STANDARD SAILING INSTRUCTIONS The standard Sailing Instructions apply to club races conducted by Royal Freshwater Bay Yacht Club (Inc.). These Sailing Instructions do not apply to events where separate Sailing Instructions are issued. Where supplementary sailing instructions for Mid Week/Frostbite Racing and Twilight Guidelines conflict with these sailing instructions the supplementary sailing instructions shall prevail. Abbreviations AS – Australian Sailing (formerly Yachting Australia) ASSR – Australian Sailing Special Regulations relating to safety requirements IRC – International Rule - Club RRS – The current Racing Rules of Sailing as published by World Sailing An underscored heading means the following paragraph(s) applies only to the Section designated.

RULES

ENTRIES AND ELIGIBILITY

Races will be governed by the rules as defined in the RRS. The ASSR will apply and relevant Class Rules will apply (unless altered by these Sailing Instructions). 1.3 Competitors shall be financial members of their respective Class Associations where this is a requirement in order to race in a Class for that design of boat. Keelboat 1.4 Division Boats and Sports Boats may use trapezes and outriggers where these are part of the boat’s design. This changes Rule 49.1. 1.5 The IRC Rules 2015 Parts A, B and C shall apply where applicable. 1.6 IRC Rule 22.4 shall not apply. Dinghy 1.7 Optimists and O’pen BICs designated by the race committee as being in Silver Fleet shall fly a pink coloured streamer from their mainsail leach. 2.1

Boats shall submit a nomination form to the Yachting Operations Office prior to competing in a race in a series. Only boats registered at the Club may compete in club races unless the race is designated as an invitation race or unless otherwise approved by the Yachting Operations Manager. Boats shall be helmed by a financial Life, Special, Senior, Ordinary or Junior member of the Club unless otherwise approved by the Yachting Operations Office. Notification of any change in registration details (including change of skipper and helmsman) shall be lodged in writing and approved by the Race Committee or the Yachting Operations Office prior to the race in which it will take effect. For Club Championship races different combination of helm and boat will be considered as a new entry. For consistency races any change of helm will result in an increase in handicap of 1.5%.

Any change in sailing instruction will be posted on the relevant Notice Board, as specified in 3.2 and 3.3 above, not less than two hours before the scheduled warning signal of the races for which it will take effect except that any change to the schedule of races will be posted by 1800 on the day before it will take effect. 4.2 All changes to sailing instructions will also be published on the RFBYC website and emailed to all registered competitors. Failure for an electronic communication not to be made or received will not be grounds for redress. This changes RRS 62. 4.3 It is each competitor’s responsibility to ensure they have received the change in its entirety. Keelboat 4.4 The ‘L” Flag will be displayed from the mast in front of the Senior Clubhouse. This flag shall be displayed until the start time of the race to which the change applies. Dinghy 4.5 The ‘L’ Flag will be displayed from the mast in front of the Junior Clubhouse. 4.6 Changes to the Sailing Instructions may be made on water in accordance with RRS 90.2 (c) using the following procedure: a) Flag ‘L’ to be displayed with a sound signal. Competitors should come within hailing distance of the Committee boat b) Instructions may be given orally or by displaying a notice on the Committee Boat. Failure to receive these instructions will not be grounds for redress. Keelboat 5.1 Signals made ashore will be displayed on the Flag Mast in front of the Senior Clubhouse. Dinghy 5.2 Signals made ashore will be made from the mast in front of the Junior Clubhouse. 5.3 When Flag AP is displayed ashore, ‘1 minute’ is replaced with not less than 30 minutes in RRS race signals. Keelboat 6.1 All keel or ballasted boats shall comply with the requirements of the ASSR Part 1. for Category 7. 6.2 No boat shall race with an anchor protruding over its bow. A boat shall not be disqualified for a breach of this sailing instruction without prior warning and adequate opportunity to make the correction. Dinghy 6.3 All off the beach boats shall comply with the requirements of ASSR Part 2. 6.4 Skippers and Crew must complete ‘sign on’ sheets located at the Junior Clubhouse each day before racing. Skippers and Crew must complete ‘sign off’ sheets located at the Junior Clubhouse each day after racing and within the Protest Time Limit. 7.1 7.2

A boat that intends to use any sail number other than its registered number shall obtain approval from the Yachting Operations Office or Race Officer prior to the race. A boat that fails to comply with SI 7.1 will be recorded as ‘DSQ’ without a hearing. This changes RRS A5.

