ouncilmember Jael Myrick was appointed to the Richmond City Council in 2013 following the death of Councilman Gary Bell. The Richmond native was reelected to the city council in 2014. He was named vice mayor in 2015.

Myrick, who is up for re-election in the November 8 election, spoke with Richmond Pulse about where he sees Richmond heading and the major issues it faces, including the budget, crime and housing.

Richmond Pulse: Why are you running?

Jael Myrick: I think Richmond is in a place where we have countless opportunities ahead of us, but we’re also in a very fragile place in terms of the budget and crime as well as housing. We need leaders that are going to be compassionate and careful going forward.

With my experience on the council and in government, I felt I owed it to my community to put myself forward again to be part of the decision-making process for the coming four years, so we can work to put the city in stronger financial standing and deal with the other problems.

RP: How has your experience prepared you for this upcoming

election?

JM: I’ll answer that in two parts because there’s the experience of growing up in Richmond and being on the council.

Growing up in Richmond completely colors my worldview, my perspective, and my value set. I don’t look at things from an ideological standpoint. I don’t look at things from a political standpoint. I look at things from the view of how these policies are going to impact people I grew up with, families I’ve known since I was a little kid.

Being on the council for the last four years allows me to understand how government works and how complex a lot of these issues are. One of the things I want to stress in this election—whether people vote for me or not—is the issues we’re facing in Richmond are not black and white. A lot of folks try to frame them as good versus evil. Having been in government I can tell you most people in government are trying to do the right thing. Everybody comes to it with a different worldview and perspective. Also, mitigating all of the pitfalls and challenges that are inherent in government requires a lot of skills, patience sometimes.

I have all of those skills from the past four years on the council and eight years of being in government.

RP: ¿Cómo lo ha preparado su experiencia para esta próxima elección?

JM: Voy a responder en dos partes porque esta la experiencia de crecer en Richmond y estar en el Concejo. Crecer en Richmond completamente influyó mi visión del mundo, mi punto de vista, y mis valores. No miro las cosas desde un punto de vista ideológico. No miro las cosas desde un punto de vista político. Miro las cosas desde el punto de vista de cómo estas políticas van a impactar a la gente con la que crecí, las familias que he conocido desde que era un niño pequeño.

Formar parte del Concejo durante los últimos cuatro años me permite entender cómo funciona el gobierno y lo complejo que son muchas de estas cuestiones. Melvin Willis: I Want to Help Uplift Richmond Out of Poverty Interview • Nancy DeVille

M

elvin Willis, 26, is the youngest candidate vying for a seat on the Richmond City Council. He served as a Richmond Planning Commissioner from 2012 to 2014. The Richmond native is an active community organizer with Alliance of Californians for Community Empowerment (ACCE). Willis’ campaign is supported by the Richmond Progressive Alliance. Willis recently discussed how to increase affordable housing in Richmond, expand health care and bring back a hospital to the city.

Richmond Pulse: Why are you running for a seat on the City Council?

Melvin Willis: I’ve been in Richmond my entire life and been a community organizer for about five years. In organizing I do door-knocking outreach to people in the community about different issues and concerns, from rent control, to just cause for eviction and figuring out how to use eminent domain to help decrease people’s mortgage so they are no longer underwater and can stay in their homes. These are issues I’ve been fighting for the past five years. Some things we won; other things we haven’t been able to win because of the politics behind the council. I’m just hoping that me being on City Council, I’ll be able to represent those voices I’ve been talking to while going door to door for the past five years.

RP: What experience do you have for this position?

MW: Being a community organizer, I interact with local, county and state government to pass different policies, like a vacant property registration ordinance in 2012. I worked with groups to come up with language so we could get it passed through the City Council. The same goes for rent control, just cause for eviction and the Richmond Cares program that was moving forward in 2013. In the county, we’ve passed a program called Contra Costa Cares, a way for 3,000 people that are undocumented to get access to health coverage as long as they live in Contra Costa County. I’ve also served on the Richmond Planning Commission for a term from 2012 to 2014. I worked on different projects and the last was the Chevron Modernization Project. I’ve been involved in this process for the past five years.

RP: What two issues need immediate attention in

Richmond and how will you address them?

MW: One of the issues is figuring out how we get more of an affordable housing supply available in Richmond.

There is not that much affordable housing here targeting low- to moderate-income people in the community. One way to address it is figuring out how we move forward to build affordable housing in Richmond and working with nonprofit developers to see if there’s space available to build affordable housing on different sites in Richmond.

The other issue is getting a hospital back in this community. In different areas of California, there have been counties that have used an unincorporated user utility tax to get more revenue for the county. In Contra Costa County we have two refineries that reside in unincorporated areas. So if we were to get a measure on the ballot for a user utility tax in unincorporated areas of the county, there might be a way to generate enough revenue to help fund a hospital coming back to West Contra Costa so we can close the healthcare gap. Other hospitals in the region have been overwhelmed with everyone else in West County because there is no other place to go.

RP: What are you views on the proposed rent control ordinance?

MW: I’m a supporter of the rent control ordinance. My group, ACCE, was one of the leads in reaching out to tenants and identifying how rent increases are happening in Richmond along with unfair evictions. We were bringing the tenants to the city council meetings last year in 2015 to get them to pass the ordinance, which they did.

It was overturned by a shady petition, so ACCE Action came back and we gathered signatures to get rent control and just cause for eviction on the ballot. Now the main thing is to make sure people get out to vote for it.

RP: How will you work to bring more jobs to Richmond?

MW: I want to work with various unions and organizations that have been promoting businesses, small businesses and progressives businesses. I want to hopefully create committees and coalitions to figure out not only how to attract more jobs and businesses to Richmond, but attract those that provide a living wage and make hiring Richmond community members one of their top priorities. I want to bring jobs that will help uplift Richmond out of poverty.

RP: How do you imagine Richmond in 10 years?

MW: The Richmond I would like to see in 10 years is a Richmond that has businesses that include the community, where more folks are making a living wage and more folks have a stabilized community. In the long term, one of the things I’m working towards is helping to expand the Contra Costa Cares program to reach the remaining uninsured so that more people in our community have access to health coverage regardless of their immigration status.

