others may enjoy listening to music, conversation, or sounds of nature.
4. Mental Health Needs
Incorporating activities that promote mental well-being, such as exposure to natural sunlight, listening to music, practicing meditation, or engaging in favorite hobbies, can greatly benefit our loved ones' mental health.
5. Sleep Preferences
The care plan should consider factors such as bedtime routines, room temperature, amount of light/dark, and sleep environment.
6. Home Safety Concerns
Identifying and addressing potential safety hazards in the home, such as clutter, loose rugs, or poorly lit areas, is essential for preventing accidents and ensuring a safe living environment.
7. Companionship Needs
Acknowledging the importance of social interaction and companionship, incorporating activities like storytelling, looking through photo albums, playing games, crafting, or engaging in other shared activities can help combat loneliness and foster emotional well-being.
8. Emotional Needs
Recognizing and responding to our loved ones' emotional needs, such as offering reassurance, appreciation, and affirmation, can significantly improve their overall emotional health and fulfillment.
9. Spiritual Needs
If our loved ones have spiritual or religious beliefs, incorporating practices that align with their faith can help provide comfort and support during challenging times.
A Partnership for Aging in Place
Creating an in-home care plan that is a work of heart involves a compassionate and comprehensive approach that takes into account every aspect of our loved ones' lives. By prioritizing their preferences, needs, and well-being in a personalized care plan, we can ensure they receive the support they deserve and maintain a high quality of life. Be sure to select a caregiving agency that utilizes a highly customized approach by offering tailored and detail-oriented services to ensure clients experience a life well lived.

The Alzheimer’s Association is leading the fight against Alzheimer’s and all dementia in Oregon and SW Washington.
Brain health is important to everyone. Whether you’ve recently received a dementia diagnosis, provide care for someone with Alzheimer’s, are looking to volunteer or fundraise, or simply want information about risk reduction and healthy habits, the Alzheimer’s Association is your go-to resource for support, guidance, and education. Getting access to resources for brain health has never been easier through our free 24/7 Helpline, online tools, community programs, events and initiatives.
Support for dementia, including Alzheimer’s disease, has evolved significantly in recent years. While there are no cures for dementia, several treatments aim to slow disease progression, manage symptoms, and improve quality of life. Equally as important, non-pharmacological interventions play a crucial role in risk reduction and brain wellness. Learning about cognitive health, recognizing the warning signs of Alzheimer’s, and staying informed about the latest in research can help you take proactive steps in caring for your brain.
Activities like regular exercise, a balanced diet, mental stimulation, and social engagement all contribute to long-term best practices in brain health. No matter your age, it is never too early or too late to begin.
The Alzheimer’s Association is the world’s largest nonprofit funder of Alzheimer’s research. In 2024, the Alzheimer’s Association International Conference (AAIC) convened in Philadelphia to reveal the latest in dementia research and clinical practice.
Groundbreaking reveals included a 90% accurate blood test that could diagnose Alzheimer’s with more accuracy than primary care providers and specialists, data about the connection between wildfire smoke and dementia risk, and findings that link GLP1 drug liraglutide to the slowing of cognitive decline.
Two-thirds of Americans have at least one major potential risk factor for dementia. More than 200,000 Oregon and Washington residents, roughly 1-in-10, are above the age of sixty-five and living with Alzheimer’s. As medical advances continue to extend life expectancy, it has never been more important to be able to recognize the difference between what is typical aging and what may be concerning changes in thinking and memory. Help is available.
The future of dementia treatment holds promise as research continues to advance.

How To Avoid Probate?
Most of our clients have heard horror stories about probate. Whether it is the fighting between siblings, a rogue executor, or a judge who seemed partial to one side, we have heard them all. Without fail, the biggest concern most of our clients have is how to avoid probate and make the administration of their estate as simple and cheap as possible.
What Is Probate?
