So, here is mine: Thank you. I have had a great 2 year run as your Rental Housing Alliance Oregon President. And now it’s time for a change. The new in-coming President is Ken Schriver. I introduced him in a letter last year. Although he has only been a RHA Oregon member for a little more than a year, in my opinion, he is the most qualified person to take the helm at this time. Ken’s status as a small landlord, his background as a retired physics professor and the unwavering support he has shown by attending nearly every City Council and Residential Services Commission meeting in Portland for the last year has demonstrated his commitment to improving our organization. He will excel as an advocate, instructor and champion of landlord rights. From my point of view, it does feel a little like all the tenant/landlord drama that had been brewing for the last 20 years erupted on my watch, but that’s not exactly true. Past presidents including John Sage and Phil Owen have both spent countless hours addressing the Tenant Landlord Coalition and testifying in front of housing commissions over the years. Our organization has changed and evolved. When Liz Carpenter was President, we re-branded because she recognized that we were more than the “Rental Housing Association of Greater Portland .” By becoming Rental Housing Alliance Oregon, we firmly (re) asserted our position as having a statewide influence.

Change was needed then too, because prior to that, while Mark Passannante was President, we separated from Oregon Rental Housing Association due to some unresolved conflicts of ideologies. We have many members who joined our organization when we were the Oregon Apartment Association; a name that no longer seems to identify us well at all.

Are Apartments rents going to drop, as newly constructed apartments enter the Portland market? By Cliff Hawkley, President, Bluestone + Hockley Real Estate Services Most residential Landlords in the Portland, Oregon marketplace are more concerned about regulation by City of Portland Commissioner Eudaley’s Rental Services Commission and the Portland Housing Bureau than they are facing the rising apartment vacancy rate. Are they looking in the wrong direction? Fannie Mae’s research team is thumping the drum that the Portland Metro marketplace will find itself overbuilt by potentially 1,500 units a year in 2019 and 2020, as deliveries of new apartments come into the marketplace. Commissioner Eudaly and tenant advocates should be happy because rents will probably be adjusted downward and landlords will use aggressive concessions to fill their vacant units. Developers will do what they can to keep their rent levels at proforma levels, so they can get permanent financing in place. This should bode well for tenants in Portland in the next 12 months. Too many units? According to Fannie Mae analysts, the cumulative effect of the rapid growth of housing stock will cause rent increases to slow substantially. Costar confirms that the “amount of new inventory in the pipeline is formidable.” As of September 2018, Costar counted approximately 11,000 units under construction. Expected demand for 2018 is estimated at a robust 6,600 units (CoStar) of which 4,100 have already been delivered as of September 2018. In the last 12 months, the Portland Metro marketplace absorbed 7,237 units, which is extraordinary. As you can see from the chart below, the Portland MSA typically has absorbed an average of about 4,000 units per year. Over the last three years absorption has grown from about 4,000 units per year to 7,000 units per year (12-month trailing), as young adults have migrated to Portland for its affordable living costs and livability when compared to San Francisco and Seattle.

In and Out Migration: Oregon’s growth is driven by job creation focused in the urban centers. For example, Multnomah County received 28,394 migrants, Washington County 19,090, and Clackamas County 10,172 in 2015 -2016. Metro counties losing people to out-of-state destinations included Multnomah 21,649; Washington 14,818 Clackamas, 7,786. According to the Oregon State Employment Department, peak movers both into and out of Oregon have been those aged 26 to 44. In 2015 -2016 the approximate net inflow of new Oregonians was 17,409 (see chart below).

Clark County grew by 9,095 people in 2017, an increase over 1.95%. It is estimated that 50 – 60 percent of these purchase or move into rental homes. The balance rented apartments, moved into manufactured housing or moved in with friends. (continued on page 8) 2

Rents: Rents have been leveling off and, in some cases, dropping, as the additional supply of housing creates competitive pressure. This is excellent news for tenants as they get to move into new buildings with concessions and sweetheart deals. Class C and D properties that had been able to increase rents a little when there was a housing shortage, are now faced with pressure to roll back some of those increases or give concessions to fill vacancies. Even with the rent rollbacks, folks on fixed incomes, those on pensions and other government programs, who do not have the ability to increase their income and pay increased rents are stuck in a challenging position, because rents have increased faster than the CPI increases that typically give them the ability to keep up. The current US President is reducing the funds available to Housing Choice Vouchers (formerly Section 8), squeezing the most financially challenged members of our community. The low-income tenant’s coalition has been putting pressure on city commissioners, which in turn has helped Commissioner Eudaly give birth to the Rental Services Commission. This group of mostly tenant advocates is looking for any way they can get landlords to rent to tenants that are on the edge of the rental spectrum; those with criminal records, lack of income or adverse rental references. Shifting rental pool from houses to apartments: During and after the foreclosure crisis, single-family rentals increased as investors purchased properties at bargain prices and the rental pool expanded when those who lost their homes to foreclosure needed to find a place to live. As the marketplace has strengthened and home values have increased, investors have sold off their investments and cashed in on the increased values.

