Construction Demand and Pressures High

emand for construction remains high in British Columbia, with major projects currently underway at an estimated value of $157B, according to statistics reported in the Fall 2023 BC Construction Association (BCCA) Industry Stat Pack. This represents an increase of 16 per cent over 2022, and 109 per cent over the past five years. However, the estimated value of proposed major projects has dipped to $174B in comparison to $220B last year, signaling possible future decrease in robustness and growing insecurity with regard to economic prospects. Real investment in B.C.’s industrial, commercial, and institutional (ICI) construction sectors has been essentially flat (-1.6 per cent) through the first half of 2023. It remains over 10 per cent below its pre-pandemic level (February of 2020) in real terms, with institutional and government construction being the singular growth segment in the interim. Recent improvements in the availability of construction inputs have resulted in a slowing of price increases to non-residential building in the past year, registering at 7 per cent compared to 13 per cent between 2021 and 2022. Labour costs and the non-residential building price index sit, respectively, at 18.4 per cent and 28.6 per cent above pre-pandemic levels. The ongoing struggle of dealing with decreased commercial demand and rising costs of material and labour, coupled with waning procurement standards on public sector projects, lack of prompt-payment legislation, and a declining workforce, paints a dim picture for contractors over the next few years. “Construction has never been busier, yet the pressures to meet this demand are equally high. Interest rates, rising wages and the high cost of materials all factor into the equation. It is clear that these pressures are causing layoffs,” said Chris Atchison, BCCA president. “We’ve seen indications that construction workers, both skilled and unskilled, are moving out of the province as a direct result of B.C.’s high cost of living, housing shortage, and the perception of better opportunities elsewhere. Our workforce is invaluable, and we cannot afford to lose a single tradesperson or journeyperson. B.C. needs an effective affordable multi-unit housing strategy aimed at keeping workers like those in the construction sector within the province.” BCCA continues to call for prompt payment legislation from the government. As B.C.’s contractors wait months for payment, they experience significant financial risk and take on the increased cost of debt, which can put them in danger of bankruptcy. “The time to talk has passed. The time to act is now. The situation is dire. Unlocking cash flow is an economic necessity and in the best interests of every community in British Columbia,” said Atchison.

Construction Forecast For Growth

uildForce Canada’s latest 10-year forecast shows Canada’s construction sector continues to perform at an elevated level following the COVID-19 pandemic. Strong levels of investments by governments across the country have helped to stimulate the economy, demand for housing remains high, and private-sector entities continue to invest in construction. These factors combined in 2022 to increase total construction investment levels by 3 per cent over the record high recorded in 2021. The report finds that construction activity will step down from its 2022 peak, with contractions projected for 2024. But they believe this contraction will be brief. Growth is poised to resume by 2025, and by 2032, total investment should increase by 1 per cent over 2022 levels. 8

B.C.’s residential sector is expected to recover swiftly after 2024 as interest rates ease and the renovation sector expands. Meanwhile, activity in the non-residential sector will fluctuate with the ebb and flow of work on several major projects and is underpinned by growth in maintenance work. “More than 1.5 million Canadians, or about one in every 13 working people, now works in the industry. The challenge now is how to manage demands, given an aging labour force,” said Clyde Scollan, chair of BuildForce Canada. The development of skilled tradespersons in the construction industry takes years, and often requires participation in a provincial apprenticeship program. Replacing retiring workers typically requires several years of pre-planning to avoid the creation of skills gaps. By 2032, overall hiring requirements in the industry are expected to exceed 299,000 due to the retirement of approximately 245,000 workers (20 per cent of the 2022 labour force) and growth in worker demand of more than 54,000. Based on historical trends, Canada’s construction industry is expected to draw an estimated 237,800 first-time entrants aged 30 and younger from the local population, leaving the industry with a possible retirement-recruitment gap of more than 61,000 workers. BuildForce stated that an ongoing commitment to apprenticeship development in both compulsory and non-compulsory trades will be necessary to ensure there are sufficient numbers of qualified tradespeople. Increasing the participation rate of women, Indigenous People, and newcomers could help Canada’s construction industry address its future labour force needs.

Firehall 17, Vancouver

Vancouver’s Firehall 17 is Canada’s first ever zero-carbon facility of its kind. The new firehall was constructed to a zero emissions standard and achieved LEED Gold certification and net zero energy. Located at 7070 Knight Street, the new firehall is the second largest training site for Vancouver Fire Rescue Services. The facility is now on track to achieve Passive House certification. D.G.S. Construction Ltd. was general contractor.

Fire Hall No. 1, Prince George

The Prince George Fire Hall No. 1 is a state-of-the-art facility, built to post-disaster standards. Its hybrid wood, steel, and concrete structure accommodate five drive-through truck bays, the latest in modern firefighting equipment, along with an emergency operations centre, dispatch, and administrative offices. Local company IDL Projects served as the general contractor. 10

Windermere Station 31, Edmonton

The City of Edmonton opened its 31st fire station and the city’s first net-zero energy building. The Windermere Fire Station’s total amount of energy usage on an annual basis is expected to be equal to the amount of renewable energy created on the site. PCL Construction handed over the project in August 203.

onstruction of a stunning new PNE Amphitheatre at Hastings Park in Vancouver will begin in 2024. Designed by Revery Architecture, the project features a dramatic mass timber curved roof, which will be one of the longest clear-span roofs in the world when completed. The use of curved Glulam and Cross-Laminated Timber deck for the roof will significantly reduce the embodied carbon compared to steel and concrete alternatives, and provide greater acoustic absorption than fabric structures. The project is targeting Passive House and LEED Gold Certifications for enclosed spaces and, the design will also follow Zero Emissions guidelines. The venue will include VIP suites, lounge space, common areas and catering options along with amenities such as accessible washrooms, merchandise sales and food and drink concession. The venue is expected to host 75 performances per year, including community arts and culture shows, commercial shows, corporate shows and the popular PNE Summer Night Concerts. The open-air, 10,000-seat venue is expected to complete and open in 2026. The estimated cost is $65 million.
