“I’m starting to hate the Canadian flag.” I couldn’t believe those words even came out of my mouth. I’ve always been loud and proud about waving the red and white. Until the pandemic, I hadn’t missed a Steveston Salmon Festival parade since I moved here 20 years ago. And at every parade, I’d be there with my little paper flag (made available by the federal government) waving away. ...ah, those innocent days of patriotism. Things have changed, or at least it seems that way — although perhaps patriotism has never been quite as innocent as it appears. The trucker protest in Ottawa in February seemed to drive that point home. Back to my decidedly out-of-character comment. It happened when we were driving down No. 2 Road and were passed by a big, loud pickup truck (do they not come

with mufflers?) with flags flying at windows on either side and a large cardboard sign attached to the tailgate that read, “F*CK TRUDEAU”. Actually, for even more patriotism, it wasn’t an asterisk but a maple leaf. I don’t have to be a fan of Trudeau to know that driver and I probably have some significant differences of opinion. Those flags and that message on the tailgate signal more than a Canadian who happens to be critical of the current government. Behind the wheel, I’m assuming (which of course we should never do) are a bunch of values I would find, if not abhorrent (although maybe abhorrent) at least disturbing. But that’s fine, there are lots of people whose views I find disturbing. What gives this an extra twist is using the Canadian flag — my flag. It’s a bit like hearing antivaxxers chanting, “My body, my choice,” the very words I chanted years ago at demonstrations in support of abortion rights. There is something brilliant and unsettling in the tactic of turning words and symbols on their heads.
It can be both empowering and lead to a sense of betrayal, all depending on what side of the fence you’re on. I hated hearing Aquarius/Let the Sunshine In being used to sell window cleaner, yet I applauded the LGBTQ community for claiming the onceinsulting word “queer” as their own. For me, the Canadian flag has a certain meaning, and it’s a meaning I suspect does not jive with that driver’s. But maybe that’s okay because it forces me to face the reality that flag waving also has a darker side. Just last Canada Day, following the discovery of what may be unmarked graves of children from residential schools, there was a kind of reckoning about our rah, rah nationalism. The disconnect between what many of us are celebrating on Canada Day and the legacy of residential schools touched off a conversation across the country about what July 1 is really about. Nationalism is a tricky thing. It feels great to be proud of one’s country. It’s affirming to point to national values and ideals we
support and say, “That’s why I wave this flag!” But do we get to pick and choose what values we’re waving for when there’s so little agreement? Even the word “freedom” is up for grabs these days. And even if we did settle on some definitions and a consensus on Canadian values, there’s always that niggling fact that international conflicts are inevitably rooted in nationalism. Despite the nice words we use to describe Canada, like any nation, we are still defined by our borders. And as soon as we have borders, we have “us” and “them” — the antithesis of inclusion and the root of most wars. So, how to balance all that with my genuine sense of pride in where I’m from and my desire to celebrate my community? Well, this may not be a great answer but, yes, we do get to pick and choose what values we’re waving for even when there’s so little agreement. It’s my flag, it’s the truckers’ flag and while it may mean radically different things to all of us, so be it. Happy Canada Day.

Richmond losing its charm as older homes torn down Dear Editor,
My husband and I moved to Richmond in 1996. At that time there were changes starting in the housing market. Prices were going up, but people didn’t buy houses at that time to tear them down. Over these past 26 years the changes are remarkable and not in a good way. As I’m writing this, I’m hearing the demolition of a beautiful, well-maintained, well-loved home which was built by the owner in 1958. The listing for this house showed rooms that were spacious and beautifully updated. A large backyard with a patio and a deck, a double detached garage, trees and shrubs pruned and cared for every year. It was repainted a few years ago and the fence mended and painted just last year. It breaks my heart to see this home being literally shredded to be replaced by a much bigger house with a frontyard replaced by a three-car garage and just a hint of a backyard. There was nothing wrong with this three-
level split bungalow. It would have been a great place to raise yet another family. I’m wondering why it is that the city gives permits to tear down perfectly good, wellmaintained homes.
Richmond has lost a lot of its charm in these past 26 years. As I walked my dog around the neighbourhood today, I noticed many of these newer homes with neglected yards, weeds and grass growing past your knees. Many of them may be empty. Some of the older homes which once were the same as our neighbours have been purchased by offshore buyers, not yet demolished, but rented to tenants who presumably don’t care to maintain the yards which now are perfect nesting grounds for rodents. We’ve become such a wasteful society. I don’t know of any other city in Canada where such destruction is permitted. It’s a very sad day in our neighbourhood.