As you review the chart above, you can see that there is a shift in the availability of types of rental homes in the region. The number of apartments continues to increase with new construction, but the overall rental market has expanded less than expected given the decline in single-family rentals. Conversely, the ownership market has expanded a bit more than the new construction numbers indicate as more homes are being converted from rentals into homes. The impact on the rental marketplace is significant. The number of rental homes has reduced by about 10,000 single-family rentals in recent years. This is equivalent to 1.5 years of new apartment or new single-family supply! This reduction in rental housing will be exacerbated as the Portland Rental Services Commission and city commissioners adopt more restrictive rental policies. This will force small investors out of the market and make even more homes available for home ownership and less as rentals. The reduction of low-income housing will deliver a devastating blow to low-income tenants, exactly the reverse of what the city council is trying to achieve. Summary: Over the next two or three years, the Portland apartment market will be faced with an oversupply of multifamily units. There will be some short-term impact to the rent levels as the marketplace adjusts to the supply and lack of demand. The biggest impact will be felt by properties that have been newly constructed with higher rent levels. www.rhaoregon.org

As millennials mature and grow their families, they will probably create demand for ownership of homes and small plexes and move out of apartments. The question will be how fast that transition will take place, because it could have a dramatic effect on the absorption of rental housing. . If apartment rents are too high, tenants will find another less expensive town to live and work in and we will continue with a higher vacancy rate. Apartment owners and developers cannot rely on continued strong job growth, because job growth is forecasted to contract as the availability of labor and a slowing of the economy reduce work opportunities. As job growth shrinks so does the demand for housing. As a sideline impact of the decisions being made at the Rental Services Commission, we expect that those owners of homes and small plexes will liquidate their Portland assets because the new rules will be too complex. This may drive more tenants into apartments. Unfortunately, many of the less expensive rentals will have been eliminated, as the “Ma -Pa� landlords exit the market. Bottom line is that rents will adjust to the market, and as supply of rental units exceeds demand, there will be downward pressure on rents. This is particularly the case for new construction and Class A rentals. Demand for middle-of-the-road rentals, C and B, will stay strong, but rent increases will be limited by the ability of those tenants to afford the rents. 1. 2. 3. 4.

Electrical Safety:  In the event of a power outage, choose safe alternatives for lighting such as a flashlight or battery-powered lanterns... rather than candles or kerosene lanterns. Fireplace Safety:

Make sure the area around your fireplace is clear of things that can burn, including clothing, decorations, furniture and magazines/papers.  Install a metal fireplace screen or heat-tempered glass door to prevent embers from escaping… as those embers may start a fire.  Fireplace ashes can stay warm for up to a week! So dispose of all ashes safely by using a metal can with lid and keep the metal can at least 10 feet away from your home and/or deck. Never dispose of ashes in a paper bag, box, or other container... such as a plastic garbage can or waste basket. 

General Safety: 

Keep all matches and lighters out of sight and reach from children.

Dear Maintenance Men by Jerry L’Ecuyer & Frank Alvarez

Dear Maintenance Men: How do we safely get rid of mouse droppings and nesting from a recent infestation? We have managed to get rid of the mice, but they have left behind a mess. What is the best way to handle some cleanup under the house now that they're gone? It's been about 6 months. Observed are mice fecal pellets and chewed insulation.

shoe polish and return the bolt to the unlocked position. Close the door and attempt to lock or extend the bolt into the frame. Open the door and on the frame should be the exact location of the latch plate bolt hole. Using a one-inch wood bit, bore a hole 1.5 inches deep. If your wife will not let you use her lipstick, here is an alternate method.

Cut a one-inch thick dowel rod three inches long, insert a small finish nail into the end of the dowel rod, and be sure to center the nail. Cut the head of the nail off. With the dead bolt lock removed from the door, insert the dowel rod into the latch hole in the door with the nail end facing out. Close the door and with your finger, push the dowel rod into the doorframe. Pull the rod out and your drilling site is marked exactly. One last item, if you are doing a number of doors, it may be worth purchasing a doorknob drilling jig. It will contain all the tools needed for professional door lock drilling and installation. The kit typically costs about $30 on up; a professional version can cost between $200 & $400. If you are doing more than a few doors, buying a professional door drilling kit will pay for itself just in the time and frustration is saves.

