President’s Message
As your current President, I want to provide you with insight into one of my recent actions. As you know, I was appointed to Mayor Wheeler’s Residential Services Commission in November. In February, however, I chose to resign. I would like to share with you my reasoning. My hope is this may motivate you and other members to rally into a RHA Oregon President concentrated effort to fight the new heavy-handed, un-fair Ron Garcia and self-defeating policies the mayor and other politicians in our state are now adopting. Following is my letter to the Mayor’s office: Mayor Wheeler, This letter is to confirm my termination as a Commissioner from your newly formed Residential Services Commission, (RSC) effective immediately. As an appointee, I was honored to be a participant in what I understood was an advisory body to help shape policies to address the Portland housing crisis. During my short time on the commission, however, I found it resulted in little more than a megaphone for anti-property owners’ advocacy and protest groups, including me being personally “hissed” at while speaking during session. Public testimony has been staged primarily with members from PTU; of the 13 people who testified during 2 sessions, only 1 person spoke on behalf of property owners’ rights. Most disappointing of all has been your lack of direction outside of proposing an agenda that includes limiting screening criteria, lowering security deposits, registering all landlords and regionalizing further Portland anti-landlord policies. There has been no discussion (or room to allow for the opportunity to discuss) any practical land-use policies and/ or owner incentives for protections that might spur investment or rapid growth of housing units to help increase supply and ease rising rents. Now, with your announcement to repeal the single family exemption without any prior notice to the RSC, it shows a disregard for any valued input that might have (even a remote) chance of being presented before making sweeping legislation. Additionally, I submit that this single decision will do more to remove a large supply of rental properties faster than any other policy or directive, as it only serves to motivate small landlords to get out of the rental business and sell to new owner occupants.

2017 Tax Information The Rental Housing Alliance Oregon is a 501(c)(6) corporation. As such, we are allowed to lobby to influence legislation. A portion of the annual dues are utilized for lobbying activities on behalf of our members. Your membership dues payments may be tax deductible as a necessary trade or business expense. The portion of your dues utilized for lobbying activities is not deductible. Dues paid to the Rental Housing Alliance Oregon are not deductible as a charitable contribution but may be deductible as a business expense; however, the RHA Oregon estimates that 16.02% of the dues payment is not deductible as a business expense because of RHA Oregon’s lobbying activities on behalf of its members. Tenant Screening Notice As we all know, the screening process is one that is critical to the success of a landlord-tenant relationship. To better keep up with the times, and the changes, the Rental Housing Alliance Oregon, in partnership with National Tenant Network will be making some changes in 2018. First, to better serve you, there will be 24 hour access to submit screening requests starting March 1st. Simply go to www.rhaoregon.org/tools to access the screening login screen or visit www.ntnonline.com directly.
For those of you already under a service agreement with NTN allowing online access, you’ll just login as you may have in the past. For those logging in for the first time please contact NTN at 503-635-1118 or RHA at 503-254-4723 to receive your access information.

We are excited to announce that there will be changes to your screening processes in March. In the past, you may have submitted your report requests to Rental Housing Alliance Oregon, who then submitted them to us at National Tenant Network. We are streamlining the entire process by asking you to send your reports directly to NTN. This will cut down on the turnaround time, and make the process more convenient for you. Starting in March, you will be able to fax report requests to NTN at 503-635-9392, or you can log on to our web site to submit your requests.