SD38 grateful for resiliency, dedication To our students, families, staff and community:
again going above and beyond every day.
As we come to the end of another school year, I want to acknowledge that this has been another challenging year for us all, in particular for our schools. Various COVID-19 waves and changing public health orders meant our schools and programs needed to continue to adapt.
To parents and caregivers, thank you for your patience, support and for the many ways you contribute to the life of your school. Thank you, as well, to the many individuals and organizations in Richmond who partner with us to enhance the school experience for our students.
Yet our school communities and many in our wider Richmond community did an amazing job of pulling together to ensure our schools remained open as safe, supportive places of care, connection and learning for our students.
To those graduating or otherwise moving on, we offer you every good wish for the future. To those returning next year, we wish you a wonderful summer break filled with rest and renewal. And to those who will be joining the Richmond School District next year, we offer you a warm welcome as we look towards a promising new school year.
We are grateful for the resilience, dedication, creativity and community spirit we witnessed this year. We are also glad that many students have been able to get back to in-person field trips, fine arts performances, grad and other activities. To all SD38 staff, thank you for once
Have a safe and happy summer.

LETTERS Don’t feed crows nuts in a shell Dear Editor, Litter is not a word in the crow’s vocabulary. Please, do not feed them peanuts in the shell. They soak them in gutters and bird baths to soften the shell.
Photo sparks memories of family-owned store
Once they extract the peanut they leave the shell behind.
“Photo: Do you remember Budget Appliances in Steveston?” Online, June 17.
Your gutters are probably full of peanut shells, as mine are, not to mention my bird baths, which are full of soggy shells every day.
The attached photo “do you remember Budget Appliances” brings back memories to me. My dad, Ray Kerfoot, bought the building at 383 Moncton St. after the Second World War and started Ray’s Dry Goods and operated it for about 15 years before he sold it and it became Budget Appliances. Our family lived behind the store until late 1949 when we moved to our new home in Kerrisdale.
I feed peanuts to the crows, but I give them shelled peanuts. Please, stop feeding them peanuts in the shell!

of 1948 and helped sandbag the store front to prevent water damage to the merchandise. I also painted the building several times white with green trim (Imperial Cannery colours) and cleaned its windows when dad wanted. There were many happy times spent in that building. It would be a shame to see this historical building torn down and not put to some good use such as the old Royal Bank building, now the Steveston Museum. If you have more articles on old Steveston buildings, I would appreciate receiving them.

More vessels needed to showcase heritage Dear Editor, Re: “HK junk boat tours set sail from Steveston,” Community, June 23. An interesting idea to start running tours out of Steveston in a Chinese “junk.” In the spirit of equitable representation — a principle that is such an important issue in our multi-cultural society — I wonder if Scottish sgoths, Venetian gondolas, Bangladesh dhows, Japanese wasens, Russian koches, Irish yawls and/or First Nation umiaks or dugout canoes might also show up in Steveston’s harbour. These traditional craft from various cultures would certainly show tourists how truly diversified our Canadian society is. At the very least, it would provide an incentive to create a new kind of multicultural maritime festival for the village to fill in the void left by the absence of the Tall Ships Festival. One idea leads to another!

Strata surprised they have to share driveway aware of this at the time of purchase.
Maria Rantanen
After their experience, Kwok wonders how many other right-of-ways there are on private properties in Richmond that are “hidden in files” and that other homeowners aren’t aware of.
MRANTANEN@RICHMOND-NEWS.COM
Residents in a townhouse complex on No. 2 Road didn’t know they were legally obligated to share their driveway with their new neighbours.
A land title search of the strata units does indicate several right-of-ways, such as for utilities, but details on the right-of-way in the common areas are found through a search on the covenant on the property.
But a right-of-way, registered at the Land Title Office, gives a new development next door — a land assembly of six lots which will have 25 townhouses on it — the right to use their driveway to get into the new complex. When the new complex at No. 2 and Blundell roads is built, 35 townhouses will use the shared driveway, located largely on the existing 10-unit townhouse property, Kingfisher Park. This legal right-of-way came as a surprise to the residents of Kingfisher Park, who said, after searching land titles when buying their units, the future use of the driveway for the two complexes wasn’t made clear to them. Strata president Barry Kwok said four people have moved in, in the last few years, and none of them were told that there was a shared driveway, despite their lawyers doing land title searches.
Strata owners at Kingfisher Park have found out their driveway will be shared with a new development next door. Maria Rantanen/Richmond News While he acknowledges the right-of-way exists, Kwok and his fellow strata owners don’t understand why some other place for the driveway couldn’t be found, for example, a parallel driveway in the new development.
family homes next door, will be expanded by 1.5 metres.
“They’re doing this because of the fact they can,” Kwok told the Richmond News.
The architect of the new development, Xue Dong Zhao, told the News the new development is “legally entitled” to the right-of-way and suggested the realtor selling the properties should have made them