Also having more affordable housing that’s geared towards targeting people who live in the community based off the Richmond median income, as opposed to the area median income. •

AN FRANCISCO — In a turbulent election season, the race to fill seats on the governing body of the Bay Area’s major transit system isn’t exactly a headline grabber. Yet the race for who will represent one district on the BART board offers voters the most dramatic contrast between competing visions for the region’s future of any on the ballot.

Of the nine BART districts, District 7 is the only one that spans the Bay, incorporating three counties – Contra Costa, Alameda and San Francisco – and 19 cities. And while debates swirl around problems like crowding, aging infrastructure, and labor disputes, to name just a few; the reality is BART is struggling to hold together a region being pulled apart by gentrification.

Lateefah Simon – running for public office for the first time – has a long history as a civil rights activist in the Bay Area.

“Mobility in this moment of regionality,” she says, “does mean civil and human rights, does mean access to education and to civic life.”

Simon is head of the Akonadi Foundation, which works to improve the lives of at risk youth. She grew up in San Francisco but now lives in Oakland and relies on BART to get her daughter to school and to get to work. “There are so many people, like myself, born and raised in San Francisco … who will never be able to live here again,” she said. “But their spiritual life, their community life, is still here.”

In fact, Bay Area cohesion is unraveling. In the last 10 years, amid soaring rents, record foreclosures and stagnating salaries, thousands of residents have been pushed farther from high-cost urban centers. At the same time, new arrivals lured by the burgeoning tech sector have put added strain on things like housing and transportation.

And as people are dispersed farther afield to cities like Richmond, Antioch, and Pittsburgh – where established communities are already feeling the pinch – their reliance on BART to get to jobs, schools and other resources becomes all the more acute as the region’s periphery widens.

A new report from the Metropolitan Transportation Commission shows commute times and distances in the Bay Area increasing rapidly. BART, meanwhile, surpassed ridership capacity years ago. The system currently ferries some 450,000 people per day across the region.

Simon sees BART as needing to be the glue. On her campaign’s website she lists greater accessibility and

affordability, especially for low-income residents, students and the disabled. She wants to do away with fee hikes, for example, pointing to a woman she met while campaigning who works in hospitality in San Francisco and lives in Richmond. “She won’t give up this job because it’s the best she can get, but it costs her $270 a month to get to and from work.”

Being poor in the Bay Area, says Simon, “is expensive and takes time.”

For Will Roscoe, also running for the District 7 seat, the solution to the area’s transportation challenges lies, ironically, in tech, which many here blame for driving the displacement to begin with.

“I’m running to try to raise the aspirations of our public transit,” said Roscoe in a phone interview, saying the culture at BART needs to reflect more the culture of “companies that are growing 100 percent a month in the transit space.”

He’s referring to companies like ride sharing apps Uber and Lyft, which have thoroughly revamped the conversation around transportation – while also drawing the ire of many who say the companies have benefited from skirting regulations that would otherwise ensure drivers a fair wage. Uber is now venturing into the area of driverless cars, something Roscoe is looking to emulate.

On his campaign’s web page, Roscoe lays out a plan for a completely reimaged BART system that is driverless and trackless.

“We have to retrain the people who are drivers to start thinking about what’s next for BART,” he said, arguing that in today’s workforce employees need to be more nimble. “If

they think they will be doing their jobs for 10 years without it changing, they’re mistaken. And I don’t think BART has that focus, and it’s to the detriment of the agency and its employees.”

Roscoe says that such innovations will make BART more affordable and accessible, adding that as tech firms advance into transportation, BART and other public transit agencies will increasingly find themselves obsolete and riderless.

He points to a recently released BART plan that envisions $10 billion spent in renovations over 20 years that will, he says, result in the “same crowded, noisy, and inconvenient system” we have today.

Part of that money would come from a bond measure on the November ballot, Measure RR, which could generate about $35 billion that BART officials say would go toward much needed renovations, including the possibility of an additional trans-bay tube to relieve overcrowding.

For her part, Simon doesn’t support driverless cars. She says in the seismically challenged Bay Area it makes sense to have a human at the helm. She’s also an advocate for wages for drivers that will allow them to live in the areas they work.

District 7 incumbent Zackhary Mallett did not respond to a request for an interview, though he also lists affordability and accessibility as priorities on his campaign website. v For Simon and Roscoe, their competing visions of BART’s role in the region point to deeper strains where the forces of tech, eager to push into the future, are vying with those who want to ensure all are invited along for the ride. •

Él señala un plan de BART publicado recientemente que prevé $10 mil millones invertidos en renovaciones a través de más de 20 años que, según él, dará lugar al “mismo sistema abarrotado, ruidoso, e inconveniente” que tenemos hoy.

Corky Boozé: I’m Running So I Can Finish the Work I Started Interview • Nancy DeVille

orky Boozé was elected to the City Council in 2010 and lost his reelection bid in 2014. Boozé moved to Richmond in 1978 and worked as a vocational education instructor for 11 years with the Oakland and Alameda school districts. Boozé recently discussed his plan to finish the Terminal One waterfront development project that he says will help bring money into Richmond.

Richmond Pulse: Why are you running for a seat on the city council?

Corky Boozé: I’m running so I can finish the work I started while I was on the council from 2010 to 2014. I want to finish my project on the Terminal One development [a proposed waterfront development] because it represents high paying jobs for Richmond people for the next five years. It’s a $200 million project and it will help keep the city from going into bankruptcy.

We’re out of money at City Hall and we need some money coming in and I don’t want to put any taxes on the people.

I also want to finish my project with Richmond Build. I started raising money for Richmond Build and I want to enhance it because it’s a very good program that prepares people for jobs.

RP: What experience do you have for this position?

CB: I’m a former City Council member. I’ve been involved in city government since 1980. I was one of the originators of the tent city peace movement to stop the violence in the city. I’ve worked on beautification throughout the city and I’ve been a chairperson for parks and recreation. I’ve spearheaded neighborhood programs and represented the city in China and Japan as the vice mayor. I think I have the qualifications to serve on the council.