Ways to Maximize Your Rental’ Efficiency by Mark Browning
There are tips and tricks you can use to maximize your efficiency and minimize your wasted energy. Without proper weatherization, you are literally throwing money right out the window. Here are some helpful weatherization tips that will help you save money throughout the winter months. Weather Stripping This is an easy and affordable fix to minimize drafts to help keep the cold out and the warmth in. You can byut all sorts of weather stripping at your local hardware store for use around the casing of exterior door frames and in between windows. Draft Guards Draft guards are relatively affordable and do a fantastic job stopping the chilly draft from outdoors sneaking under your doorways. Heat can escape quickly through gaps at the bottom of doorways; having a draft guard can significantly minimize this loss of hear. Many companies make a variety of specific draft guards using an old tub sock filled with sand or rice, or you can simply roll up a towel to use. This is an easy fix to help maximize efficiency and keep the heat inside your home. Caulking and Silicone Caulking is another quick and simple way to maximize efficiency when dealing with winter weatherization. Go around to all windows inside and out and find all the gaps and cracks where air could sneak in. For extremely drafty windows, you can silicone the insides as well. Fill these cracks with caulking or silicone to stop drafts in their tracks! Filter Replacement Replacing the air filters in your central air systems and heating systems can help improve the efficiency and increase the resilience of your systems. A minor cost that vastly improves the effectiveness of your air systems, regular filter replacement is recommended. It is also important to have your heating systems inspected and serviced at least once a year, for the sake of both efficiency and safety. If you have other mean of heating, such as a fireplace or wood stove, be sure to have a professional inspect and clean your chimney once a year as well. Attic and Unused Rooms In rooms that are unused or in the attic space, you can use fiberglass insulation to pack any gaps that may have air leakage. Filling these spaces with fiberglass insulation will help with your heat bill and hold heat in much more efficiently. By following these affordable tips, you can save on heating costs an have the peace of mind of knowing you are efficiently heating your house. For long term savings and deficiency, it is important to update the windows throughout your building using Enery Star rated windows. Put a no-smoking rule in your lease. Seven out of 10 Oregon renters want a smokefree place to live. • Find sample lease language and other tools at www.smokefreehousinginfo.com.
Enforce your no-smoking policy as you would any other rule (such as no pets or quiet hours). The safest approach is to prohibit smoking on the entire property. If smoking is allowed outside: • Make sure people don’t smoke near barkdust or planters and are at least 25 feet away from entrances, doors, stairways, windows and air intake vents. • Make sure cigarette butts are disposed of in a non-combustible container with water or sand to completely extinguish cigarettes. • Add a clause to the lease requiring proper disposal of cigarettes.

Dear Maintenance Men by Jerry L’Ecuyer & Frank Alvarez
Dear Maintenance Men: One of the maintenance chores I do are caulking and sealing shower/tub fixture flanges and shower walls. My problem is getting the caulking to dry before a resident uses the shower. Any Suggestions? David Dear David: A lot of people will say: “Just tell the resident not to use the shower till the caulking is dry.” Well it doesn’t work and by the time you are driving away from the building, your resident is already taking a shower and your fresh caulking is washing down the drain. Your caulk should cure at least 24 hours before use. Water based latex caulking is easy to use, but very susceptible to water until it is cured. Try using a silicone or polyurethane based caulking for doing tubs, showers, toilets, sinks or other wet locations. It tends to set quickly and will repel water during its cure time. Another solution we have found works well with very busy showers is to remove all the fixtures, including the showerhead & arm, valve handles and tub spout, before caulking. (A bit extreme, but effective) We then plug the showerhead and tub spout with a capped pipe. Then caulk the tub/shower. We come back 24 hours later and reinstall all the fixtures. One more thought; if you have sliding shower doors for your tub, check the bottom track. If it is loose, do not caulk until the track is removed, cleaned and dried. Reinstall the track with new adhesive caulk to hold it down and caulk the edges to keep the water out. Dear Maintenance Men: My building gets hit by graffiti on a regular basis. How can I stop this curse? Jim Dear Jim: We understand. Our company maintains several properties that attract graffiti like a magnet. There are several solutions that may help. 1. Painting over graffiti as quickly as possible will help deter future vandalism. We recommend painting over the same day or within 24 hours of the graffiti appearing on your property. Graffiti vandals like to advertise. By removing the graffiti quickly, the less recognition the vandals will receive, thus making your building less attractive to graffiti taggers.
2. Install lighting in areas prone to graffiti. Motion activated lights also work well to deter vandals. (If you have a sense of humor, install motion activated water sprinklers.) 3. Planting vines or bushes along a wall or the side of the building is a good long-term solution. As the landscape grows, it will make it more difficult to graffiti your walls. 4. Use an anti graffiti paint. The graffiti will easily wash or wipe off making repainting a thing of the past. Dear Maintenance Men: I have a resident who is complaining the garbage disposal smells. I have tried running lemon slices and ice cubes to clean the disposal unit. It works for a short time, but the smell comes back. What steps do you recommend for resolving this problem? Barbra Dear Barbra: The smell may come from a number of places. 1. The first and easiest to check is the rubber splash guard that keeps things from falling into the disposal. Remove the rubber splash guard and turn it inside out. Clean out the debris that have collected and wash with soap and water. 2. Use a small toilet type brush with soap and scrub the inside of the garbage disposal. This will remove any slime build-up. (For safety reasons, shut the garbage disposal off at the breaker or pull the plug.) 3. Remove the drain trap and clean out any sludge. Many times the horizontal pipe between the trap and the wall may have hard deposits coating the inside of the pipe. The deposits will collect food and debris that may slow the drains considerably. 4. If you have a dishwasher, check the drain line leading from the air-gap or dishwasher to the garbage disposal. It may be full of sludge that will cause a smell to come through the air-gap located next to the faucet. Clean or replace any pipes with deposits or sludge. Check both drain lines for the above problems. 5. Now if you wish, run the garbage disposal with a few slices of lemon and it should smell good and stay that way. Once in a while, throw some ice cubes in the garbage disposal unit to help scrape away any debris. (continued on page 16)