Young cyclist hit near Steveston Richmond RCMP are appealing for witnesses and dashcam footage after a young cyclist suffered serious injuries in a collision with an SUV on Sunday night. According to police, the cyclist — which the Richmond News has been told by other sources was a teenage girl — was travelling north on Railway Avenue at around 10:30 p.m. when she was hit by a westbound white Nissan Rogue travelling west on Steveston Highway. The RCMP believes the cyclist was hit after entering the intersection, causing her to suffer serious injuries before being taken to hospital, where she remained, as of Monday afternoon. The driver, said police, remained at the scene and is cooperating with the RCMP’s investigation. Neither speed nor impairment are considered to be factors in the collision, they added. And according to a witness who spoke with officers, the light was green for vehicles driving on Steveston Highway at the time. Anyone who may have been in the area at the time and witnessed the collision or has dashcam footage, is asked to call Richmond RCMP at 604-278-1212 and quote file number 2022-16833. Should you wish to remain anonymous, contact Crimestoppers by phone at 1-800-222-TIPS (8477) or visit them online at www.solvecrime.ca. —Alan Campbell/Richmond News
Kwok estimates to fight it legally would be in the tens of thousands of dollars, something that isn’t possible for a small strata like theirs.
This covenant shows the driveway as a statutory right of way — the original paperwork was signed by Richmond lawyer Hong Guo, who ran for mayor in 2018. A city staff report notes similar shared driveways have been built in other developments in the city. The development was approved by city council in May. Kwok said he went to speak at the May public hearing, thinking it was early on in the development process, but, to his surprise, it was voted on that evening. Council approved the development in a 5-4 vote with Couns. Chak Au, Carol Day, Harold Steves and Michael Wolfe voting against it.
Man confronted after taking photos of women at shopping mall Everyone has the right to take photos in public spaces, regardless of whether you are a journalist or an ordinary citizen. But what if you feel uncomfortable with a stranger taking photos of you in public? According to Richmond RCMP, the best solution is to report it to police immediately. A post on RedBook, a Chinese-language version of Instagram, which describes a man being confronted after taking photos of women at Richmond’s Public Market has gone viral, sparking debate on the issue. The woman who created the post, and asked to have her name withheld, told the Richmond News that the incident happened on June 14, when her boyfriend noticed a suspicious-looking man taking photos of her with his cell phone at the food court. Her boyfriend confronted him and demanded to see the photographer’s phone, which he handed over.
“When he (the boyfriend) opened his phone’s albums, he found that the photo album was filled with females’ photos, featuring their faces, legs and even the whole bodies. Although we managed to delete mine, there are still lots of other girls’ photos left on the phone,” she said, noting that she didn’t report the encounter to the police. “But I want to remind other girls, please report it to the police if you experience the same thing.” The popular post got more than 118 comments, with several netizens saying they had their photos taken by the same man at different locations in Richmond. One netizen even claimed the man was arrested by RCMP. Dennis Hwang, spokesman for the Richmond RCMP, told the News officers attended a call at Lansdowne Shopping Centre on June 13, just before 5 p.m. They spoke to a complainant reporting a suspicious occurrence that had happened ap-
proximately two months prior. “This allegedly occurred in a public area whereby an unidentified man was photographing women with his cell phone. We have since located and identified the suspect in this investigation,” said Hwang in an email. However, Hwang added that it is not illegal to take photos or videos in a public setting where there is no expectation of privacy, as long as those actions don’t amount to voyeurism under the Criminal Code. Simply put, voyeurism means surreptitiously observing or recording someone who is nude, partially nude or engaged in sexual activity at a location or in a situation where they can reasonably expect privacy. Meanwhile, the RCMP urges people to report these incidents to the police instead of posting them on social media. —Vikki Hui & Nono Shen Richmond News

Alan Sakai (centre), president of the Steveston Community Society, was asked about his feelings on the Maple Leaf ahead of Friday’s Canada Day celebrations.
Richmondites are back to celebrating Canada Day in-person this year, with a little twist. Celebrations began last weekend with the Pacific Rim Kite Festival, and the inperson festivities with various celebration zones will run from 10 a.m. to 4 p.m. on Friday, July 1. Each festival zone will feature a combination of food, performances, exhibitions, and pop-up stages, and a Festival Shuttle will be available throughout the day to transport Richmondites between different zones. Online festivities are also available, including a live stream of the welcome ceremony at 12:30 p.m., as well as a trip down memory lane with people’s video messages about their favourite Steveston memories. “What makes [the reimagined Salmon Festival] special is that it’s the things of the past two years have made us really
think about what people really want,” said Alan Sakai, president of the Steveston Community Society. Sakai told the Richmond News preparations started late this year due to uncertainties about the ongoing COVID-19 pandemic. “But it’s coming together. We’re working hard ... to pull it together,” he said.
This year’s festivities will be the first live celebration since 2019, and Sakai believes that the reimagined format will cater to different comfort levels. “We wanted to make sure that it was open, and people could come join as they felt comfortable,” said Sakai. “We thought [spreading out the celebrations] was a way to meet the needs of
In a recent poll by the News, readers gave mixed responses about the reimagined format without the signature parade. Apart from missing the familiar sight of the Salmon Festival float in the midst of fluttering Canadian flags, some might also be hesitant about waving the flag in light of recent events, which include the discovery of unmarked graves at former Indigenous residential schools and the truck convoy anti-vaccine mandate protests. But Sakai hopes that people can keep one thing in mind — openness. “[The Canadian flag] means so many things to different people,” he said. “And I think that’s good… As long as everybody understands that we have our own understanding of the Canadian flag and don’t pigeonhole us into thinking it’s one thing or another thing.” For information about Canada Day events, go to StevestonSalmonFest.ca.
Richmond’s strength is its people – First Nations who have lived here since time immemorial and more recent newcomers to this land. We care for our home, we care for each other, and we experience joy in community. It’s great to be together again. Join us in building a B.C. where no one gets left behind.