RP: What two issues need immediate attention in Richmond and how will you address them?

CB: The first and most important thing in Richmond is the budget. People just don’t realize how serious our budget situation is. If you look back at my record, since 2011, we have not had a balanced budget. I was vocal about it and was taken on by my colleagues because they

didn’t want to admit that we had a financial problem.

All of a sudden now in this election, the buzzword for everybody that’s running is the financial situation that we’re in and that we’re in serious trouble. I just don’t understand why the citizens are not more concerned about the financial stability of the city. So my job is to try to get more money into the city government and to be able to control the spending as a councilperson. If you know anything about government, one person can’t do anything.

It takes four people. So my job is to try and work with other people so we can curtail spending in the city and right the ship that is leaning towards bankruptcy.

The way I will fix it is with Terminal One and with the money that will be coming in from that, inviting more businesses into the city of Richmond, making city government receptive to the people that want to spend money in the city and dealing with the crime situation.

Crime has jumped off the hook and we really need to address before it gets too far out there. You have to get community policing back on board and the police department has to be able to work with the community intelligence-wise. You have to give the police department

the tools that they need to get the job done. We really have to do something about the lack of jobs. When the jobs are not there, crime spikes as people are going to do what they need to do to survive.

RP: What are your views on the proposed rent control ordinance?

CB: I do not and have not ever supported rent control. I have a history with rent control and it hasn’t worked in the other cities. I was involved in the very first-ever rent control and that was in Berkeley. They had to redo it three or four times. The problem with rent control is, the way that it’s written, the City Council has no control over it.

The board doesn’t answer to anybody but itself and it’s an independent job for RPA people.

The big picture that nobody is dealing with is rent control will destroy Section 8 housing in the city of Richmond. People who fall under rent control will not rent to Section 8 because they feel they can get a higher rental price because of rent control. Richmond has the cheapest rent of any city around. Ben Choi: Without Rent Control, A Lot of People Will Be Forced Out of Richmond Interview • Nancy DeVille

fter serving six years on the Richmond Planning Commission, Ben Choi is vying for a seat on the City Council. An account manager at Marin Clean Energy, Choi’s campaign is supported by the Richmond Progressive Alliance. The Marina Bay resident also ran last year for the open seat on the Richmond City Council following Tom Butt’s win as mayor. He spoke with Richmond Pulse about the importance of building affordable housing, working to get a hospital in Richmond and Measure L, the rent control ordinance on the ballot.

Richmond Pulse: Why are you running for City Council?

Ben Choi: Richmond is a city that runs on volunteerism.

It’s amazing how many things work in Richmond because people are putting in their own time for it. In some ways, me running for City Council is that kind of thing.

I’ve been on the Richmond Planning Commission for six years and in that time I’ve learned how much the decisions we make in this city really matter. Knowing that, it becomes more important to be involved and to make sure that we’re all having the conversations about where to go as a city. That’s what made me decide to run. I also feel that we’ve come a long way as a city in the last 10 years and I just want to make sure we’re going in the right direction.

RP: What experience do you have for this position?

BC: I’m on the planning commission and before that I spent two years on the Richmond Neighborhood Coordinating Council (RNCC). For me, it started off on the neighborhood level when my wife and I moved here almost 10 years ago. We got very involved in our neighborhood council and soon enough I was representing my neighborhood council on the RNCC. I’m also on the board of Urban Habitat, a nonprofit organization that fights for social and environmental justice.

RP: What two issues need immediate attention in Richmond and how will you address them?

BC: One of the things that need immediate attention is building more affordable and some market rate housing.

We are really behind on our target of building units in the city. Rent control is not going to be the answer to displacement and rising rents. The real answer is to build more affordable housing. I’m also a big advocate of mixeduse development, especially one that goes hand and hand with economic development. I’m especially excited about revitalizing the downtown by building mixed-use housing and we will have built-in customers that way.

Our downtown hasn’t hit its stride so we need to find the synergy to take that can improve the area.

Another thing that needs attention is the issue of there not being a full-service hospital in West County. That’s not something we are going to solve immediately but we have to work with the county, our neighbors in the region and cities like Berkeley to make sure we can bring a fullservice hospital back to the area. One thing we can work on immediately is the issue with Alta Bates Hospital, because it seems very likely that they are going to close. If you get into an ambulance and need urgent care in the city of Richmond, the odds are that you are going to have to be taken deep into Oakland or to Martinez to get emergency care.

RP: What are your views on the proposed rent control ordinance?

BP: It’s a very urgent measure. We are addressing this issue as a city at the polls and I believe Measure L is really crucial because of the quickly soaring rents around the city. Many of my friends have had their rents raised like $500 in the past several months. One thing I’m really concerned about is that without rent control, a lot of people are going to be forced out of Richmond, especially those that make Richmond what it is. They are being displaced fairly quickly and I believe we need to stop the bleeding with a measure like rent control. It will keep people here a lot longer as we work to create more affordable housing.

RP: How do you imagine Richmond in 10 years?

BC: I expect to see a much more healthy and vibrant downtown and that’s the answer to a lot of issues that we face. That will improve safety, transportation and stabilize our city.

RP: How will you work to bring more jobs to Richmond?

BC: One of the key things is bringing in mixed-use development because it will bring more jobs. When you put a higher density of people, say, in the downtown area, there are going to be more businesses that are going to employ people. •

From Dream Job to Unethical Nightmare: My Time at Wells Fargo Commentary • Angela Morales

hen I heard the news about Wells Fargo, it came as no surprise. I worked there from 2014 to 2015, and the bank had it coming. I only wonder why it took this long.

Wells Fargo has to pay a $185 million fine for claims that bank employees opened accounts without customers’ approval. I empathize with customers and employees, too.

When I worked there, I saw it with my own eyes.

Working for Wells Fargo was my dream job in high school. I opened my first bank account there at the age of 16. Handling important transactions, dressing the part, and professionalism made me want to work there. It seemed like an important job, and I wanted to be part of that world.

The first opportunity I got to work for Wells Fargo, I took it. Training was a great experience. The mission and values were drilled into our heads. I felt proud to be part of such a successful corporation.

