SQUATTING: SOCIAL MOVEMENT FOR THE RIGHT TO HOUSING Undergraduate thesis presented at FAU-UFRJ. Available in: https://issuu.com/ribva (Portuguese content)

8

This work aimed to investigate urban occupations, organized by social movements. It consists on the social implementation of underutilized and empty properties, transforming their use into housing. The objects of study were three occupations in the center of Rio de Janeiro: Manuel Congo, Mariana Crioula and Quilombo da Gamboa. The material was produced by means of theoretical references and extensive fieldwork, with visits to the occupations and dialogues with social movements and residents, in well as with the architects involved. 9

Furthermore, the socio-political contexts and historical processes linked to the occupations, such as the insufficient Brazilian social housing policies, were analyzed. During the execution of this work, there was a great setback for the social movements: the election of extreme-right politicians at all three levels, with special attention to President Jair Bolsonaro, whose government proposal was to classify occupations as terrorism.

Finally, a brief architectural experiment (which we see in the images on the previous page) was carried out on a public building that had already been occupied several times, suffering violent re-integrations of property and, nowadays is empty and with its structure ruined. It’ s located in Lapa, Rio de Janeiro’s famous bohemian neighborhood. The proposal of the experimental design is to think about how this building could be, if it fulfilled its social function.

ARCHITECTURAL CONSULTANCY Movimento de Luta nos Bairros Vilas e Favelas [Fighting Movement in Districts, Villages and Slums] mlbbrasil.org ABOUT

MLB is a national social movement that fights for urban reform and the human right to live in dignity. In its words: “We are a movement formed by thousands of homeless families from all over the country who are victims of the predatory action of land and real estate speculation. For the MLB, the fight for housing is the main fuel of the fight for urban reform, because through it we can mobilize thousands of people, pressure governments and draw attention to the problems faced by poor people in major cities. I, along with two other architects, give architectural consultancy to people in urban occupations and collaborate on seminars and debates. My core contains about 80 families, formed by 4 sub-cores of different areas in the Metropolitan Region of Rio, one in downtown and the other three in the peripheries.

ARQUITETURA: SUBSTANTIVO FEMININO Brazilian Council of Architecture and Urbanism | Rio de Janeiro, RJ ABOUT

On this day, March 6, 2018, other women and I were invited by the Council of Architecture and Urbanism to present a seminar named “Architecture: Feminine Noun”. Its main topics were women’s representation in architecture, women and the city, and the female exercise of architecture. Among the speakers was the politician and activist Marielle Franco, who was brutally murdered, along with her driver, Anderson Gomes, on March 14, 2018. The case remains unsolved after a criminal scheme, formed by state officials, to cover up the elucidation of the murder.

“Marielle Franco is a councilwoman and the president of the Women’s Commission at the City Council of Rio de Janeiro. She coordinated the Commission for the Defense of Human and Citizen Rights of the State Assembly of Rio de Janeiro (Alerj). She is a sociologist with a Master’s degree in Public Administration from UFF.” (translation) 15

REGENERATION OF AVENIDA PRESIDENTE VARGAS Avenida Presidente Vargas, Rio de Janeiro, RJ

ABOUT

Much of the extension of Presidente Vargas Avenue is marked by an abundance of urban voids. In addition, it also has a large number of institutional and business monofunctionalist buildings, with the absence of activities on the ground floor. Although it is a metropolitan flow road axis, endowed with great infrastructure, the absence of quality spaces transforms the so opportune neighborhood into a mere place of passage. Taking advantage of the potential of the place and seeking to implement greater diversity of uses, we had as a premise to intervene in these urban voids. In fact, most of them belong to public power. The idea is to create blocks with buildings of mixed use, arranged in a way to create a street in its interior. The interiors of the block provide pleasant spaces, of permanence, in opposition to the flow character, of metropolitan context of Avenida Presidente Vargas.

17

It provides equipment for the new demands of new residents in the area, as well as for the general population, such as the Municipal Market and Cultural Center. The project was developed with Nathalia Blayer and Rafael Xavier.