Stilt performers, circus group return to Salmon Festival tival, is so exciting,” said Joseph, adding that Steveston is a “magical place to be.”
Valerie Leung

Towering lumberjacks, jugglers and entertainers on a giant unicycle are only a few of many circus acts planned for this weekend’s Steveston Salmon Festival. Entertainers with NZR Productions, an international circus company, are excited to return to Steveston for the annual Canada Day celebrations, according to Neezar Joseph, director of NZR Productions. The Vancouver-based company has participated in Richmond’s annual festival for at least four years in a row, prior to the pandemic, and they are looking forward to taking part in this year’s Canada Day festivities once again, explained Joseph. “Coming back to a lot of these festivals, especially ones that we’ve done before, like the Salmon Fes-
“Steveston is like this magical space of fresh ocean air and when you look at the waters from the docks it is like you’re in another part of the world.” He added that the COVID-19 pandemic has dampened many people’s mood and the Salmon Festival is an event that will change the mood. “I think it’s amazing that we can come together to celebrate again, if anything, it is more important than ever for many people,” he said. “A lot of us definitely went through sad times during the pandemic and it’s really important that people gather together for Canada Day and other events to repair and overcome that feeling of being isolated from others.” NZR Productions said their team will be walking and rolling around
the village during the festival, a group that will be “hard to miss.”
Kids and children can learn some circus tricks from the jugglers as well. The Salmon Festival, said Joseph, “captures the essence of Steveston” and highlights everything the city has to offer from local sports to food and entertainment. Joseph told the Richmond News that while he is sad to see the annual parade has been cut from the Steveston Salmon Festival program, he “understands the organizer’s reason” behind the cancellation. “We are still dealing with cases for COVID-19 and it is for the safety of everyone, so this is the best plan to have,” he said. To make up for the cancellation of the traditional Canada Day Parade, organizers have replaced it with several festival zones spread across Steveston Village for its 75th anniversary.
Entertainers with NZR Productions are excited to return to Steveston for the annual Canada Day celebrations.

Kites kicked off Salmon Fest
Last weekend, octopuses, dragons and even the Minions from Despicable Me could be seen above Garry Point Park as the two-day Pacific Rim Kite Festival began.
The festival returned after a two-year hiatus due to COVID-19, just in time for summer to begin. “This is our first time to be back together in an organized way that we could actually put on the festival,” said Cathie Jung, president of the British Columbia Kitefliers Association (BCKA). Jung has been a part of the BCKA for 20 years, and she’s excited for the public to try out the hobby. “It doesn’t require batteries or screens or any electronics — it’s just fun. You walk around, you meet people, and you try to engage them in the sport and the hobby that you love,” she explained.