Dear Kirstin: Mice droppings and nesting can carry the Hantaviruses, so a bit of caution needs to be used. When you begin cleaning, it is important that you do not stir up dust by sweeping or vacuuming up droppings, urine, or nesting materials. • Wear rubber, latex, or vinyl gloves when cleaning urine and droppings. • Spray the urine and droppings with a disinfectant or a mixture of bleach and water and let soak 5 minutes. The recommended concentration of bleach solution is 1 part bleach to 10 parts water. When using a commercial disinfectant, following the manufacturer’s instructions on the label for dilution and disinfection time. • Use a paper towel to pick up the urine and droppings, and dispose of the waste in the garbage. • After the rodent droppings and urine have been removed, disinfect items that might have been contaminated by rodents or their urine and droppings. If you have not done this already, seal up any entryways to ensure that no rodents can get back in. Dear Maintenance Men: I am in the process of installing new dead bolt locks on a number of doors at my building. These doors have never been drilled for dead bolts before. The problem I’m running into is how to line up where to drill for the latch plate in the doorframe. The door is either tight against the frame or is too loose. Do you have any good tricks for getting this done? Ken Dear Ken: Indeed we do. Lip stick or shoe polish is the answer. After the dead bolt lock is installed in the door and with the door open, extend the bolt. Now, dab the end of the bolt with lip stick or 14

Dear Maintenance Men: I have started a kitchen-remodeling project in my apartment building and need some ideas for under kitchen cabinet lighting. I don’t want to use fluorescent fixtures, as they are very bulky and the light is harsh. Jackie Dear Jackie: Try using “Rope Light” for accent lighting in some units. Rope light is very flexible and has a life expectancy of 25,000 hours. It can be installed behind the lip under the upper cabinets or if you have space above the cabinet, just lay it on the top. Rope light produces a nice subdued light, not too bright. Other areas where rope light can be installed are closets, inside cabinets, in the garden, (it is very tough material), under the roof eave to accent the building etc. The problem with rope lights is that you can go crazy with it, there are so many applications. Rope light can be found at most hardware stores and it comes in rolls as long as 150 feet or in small sections of 10, 12, 24 and 48 foot. We recommend getting the LED rope lite as the rope does not get hot with use. (continued on page 15) www.rhaoregon.org

The French say “plus ça change, plus c’est la même chose”. The more things change, the more they stay the same.” As I say my farewell, I can see much more change ahead. Though I would like to say, “that volcano has erupted”, I can’t as it is sure to spew again in February when legislators return to Salem. Last week, our Lobbyist Cindy Robert and I gave a dinner presentation about the effects of this November’s election where the Democrats got their “grand slam” of a Super Majority in the state capitol. I offered the “Cup ½ full” theory to say there is a lot we can do as rental property owners to prepare for what’s coming. I will share those thoughts with you here, with my acronym C.U.P.: i. C - Clean your house 1. Take time and money to invest in your property: a. Fix mold, safety and drainage issues, update the mechanicals. 2. Have a 3rd party do your inspections and seek independent feedback. 3. Clean up your finances: a. Make sure your security deposits are accounted for. b. Increase all of your maintenance reserves. ii. U – Update your tenancies: 1. Toss out old forms and eliminate old clauses and outdated policies. 2. Create a communication plan with tenants. a. Not your 24 hour mobile number. b. Repairs, rent payments, and walk throughs need to be documented. 3. Stop having “relationships” with them: a. Respect their privacy, individuality, and don’t do drive bys. iii. P – Participate in your organization: 1. Go to classes – again! Go to meetings – and talk to more people! 2. Network and use the vendors – recruit your team of professionals. 3. Join the board, or a committee and be involved in your industry. 4. Contact your Representatives (they’re published in the RHA Newsletter). In closing, I hope we can all do what we can to improve our businesses, by improving our businesses, and represent each of ourselves as Good Landlords. (Nothing new with that message, right?) As the largest provider of food assistance in the state of Oregon, we help nearly 10,000 people in need each month. SnowCap accomplishes this with the hard work of 1,000 volunteers led by a staff of 9 and without government funding. Since 1967, SnowCap has made healthy, fresh foods available to those who would otherwise go without. The majority of our clients are children, the elderly, disabled and folks who struggle to make ends meet.