I was motivated, energetic and hungry to succeed. But after a few months, it all faded away. The pressure that drove to unethical acts drove the excitement away.

The daily competitions to meet the most “solutions” made me feel like I wasn’t good enough. I found myself opening unnecessary accounts for customers who had no idea how to work a checking account. Many of them were Spanishspeaking clients who came in each week to deposit small checks they had worked hard for. They didn’t know how to work an ATM. But they were our targets. We had to meet our daily sales goals.

We called it “getting Wellsed.” That was the inside code Wells Fargo employees used when we opened various accounts, all for one single customer.

I heard this term on my first week of the job. I “got Wellsed” by another employee. I opened two checking accounts and three saving accounts. I also applied for a credit card and a line of credit. (Fortunately I was declined due to Wells Fargo’s tough credit approvals.)

But those accounts were free because I was a Wells Fargo employee. When employees “Wellsed” customers, it meant they would be paying fees for months. By the time the customers found out, the employee was already promoted to a different branch.

No manager ever stepped in to say it was wrong. They

only reversed the fees, and wished them a good day. Now, the customer had bad standing with the bank and possibly other banks. Every employee knew it was happening, but since management was OK with it, we were OK with it, too.

I once had a suspicious man come in wanting to open five-plus accounts. He had a foreign ID that looked fake, and a few checkbooks that were opened at other banks for the same reason he wanted to open accounts with us.

Fraudulent accounts. I approached my manager and told him we should take his fake ID and call the police. My manager, however, authorized me to open the accounts.

He said we couldn’t be sure his ID wasn’t valid. I knew it was wrong, and I was nervous to even approach the guy. I told my manager I was not going to put my job on the line.

He said I would be fine.

It was 10:00 am on a Saturday, and I could meet 15 solutions. Normally we had to meet at least 10 solutions per day. He said at 20 solutions, I could leave early. I opened the accounts, earned my 20 solutions by noon and went home. I was happy to leave early on a Saturday, but I didn’t feel right. I was nervous and agitated all week. Sure enough, those accounts were all fraudulent accounts. I was never held accountable for it, either.

I opened unnecessary accounts for friends and family to meet my sales goals. I was the number-one salesperson for

my district for two quarters straight. I tried to do everything right. I tried to be an honest employee, even if that meant ending my day with zero solutions. I eventually dropped to number two in the district, and I was OK with it. Everyone was opening false accounts, telling customers they could get their fees reversed if they signed some papers. Little did they know, they were signing papers to new accounts and credit cards.

When customers came back to claim these were unauthorized accounts, there was proof of their signatures on file.

It hurt me when I saw Spanish-speaking clients leaving with new account books, knowing that they already had an account. They came to us because they trusted us as their bankers; little did they know they were being screwed over.

At the end of the day, we were all conscious that what we were doing was wrong. But we were never held accountable for it. On the contrary, we were rewarded for it quarterly.

Who is to blame for this? Everyone. From the CEO to the tellers that committed these fraudulent acts.

It’s wrong to fire low-level employees while higher management keeps their jobs. It was higher management who pressured our managers to increase our sales, and our managers who pressured us.

uando oí las noticias sobre Wells Fargo, no fue ninguna sorpresa. Trabaje con ellos de 2014 hasta 2015, y el banco se lo merecía. Yo sólo me pregunto por qué se tardó tanto tiempo.

Wells Fargo tiene que pagar una multa de $185 millones por las afirmaciones que los empleados del banco abrieron cuentas sin la aprobación de los clientes. Me identifico con los clientes y los empleados, también. Cuando trabajé allí, lo vi con mis propios ojos.

Trabajar para Wells Fargo fue mi trabajo ideal en la high shcool. Abrí mi primera cuenta bancaria allí a la edad de 16. Manejar transacciones importantes, el vestuario, y el profesionalismo me hicieron querer trabajar allí. Parecía un trabajo importante, y yo quería ser parte de ese mundo.

La primera oportunidad que tuve para trabajar por Wells Fargo, la aproveche. El entrenamiento fue una gran experiencia. La misión y los valores fueron acribillados en nuestras mentes. Me sentí orgullosa de ser parte de una empresa tan exitosa.

Estaba motivada, enérgica y con hambre de éxito. Pero al pasar unos meses, todo se desvaneció. La presión que condujo a los actos no éticos se llevó consigo la emoción.

Las competiciones diarias para satisfacer el mayor numero de “soluciones” me hicieron sentir como si yo no era lo suficientemente buena. Estaba abriendo cuentas innecesarias para los clientes que no tenían ni idea de cómo trabajar una cuenta de cheques. Muchos de ellos eran clientes de habla hispana que llegaban cada semana para depositar los cheques pequeños por los cuales habían trabajado duro. Ellos no sabían cómo funcionaba un cajero automático. Pero eran nuestros blancos. Teníamos que cumplir con nuestros objetivos de ventas diarias.

Lo llamábamos “ser Wellsed”. Ese era el código que los empleados de Wells Fargo utilizaban cuando abríamos varias cuentas, todas por un solo cliente.

Oí este término en mi primera semana de trabajo. Orto

empleado me “hizo Wellsed”. Abrí dos cuentas corrientes y tres cuentas de ahorro. También solicité una tarjeta de crédito y una línea de crédito. (Afortunadamente, fui rechazada debido a las aprobaciones de crédito difíciles de Wells Fargo).

Pero esas cuentas eran gratuitas porque yo era una empleada de Wells Fargo. Cuando los empleados hacían “Wellsed” a los clientes, significaba que tendrían que pagar tarifas por meses. Para cuando los clientes se enterarían, el empleado ya hubiera ascendido a un local diferente.

Una vez un hombre sospechoso llego queriendo abrir mas de cinco cuentas. Tenía una identificación extranjera que parecía falsa, y unas chequeras que fueron abiertas en otros bancos por la misma razón que quería abrir cuentas con nosotros. Cuentas fraudulentas. Me acerqué a mi gerente y le dije que deberíamos confiscar su identificación falsa y llamar a la policía. Mi gerente, sin embargo, me autorizó abrir las cuentas. Dijo que no podíamos estar seguros de que su identificación no era válida. Yo sabía que estaba mal, y yo estaba nerviosa de tan siquiera acercarme al tipo.