Four people on trial over immigration documents Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
A trial for four Richmond residents accused of submitting false immigration documents that misrepresented 67 people and of bribing a Yukon government official launched this week and is scheduled to continue until July 15. Following a five-year investigation called Project Husky, charges were laid in December 2020 against Tzu Chun Joyce Chang, 49; Qiong Joan Gu, 66; Aillison
Shaunt Liu (also known as Allison Shaunt Liu), 31; and Shouzhi Stanley Guo, 38.
Chang and Gu are charged with misrepresenting 67 people as nominees of the Yukon Business Immigration Nominee program, a program that allows potential immigrants to set up a business in the territory and, after two years, apply for permanent residency status in Canada. Liu and Guo are charged with misrepresenting applicants for permanent residency. Liu is also charged with knowingly using forged documents. Chang, Gu and Liu are all charged with
Protesters appear in court Five out of 18 protesters who blocked a road going to YVR in October were in Richmond Provincial Court Monday to face a charge of mischief. About 50 activists with the group Extinction Rebellion Vancouver blocked the intersection of Templeton Street and Grant McConachie Way on Oct. 25, sitting on the road with signs calling for an end to subsidies for the Canadian fossil-fuel industry. Facing the charge of mischief Monday were Muhammad Haq, Timothy Brazier, Shy-Anne Gunville, Kathleen Higgins and
Patti Hirschberg. Thirteen other protesters are named in the charges and have appeared or will be appearing in other courtrooms in the Lower Mainland. According to court documents, the mischief charge was for “wilfully obstructing, interrupting or interfering with the lawful use, enjoyment or operation of property of the City of Richmond.” All five are scheduled for trial on Feb. 21, 2023. —Maria Rantanen/Richmond News
East Richmond’s former PriceSmart Foods has come down.
Former grocery store demolished The demolition of east Richmond’s former grocery store began early this week. Hamilton’s previous PriceSmart Foods building has transformed into a pile of lumber at Bridgeview Shopping Centre on Gilley Road, close to Westminster Highway. Locals shared their thoughts about the scene on a Facebook community page. One resident said they felt their “house shook” as a bulldozer tore through the building, while another commented “Finally!” In early 2021, locals also took to social media to share their fondest memories of the centre’s once popular Lois Lanes Cosmic Bowling when it was demolished.
The buildings are being demolished to make way for 225 residential units in two towers, with shops below in 2,415 square feet of retail space. Of the 225 residential units, five per cent — 15 units — will be allocated to affordable housing units under the city’s former Affordable Housing Strategy – new developments have a 10-per-cent affordable housing requirement. According to the project proposal, there will be also be an outdoor market square between the two proposed buildings which will include an outdoor seating area and space for public art. —Valerie Leung/Richmond News
offering a “reward, advantage or benefit” to a Yukon government official, Ian David Young, or to his family, to help “influence” the business immigrant process. According to Yukon RCMP, Young died in November 2020.
The allegations against the four Richmond residents date from July 2013 to September 2016 and are alleged to have taken place in Richmond, Whitehorse, Yukon, and Sydney, N.S. The investigation into the alleged scheme began in 2015, after suspicious documents, submitted as part of perma-
nent residency applications, were identified by Immigration, Refugees and Citizenship Canada (IRCC) officials.
The documents appeared to be nomination certificates, issued by the Government of Yukon under the Yukon Business Nominee Program, CBSA explained at the time the charges were laid. However, the Yukon government confirmed the documents were false and had not been issued by their office. CBSA then executed several search warrants in B.C. and Yukon to find evidence of the alleged scheme.
Councillor apologizes for suggestion of ‘preferential treatment’ for developer Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Richmond City Coun. Carol Day apologized at Monday’s city council meeting after suggesting a fellow councillor’s husband got “preferential treatment” in a development application. A proposed large industrial development in east Richmond whose applicant, Terry McPhail, is the husband of Coun. Linda McPhail, was on the table at the council meeting for first reading. (Coun. Linda McPhail recused herself from the meeting during the discussion.) Day was critical of the project on Graybar Road, highlighting tree issues and the potential loss of marine businesses, but when she pointed her criticism to the developer’s “connections to the city,” Richmond Mayor Malcolm Brodie called her remarks “inappropriate” and asked her to retract her statements. This was in reference to an unopened road allowance the developer would buy from the city. Day also referenced city land that some structures are currently encroaching on that the developer would be leasing, “at fair market value,” according to city staff documents. “I would call upon Councillor Day to remove or retract those remarks,” Brodie said. When Day tried to explain herself, Brodie said he didn’t want her to “go into more details.” “You have impuned the motivation of our city staff and the applicant and, now, maybe you didn’t communicate it the
way you meant it,” Brodie added. “If that was taken the wrong way, Mayor Brodie, I apologize,” Day replied. “I would like to say, this is a very complicated project and there are so many pieces of it that I’m uncomfortable with it.” Day went on to say she wanted to refer the proposal back to city staff to rework it, adding she’d like something more inline with what currently exists, especially maintaining the marine businesses. Brodie, however, cut her off again and said he wasn’t looking for “another speech,” saying if she wanted to make a referral, it could be done “in due course.” The proposal from Farrell Estates is to consolidate several properties into two lots and build light industrial buildings in five phases. However, only the first two phases, with two buildings totalling almost 200,000 square feet, are planned for the near future whereas as the rest of the project’s timeline hasn’t been determined yet. Currently, the site has one building that is about 17,000 square feet and a few temporary structures. Coun. Michael Wolfe took issue with the trees that will be cut down. One hundred and 10 trees, mainly birch and cottonwood, will be removed and replaced, four will be retained and 16 will be relocated. The city’s Tree Protection Bylaw requires a 2:1 replacement of any good trees that are felled. The Graybar Road proposal passed first reading with Couns. Wolfe and Day voting against it.