Provides that consumer reporting agency may charge fee of not more than $10 for each placement or removal of security freeze, or replacement of personal identification number or password, in excess of single placement, removal or replacement during calendar year. 4 Tips to Resolve Rental Disputes by Teresa Billingsley
I believe both landlords and tenants need to change their mindset and strategy. Successful businesses strategize how to attract their target market and maintain loyal customers. Savvy tenants take seriously the task of finding a home they will be content with long-term. If both parties put more effort into making a viable business match the rental process would go better for all involved. It is not us against them. There are ways for landlords and tenants to coexist but first they must learn to put their complaints into proper perspective. Below are four areas to consider focusing on and evaluating before going to war and involving another entity. 1. Some mistakes both parties make in my opinion are: • Involving a third party without first seeing if you can work it out amongst yourselves • Going to battle on emotion and perception rather than facts • Igniting disagreements based on personal issues rather than business 2. Important questions to ask yourself about your grievance: • Is this a deal breaker? • Is this annoyance worth the fight? • Does the issue warrant action or should I let the matter go? 3. Landlords shoot themselves in the foot by: • Finding your tenant is in violation and ignoring it • Complaining about a situation for months only making verbal protests • Becoming angry at a tenant’s persistence and rudeness reporting maintenance requests. You deem the resident a nuisance and decide to disregard the complaint or put it at the bottom of your priority list • Chasing after the rent each month that is rarely paid on time nor in full without consequence • Fluctuating your role as a proprietor. Trying to be boss one minute then switching to being the resident’s friend, parent, counselor, dictator and confidant is a mistake Note: Certain failures to act are looked upon by the court as a waiver. Any delay in addressing habitability issues, could put others health and safety at risk and intensify your liability. You never want to turn your back on such urgent situations. www.rhaoregon.org
4. Tenants shoot themselves in the foot by: • Deciding to stop paying rent until the landlord does what you want • Making threats to harm the landlord, commit violence or some other crime • Writing letters or calling your landlord when you are in anger mode • Claiming habitability issues were present since you moved in, yet you stay in the property for months or more and absolve yourself of your obligations • Trying to interpret or alter the terms of the rental agreement after you voluntarily signed it Note: Get a clear understanding of your contract before you sign it and obligate yourself. Respect the conditions you initially agreed to. When both landlords and tenants concentrate on self-accountability before pointing fingers at the other, they will be more successful in working out their disagreements.
