Carmine Perrelli is making good on his threat to challenge the Town of Richmond Hill over a bylaw and it appears the town isn’t backing down. The Ward 2 councillor confirmed during Monday’s council meeting his lawyer has filed legal papers with the town and a court date of Aug. 15 is set. Richmond Hill Mayor Barrow said yesterday the corporation will be represented in court that day, when a judge will hear both sides. Mr. Perrelli will be paying from his own pocket to challenge a new bylaw governing residents’ meetings with councillors that, in his opinion, goes outside the jurisdiction of the municipality. He also said the bylaw is not enforceable under Ontario’s Municipal Act. Mr. Perrelli said Friday he has tried meeting with councillors over the matter and still hoped to have the bylaw rescinded. Resident Sunny Reuter asked Mr. Perrelli Monday, why he would drag the town to court, wasting taxpayer dollars. “Because this (motion) is illegal, because the terms of the bylaw are vague and uncertain and it impairs my function as an elected representative,” he responded. When questioned by council, town solicitor David Melitzer confirmed further discussion on the issue should be done in closed session, given the case is currently in litigation. Have your say on health-care priorities as the Central Local Health Integration Network seeks input to help shape its threeyear integrated health service plan. The strategy, which will commence in 2013, will act as a guide, spelling out priorities and strategies to improve the healthcare system, Central LHIN CEO Kim Baker said. “A good idea can come from anywhere,” she said. “It’s important for us to have feedback so we can develop a local plan focusing on local priorities.” The healthcare needs and service gaps in the Central LHIN, which includes York Region, are different from communities served by the 13 other LHINs across
the province. A local plan will help hospitals, doctors and family health teams better serve patients, she said. “Many people have strong views about health care and we are here to listen,” Ms Baker said. “I hope people will openly share their views on what needs to be done to make the system work better.” The current integrated health service plan has brought the LHIN tangible results, such as being the first of the 14 LHINs to meet its targets for surgery and diagnostic wait times. A patient at Mackenzie Richmond Hill Hospital, formerly York Central Hospital, would previously have to wait months for an MRI scan, but that has been reduced to 28 days. The LHIN laid out five areas of focus
in the online survey for the new plan, but feedback and suggestions aren’t limited to the defined subjects. The organization welcomes all feedback, as patients and health service providers are on the front line and can identify the largest gaps in care. One of the focus areas is improving supports for senior citizens and people who are at a high risk of being hospitalized after receiving care. The LHIN plans to continue to build on the current Home First initiative, helping adults get discharged from the hospital sooner, but with more support to keep them from having to return. Police suspect foul play York Regional Police search an area near 19th and Bayview avenues in Richmond Hill Tuesday for a 45-year-old woman who has been missing for seven months.

The York Police Services Board is offering $10,000 for information about a Richmond Hill woman who went missing last December. York Regional Police’s homicide unit is investigating the disappearance of Cheryl Rowe, who was last seen by her family Dec. 22 on Rathfon Crescent, in the Yonge Street and 16th Avenue area. While police believe Ms Rowe, 45, may be the victim of foul paly, they continue to interview her family and friends. Ms Rowe is Caucasian, five-feet

Consider it your road map to the future, a time machine owners manual, and it’s yours for the asking. Ground-breaking Vision 2051, a document two years in the making and designed to guide us four decades forward, is a fascinating vision for York Region’s future, containing bold and innovative actions that promote our health and well-being and the liveability and sustainability of our communities. The 32-page report, endorsed by regional council, has special meaning for head of Strategic Initiatives Karen Antonio-Hadcock, who led the four-member in-house research and production team. “We’re incredibly proud and excited for the region,” she said, referring to recently retired long-range and strategic planning director John Waller, planner Trish Elliot and graphic designer Ingrid Roberts. “This is probably the most rewarding project I’ve completed in my professional career.”