Probate is a court process for transferring assets from a deceased person to living heirs and devisees. While every probate is different, a simple probate will last between 9 – 12 months and cost between $6,000.00 and $10,000.00 on average. When the probate is more complex, the timeline and cost will increase quickly. Most clients want to avoid probate simply due to the length and costs involved.
Does a Will Avoid Probate?
The short answer is no. A will is a legal instrument that is only effective when a judge finds it is valid. Therefore, it must go through the probate process to be validated. Having a will helps your family to avoid unnecessary delays and expenses due to fighting. Even though a will does not avoid probate, everyone should have a will.
Probate Avoidance Tips
There are several ways to avoid probate; however, be advised that there are downsides to some of these options. First, remember that probate is necessary only when a deceased person owns assets in their name, i.e., there are no joint owners and no named beneficiaries of the assets. For assets that are jointly by owned either with a spouse or an adult child, probate is not necessary.
If you have an asset such as life insurance, a retirement plan, or a bank account that has a named beneficiary, these assets will also not need to go through probate.
Beware
There are many potential problems with adding a joint owner or relying on beneficiary designations. For example:
Maria (names have been changed) added her daughter, Susan, to the title of her home so that Susan would avoid probate. After Maria’s death, Susan found out that she had a “carry over basis” in Maria’s property. This meant that if she sold the home, she would have to pay over $30,000.00 in capital gain tax. Susan would have been better off taking the home through probate because she would have received a “stepped up basis” and not had to pay any capital gains taxes.
Do I Need a Trust?
The most common reason to establish a revocable trust is to avoid probate. When set up correctly, a Trust is the best way to avoid probate because of the contingency planning. A good trust will anticipate the early death of a beneficiary or even a beneficiary’s subsequent disability whereas a beneficiary designation on an account cannot. A trust can also be used to provide for family members long into the future as well as reduce estate taxes.
Seek professional help! Most mistakes will not be discovered until it is too late and will cost your family far more than a meeting with an attorney.

How to Have a Hospice Care Conversation
When initiating a conversation with anyone who could benefit from hospice care but may not be ready to acknowledge their own mortality, start by prioritizing their emotional well-being and maintaining empathy and sensitivity.
Recommended Steps:
Establish trust and rapport
Begin by fostering a trusting relationship. Demonstrate empathy, actively listen to their concerns and validate their feelings.
assess comprehension
Before discussing goals of care to potentially include palliative or hospice care, assess their understanding of their condition. This enables you to tailor your approach and ensure it resonates with their emotional state.
employ gentle language
Frame the conversation around goals of care, comfort measures, or supportive services. For instance, you could introduce the topic by saying, “Let’s explore options for additional support and care to enhance your quality of life.”
highlight the quality of life
Emphasize the positive aspects of hospice care in terms of enhancing comfort, dignity, and overall quality of life. This could include a discussion of conclusive data indicating that patients live longer and feel better with earlier referrals to hospice care. When symptoms that cause suffering are managed earlier, people often experience better quality of life through their final chapters.
engage in shared decisionmaking
Encourage the patient to express their preferences and care goals. By involving
them in the decision-making process, you empower them to take ownership of their life choices through education on the options available to them.
Offer information gradually
If someone is hesitant to discuss hospice care, respect their pace and provide information gradually. Offer to revisit the topic when they feel more comfortable or have questions.
provide access to support resources
Share the numerous support resources, such as counseling services, spiritual care, and palliative care.
respect autonomy
Ultimately, honor the patient’s autonomy and decision-making authority. Recognize that they have the right to choose the level of care that aligns with their values and preferences. By approaching the conversation with sensitivity, empathy, and respect for personal autonomy, you can assist them in navigating their life decisions with dignity and compassion.
recognize this as a time when
comfort reigns
In choosing hospice care, you are not giving up the fight to live life on your terms. Instead, you are turning towards comfort. The hospice approach is to listen to you and discover the best quality of life moving forward. “We cannot change the outcome, but we can affect the journey.”