KPU grad questions convocation axe Alan Campbell
ACAMPBELL@RICHMOND-NEWS.COM
That “walk across the stage” should be one of the most memorable moments in a student’s life. Not so, however, for a number of people who attended Kwantlen Polytechnic University (KPU) and graduated during the pandemic. Due to a ban on in-person ceremonies, the vast majority of those students, along with thousands more at other institutions, missed out on the hallowed convocation tradition, having to make do with virtual events instead. Most universities in B.C. appear to have retrospectively afforded that special moment to the aforementioned groups. But not, as of yet, KPU, which told the Richmond News it was “currently looking at options for a potential celebratory event later in the year.” It’s something that doesn’t sit well with one of those affected KPU students, Richmond’s Jake Miller, who graduated in September of 2021 with a degree in biology and now actually works in the KPU lab as a student researcher. Miller said he spent months contacting almost every person at KPU “with even a passing connection to convocation and received nothing but guilt trips and blame placed on myself by the university.” Where did the money go? He wants to know why KPU is one of the few institutions which didn’t roll the pandemic graduates into this month’s convocation ceremonies and where the funds intended for such events during the pandemic went. “Simply put, they are ignoring in-person convocation ceremonies for all graduating classes during the pandemic except, arbitrarily, October 2021 graduates and onwards,” added Miller, who said that he was told there is no money to hold such ceremonies. “Assuming tuition and public funding aid in such ceremonies, citing a lack of funding is suspicious at best, considering tuition fees did not decrease during the pandemic and there are countless other universities in the province who have given Covid graduates a ceremony.” Asked why it’s not holding catch-up convocations for pandemic graduates, KPU’s vice-president of External Affairs, Randall Heidt, said he recognizes that “Graduating is an exhilarating time for students and we fully understand the desire to celebrate this major personal achievement. “We hosted virtual convocations during the pandemic... and are currently looking at options for a potential celebratory event later in the year for those who would still like to mark the occasion in-person.” KPU: Virtual convocations still cost money As for the funding for cancelled convocations during the pandemic, Heidt said that the “fees paid by students go towards multiple expenditures for the university and while some may contribute towards convocation, it doesn’t all go towards the costs. “KPU conducted virtual convocation ceremonies during the pandemic, and incurred costs in an attempt to make this memorable as an event given the circumstances. “In addition to costs associated with filming and hosting convocation online, the university mailed individual con-
vocation boxes with cap, tassel, medal, certificate folio, alumni magazine and pen to students.”

Who is a Spouse – the Court of Appeal speaks Introduction
There has been much discussion, particularly in the last decade, about the legal definition of “spouse”. One of the reasons for this is the significance of that status in Estate circumstances and, more specifically, where a person dies without a Will (meaning when a person dies “intestate”). Without a Will, an Estate is distributed according to legislation (the Wills, Estates and Succession Act) (“WESA”). A surviving “spouse” will receive at least a portion of the Estate, where the deceased is also survived by children. If there are no children, a “spouse” will inherit the entire Estate. The current complexity stems largely from the fact that there is no definition of “spouse” or “marriage-like” in the WESA. In Section 2, the Act says that persons are spouses if they’ve been married or if they’ve lived at least 2 years in a marriage-like relationship. But that hardly tells the whole story. A “marriage-like relationship” has proven to be a challenge to define. As our law has evolved, our Courts have said that, essentially, each case is “fact driven”, which partly means that the circumstances need to be examined carefully and at length, in reaching a decision in any specific case. So precedent won’t necessarily assist the Court in any case. Also, Courts seem to be saying that, in characterizing the relationship, it has to be considered contextually. So, for example, whether the couple actually live together is only one factor. Their financial setup, also, is only one factor. Last week, our Court of Appeal released reasons in a case called Coad v. Lariviere. While the Trial Court found the relationship was not “marriage-like”, the Appeal here was allowed, so the case is important. Facts
The deceased died on Christmas day, in 2016. She did not have children. She had lived with a man (“the spouse”) and she was also on good terms with her ex husband. The ex husband never sought an Order that he was a “spouse” and he was not considered a spouse. The deceased had made a Will, the most recent one being in 2005. However, she revoked it in 2006 and never made another one. The Estate consisted of a house, valued at about $1.6 million, though it was mortgaged. There was considerable litigation. Both the ex husband and the spouse, with whom she lived in the last 3 years of her life, sought a grant of probate of the 2005 Will. But, a revocation document was found, by accident, after the death of the deceased. The spouse then changed his application from a probate application to an application for Administration (as there was now no Will). For some reason, the ex husband still applied for a grant of Probate of the 2005 Will, which was granted by the Registry. In the end, however, the Court found that the deceased died intestate. With the finding of intestacy, the question of the legal nature of the relationship between the deceased and the spouse became significant. If the relationship was “marriage-like”, the spouse would then inherit the entire Estate. Court’s Decision
The Court thoroughly and carefully analyzed the Trial Judge’s decision. What the Court seemed to focus on was the Trial Judge’s listing of a number of factors that served as a kind of guideline in the effort to determine whether a relationship was “marriage-like”. Among the factors were whether the couple treated themselves as a family unit and whether they co-mingled assets and shared expenses. The Court of Appeal rejected that “checklist” approach. The Court also felt that there was scant analysis of the evidence by the Trial Judge. The Court went on to consider whether the Trial Judge’s handling of the evidence and decision were erroneous and concluded that they were erroneous. The Court said that the proper approach to take in determining whether a couple were in a marriage-like relationship is a “contextual and holistic” one. The Trial Judge, in the eyes of the Court of Appeal, did not follow that approach. The Court seemed to suggest that following a checklist, rather than considering the evidence as a whole, was inappropriate. The spouse and the deceased were then held by the Court of Appeal to have been spouses in a marriage-like relationship. Conclusions
Legally speaking, the characterization of relationships in B.C. has become a complex task, except of course where the couple marries. However, as the marriage rate in our society drops and the rate of marriage-like sorts of relationships increases, the characterization issue has become more important, especially in Estate situations, because the inheritance rules are so different, potentially affecting several people (such as the family of the deceased in this case, who were expecting an inheritance). The Court will, I think, take a flexible, rather than a checklist, approach to characterizing a relationship. Finally, this case also illustrates the importance of making a Will.