Distilling input from more than 2,000 residents, community organizations, regional government and businesses, the document expresses what people want York Region to be like in 40 years. A living document, Vision 2051 updates Vision 2026 as the region’s primary longrange plan and will influence regional staff decisions while guiding council, Ms AntonioHadcock said. The new survey is a companion to the region’s strategic plan that is set up in fouryear horizons, corresponding with the terms of regional council. A view to the future required a look to the past for the research team. Offering a retrospective to 1971, when the region was created, Vision 2051 documents York’s spectacular growth. In 40 years our population grew from 169,000 to almost 1.1 million. By 2051 it’s estimated York will have 1.8 million residents. Of this citizenry, 23 per cent will be older than 65 and six of 10 residents will be newcomers to Canada. The 322,000 households today
will double in 40 years, the report predicted. The majority will be in Vaughan, Richmond Hill, Markham and Newmarket along main corridors including Hwy. 7 Yonge Street and Davis Drive.

Technology will play a critical role in daily lives, water and waste will be critical resources and our native and nature green spaces will be preserved, the report foreshadowed. Among the myriad of findings and projections, Ms. Antonio-Hadcock found it interesting that issues facing the region 1971, including growth and diversity, continue to challenge planners today and into the future. Vision 2051 positions York Region well to embark in new partnerships and collabora-
tive efforts to address the biggest trends and issues facing the region in the years to come, York Region chairperson and CEO Bill Fisch said. “How we approach issues such as community design, climate change, transportation, waste management, demographic changes, economic vitality, housing demands and the human service needs of our population is critical to sustaining our quality of life over the long term,” he said. Newmarket Regional Councillor and planning and economic development committee chairperson John Taylor is enthused by the document. “I’m really pleased,” he said. “It’s not an official plan. It’s a vision and it’s exciting. Vision 2051 motivates us to find new ways to be innovative and collaborative. Government cannot achieve all of the goals and actions of Vision 2051 alone, but we can engage partners and stakeholders to share our collective vision for the future and turn it into actions that help to make our communities stronger.”

ANIMAL SERVICES SURVEY AND LICENSING In an effort to improve the animal services we provide, Richmond Hill staff are collecting information about the town’s dog, cat, bird, reptile and other pet residents. Clearly identified Animal Services Representatives will be conducting door-todoor canvassing this summer surveying residents on the pets you may have. These representatives will also be offering you an opportunity to purchase a licence for your dog, should you not already have one.
The Emerald Ash Borer (EAB) attacks and kills all species of ash trees. It is present in Richmond Hill and quickly spreading across York Region. EAB will likely kill all of the ash trees in Richmond Hill over the next 8 to 10 years.
Ash trees on private property are the responsibility of the property owner. If you have an ash tree on your property and suspect an EAB infestation you are encouraged to consult with a professional arborist.
Licensing your dog is the fastest way to reunite you with your furry friend if he or she is lost. A dog licence lets us know that your pet is not stray or abandoned, but is trying to find a way back home. About seven dogs every month are reunited with their families because they were wearing licence tags. If your dog is spayed or neutered, the cost for a licence is as little as $10. The proceeds of dog licensing go directly toward the costs of animal services in our community.

Teach children to be water smart Recent polling shows despite significant water safety education and awareness programming, there’s still a gap in our behaviour around water. The first long weekend of the summer appeared to prove that point, with seven people believed to have drowned. Although the Canadian Red Cross and others emphasize the need for water safety education and swimming lessons for children, the Canada Day weekend’s victims were all adults, ranging in age from 19 to 79. According to the Canadian Red Cross, each year an average of 400 Canadians drown, more than half during summer. And of the 160 people who drown while boating each year, nearly 90 per cent aren’t properly wearing a lifejacket, according to the Red Cross. Other Red Cross findings include: • Only 46 per cent of children know how to swim; • For 51 per cent of Canadians, “not allowing children under 10 to access the pool area” is their only strategy to prevent injuries related to back yard pools; • While 82 per cent of Canadians believe there’s a legal requirement to wear a lifejacket when boating, only 50 per cent of boat owners always wear their lifejacket;
• Fourteen per cent of Canadians keep lifejackets on the boat, believing they will have time to find and put on a lifejacket while falling out of the boat. Alcohol consumption is another factor that far too often plays a role in adult drownings. You’d think people would know by now that drinking and boating don’t mix. York Region offers lots of access to fresh water. Also, private swimming pools abound. Which is why every family should consider it a responsibility to teach their children not only how to swim, but how to be safe around the water. Meanwhile, anyone who has taken the boater safety exam will tell you that, while there are hundreds of regulations one might be expected to know when operating a motorboat on Ontario’s waterways, the two most important things you can do when operating a boat are to wear your life jacket and avoid alcohol. Save the beer and coolers for when you are safely on shore and expect to stay there. While summer and activities on or near water will always go hand in hand, the recent deaths are a reminder of how failing to be water smart can have tragic consequences.
LETTERS TO THE EDITOR Questions re branding remain unanswered Re: Timing off for hospital branding, column by Marney Beck, July 5. Regarding the renaming of our hospital, the tough questions are yet to be asked: Who is responsible? Is the cost $200,000 or $300,000? Will these answers be publicized? I’ll be surprised if they are. I believe they could have refurbished eight to 12 pediatric rooms with $200,000 or $300,000. Where is the benefit to patient care by changing the name? Bad timing to say the least.