What is PACE?
PACE is a Medicare and Medicaid program that helps people meet their health care needs in the community instead of going to a nursing home. PACE stands for Programs of AllInclusive Care for the Elderly.
With PACE, the focus is on you — you have a team of health care professionals working with you and your family to make sure you get the coordinated care you need. Your team is experienced in caring for older adults. Usually, they care for a small number of people, so they really get to know you.
How does PACE work?
PACE organizations provide care and services in the home, the community (which includes assisted living, memory care and adult care homes), and the PACE center. They have contracts with many specialists and other providers in the community. Most PACE participants get most of their care from staff employed by the PACE organization in the PACE center, which meet state and federal safety requirements.
Who can get PACE?
You can have either Medicare or Medicaid, or both, to join PACE. To qualify for PACE, you must be 55 or older; live in the service area of a PACE organization; need a nursing home-level of care (as certified by your state); be able to live safely in the community with help from PACE.
What does PACE cover?
PACE provides all the care and services covered by Medicare and Medicaid, and if authorized by your health care
team, may cover services that Medicare and Medicaid don’t cover. Services covered include primary and specialty medical care; dentistry, vision and audiology; emergency services and hospital care; care at home; nursing home care; physical, occupational and speech therapy; medications and medical equipment; social services; care management; and transportation to the PACE center for activities or medical appointments, if medically necessary.
How to apply for PACE
In Oregon, to find out if you’re eligible call Providence ElderPlace, or call your Medicaid office.
What you pay for PACE depends on your financial situation
If you have Medicaid, you won't pay a monthly premium for the long-term care portion of the PACE benefit. If you don't qualify for Medicaid but you have Medicare, you'll be charged a monthly premium to cover the long-term care portion of the PACE benefit and a premium for Medicare Part D drugs.
There's no deductible or copayment for any drug, service, or care approved by your health care team.
If you don't have Medicare or Medicaid, you can pay for PACE privately.

What is the DSAC?
The Disabilities Services Advisory Council (DSAC) is a group of local volunteers. They give advice, educate and advocate on issues that are important to people with disabilities. Many DSAC volunteers are people with disabilities. All are dedicated advocates.
DSAC volunteers believe in:
Ensuring quality of life and services for people with disabilities.
Learning about the political process.
Educating others about local service delivery options.
What does the DSAC do?
DSAC members make a difference in our community. They advocate for Oregonians with disabilities. We do this by sharing our diverse perspectives and experiences.
The council works with the Oregon Department of Human Services (ODHS) and Aging and People with Disabilities (APD) offices statewide. We also work with other state and local agencies. Advisory input:
Provide feedback on state policy guidelines and issues that affect people who receive state services.
Review and evaluate the effectiveness of state services.
Support compliance with the Americans with Disabilities Act.
Advocate for disability issues in: The community, Legislature and ODHS / Adult Protective Services offices
What can you bring to your local DSAC?
DSAC members serve as advocates. They contribute diverse perspectives and vast experience to advise Aging and
People with Disabilities offices in your community and throughout Oregon.
They can provide valuable feedback on topics such as:
Housing (affordable and accessible)
Transportation, both Non-medical and Non-emergency medical transportation
Service equity
Community inclusiveness
DSAC members may also advocate to the legislature about these topics:
Budgets
Policy
Services and programs such as: LongTerm Care Services, In-home services, Oregon Health Plan, and Access to care
Contact your local office to:
Find out where and when the next DSAC meeting will be held.
Request special accommodations you may need to attend the meeting (for example, large print or an interpreter).