SCHEDULE OF RACES

Scheduled event dates, times of first warning signal and location of starting lines are shown in Appendix A ‘Schedule of Events’. Where Appendix A, ‘Schedule of Events’ includes information of social events or events conducted by other clubs or sailed under alternative special sailing instructions these do not form part of the these sailing instructions. Any changes to the start times in the 2016/17 ‘Schedule of Events’ will be displayed on the relevant Notice Board as specified in SI 3.2 and 3.3.

A boat shall race in the Division/Fleet to which it is allocated by the Yachting Committee. Division and Class Flags are shown on the respective course sheets in the 2016/17 Standard Sailing Instruction Appendix B ‘Courses’. Keelboat 9.3 Each keelboat shall display her Division Flag (minimum size 270mm x 190mm) approximately 2 metres above the deck on either the backstay or starboard shroud. 9.4 When racing as an individual class within a Division (e.g. SS27 within Division III) each keelboat shall also display that particular Class Flag directly below her Division Flag. 9.5 Boats who do not intend to use a spinnaker on a Saturday race day (excluding Windward/ Leeward race days) shall advise the Sailing Administrator in person or by email before 13.00hrs on the day. In addition they shall display an ‘I’ flag under their division or class flag from before their warning signal until they have retired or finished. Handicaps for boats complying with this SI will be reduced by .01 for that day.

The racing area will be generally within the area of Melville Water, Freshwater Bay and Mosman Bay.

All courses are as detailed under the 2016-17 Standard Sailing Instructions Appendix B ‘Courses’. The course will be signalled on the Start Box or Start Boat by displaying the corresponding numeral pennant with the Warning Signal for that fleet. Shortened Course Keelboat Flag ‘S’ displayed no later than the Warning Signal means: ‘omit marks of the course indicated by an asterisk (*)’. Courses may also be shortened in accordance with RRS 32.2. Dinghy Courses may be shortened in accordance with RRS 32.2. In addition, RRS 32 may be changed so that if Flag ‘S’ over Flag ‘F’ are displayed in the vicinity of a mark, competitors shall pass that mark on the required side and proceed directly to the finish line. Mid River Finish Keelboat Flag ‘R’ displayed below the course flag no later than the warning signal means: ‘the fleet shall finish at the mid river finishing line. Multiple Races Dinghy and Keelboat When Flag ‘Q’ is displayed at the finish, another race will be started as soon as practicable. Multiple sound signals will indicate that a new starting sequence will commence within 1 minute.

MARKS

Keelboat Marks for club courses will be fixed marks as shown in the ‘Guide to Swan River Yacht Racing Course Marks’ on Page 80 of the Sailing Handbook. Navigation Posts All navigation posts except Outer Dolphin (17) and Deepwater (37) that are not listed as a rounding or passing mark on the course sheet, shall be passed on their correct navigational side. All such navigation posts shall rank as obstructions for the purposes of Part 2 of the RRS and RRS 19 shall apply. Obstructions Keelboat Boats shall not sail through the line joining Bricklanding Buoys 33A and 33B or through a line joining Smith Buoy 35A and Lucky Bay Buoy 35B. These lines rank as obstructions for the purpose of Part 2 of the RRS. A boat breaking this rule may accept an alternative penalty in accordance with SI 17.2 and 17.3. Dinghy Course Marks 1, 2, 3 and T will be orange inflatable buoys. Course Marks A, B and C will be red cylindrical buoys.