Rebranding essential for future of health care in York Open letter to the Richmond Hill Liberal: On behalf of the community volunteers with significant business and health care experience who serve on the board of directors, we would like to speak to the investment made by our organization in the development
of the new Mackenzie Health name and visual identity. With an expanded mandate from the province to build a new hospital in Vaughan and grow health care services across our community, our new brand serves to communicate the significant change and enhanced level of healthcare to be developed for all of Southwest York Region. Our challenge over the past year was not simply a rebranding of York Central Hospital, but more importantly, embarking on the exciting journey of creating a new major regional healthcare provider and a supporting structure that will better serve the needs of our growing community. The creation of a new regional health care organization is only possible through significant community support, as demonstrated through successful fundraising efforts. Mackenzie Health’s expanded mandate requires significant physical transformation to support increased capacity and services to meet the rapidly growing health care needs of our community. The building of the new Mackenzie Vaughan Hospital and the continued revitalization of Mackenzie Richmond Hill Hospital are examples of areas of
focus requiring significant fundraising. It is critical that there is a clear and strong brand that is much broader than just Richmond Hill to enable the required fundraising now and in the future. All the citizens of Vaughan and Richmond Hill must identify with and recognize the brand of the health care organization serving their needs. Although the new name and visual identity may have come as a surprise to some, over the past year the hospital repeatedly publicized its rebranding through community open houses, in its The Heartbeat of our Community newsletter distributed to 140,000 homes through The Liberal and Vaughan Citizen, as well as through on-line surveys on its website and community focus groups in both Richmond Hill and Vaughan. The cost of the rebranding is reflective of this year-long engagement to capture the values and healthcare priorities of our community with the participation of more than 800 people in the development of the new brand. As with other healthcare providers in the province with a significant change mandate, the development of a new brand and identity are key ele-
ments of that change. The magazine style publication distributed in The Liberal recently is our annual community report distributed every year at this time through The Liberal and Vaughan newspapers as part of our commitment to openness and transparency to our community. Although it certainly speaks to the creation of a new major regional healthcare provider, this was not a special branding publication and it helps to keep the community informed on a wide range of achievements and improvements in healthcare while maintaining fiscal accountability. The board of directors proudly supports the cost of the rebranding as a wise investment towards the creation of our new regional healthcare organization and the raising of the approximately $200 million from our community that will be required to provide quality health care services to all of the people of Southwest York Region.