Beachcomber turns trash into art it, they may recognize it and say ‘oh wow, this is made out of stuff that shouldn’t be in the water. Maybe I can do that with the garbage too.’”
Yuqi Cao RICHMOND NEWS
Five years ago, Steve La Rocca was walking along the Fraser River when he accidentally discovered a white horse figurine in the rocks.
Often La Rocca picks up all kinds of abandoned plastic items along the river. In an Instagram post, he showed some plastic bags he found whose stamps showed they were made in the 1960s.
“I was really excited,” said La Rocca. “Once you find something like this, you just can’t help but wonder what else is out there.” This was the moment that launched La Rocca’s passion for beachcombing. Since then, he has discovered all kinds of weird “garbage and treasures.”
“Holy! That plastic bag has been floating around since 1967?” a follower asked in shock. “The waste is 55 years old?”
In fact, a few months ago he was disturbed to find a military flare, which he reported to the police. Initially, La Rocca just wanted to pick up “pretty stuff,” but he soon realized many people were using the river as a dump, so he started cleaning up at the same time he was beachcombing. La Rocca documents the unique relics he picks up and posts images of artwork he creates out of the river trash on social media to bring awareness to marine pollution. On his Instagram page, you will find La Rocca using bird bones to create a 2.25-inch-long skeleton or building up an Easter bunny with knobs and tubes.
“Those are the creepiest things yet, you just can’t kill plastic,” a netizen commented. Steve La Rocca doesn’t just clear trash off the beaches in Richmond, he makes some wonderful art out of them, as well (above and right).
“(I hope people) can realize the amount of trash that’s out there. The best way is to make it into a pretty recognizable shape,” said La Rocca. “When people see
“Plastic isn’t going anywhere,” said La Rocca. “It could take twenty to five hundred years to decompose...we need to stop just leaving the plastic on the ground but take it with us.” After seeing La Rocca’s Instagram posts, several people have reached out, asking to join him in beachcombing. Some followers offered to buy some of his artifacts, but he hopes to hold a small exhibition of his collection of relics one day.
YVR baggage handler goes viral on TikTok think.
Vikki Hui
“Every time we do a Boeing 737 airplane, I usually just hop in the bulk (the belly of the plane) and just start recording. But I usually just do the timelapse which everyone likes. After that, I just add music and that’s it,” he explained.
VHUI@RICHMOND-NEWS.COM
Have you ever wondered what happens to your checked baggage once you send it off? Dj Sugue’s TikToks have all the answers. Sugue has worked at YVR since 2016, and he recently started documenting his life as a “ramp guy” on his popular TikTok account (@ djsugue). From loading and unloading bags from the belly of a plane to dance parties in the locker room — you can experience a day in his life with a swipe of your thumb. In fact, millions of people have done just that. “I’ve always [liked] editing videos and stuff like that, and I would just post on YouTube for fun… So, one day I posted on TikTok and it just went viral,” Sugue told the Richmond News. Going viral was a humbling experience, he explained, but nothing has changed as he is still the same person as before and creating the same content. “The responses have been mostly great and it’s cool to see people from other companies doing it. But people
Dj Sugue makes TikToks about life as a ‘ramp guy’ at YVR.
would say ‘Oh you’re that TikTok guy’ or ‘Oh you’re that ramp guy’… “But it’s great seeing people see what goes on behind the [scenes] because we really do try our best to get the passengers their baggage to their final destination,” said Sugue. One of Sugue’s most popular videos explains how dogs are loaded onto planes, which isn’t something many know about. Behind the scenes of Sugue’s behind-the-scenes videos Sugue’s process of creating TikToks is not as complicated as some might
All Sugue has to do for timelapse videos is to press record and let the baggage roll in (literally) while he arranges them in a life-sized Tetris game. Although Sugue has done a variety of TikToks about his job, he has his clear favourites. “My favourite TikTok to make would be unloading a Boeing 737 airplane because you just have to unload [baggage]… And I’d say the dancing vids are great, too, because it shows how we can have fun at work,” he said. So what’s next for TikTok’s favourite ramp guy? “I love making videos, and I’m going to create more content about the airport job we have, and people are really interested, too. “Plus, the world is opening up, so people might wanna come try and work at the airport. That’d be great,” said Sugue.
TransLink adds bike bus service to ferry terminal Vikki Hui VHUI@RICHMOND-NEWS.COM
TransLink is introducing a “bike bus” to provide more room for cyclists travelling from Bridgeport Station to the Tsawwassen Ferry Terminal this summer. The Bike Bus is retrofitted and can hold nine bikes in total, with seven additional interior bike racks. It will follow the existing 620 route with separate loading and unloading bays at Bridgeport Canada Line Station and Ladner Exchange. The bus will be displayed as 900 Bike Bus to Bridgeport Station or Tsawwassen Ferry. The project is funded for this summer as a part of TransLink’s Customer Experience Action Plan. The Bike Bus will run from July 1 to Sept. 5 on Fridays, weekends and holidays. The service will be available from 8 a.m. to 8 p.m. with hourly departures that align with ferry sailings to Swartz Bay on Vancouver Island.