Le dije a mi gerente que no iba a arriesgar mi trabajo. Dijo que estaría bien.

Eran las 10:00 am en un sábado, y podría llegar a 15 soluciones. Normalmente teníamos que cumplir al menos 10 soluciones por día. Me dijo que a las 20 soluciones podría salir temprano. Abrí las cuentas, ganado mis 20 soluciones para el mediodía y me fui a casa. Yo estaba contenta de irme temprano en un sábado, pero no me sentía bien. Abrí cuentas innecesarias para amigos y familiares para cumplir con mis objetivos de ventas. Yo era la vendedora número uno de mi distrito durante dos trimestres consecutivos. Traté de hacer todo bien. Trate de ser una empleada honesta, incluso si eso significaba que terminaba mi día con cero soluciones. Finalmente baje al número dos en el distrito, y yo estaba bien con eso. Todos estaban abriendo cuentas falsas, diciéndoles a los clientes que podrían conseguir revertir sus tarifas si firmaban unos papeles. Young Voters – What’s on Our Minds

any young people are getting ready to vote for the first time on November 8. But are the presidential candidates, state and local officials really addressing the issues we care about? Here’s a rundown of the some of the topics young people are talking about on social media.

Millennials were welcomed into the workforce years ago but like most Americans, older Millennials dealt with unemployment alongside thousands of dollars in student loan debt. Many Millennials now in their 20s were eager to avert unemployment woes by enrolling in college. Now we’ve graduated, or dropped out, with more debt than our predecessors. The class of 2016 averaged $35,000 in student loan debt, which is triple the amount in 1994.

Yet more companies require some level of college, if not a B.A., from job applicants. Tuition and college fees are at an all-time high. The average tuition at a public university is $23,061, and $47,831 for a private college. However, for the 2015-16 academic year, college enrollment dropped for the eighth semester in a row. Increases in financial aid didn’t make college affordable for all prospective students, especially if it was near impossible to avoid loans. How do we ensure those who want to attend college are able to afford it?

Getting there isn’t the only problem. On campuses, the racial climate is already tense for students of color, even with the rise of student involvement in the Black Lives Matter movement. Even as campuses become more diverse, marginalized students are susceptible to harassment outside and inside the classroom. Muslim students of all ethnicities face Islamophobic attacks.

Police harassment and violence is an issue that largely affects people of color, especially young black people.

Young people are among the most vocal in fighting against police violence. Many universities hire private security and have police detail through their state or city.

Police violence is seen as an issue in “the inner-city” but it follows people of color everywhere regardless of their socio-economic status or residency.

Speaking of residency, we know housing and gentrification are hot-button issues, especially in major cities. Yet we haven’t heard from either presidential candidate on how to combat drastic rent increases, discriminatory rental requirements, evictions and displacement. Millennials are making less financial commitments such as purchasing homes, which puts us at a greater risk for evictions in rapidly changing cities. We

see older residents and families unable to afford rents or mortgages, leading them to lose their homes to banks and developers.

The job market has gotten better, but many people still deal with economic insecurity that affects their access to adequate housing, public transportation, and saving for retirement.

Additionally, some employers still don’t provide healthcare benefits. The Affordable Care Act made it possible for many more Americans to receive health insurance. However, the costs of health plans may still be unaffordable for people who have to make hefty payments for other bills and expenses. Young people can stay on their parents’ plans until age 26. If you are someone, like me, whose parents don’t have insurance plans that can cover their children (or have no plan at all), health insurance is another expense that can be difficult to afford.

Environmental justice pops up from time to time. Flint, Michigan is one of the many cities without clean water.

In North Dakota, #NoDAPL activists are struggling to protect their water from contamination.

The Obama Administration deported more undocumented immigrants than any other administration, and mass deportations don’t seem to be slowing down.

Neither is the detention of queer and transgender Latinx immigrants.

Bresha Meadows is a 15-year-old currently incarcerated for defending her family against her abusive father. She is

one of the 50,000 juveniles locked up in the United States as well as one of many survivors of domestic violence punished for self-defense after law enforcement and social services failed them.

It’s not an exhaustive list, but it’s a start. The real question now is where the presidential candidates, state and local public officials stand on the issues that affect young people.

These issues are the subjects of national and local campaigns, many of which are headed by Millennials.

But do young people plan to show up to the polls on November 8?

Voter turnout in this year’s primaries did not exceed the primaries of the historic 2008 election. However, there was actually a higher turnout of voters between 18 and 29 years old. The question is, will young voters who were rooting for Bernie Sanders cast their votes in November?

Or are they so turned off by the vitriol of this campaign that they risk abstaining from voting altogether?

Personally, I plan to vote, and I look forward to seeing my fellow Millennials at the polls on Election Day. Which political and social issues affect you as a young person in the United States? uchos jóvenes se están preparando para votar por primera vez el 8 de noviembre. Pero, ¿están los candidatos presidenciales, oficiales estatales y locales realmente abordando las cuestiones que nos interesan?

Este es un resumen de algunos de los temas que los jóvenes están discutiendo en las redes sociales.

Nat Bates: Sometimes We’re Our Own Worst Enemy Interview • Malcolm Marshall

at Bates is the longest-serving member on the Richmond City Council and a former twotime mayor of Richmond. The Richmond native and former probation officer sat down with Richmond Pulse to discuss his opposition to rent control and his vision for a more business-friendly city.

Richmond Pulse: Why are you running for City Council again?

Nat Bates: Well, we still have a lot to do. You know, Richmond continues to be the jewel of the Bay Area.

We have 32 miles of shoreline. We have probably more undeveloped property than any city in the Bay Area. We have Point Molate. We tried to do a casino there and there was opposition. But some development should occur there that meets the needs of the total community, with employment opportunities and economic development.

That’s been my profile much of my career as an elected official in Richmond – economic development which provides revenue to the city and jobs for our young people.

Of the candidates running, I have more experience than all of them combined. The doctor gave me a clean bill of health and I’m energized and I still have a great degree of passion for this city.