With much fanfare, Markham became York Region’s newest city July 1. Mayor Frank Scarpitti, in his Canada Day celebration speech, said a great city has a strong economy, sound fiscal management, diversity, environmental initiatives and a dynamic downtown. That being said, Markham’s new status isn’t coveted by other municipalities in the region, interviews with neighbouring mayors show. While some might argue Richmond Hill is of a city size, Mayor Dave Barrow said he hopes the town doesn’t change to a city. “Being a town is more community sounding,” he said. “With Markham now a city, we can call ourselves the largest town in Ontario by population.” With a population of about 189,000, Richmond Hill is expected to hit 230,000 by 2031. In light of Markham’s status change, Mr. Barrow said he recently posted an informal poll on Face-
book, asking people if they’d support a change to city status. He said twice as many people want too keep town status, compared to those who seek change. Richmond Hill is also putting together a survey this summer on the town’s website for more feedback. He said he would entertain a status change if the majority of residents support it. “There’s no difference. It’s what you call yourself,” he said. “It’s a perception.” But if Ward 1 Councillor Greg Beros has his way, your town could soon be known as the City of Richmond Hill and sport the slogan, “the only city with a small town feel”. The idea stems from a motion recently moved by Mr. Beros and endorsed by council to investigate the benefits and public perception of the town becoming a city. While town is expected to offer an online survey, Mr. Beros and Mayor Barrow have started their own engagement processes to see what you think. Mayor Barrow sent out an e-mail blast last week with a link to his

own survey, which will remain open another two weeks. In the e-mail, Mayor Barrow indicates there is no financial advantage or disadvantage to such a change and there are limited steps or ministry regulations that need to be met before becoming a city. Meanwhile, Mr. Beros recruited the assistance of his Ward 2 colleague Carmine Perrelli and the duo
took to Hillcrest Mall, Saturday, to ask residents their thoughts on the town- versus -city discussion. The two split up and canvassed separately. Mr. Beros asked residents, is Richmond Hill a “town or city” and would then ask the next resident if Richmond Hill is a “city or town”, as an attempt to not mislead. His results showed 35 respon-
dents said Richmond Hill is a town, while another 25 claimed it’s a city. To the 35 residents who answered “town”, Mr. Beros then asked, if they would accept change to Richmond Hill’s town status. Twenty-two respondents said yes and “the only city with a small town feel” slogan, was widely accepted. Mr. Beros said Mr. Perrelli saw similar results on his end. “Were not a town anymore, but I think we are a unique city that still has those neighbourhoods and that community feel,” said Mr. Beros. “With the population, the growth on Yonge Street and our future, it’s time to acknowledge we are, like our people plan says, ‘a new kind of urban’”, he added, also citing in April the town was declared a leading city of the future by Foreign Direct Investment Magazine. Mr. Beros said it was important that he meet with residents, to discuss the issue in person, as opposed to hosting an online survey. “When dealing with the online survey forum, I can’t help but suspect some inside baseball,” he added.

with Mr. Perrelli abstaining, due to a conflict of interest, the motion failed 6-2. Since legal documents have been served, politicians were instructed to not discuss the matter in open session. Mayor Dave Barrow said yesterday council will decide, following the Aug. 15 court date, if it wishes to defend the bylaw or if such a step is necessary following the initial court date ruling. The majority of council approved the bylaw and the majority of council is confident it is in the best interest of residents, Mr. Barrow said. The town is in the process of hiring a thirdparty lawyer to represent it, Aug. 15, according to spokesperson Carol Moore It would be inappropriate for a member of town staff to be put in a position to challenge a member of council in court, she said. When asked if itâ&#x20AC;&#x2122;s uncharted territory to have a councillor sue a municipality over a bylaw, Mr. Barrow laughed and outlined ways all councillors continue to work together. â&#x20AC;&#x153;We are moving forward, approving an arts policy, a cultural plan, purchase of the (observatory) panhandle lands. Despite painful distractions, we are getting things done,â&#x20AC;? Mr. Barrow said. The motion at the source of Mr. Perrelliâ&#x20AC;&#x2122;s legal action was initially championed in April by Regional Councillor Brenda Hogg, who said councilwide invitations to any residents meeting that will have an impact on regional infrastructure are not only courteous, but in the best interest of the town.