ILICH, Robert “Bobby” Robert “Bobby” Ilich passed away in his hometown of Richmond on Sunday, June 5th at the age of 71. A lifelong Richmond resident, he spent his career in the civil contracting business where he enjoyed going to work every day and was keen to get to the office and visit sites right up until his final weeks. Bobby was known for his unique and mischievous sense of humour - a sense of humour he was not shy about sharing. It didn’t matter if he was on the receiving end of a good joke or prank either. As long as everyone was laughing he was happy. Bobby enjoyed gardening, cooking, cars, a good movie or TV show, and an occasional wager. He loved the holidays - especially Christmas and Halloween. Whether it was turning his home into a festive wonderland with themed trees and a family of deer at Christmas, or into a haunted house with plenty of candy to give away at Halloween, he always went all out for the joy of it - hoping it would encourage others to do the same. Often seen touring around, he took pleasure in finding the best spots for things like berries, eggs, annual plants, and more. He became a shop regular whenever he could. His favourite spots were most often local farms and “ma & pa” small businesses. Everywhere he went, he seemed to know everyone. He made many friends and quietly supported them in this way. A big ole’ bear with a heart of gold, he was happiest when hosting those closest to him. There was always a mountain of food and the encouragement to make yourself at home regardless of the length of the visit or how long he’d known you. He was the best for calling to check in, or popping by to bring a smile to your day. If you asked for help, he would be there. Nothing was ever asked for or expected in return.
He will be deeply missed and fondly remembered by his sons Matt (Nicole) and Jeff (Katia), their mother Olga, granddaughters Elizabeth and Bridget, his brother Danny, sisters Millie and Olga, his many nieces and nephews, countless friends, and his beloved dog Buddy. He is pre-deceased by brothers Milan, Milo, Mirko, and Tommy and sisters Maria and Rose. Per his request, there will be no formal service. An informal celebration has been scheduled for Friday, August 5. Please contact his sons for more information. Should you wish to make a donation in his name, please choose the charity of your choice and give what you can. Bobby was a generous man and many local charities and causes benefited from his kindness.
MURRAY, Mary “Claire” (nee Flynn) August 8, 1938 - May 30, 2022 On Monday, May 30, 2022, Mrs. Mary “Claire” Murray (nee Flynn) of Oliver passed away peacefully at Moog & Friends Hospice House after a short illness at the age of 83 years. She was predeceased by her husband Bill Murray. Claire will fondly be remembered by her companion Eric; her six children, Elaine, Brian, Kevin, Anne Marie, Tony (Sylvia) and Greg (Cassandra); grandchildren, Richard (Angela), Julie (Kyle), Michael (Kame’e) and Christina; five greatgrandchildren as well as many extended family and friends. Born in Limerick, Ireland, the immediate family permanently moved to British Columbia, Canada in 1978. During her working years, Claire was a hairdresser at Todd’s in Limerick, Rosewood Manor in Richmond and Dania Home in Burnaby. She was very involved in her community and volunteered at the Sister’s of Atonement on East Hastings in Vancouver, Richmond Animal Protection Society in Richmond and the Hospital Auxiliary Thrift Shop in Oliver. Upon moving to Oliver in 2016, she loved sitting on her patio, reading her books, napping in the warm sun and visiting wineries in the Okanagan. She met Eric in 2018 and enjoyed many great adventures travelling together. Mom, thank you for your unconditional love. You touched so many lives with your kindness and thoughtfulness. We miss you so much and you will forever be in our hearts. May God Bless you and keep you safe. Donations are gratefully accepted for Moog and Friends Hospice House: https://www.pentictonhospice.com/donate/ A prayer service will be held at 10:00 am, Friday July 15, 2022 at the Evangelist Chapel at the Gardens of Gethsemani Cemetery, Surrey, BC.