Apply to become a DSAC member. For more information or if you have any questions about DSACs, you may contact ODHS Aging and People with Disabilities at 971-673-7600. You may also look up your local ODHS/APD office online at: https://go.usa.gov/xUES8

Housing Definitions:
Adult Day Care Programs offer a protective setting during the day, for those who cannot be left alone due to health care and social needs. The structured program within a community setting offers: socialization, planned activities, care services, companionship and meals. Adult Day Care provides daytime respite for the caregiver who typically works, needs time for other responsibilities, or simply to take a break. Some programs are designed for older adults with dementia and/or physical limitations. Day Care programs in senior housing communities that are listed in this guide must be able to accept non-residents to be included.
Adult Care Homes or Family Care Homes are private residences that provide a home-like setting, and serve up to 5 residents in Oregon and 8 residents in Washington. The caregiver may perform several functions, such as personal care, housekeeping and activities and group meals. There are three levels of Adult Foster Care Home licenses in Oregon. The classification system is based on the level of care the Adult Foster Home may provide to residents who live in the home as well as the experience and training of the providers and their ability to assist residents with: personal hygiene, mobility, eating, dressing, toileting, and behavior management. Residents may require very light assistance or may be dependent with several care needs; it is best to ask individual locations for their specific policies and license.
Assisted Living Communities are State-regulated rental properties where six or more residents may reside. Care assistance is available, including: medication management, bathing, dressing, toileting and eating. Apartments must be fully self-contained private living units with a lockable door, private bathroom, and kitchenette facilities. The fee schedule is regular monthly rent along with additional fees for specific services and amenities. Assisted living communities are best suited for individuals who want to remain as independent as possible and who are able to direct their own care.
CCRCs (Continuing Care Retirement Communities) also known as Life Plan Communities, are communities that include a continuum of care from independent living, assisted living, residential care and skilled nursing services all on one campus, allowing individuals to live within the same community as their needs progress through the spectrum of care. They typically offer the full selection of amenities associated with retirement living. An endowment fee in addition to a monthly maintenance fee can be expected.
Independent Living Communities provide residents an independent living setting without the burden of home ownership. Typically, residency is established on a monthly rental basis. Residents live in fully equipped private apartments or cottages from studios to large two-bedroom units that may be rental-assisted or market-rate depending on the community. Amenities and hospitality services such as housekeeping, linen service, transportation and social and recreational activities may be included, provided for an additional charge, or may not be available at all. These communities do not provide assistance with activities of daily living or personal care.
Memory Care or Dementia Communities offer or provide care for residents with Alzheimer’s disease or other dementia in a home-like environment. These communities must receive an endorsement and is governed by additional regulations that are specifically intended to support individuals with dementia, including: a secure building that alerts staff if a resident has exited, a secure outdoor area that provides outdoor freedom safely, interior finishes that are non-glare and well lit, and visual contrasts between floors, walls and doorways. Alzheimer’s units must also have programs, which include: gross motor, self care, social, craft, sensory enhancement and outdoor activities.
Rehabilitation & Therapy is treatment for an injury, illness, or pain with the goal of restoring function, including nursing and therapy services. Rehab is ordered by a physician and services are provided by nurses and physical, occupational, and speech therapists. Examples include working with a physical therapist to help you walk and with an occupational therapist to help you get dressed.
Residential Care Facilities provide housing and supportive services for six or more people who do not require 24 hour nursing care. Pricing can vary greatly depending on the level of care provided and the size and amenities of each apartment. Accommodations are typically in a home-like setting and may range from a shared bedroom with common bathroom, to private apartments with kitchenette and private bathroom. Monthly fees vary greatly based on unit amenities and care services. Many residential care facilities specialize in caring for individuals with Alzheimer’s or dementia.
Respite Care is short term relief for family caregivers to take a break from the caregiving responsibilities and allows for a healthier and better quality of life for both the caregiver and care receiver. Respite services include: companionship, personal care, recreational activities and security. Respite care can be provided as short stay or for a longer period that allows the family caregiver to go on vacation or a business trip. Longer duration respite care is generally found at select senior housing communities although some Companion services may provide this service in the home.