RP: What experience do you have for the position?

NB: Well, we’ll say I’ve been 35 years fighting for the citizens of Richmond. I’m a go-getter. I’ve got contacts with probably more elected officials than anybody in the history of the city. As a city, you can’t accomplish things alone. You have to have political clout. A large portion of our money comes from the federal government for special programs, whether it’s police or youth activities or crime prevention. And you need contacts with these individuals.

We don’t have individuals on the City Council that understand the budgetary process. That’s why every year for the last 12 years almost, we’ve been going into a deficit mode, meaning we gotta cut monies to balance the budget.

And we got a liberal council with this RPA [Richmond

Progressive Alliance] group that just spends money like a drunken sailor. You gotta fight them and stand up and say, ‘Hey, we can’t afford this.’

We have individuals that want to put money in programs the county should be providing. They want to put money into the school district. That’s not our job. The school has their own budget. They have their own revenue from the state and taxes.

RP: What two issues need immediate attention in Richmond and how will you address them?

NB: The most important is the budget. Running the city is no different than running your household or a corporation or the church. You cannot spend money you don’t have.

And our responsibility is to provide a balanced budget every year and stop overspending and then having to cut programs or lay off staff to balance a budget.

The second is obviously revenue. We should be getting our butts out there and hustling and bringing in as many businesses as we can. We need a climate in the city that welcomes businesses. And, more important, retains businesses we have. We just got the Point Pinole bringing in Amazon. That’s gonna be several thousand jobs, which is so important to any community like Richmond that has unemployment and stagnation, especially among our young blacks.

You take a look around Oakland, San Francisco, Berkeley and you see buildings going up all over the place.

Some are residential and some are business but all of them pay taxes. We need that kind of energetic activity in Richmond. And as long as we’ve got that RPA who are anti-business — they hate Chevron, which is the largest taxpayer we have in the city. Can you imagine what would happen if Chevron all of a sudden says, ‘I’m out of here’?

You can’t keep kicking around businesses like the RPA does, particularly Chevron, and expect other businesses to come in.

We’ve been working with University of California for their Berkeley campus. Chancellor Dirks spearheaded [the effort]. Well, we’ve got RPA folks picketing at his home.

As a result, now the campus is on hold. Every time we do stupid things like that, it hits the news media. [Say] you are an investor. [You would say] ‘Why would I want to go to Richmond?’

Sometimes we’re our own worst enemy. You need people on that council that are pro-business, respectful of the business community, including Chevron, Point Pinole Business Park, Target, Costco, Pacific East Mall. Those people want to put in the big bucks for the city and they’re creating jobs.

RP: What’s your view on the proposed rent control ordinance?

Jim Rogers: We Need to Pass Measure L and Fix Measure L Interview • Malcolm Marshall

im Rogers, 86, served on the Richmond City Council from 2002 to 2014. He is also a former member of the Board of Supervisors in Contra Costa County. He is currently working as a financial planner. Rogers has been a resident of Richmond since 1985. He spoke with Richmond Pulse about the short-term and long-term ways to solve the city’s affordable housing problem.

Richmond Pulse: Why are you running for City Council again?

Jim Rogers: I was very proud of the progressive changes the City Council made, and I was a big part of it. When I first got on the council, the homicide rate was roughly double what it’s been in the last few years. Unemployment has come way down to where we’re now at a 31-year low.

The potholes, although they’re still a big problem, are a lot better than they were 10 or 12 years ago. And I led the effort that saved Kennedy, Grant and Olinda schools from closing and did that in a way where the city didn’t end up paying any net money out of pocket.

The reason I’m mentioning those is because budgets are very tight, so if you want to do something that makes a difference, you need to be creative, you need to understand numbers and you need to often find pots of money that are not in the general fund. Given my experience over many years working with finances, I am able to come up with creative solutions to solve problems that do not involve taking money out of the general fund.

When you take money out of the general fund, it’s the ‘rob Peter to pay Paul’ kind of thing so it’s a zero-sum game.

RP: What’s your view on the proposed rent control ordinance?

JR: I think we need to pass Measure L and fix Measure L. We need to pass it to get some stabilization of the rents.

We need to fix it to avoid two problems. One is that it’s going to be difficult, if not impossible, for landlords to get rid of bad tenants. Secondly, there is an unneeded, roughly $4 million rent control board bureaucracy that is going to get passed along to tenants.

Regardless of whether L wins or loses, my position’s going to be the same. We should have rent control, but we shouldn’t have the tenants bearing the brunt of having drug dealers next door who, as a practical matter, the

landlord will have a tough time getting rid of, and we shouldn’t have tenants paying for the costs passed along to them over time for roughly $4 million for the rent board bureaucracy. Oakland has rent control. They did just fine without that expense.

RP: What experience do you have for the position?

JR: When I was the vice-chair of [the Stanford non-profit] California Common Cause, I wrote and funded Prop 105 [known as the Public’s Right to Know Act] which was a political reform initiative making special interests disclose who they were in their campaign ads so that people with big money couldn’t buy statewide elections. It passed overwhelmingly [in 1988]. It was ineffectual; it got knocked out on a legal challenge [in 1991]. I was a county supervisor for four years in the mid‑’90s, and when I ran for re-election, my little boy Eli was one year old at the time, so I was working a lot of hours, and the voters decided that I needed to be able to spend a little more quality time with Eli. Which they did by not re-electing me.

RP: What two issues need immediate attention in Richmond and how will you address them?

JM: I think one of the most immediate ones is crime.

There has been a tragic uptick in homicides recently.

And I think we need to double-down on the things that over the long term have made a lot of progress: the office of neighborhood safety, outreach workers, community policing. Those are the things that have helped work over the long term.

The other one is affordable housing. We need to bring in affordable housing developers and build affordable housing and market-rate housing. Although Measure L is a needed short-term measure to stop the bleeding, it’s important to remember that because the rents can be reset whenever a tenant leaves, Measure L or any other kind of rent control cannot solve the long-term problem with rising rents, gentrification. So, it’s important to remember that expanding the supply of affordable housing and market-rate housing is the only long-term solution to the crisis with rising rents.

