President’s Message

RHA Oregon BOARD MEMBERS

By the time you read this I’ll be back. Today, I’m packing for my overseas trip to Jerusalem. My wife and I will be gone 2 weeks and of course I am worried that my absence will come at a crucial time. The primary elections. Collecting late rent. Sending 72 hour notices. RHA Oregon President Ron Garcia Probably be a broken pipe somewhere in the middle of the night. Getting out our payroll. The NBA playoffs. You name it and I know I will be sorely missed and needed. Sure, I could look at my email and texts… but seriously, from the steps at the Church of the Holy Sepulchre? The point of this trip is for Belinda and I to reaffirm to each other our understanding that life is about things much bigger than the day to day worries that never seem to leave us. When did that day arrive when we got up and finally worried more about changing the oil in our cars than changing the world with our hearts? It seems like this year has sped by. It’s already half gone and nothing I have done has helped the cause. Our local and statewide politicians have not come to their senses over housing policies. Commissions and board meetings, lobbying and writing letters, shaking your hands and shaking my head and shaking the trees for more donations has produced a lot of attention, but little traction yet. I would love to say that our combined voices could make a difference to find truly equitable solutions to housing issues that have been caused by so many factors over such a long time. Homelessness is a symptom of everything from an opioid crisis and a lack of mental health care to a broken justice system that does nothing to help repeat offenders reform, or keep them off the streets. Ironically rent increases are a symptom of a healthy economy while housing shortages are a result of poor planning policies. And very little data (if any) actually supports the notion that a 10% rent increase forces people onto the streets. The once decent messaging from well intended tenant advocacy groups seeking to improve tenant/landlord law has devolved into a cacophony of socialist group soundbites. Organizations like Portland Tenants United and others now seem to advocate for the redistribution of wealth. They say simply that Tenants are Victims and Landlords are Predators. They say that government must pass laws that require people who collect rent and pay mortgages and property taxes must pay people who rent and need to move thousands of dollars or face retribution (even if that payment needs to come from their Visa cards). This is not an argument against government assistance. This is a question of why individual taxpayers are being forced to pay for the cure to social problems that were created by local governments who made (and make) failed long term policy decisions, that have instigated those very problems in the first place? It’s got me worked up and I know that I am not alone. It’s sort of disheartening to learn that we property owners are not a protected

Thank you to everyone who has attended our dinner meetings and educational classes as of lately, the turnout has been incredible. It is always great to the have the opportunity to meet & speak to you , placing a face to the many names of our membership. How Much Down Payment is Needed in a Real Estate Transaction? by Cliff Hockley, President Bluestone and Hockley Real Estate Services

How does an investor decide how much down payment is needed? There are many answers to this question – but most importantly a real estate investor needs to balance their investment strategies, risk management, financial institution lending requirements, and cash in the bank to decide on the appropriate amount of leverage in a deal. Investment Strategies and Risk management Individual real estate investors typically want to use the least amount of their cash to buy an asset (20– 30%) and borrow the rest from a financial institution like a bank, savings and loan, credit union, insurance company or a hard money lender. Experienced investors with significant cash and real estate holdings may put 40–50% down on a deal to ensure that they can resist future economic downturns. Often as investors mature and reach their financial goals, they typically become more risk averse and will tend to invest in deals that may require a higher down payment to protect them from potential risk. Some investors buy with 100% cash, (like REIT Pension funds or insurance companies) because they have the cash and they don’t want to deal with paying interest to a financial institution. This may seem a very conservative stance, yet if you have the money and want to reduce your risk, it’s a strategy that works and increases your return. Investors must understand the local market they are buying in before they make the decision to purchase an investment – bearing in mind that some markets enjoy sustained economic growth, and some do not. In some states, counties, or cities there is no economic momentum, and the value of the real estate may not grow exponentially over time -like a town with one factory that drives 50% of the local economy. In that case, financial institutions may require a higher down payment, a faster amortization, or possibly a higher interest rate to account for the risk they are taking. Even though there might be a greater risk, an investor may choose a risky third or fourth tier market, because the CAP rates (return) in those markets may be higher, and therefore drive a greater cash flow to their pockets. Cash Down Payment The vast majority of real estate investors in the United www.rhaoregon.org