FLEET STARTS

Standard Starts Keelboat Fleets will be started at 5 minute intervals in accordance with RRS 26. Dinghy All races will be started in fleet sequence using RRS 26 modified such that the warning signal will be displayed 3 minutes prior to the start and the preparatory signal 2 minutes prior to the start Handicap Starts Keelboats Boats will be allocated a start number. Boats shall start on or after the fall of their number as displayed on the light panel above the Start Box or on a display board or both. Late Starter Keelboat A boat starting later than 10 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A4. Dinghy A boat starting later than 6 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A4. Individual Recall – Handicap Starts Keelboats One sound signal will be made. RRS Signal Flag ‘X’ will be displayed until all boats have returned to the pre start side of the starting line or for 30 seconds whichever is the earlier. This changes RRS 29.1. General Recall When there are other classes yet to start, the warning signal for the first recalled fleet will be displayed at the start signal for the last fleet in the sequence. This changes RRS 29.2. U Flag If Flag ‘U’ has been displayed as a Preparatory Signal, no part of a boat’s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing, but not if the race is restarted or resailed or postponed or abandoned. This changes Rule 26 and A5. A conspicuous orange flag will identify a ‘line in use’ for starting or finishing. Except between her warning and starting signals, or when finishing, a boat shall not cross a ‘line in use’ in either direction when the orange flag is displayed. A boat observed breaching SI 14.2 will be penalised without a hearing in accordance with SI 17.4. This changes RRS 63.1. Club Line 2 will not be ‘in use’ after the completion of the starting sequence. SI 14.2 is not open to protest by boats. This changes RRS 60.1.

Club Starting Line No. 1 Will be between the triangle above the Start Box and the black and white chequered outer mark placed in an easterly direction from the Start Box. An inner mark will mark the length but not the position of the line. Club Starting Line No. 2 Will be between the triangle above the Start Box and the black and white chequered outer mark placed in a northerly direction from the Start Box. An inner mark will mark the length but not the position of the line. Boat Starting Line Will be between a mast displaying an orange flag on the Committee Boat at the starboard end and a black and white chequered inflatable buoy at the port end. A clearance mark may be streamed from the Start Boat. This clearance mark is deemed to be part of the Start Boat for the purpose of RRS 31 and shall be passed on the same side as the Start Boat when starting. Club Finishing Line Will be between the triangle above the Start Box and the black and white chequered buoy placed in an easterly direction from the Start Box. An inner mark will mark the length but not the position of the line. Boat Finishing Line Keelboat Will be between a mast displaying an orange flag on the Committee Boat at the starboard end and a black and white chequered inflatable buoy at the port end. Dinghy Will be between a mast displaying an orange flag on the committee boat at the starboard end and a red and yellow banded inflatable buoy at the port end.

KEEPING CLEAR

A boat whose Warning Signal has not been made shall keep clear of both the starting area and of all boats who are in the starting sequence. Club Start Line After the first Warning Signal of the day, boats shall not pass between the Start Box and the inner mark of Club Starting Line No. 1 when the line is in use. The only exceptions will be boats that are forced between the Start Box and the inner mark at the start or boats returning to start after recall. Handicap Starts Keelboat Boats shall keep clear of the club starting line until their allocated number is displayed on the light panel above the Start Box or on a display board or both Club Finish After finishing and clearing the club finish line, boats shall not pass between the Start/ Finish Box and an orange outer clearance mark as the extension to the finish line. Boats shall at all times give way to support craft identified by a white flag with the words safety in red. Boats observed breaching any of SI 16 will be penalised, without a hearing, in accordance with SI 17.4. This changes RRS 63.1

PENALTIES

For all classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the OneTurn Penalty. Keelboat Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or Rule 31 to take a penalty after racing but prior to any protest hearing. Protest Time Limit Keelboat Protests shall be lodged at the Yachting Operations Office within 60 minutes of the last boat finishing in that class. Protests shall be in writing on forms available from the office. For fleets having multiple races, protests for the first race may be lodged within 60 minutes of the protesting boat’s finishing time in the last race of the day. Dinghy Protests shall be lodged at the Yachting Operations Office within 30 minutes of the last boat finishing in that class. Protests shall be in writing on forms available from the office. For multiple races, protests for the first race may be lodged within 30 minutes of the protesting boat’s finishing time in the last race of the day. All protests must be receipted by the Sailing Administrator or Race Official on lodgement. A boat penalised under SI 14, 16 or 27 may request a hearing.