RP: How will you work to bring more jobs to Richmond?

JR: I think number one is the council is willing to vote for economic development projects, even though sometimes there may be a few neighbors who are complaining about Continued on pg. 17

Cuando primero llegué al concejo, la tasa de homicidios era aproximadamente el doble de lo que ha sido en los últimos años. El desempleo ha bajado a donde estamos ahora, en un mínimo de 31 años. Los baches, aunque siguen siendo un gran problema, están mucho mejor de lo que eran hace 10 o 12 años. Y dirigí el esfuerzo que salvó a las escuelas Kennedy, Grant y Olinda de cerrarse y lo hice de una manera en que la ciudad no terminó pagando ningún pago neto de su bolsillo.

La razón por la que estoy mencionando esto es porque los presupuestos son muy ajustados, así que si quieres hacer algo que marque la diferencia, tienes que ser creativo, es necesario comprender los números y muchas veces se necesita encontrar fondos de dinero que no están en el fondo general. Uche Uwahemu: We Are at Risk If We Make the Wrong Choices This Time Interview • Nancy DeVille

che Uwahemu is a newcomer to Richmond politics, who ran unsuccessfully for mayor in 2014. He is the president of Cal Bay Consulting Group, a strategic planning organization for business and non-profits. He’s also served on several nonprofit and public sector boards including the Richmond Workforce Development Board, the Contra Costa Economic Opportunity Council and the Greater Richmond Interfaith Program.

Uwahemu recently answered questions about his campaign and issues he hopes to address if elected.

RP: Why are you running for a seat on the Richmond city council?

Uche Uwahemu: I ran for mayor in 2014 and one of the reasons I ran was I thought we were headed in the wrong direction. Many people were being left behind in terms of the economic opportunities or in our school system. The housing issue was something I was concerned about and wanted to see more development in Richmond.

I’m hoping voters will pay attention and look at credentials of people running for office. They should select candidates who are capable of moving us forward. More than ever we are at risk if we make the wrong choices this time.

RP: What experience do you have for this position?

UU: I serve on the Richmond Workforce Development Board, GRIP’s board (Greater Richmond Interfaith Program) and for three years I’ve served on the Contra Costa County Economic Opportunity Council. I’m a smart business owner and probably the only candidate that can actually bring experience of working in the private, public and nonprofit sector. I have very diverse experience that I think can create value for Richmond.

RP: What two issues need immediate attention in Richmond and how will you address them?

UU: The number one issue that needs attention is our budget. We are not balancing our budget. We have to create more revenue so that we can balance our budget.

That is a crucial issue because our credit has been downgraded twice. The next time we could potentially go bankrupt. So we want to make sure our budget issue is in the right place. More than ever we really need to have people there with the experience that really understands complex municipal financial issues. Not many people on the current council understand that.

Housing is the second issue that needs attention. For a community like Richmond, many people are moving out. We need to create more affordable and market rate housing. I want to bring investors to Richmond that can actually work on this issue.

UU: I’m on the Richmond Workforce Development Board and we have been responsible in bringing Amazon and the Whole Foods warehouse here. We are responsible for and working with UPS to expand their warehouse.

Altogether we have created over 5,000 jobs in that collaborative effort. Renovating downtown will not only bring affordable housing to Richmond, but also provide jobs. I also want to expand our port operation. The port should be an economic engine. If we can expand the port operation, we can create lots of jobs.

RP: What are you views on the proposed rent control ordinance?

UU: Richmond will look quite different in the next 10 years. We already see the population of African Americans going down fast and in the next 10 years we will probably drop to 10 percent. It’s scary to imagine that but what will happen if we pass this Measure L. If you look at San Francisco, Oakland and Berkeley, they have similar measures and the population of African Americans has gone down. This rent control that people thinks helps, actually gentrifies the population. I’m not excited to think about what it will actually look like. •

UU: This ordinance is not the solution to the housing crisis. I’ve supported rental protection in the past and I’m an advocate for housing. I don’t support the measure because it really doesn’t address the bigger issue that we are dealing with here in Richmond.

RP: How will you work to bring more jobs to Richmond?

Vinay Pimple: A Lively Downtown, More Jobs and Less Crime Interview • Keisa Reynolds

inay Pimple was appointed to City Council to fill the seat that became vacant when Tom Butt was elected mayor. Pimple was sworn into office in March of 2015.

Originally from India, he moved to Richmond in 2010. He is an attorney and former software engineer.

Pimple spoke with Richmond Pulse about the city’s potential and plans to improve economic development and housing.

Richmond Pulse: Why are you running?

Vinay Pimple: When you are in public office, you can affect a lot more people. I volunteer for this organization called WriterCoach Connection. We go into a high school and work one-on-one with students on their writing assignments. It’s very satisfying and I like it, but it’s basically working with four students at a time.

Last year, we passed the Richmond Promise scholarship program. We awarded scholarships to about 400 students.

So the effect it can have is just a lot bigger.

The second thing is that I’m an attorney and before that, I used to be a software engineer, which means I am pretty good with numbers. Those two things are very important, I think, if you want to be a public official. It’s the numbers that enable to figure out if you’re getting a good bang for your buck, if you’re doing things efficiently.

The third thing is personal. I am a blind person. When I was growing up in India, I didn’t have any computers. My friends and family would read to me. Without that help, there would be no chance of my coming anywhere close to where I am now. I feel because they helped me when I was in need, I should help other people who are in need.

That’s why I volunteer. Being in elected office gives a more efficient way of volunteering.

RP: What two issues need immediate attention in Richmond and how will you address them?

VP: Keeping the city’s finances in good shape. I think we’re on a much better path than we were. Last year we came very close to going bankrupt. I fought very hard to make sure we have a structurally balanced budget this year and that needs to continue.

Economic development. I think about it as two things:

addressing businesses and housing development in the city. [The two] often go hand-in-hand. If you don’t have a certain type of housing, businesses won’t come.

RP: What are your views on the proposed rent control ordinance?

VP: When the City Council asked the city staff to come to us with a proposal, they came with four proposals. One of them, Option B, was similar to Measure L, and city staff told us that was the least recommended option.