States are limited by the amount of cash they have to bring to the table to close a deal. They look for help in raising money to buy a real estate asset in a variety of ways: 1. They save money until they have enough for a down payment 2. They invest with partners that bring money to the table 3. They sell an asset and using the funds from the deal (with or without a 1031 exchange) as down payment 4. They refinance an existing asset (business or real estate) to raise the money 5. Mom, Dad, or the grandparents lend the investor money for the down payment 6. Other: You fill in x, y, z, or see a list of possible options on this website retipster.com/8-creative-waysto-get-funding-for-your-next-real-estate-deal/ The amount of cash an investor can raise typically will equal the down payment, reserves, due diligence and closing costs that will be necessary to close a deal. The benefit of sharing a deal with other investors is that you do not have to bring as much money to the deal up front, and when the time comes to sell you can either trade up to another investment together, or you can exit in your own LLC to buy your next property (call your CPA and Attorney at least one year ahead to structure potential exit options). Financial Institutions Financial institutions tend to set standards ranging from 20–30% down with debt coverage ratios in the 1.20 to 1.35 range. They also set standards for investor global net worth and stress test deals at higher interest and debt coverage rates to ensure they aren’t at risk as interest rates increase. It is not unusual for a financial institution to quote one rate to get you to the table and adjust the deal to increase the amount of down payment you must pay from say 30% to 35%-40%. As a sophisticated real estate investor, you will want to align yourself with a Mortgage Banker that brings you multiple financing offers and gives you a chance to review and choose the best deal for your particular situation. 5 Tips for Creating a Professional Rental Listing by Christian Bryant, President of IRCEnterprises.com

The rental market is much more volatile than most people assume, the reason being that ONLY the currently vacant units determine the market. In real estate sales, the sales price of the house down the street, the one that sold last month, determines your property value. The rental market has no such system. Tenants are only comparing your rental to other properties being advertised at the same time. At any time, your market area could become competitive. That’s why the quality of your advertisement becomes very important. Follow these five tips to help you create a competitive listing: 1. Take detailed notes about the features of your unit 1. Take the time to walk through the property with a checklist and notepad—the more details, the better. 2. At a minimum you should have notes about the 1. kitchen 2. appliances 3. bathrooms 4. flooring 5. bonus rooms 6. backyard 7. parking 8. nearby parks 9. energy efficiency upgrades 10. average utility costs 11. public and private schools, etc. 2. Pictures matter. Don’t skimp on the number you take or on their quality 1. First, is your unit “camera ready”? Assuming your turnover repairs & cleaning are complete, there are just a few things to do before you start snapping pictures. 2. Turn on all the lights and open all window coverings for natural light. 3. Close all toilet lids and turn on any gas fireplaces. 4. Remove all debris and keep your things (keys, purse, notepad) out of the shots. 5. Put some thought into your pictures and try different angles and brightness. 6. Don’t forget to take pictures of the neighborhood, parks, nature areas, and www.rhaoregon.org

anything else nearby that tenants might be interested in. 7. When you post your best pictures on your listing, put them in the same order as you would walk through the unit. You should have at least one to two pictures of every room.