A majority of councillors approved the bylaw in early June. If Mr. Perrelli wins his case, he plans to pursue his colleagues for his legal costs. If he loses, the bylaw will only create more headaches for meeting procedure, he said. â&#x20AC;&#x153;If I invite all members of council to a residents meeting and at least five show up, then we have a quorum. In that case, there are rules the town clerk should be present and all residents need to be notified,â&#x20AC;? he said. â&#x20AC;&#x153;Now what was a residents meeting, has become a public meeting. Seven York Region residents have earned spots as Canada’s top young classical musicians. All winners of this year’s Canadian Music Competition, which attracts more than 600 competitors between the ages of seven and 30 each year, the youngsters were among more than 200 musicians who competed in the national finals. Richmond Hill’s Tiffany Yeung, 9, took home the big prize, tying the overall grand prize winner in the seven-10 age group. Tiffany, who has played the violin since age four, said she didn’t expect to win the grand prize for the second year in a row.

Efficient study habits key, local top scholar says BY TERESA LATCHFORD

St. Robert Catholic High School’s Stephanie Gaglione is York Region’s top scholar for 2011-12. Graduating from the international baccalaureate diploma program at the Thornhill school, Ms Gaglione achieved a 99.67-percent average in her top six Grade 12 courses. This summer, she will be wrapping up a year-long project on cholesterol levels in humans she has been helping to conduct at the Hospital for Sick Children as part of her international baccalaureate studies.
She hopes to fit in her annual canoe trip to Algonquin Park before starting the engineering program at the University of Toronto in the fall. “It’s great working with so many other highly motivated students who deeply care about the quality of their work,” she said. “The lab components of the (international baccalaureate) program, as well as the outside-of-school components, gave the opportunity to experience things I wouldn’t have tried otherwise.” Ms Gaglione’s academic success is only one aspect of what makes her an excellent

The recent graduate dedicated herself to her studies and gave up both piano and competitive figure skating, but kept her parttime job as a swim instructor with the City of Vaughan. She was the editor-in-chief of the school newspaper and an award-winning member of the debate team. The busy student also found time to participate on the school’s track and field, crosscountry and ski teams. She was a member of the social justice and environmental clubs and had a hand in the University of Toronto’s mentorship program, where she helped design green roofs. Alexander Mackenzie High School’s Graeme Baker is the region’s second top scholar, earning an average of 99.5 per cent. Despite what some may think, Mr. Baker said he didn’t study everyday, all the time, but when he did, he studied hard and efficiently. All work and no play isn’t very balanced and he found the perfect combination of schoolwork, extra-curricular activities and social events. “It definitely feels good to be recognized for my achievements,” he said. “The response I have gotten really validates all the hard work I have been doing.” Next year, he will study engineering at Queen’s University and hopes his current practice will yield the same results. On his heels is Sir William Mulock Secondary School’s Christopher Olesovsky, who achieved a 99.3-per-cent average. “It smarts a little to be so close to the top,”

he joked about narrowly missing the top spot in his school board to Mr. Baker. “But I do congratulate him. I know how hard he worked.” Mr. Olesovsky believes this is just one of the many achievements he will celebrate throughout his life, as he moves on to McMaster University’s health sciences program, after which he plans to attend medical school. In 10 years, he sees himself as a doctor, perhaps a specialist. He wants to eventually travel with the United Nations or participate with an organization such as Doctors Without Borders, offering medical services in areas of the world that don’t have easy access. “I guess kids used to make fun of us for being smart when we were younger, but the ones with the marks are successful,” he said.

going into a long-term care facility. The program not only eases wait times for nearly full facilities, but also decreases hospital emergency room wait times by freeing up more acute-care beds. Making it easier for patients to navigate the healthcare system, moving needed services into more communities to allow people to receive care closer to home, continuing
the advancement of regional health care programs and creating a more collaborative network between family physicians, hospitals, long-term care facilities and community health providers to improve quality of care are also part of the strategic principles. Prevention is a driving force behind many of the priorities the organization has outlined. Managing chronic disease will continue to be an area of focus under the integrated care priority, making improvements to help fam-
ily physicians and other healthcare providers create treatment plans for patients together, rather than relying on the patient to be the liaison. Following the collection of input, a draft version of integrated health service plan will be released for comment before being finalized in October. The plan will be submitted to the Health Ministry the following month and once given the green light, the LHIN will release the guidelines.