Provided that rule 44.1(b) does not apply, a boat that may have broken one or more rules of Part 2, Part 4 or rule 31 in an incident may take a Post-Race Penalty at any time after the race until the beginning of a protest hearing involving the incident. (b) A Post-Race Penalty is a 30% Scoring Penalty calculated as stated in RRS 44.3(c). However, RRS 44.1(a) applies. (c) A boat takes a Post-Race Penalty by delivering to the arbitrator or a member of the protest committee a written statement that she accepts the penalty and that identifies the race number and where and when the incident occurred. Arbitration Meeting An arbitration meeting will be held prior to a protest hearing for each incident resulting in a protest by a boat involving one or more rules of Part 2, Part 4 or RRS 31, but only if each party is represented by a person who was on board at the time of the incident. No witnesses will be permitted. However, if the arbitrator decides that RRS 44.1(b) may apply or that arbitration is not appropriate, the meeting will not be held, and if a meeting is in progress, it will be closed.

Arbitrator’s Opinion Based on the evidence given by the representatives, the arbitrator will offer an opinion as to what the protest committee is likely to decide: (a) the protest is invalid, (b) no boat will be penalized for breaking a rule, or (c) one or more boats will be penalized for breaking a rule, identifying the boats and the penalties. Arbitration Meeting Outcomes After the arbitrator offers an opinion, (a) a boat may take a Post-Race Penalty, and (b) a boat may ask to withdraw her protest. The arbitrator may then act on behalf of the protest committee in accordance with RRS 63.1 to allow the withdrawal. Unless all protests involving the incident are withdrawn, a protest hearing will be held. If a protest hearing is held the arbitrator may be a member of the protest committee.

Keelboats For fleets having multiple “short races”, the number of races achieved will be consolidated into a single race day result which will count towards Consistency. A minimum of two starters are required to constitute a race. Boats sailing in official Class, State, National and other non-Club events may apply for average points to be awarded for Consistency Series and Club Championship Series races held on the same day. To be eligible for average points in a Consistency or Club Championship Series race(s), boats must participate in a minimum of 50% of the races in the series for which average points are being requested. Applications for average points shall be made in writing to the Yachting Operations Office within five days of the race for which average points are requested and shall be accompanied by a results sheet to confirm participation in their alternate event. Average points shall be calculated from the points accrued in all the races that the requesting boat competed in during the series. Decision on the award of average points is at the sole discretion of the Yachting Operations Manager.

Club appointed/approved coaches may give advice to some or all competitors while they are racing except during designated Club Championship Heats. Silver Fleet Optimist and Silver Fleet O’pen BIC boats displaying a pink ribbon may be coached by anyone during any race. This will not be regarded as a breach of RRS 41. A boat retiring shall, where possible, notify the officials at the relevant finish line. This may also be done by hailing, or for Keelboats by radio VHF Channel 77. A boat that wishes to retire after coming ashore should advise the relevant Yachting Operations Office.

RADIO COMMUNICATION

Keelboats The Race Committee may use VHF radio channel 77 to advise competitors of matters relating to the conduct of racing. These matters may include advising competitors of the course to be sailed, start times, postponements, starting infringements, impending time limits, shortened course information and the like. Except in an emergency, competitors shall not transmit via radio or use mobile phones (including the internet) whilst racing. A boat in breach of this sailing instruction may be penalized by the Race Committee by disqualification, a penalty in accordance with SI 17.4 or some other penalty. This changes RRS 63.1.

DISCLAIMER OF LIABILITY

All those taking part in Club races do so at their own risk and responsibility. The Club is not responsible for the sea worthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. The Club reserves the right to refuse an entry. Attention is drawn to Rule 4 which states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone’.

INSURANCE

All vessels sailing in Club races shall have current valid insurance in respect of Third Party Liability and Public Liability of not less than AUD$10 Million.