3. Don’t assume you know the market rent; do a market analysis every time 1. It’s not as technical or difficult as you may think. Essentially, you just act like you’re a tenant looking for a unit like yours in your area. You should try to find at least three comparable rental units. 2. Create a table to list all the important information about your unit like the square footage, bed/bath count, quality of finishes, utilities included in rent, etc. 3. Then, next to that column, list all the same attributes from your comparable units. You may need to make some adjustments if any properties have better or worse attributes. You should be able to get an average dollar amount per square foot per month from all the comparable properties or at least see a small range of rent amounts. Then you can decide where to price your unit based on how competitive you want to be. 4. If you aren’t seeing the activity you want, try refreshing your market analysis with new comparables. After a week or two, the available units you are competing with may be completely different. 4. Choose your words wisely 1. When it comes to fair housing and discrimination, a landlord can accidentally get in trouble. Violations can lead to fines and lawsuits in the tens of thousands of dollars. The main rule when wording a rental advertisement is to focus on describing the property and the facts about it. 2. Don’t describe how it is ideal for a type of tenant. For instance, if you want to highlight the nearby grade school, don’t say something like, “Ideal for families with young children because it is two blocks away from XYZ elementary.” Instead, say something like, “Two

blocks away from XYZ school that ranked in the top 10 percent of area elementary schools.” 3. The first way says who the property is ideal for. The second way lets the tenants come to their own conclusion. Stick to the facts and let the tenants decide if it is good or bad for them. 4. There are way more terms to avoid than I can list here, but here are some examples of potentially problematic language: families, children, mother-in-law suite, no students, adults only, traditional couple, mature, empty nesters, etc.

5. Get it published 1. It sounds obvious, but this last step also deserves some thought and possibly even a little money. Five years ago, 75 percent of the tenant leads my management company (www.IRCEnterprises.com) received came from free sites like www.craigslist.com. In the last couple of years though, we have seen a shift towards rental listing sites like zillow.com, rent.com, etc. Now we receive about 65 percent of our tenant leads from

these sites and only 20 percent come from free sites like Craigslist. 2. You may want to consider listing your units on sites like these even if it costs you a little. The more tenants that see your listing, the faster it will rent. It’s worth it to look at premium listing services too, as some sites will automatically post your listing on other partner sites, giving you even more exposure.

Marketing your property is something that really pays dividends if you take it seriously. No matter what kind of market you are in, creating more demand for your unit through marketing will shorten your vacancy times and increase your market rents. The last tip I will leave you with is to update your pictures, description, and market analysis every time a unit turns over. The more recent and accurate your advertising is, the better. In summer, complete the following projects to keep the rental property landscape lush and the home cool for your tenants. Outdoor Tasks: 10

-Walk around the property’s exterior and open or uncover foundation vents. -Uncover central air conditioner and install window air conditioners. -Pressure wash siding and fences. -Pressure wash sidewalks and patios. Repair and seal cracks in walkways, driveways, patios, etc. -Touch up peeling or damaged paint. -Check exterior caulking and apply caulk as needed. -Wash exterior windows. -Remove lint from dryer exhaust vent with a long, flexible brush. -Clean the swimming pool or spa. Fix cracked tiles and any safety or structural concerns. Ensure any fence around the pool is secure and the gate has a working latch or lock. -Turn on the sprinkler system and check for leaks. -Open or remove storm windows. Dear Maintenance Men: By Jerry L’Ecuyer & Frank Alvarez Dear Maintenance Men: I have an opportunity to buy a small power snake for cleaning out kitchen & bathroom drains. At the rate my tenants block their drains it should pay for its self in no time. Is this a good idea? Dale Dear Dale: We understand that almost any excuse is a good reason to buy a power tool. However, most bathroom and kitchen drains can be cleared with a three-foot hand snake. The tub or shower will typically have a hair stoppage just past the tub shoe and the bathroom sink will have a toothpaste and hair stoppage in the trap before the wall. The kitchen sink will typically be stopped on the garbage disposal side because of improper usage of the disposer. If both sides of the kitchen sink are blocked, then it may be necessary to use the power snake. Power snakes can be very dangerous. Most operate with a ¼ to ½ horse motor, which packs quite a punch, especially if your finger or arm gets caught! If you buy this snake, we highly recommend that you get some training on your machine. Power drain cleaning is very much an “art” when done well. Knowing when you hit the stoppage and when the snake is snagged comes with experience. A broken snake cable in your drain system will be far more expensive than simply calling an experienced plumber when needed. Another thought is; most kitchen stoppages are caused by grease. Your snake will only temporarily clear the stoppage. Getting a company to “Hydro-Jet” your drains every year may help cure your chronic grease stoppages. Dear Maintenance Men: I just replaced a water heater and boy are they expensive! What are some tried and true ways to extend the life of a water heater or recommended preventive maintenance tips? Since I’m starting with a new heater I want to make this one last as long as I can. Fred Dear Fred: There are a number of things you can do to extend the life of a water heater, be it gas, electric, new or old. At least once a year, plan on flushing the tank to remove calcium deposits. First shut off the gas or breaker, let the water cool. Drain the tank and flush with a steady stream of water from the cold water inlet and let the water and debris 14