Like his father, Elgin Barrow 35 years ago, Richmond Hill Mayor Dave Barrow was awarded with a Queen Elizabeth II Jubilee medal Monday. The commemorative Diamond Jubilee medal is created to mark the 2012 celebrations of the 60th anniversary of Her Majesty’s ascension to the throne. The medal is also recognized as a tangible way for Canada to honour the queen’s service to Canada and is handed out to residents in this country for their community service and their service to Canada. To mark the diamond jubilee, the mayor is one of 60,000 Canadians to be honoured.
His father, the late Elgin “Tubby” Barrow, was also honoured for his community work, in 1977, to mark the Queen’s silver jubilee. The elder Barrow was a founding member of the former Richmond Hill Arena Association. The Richmond Hill Arena was renamed is honour in 1983. He was also a founder of the local minor hockey association, the Richmond Hill Chamber of Commerce, was president of the Richmond Hill Curling Club and volunteered as a firefighter. The presentation to Mayor Barrow was made Monday at Queen’s Park by Ontario Education Minister and Richmond Hill native Kathleen Wynne and local MPP Reza Moridi. Deputy Mayor Vito Spatafora thanked Mr. Barrow for his many years of service to Richmond Hill and the country.
“This makes it sound like I went to war for the country or something, when I haven’t,” a grateful mayor said at council. Mr. Barrow mentioned he has his father’s silver jubilee medal at his town office and plans to have the two framed together shortly. “That I can share this medal with my dad and our family means most to me,” said Mr. Barrow, adding he very proud to keep the Barrows contribution to Richmond Hill and the country ongoing. “You never do anything for a medal, but as I get older I seem to be getting more and more awards for longevity, so its always gratifying to be recognized,” he added with a laugh. Mr. Barrow’s political career began in 1978,
as a ward councillor. He remained a councillor through 1985, before returning to his family’s insurance business. In 1997 he returned to politics, winning a regional council seat, before being elected as Richmond Hill mayor in 2006. He’s a founding member of the Richmond Hill Santa Claus parade, Terry Fox Run, Richmond Hill road watch committee and Richmond Hill Mobility/Accessibility Foundation. Jubilee medals were also awarded this week to former Richmond Hill Library chief executive officer Jane Horrocks and current Mackenzie Health Foundation Board members Glenn Beaumont and Julie Fuda.

Ottawa offering funding for non-profit sector Non-profit groups, municipalities and First Nations governments can get money to repair and upgrade community facilities through a new federal infrastructure improvement fund. Eligible recipients can receive contributions of up to $1 million and must leverage a minimum of 50 per cent of the funding for their projects from other sources. Priority may be given to projects that require a smaller federal contribution of 33.3 per cent of total project costs.

The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) is delivering the fund in the province, with an allocation of $49.6 million to distribute over two years. The fund supports repairs and improvements to existing community infrastructure accessible for use by the public. Groups with projects that can be completed before March 31, 2014 are invited to apply. The deadline is 5 p.m. Aug. 24.

A Vaughan company has been granted a contract extension to provide pilots, maintenance and service for the York Regional Police helicopter. The one-year contract extension, worth $568,908 excluding taxes was awarded to National Helicopters Incorporated last week by the region’s police services board.
MANDATORY SERVICE The board also approved the company do or co-ordinate $709,000 worth of service work deemed mandatory by the chopper’s manufacturer. National Helicopters, which won a two-year pilot and maintenance contract in 2010, provides two full-time pilots who work 12-hour shifts, four days a week and an alternate pilot when one is required, a report by Chief Eric Jolliffe presented to the police board states. The company also employs a full-time engineer who services

the chopper daily. The chief’s report states National Helicopters has satisfactorily met the terms of the 2010 contract.
MAJOR RETROFIT The chopper was grounded between November 2011 and Feb. 24 for a major retrofit. For the first time since the force purchased the chopper, a Eurocopter EC120, about a decade ago, it was totally disassembled and checked for stress wear and mechanical problems, Deputy Chief Bruce Herridge said. The original helicopter was a donated Enstrom 480 equipped with a searchlight and a thermal imaging camera, which was the source of noise complaints to police. York police purchased a much quieter Eurocopter EC120B, known as Air2, in 2002. The police helicopter flew 768.2 hours and responded to 1,078 calls last year.