SUPPLEMENTARY SAILING INSTRUCTIONS MID WEEK & FROSTBITE Events will be conducted in accordance with the 2016/17 Standard Sailing Instructions subject to these additions or amendments. In the event of a conflict, these Supplementary Sailing Instructions shall prevail. 1. ELIGIBILITY AND ENTRY 1.1 Entry to Mid Week and Frostbite races is open to any boat registered with a yacht club affiliated with Yachting WA. 1.2 Mid Week and Frostbite Racing Boats may enter by notifying the Start Box of their intention to race prior to the first warning signal. 2. SAILS Spinnakers shall not be used in Mid Week racing. 3. FLEETS AND COMBINATIONS Mid Week Racing Fleet A: Division I, SB, IRC, Etchells, BW8 Fleet B: All other classes Fleet C: Contenders / Dinghies Frostbite Racing Fleet A: Division I, SB, IRC, BW8 Fleet B: All other Classes except Etchells and Dragons Etchells and, Dragons will sail on a separate course area. 4. 5.3 Frostbite Racing The course may be shortened as follows: a) SI 11.3 applies. b) Flag “S” and Flag “F” displayed from a Committee Boat adjacent to a mark of the course means, “boats shall round that mark on the required side and then proceed directly to the finishing line and finish in the direction of the course from that mark. This changes RRS 32 and Race Signals. c) Course may also be shortened in accordance with RRS 32. 6. MISSING MARK If a mark of the course is missing, yachts shall round at the approximate position of its usual location. This changes RRS 34. 7. TIME LIMIT 7.1 Mid Week Racing The time limit shall be 2 hours 30 minutes after the start of Fleet B. 7.2 Frostbite Racing The time limit shall be 13:30 hours for morning races and 16:30 hours for afternoon races. 7.3 Boats that fail to finish before the time limit will be scored “DNF”. This changes RRS 35. 8. SCORING 8.1 Mid Week Racing The best 17 races in each series shall count. 8.2 Frostbite Racing All races shall count. 9. ELIGIBILITY AND ENTRY a) RFBYC Twilight Sailing is open to any yacht registered with a yacht club affiliated with Yachting WA. b) All boats are to sign on to participate in each twilight event by SMS to phone 0422 654 833. The information required is boat name, sail number, skipper’s name, and number of persons on board. Boats crossing the Finish Line will be signed off automatically by the Start Box, whereas, boats retiring are required to sign off by SMS. 2. SAFETY REGULATIONS ASSR Category 7 shall apply with the following modifications: a) At least one method of shore communication is required (mobile phone or VHF Channel 77) b) All boats shall carry 2 red hand held flares in a watertight container and 2 operational buoyant waterproof flashlights. c) All boats shall comply with the Department of Transport’s Navigable Waters Regulations, and shall display the prescribed Navigation Lights after sunset. d) PFDs shall be carried on board for each person on the boat. It is strongly recommended that a PFD is worn by each person when on deck on all boats after sunset and at all times on boats without lifelines. e) The person in charge is responsible for safety of all persons on board. The person in charge must take into account such factors as the age and capabilities of each person onboard, the potential weather conditions, the total number of persons onboard and the likelihood of persons falling from the boat due to its design/layout. f) Should the Y flag be displayed from the Start Box it is compulsory for each person onboard to wear a PFD at all times while on the water. g) A boat or participant shall give all possible help to any person or vessel in danger. h) The responsibility for a boat’s decision to participate in this event or to continue in it is that boat’s alone. 3. FLEETS A Fleet – 18:15 Start: Division 1, BW8, Sports Boat and Etchells B Fleet – 18:20 Start: All other classes 4. COURSES Courses are as detailed under the 2016/17 Standard Sailing Instructions Appendix B “Courses” and are also available from the Club’s website. The course to be sailed will be displayed by flying the relevant numeral pennant flag from the Start Box, and may also be signaled by displaying the appropriate numeral.

5. SAILING A PROPER COURSE When overlapped with another boat a leeward boat shall not sail above her proper course. 6. OVERTAKING When overtaking within two boats lengths a faster boat shall overtake to leeward of a slower boat and a larger boat shall overtake to leeward of a smaller boat. 7. SPINNAKERS Spinnakers are not permitted at any time. 8. TIME LIMIT The time limit is 20:00. Any boat that has not finished or signed off by SMS by 20:00 is solely responsible for their own safety.