drain from the drain valve until the water runs clear. If you have a 100 gallon or larger tank, use the clean out port to remove the calcium deposits. Removing the deposits keeps your water heater from working overtime. The more deposits in the tank, the harder the burner needs to work to keep the water hot. Equally important is checking the “Anode Rod”. The anode rod is a long sacrificial zinc or magnesium rod that protects the metal tank from corrosion. This rod should be checked yearly and replaced every 3 to 5 years. The rod can be found at the top of the tank and is held in place by a hex bolt head. To check the rod, turn off the water supply and let the water cool. With a wrench, turn the hex bolt at the top of the tank and lift the rod out. If the rod is smooth and white in color, it is fine and can be reinserted ready to be inspected again in a years’ time. If the rod is corroded, brown, or looks like a rusted nail or missing all together; it is time to replace it. (Actually, it is well past time to replace it.) A new anode rod can be found at any plumbing supply house. If you have a low ceiling above the water tank, ask for a flexible rod to ease the installation. Smear Teflon pipe thread sealant on the threads of the new rod before you install it. Don’t use tape, since it can reduce the effectiveness of the rod. Keep in mind that replacing the anode rod on a regular basis (every 3 to 5 years) could easily double the life of your water heater. Dear Maintenance Men: How do I get a fiberglass tub clean without scratching the surface? John Dear John: The nice thing about fiberglass tubs and showers is that no matter how dirty they get, they are fairly easy to clean up. Be careful not to use any abrasives on the fiberglass, such as scouring pads, steel wool or gritty cleaning solutions. “Soft Scrub” may be used sparingly on soap scum buildup. “Lime-Away” may be used for hard water mineral deposits, but read the directions and look for the fiberglass warning or approval statement. If you have very tough stains, moisten a cloth with clean Acetone solvent or nail polish remover. Do not let the Acetone pool as it may soften the fiberglass material. Acetone and many other cleaners have very strong vapors, so it is important to ventilate the area properly. After all the cleaning is done, the fiberglass surface may be dull. Use a fiberglass conditioner and glossing paste to bring the tub or shower back to its original condition. You can use a product called (continued on page 15) www.rhaoregon.org

This bank also limits itself to closing deals in metropolitan areas of at least 250,000 inhabitants – no small-town loans for this bank. Summary There is no one answer to how much down payment is needed to buy real estate. Every deal is different and every investor has different needs. A good place to start though is to investigate what market terms are being offered by financial institutions and use that as a starting place. Then you need to work backward to include the banking and due diligence costs, and finally have them clarify if they use a stress test and how they would apply it to your deal. Typically, you also will want to include some cash reserves in your deal, because not all real estate deals turn out the way you expect. The roof could be leaking, the foundation has slipped, your property is in a tsunami zone, or the tenants might not be credit worthy – or ultimately everything could work out perfectly. Bottom line: plan ahead so you will be ready with your down payment when the right deal comes along. www.rhaoregon.org