A Richmond Hill man accused of killing a dog with a spiked broom handle in April is back in court next week. William J. Bennett, 68, is accused of stabbing Diesel, a five-year-old Sheltie, owned by Molly Gayne, to death on Pine Bough Manor.
He is charged with injuring or endangering an animal. If convicted, he could face five years in prison. His next date at the Newmarket courthouse is July 18. York Regional Police officers were called to the Bayview and 19th Avenues area, at about 5:40 p.m. April

We need to do better.”

It comes as no surprise to social service agencies, food bank use across the nation remains high with close to 900,000 Canadians turning to them each month for assistance. According to Food Banks Canada’s annual 2012 report, food bank use remains about 26 per cent higher than before the recession started in 2008. And that trend is reflected in York Region, with food bank uses slightly higher in 2011 compared to 2010. Food bank use in the region has increased by more than 20 per cent since 2008. And there’s no indication the trend will change in the near future, York Region Food Network executive director Joan Stonehocker said. “It is the same story,” she said. “Nothing dramatic has changed. The numbers keep going up. Nothing is changing and that is the problem.” This year’s report focused on the improvements to healthy eating. Food banks are working to get healthy food options to its users. The York Region Food Network has several programs to foster healthy eating, including community gardens to grow fresh vegetables, food box programs, community kitchens and outreach programs. “But healthy food needs a distribution system,” she said. “There is a system already in place at the grocery store, but people can’t afford it.” There is also an increase in users on special diets, who can’t be accommodated, Ms Stonehocker added. The report pointed out the need for longterm solutions, such as affordable housing, because having a job isn’t an automatic ticket out of poverty and hunger. “Of course food bank use is on the rise,” she said. “Living on a disability (pension) from the government is not enough. We cannot accept that as the norm. Food banks are a Band-Aid solution. It is scary to think politicians hosting a food drive will help solve the problem.”

The Callaway Junior World Golf Championships boasts an impressive history with a strong line-up of previous champions, including Tiger Woods, Phil Mickelson, Ernie Els, as well as many other PGA and LPGA stars. Since 1968, more than 70 countries have been represented and the event annually draws a field of more than 1,400 junior golfers. “We are always excited to be in San Diego this time of year” said Earl Fritz, CJGA executive director. “We have 50 of some of the best Canadian junior golfers participating this year. It just goes to show you how important the Junior Worlds are and the relationship we have with the San Diego Junior Golf Association.” This year will mark the 60th anniversary of the championship. The CJGA has been conducting qualifiers for the Callaway Junior World Championships since 2000.

Having signed a one-year contract with Vancouver over the weekend, Joslin will join one of the league’s top squads and start his third straight NHL season on a different team.
Joslin was signed over the weekend, after the remaining year on his two-year contract with the Carolina Hurricanes was bought out by the team he spent parts of the past two seasons with. Experiencing early season injury woes, followed by team coaching changes, Joslin was often out of Carolina’s starting line-up, last season. With a new $700,000 contract, should he stay with the Canucks, or $105,000 should he play with their AHL-affiliate in Chicago, Joslin will look for a fresh start on a revamped Vancouver blue line. “Being Canadian, I know how much hockey means here and all the Canadian NHL teams are great franchises with great fan support, so it’s hard not to be excited by the prospect of being a Canuck,” he told The Liberal yesterday. “I played as a visiting player there a bunch when I was with San Jose; it’s a tremendous atmosphere and I can’t wait to be part of that,” he added. After signing his deal, Joslin said he spoke with Canucks management. According to Joslin, management had their eyes on him since he broke into the league with San Jose and is looking forward to what he can do in Vancouver. Joslin is excited for the prospect as well and considering Canucks head coach Alain Vigneault, likes to carry eight defencemen, it appears Joslin will get his opportunity to

As a young depth player, Joslin knows how tough it is to get back in the line-up after an injury and said he’s working hard to enter training camp healthy and with some added skating strength. He’s spent parts of the off-season working with a figure skating coach to help strenghten his edges and become a more efficient skater.