Skilled Nursing Facility (SNF) or Nursing Homes are State licensed facilities that provide a safe, therapeutic environment for individuals who require rehabilitative care or can no longer live independently due to functional or cognitive impairment. Nursing Homes offer 24-hour skilled nursing care and medical services by registered nurses and support professionals. This is the highest level of care that can be provided that is not hospitalization. Additionally, nursing facilities offer residents planned social, recreational and spiritual activities. Nursing facilities are most appropriate for people who need 24-hour medical oversight and a protective/structured setting. Most residents must share their room, but residents are allowed to bring personal items to encourage a more home-like atmosphere.

Navigating Care Options for Older Adults
When an older adult or a couple needs care, it takes a lot of decision-making and planning to orchestrate a successful move. Although some people are advanced planners, most people put off making a move until it becomes almost a necessity to do so.
Faced with the prospect of needing to make a move, older adults and their families want to be certain they’re aware of all the options and that they’re making informed decisions about their future. How exactly does one go about selecting a care community or how do you know if in-home care is a possibility?
Since there are hundreds of options to consider, this process can quickly become overwhelming. One of the primary benefits of working with a referral agent is to gain a deeper understanding of which options you’ll want to consider. Referral agents know the questions that need to be answered so that your options are fully focused on what you want and what you need.
There are 50 such agencies in our area yet selecting the right person to support you is important to experiencing the best outcome. The most effective way to find a referral agent is by visiting the Oregon Senior Referral Agency Association by visiting www.OSRAA.com
When you contact a referral agent, they’ll meet with you in person or they’ll arrange to have an in-depth phone conversation with you about your particular situation. From there the agent will accompany you on tours of several options, acting as a
neutral third party to support you in the information gathering stage and to support you in making your own decisions.
The role of a referral agent is to present options based on the criteria you set forth. This allows you to consider only options that match what you’re seeking.
Most people find that visiting a dozen communities creates confusion, whereas touring three options that all match your needs and preferences simplifies the process. People also benefit from the advocacy a referral agent provides during the touring process and before the actual move happens.
Considering such a move represents a big decision in life. It’s best to have the help of a well-informed referral agent who can ensure you have what you need to make a good decision for yourself.
You will want to exercise caution when using the internet to find the options available to you. Many websites require your information to view the search results. Your information may then be shared with multiple providers without your understanding. If you choose to search online, rather than working with a local hands-on referral agency, protect your contact information and verify that the phone number reaches the provider directly instead of a third party.

Choosing an Assisted Living
Licensing requirements for assisted living facilities vary by state and can be known by as many as 26 different names including: residential care, board and care, congregate care, and personal care. A complete list of each state’s terminology and state regulations can be found at: http://aspe.hhs.gov
Choosing A Community
A good match between a community and a resident’s needs depends as much on the philosophy and services as it does on the quality of care.
The following suggestions can help you get started in your search for a safe and appropriate assisted living community:
• What are your future needs and how will the community meet those needs?
• Is the community close to family and friends? Are there any shopping centers or other businesses nearby (within walking distance)?
• Visit each community more than once, sometimes unannounced.
• Visit at meal times, sample the food, and observe the quality.
• Observe interactions among residents and staff and ask questions.
• Ask about social, recreational, and spiritual activities.
• Ask about the type and frequency of staff trainings.
• Review state licensing reports.
These Steps Should Also Be Considered:
• Contact your state’s long-term care ombudsman to see if any complaints have been filed against the assisted living community you are interested in. In many states, the ombudsman checks on conditions at assisted living units and nursing homes.
• If the assisted living community is connected to a nursing home, ask for information about it too. Information on nursing homes can be found on the Medicare website at https://www. medicare.gov/care-compare/
It is a good idea to review The Substantiated Facility Abuse Complaints at https://ltclicensing.oregon.gov
This website contains Facility Adult Protective Services (APS) investigations that constitute abuse as determined by Corrective Action Coordinators.