I supported all the other three options. One of those options was a rent review board [like] they have in San Leandro. I ran the numbers and the rent in San Leandro has gone up [at a] much lower [rate] than in Measure L-type cities, which are Berkeley, Oakland, San Francisco, where the rent has been going up very fast. So the measure that is on [the ballot] is sort of the worst option. I supported the other options that were better.

Part of the problem with this kind of rent control—where you get to keep it at 3 percent or 2 percent—is that the rentcontrolled units are effectively not on the market.

I just think it’s a really bad policy for renters in general, but particularly more so for people who live in our city.

RP: How will you work to bring more jobs to Richmond?

VP: We do need to be more welcoming to businesses. Some of our council members are not very welcoming. Part of why the Berkeley Global Campus did not come is because they did not feel they were welcomed. As soon as a business wants to come here, we say, ‘You gotta do this, you gotta do that. If you don’t do this, you’re bad people.’ People demonstrated in front of them. [Protestors] went to [the chancellor’s] home and they vandalized the fence. You do stuff like that and you start making demands that business may not be in a position to meet.

One key thing is the Zeneca site. It’s a toxic site. The DTSC [California Department of Toxic Substance Control] is supposed to get businesses to clean it up. Once we get that cleaned up, we can start a lot of the development in that part of the city. That will be the big engine that starts the redevelopment of South Richmond. We have a buyer, a plan we want. It’s going to be a mixed-use, mixed-income development; there will be houses, business. We expect that to be a success.

RP: How do you imagine Richmond in 10 years?

Cesar Zepeda: I See Richmond As the Diamond in the Rough Interview • Nancy DeVille

esar Zepeda may be new to Richmond’s politics, but he’s no stranger to community organizing. The longtime Richmond resident is the president of both the Hilltop District Neighborhood Council and the Hilltop District Homeowners and Stakeholders Association. He’s a co-founder of Richmond Rainbow Pride, the city’s first known LGBT organization.

Zepeda recently spoke with Richmond Pulse about fixing Richmond’s image and his plans to bring investment to the city.

Richmond Pulse: Why are you running for City Council?

Cesar Zepeda: The Hilltop community saw the leadership that I provided to the association and asked me to step up a little more and help out. They were saying ‘if we were able to accomplish what we accomplished at Hilltop everywhere else in the city, the city would be a much greater place.’

I am running an independent campaign and I am looking to be able to build bridges. Right now the council is pretty divided but I am hoping to be able to build those bridges and work with everyone for the common goal of making our city better.

RP: What experience do you have for this position?

CZ: I’ve been president of the Hilltop District Neighborhood Council for a little over two years and president of Hilltop District Homeowners and Stakeholders Association and president of my HOA for the past 13 years. I’ve been on several boards all around the Bay Area. I’ve been the founder of many nonprofits. I’ve learned to work with different community groups to get things accomplished and I’ve really learned more about leadership that way. I also sit on the Economic Opportunity Council representing County Supervisor John Gioia.

One of the things I accomplished in Hilltop was the completion of the Vista Del Mar Park. Prior to the association getting created, that park took 17 years to finish. We’ve been able to successfully get the city to give us lights, fix the roads and work on the infrastructure.

RP: What two issues need immediate attention in Richmond and how will you address them?

CZ: A main issue is economic opportunities. We have to go out there and start promoting more businesses to come in and invest in our city, but also make sure that the businesses are going to make the right decisions for our community. We also need to build more homes and more affordable housing. We need housing all over Richmond and not just in one designated area. Right now, we have a housing crisis and we’ve seen this issue coming from San Francisco and Richmond has done very little to build more. We’re on the brink of not being able to have enough housing and enough affordable housing for all the people that are trying to move into our great city.

[Also] crime is starting to spike back up. We want to make sure that to keep it lower we work on policies that are going are to continue creating community involvement, community policing and that we don’t ever again become one of the highest crime cities in the country.

doesn’t work. What we need to do is build more affordable housing. We need to create rules and laws that allow for more building of affordable housing. We’re not building a wall around the city of Richmond where we are not going to let anyone else move here. We’re going to let people move in and we have to be able to provide for them. Also the rent control ordinance only applies to buildings built prior to 1995. So that means you’re going to have people of lower income living in old buildings that most likely will not be taken care of. They are more likely going to be in the core of the city where there is less access to transportation and services. We need to be able to build affordable housing and middle income housing everywhere so that we can lift up our community all together.

RP: What are you views on the proposed rent control ordinance?

CZ: I’ve already started doing it by going out and talking to investors, developers, organizations and businesses that are going to come back into Richmond that are going to provide jobs. ride past Rolling Hills Memorial Park every day and as I gaze over the cemetery, I think to myself, ‘That’s the real Richmond.’ That place is filled with all of the possibilities of intimate greatness.

I think to myself, ‘Damn, I lost almost all of my classmates to the barrel of a

Remember, what you spend your time doing is what you get good at. I practice being strong every day and I think I’m getting good at it. Long live our people! •

JM: The budget. I think it’s extremely critical that we have a council that understands the need to maintain structurally balanced budgets going forward. We need to make sure we’re both bringing in revenue and watching our expenditures.

Public safety. It’s unfortunate that in the last couple of years we have seen our homicide rates click up a little bit. I think the city of Richmond has a model of how to reduce crime in a community-centered way.

Our community policing model is the best program known for neighborhood safety. I think we need to increase support for those programs.

We also need to figure out how to send the message to our youth that—this sounds corny but—that we love them. And there is a future.

RP: What are your views on the proposed rent control ordinance?

JM: Rent control is the definition of a complex issue. I will certainly say I respect folks who disagree with [the measure] because there are some challenges. That said, Measure L provides stability for close to 10,000 households, which is families so we know it’s more than 10,000 people. For those individuals, this is an opportunity to say at least these people are not going to lose their homes. Because of rising rents, people are not going to be gentrified or displaced.

Then we can figure out what we’re going to do on housing for the rest.

Since Measure L is on the ballot, the voters have the ability to decide that. I think the voters should go ahead and pass it. We’ll find a way to fix it later. I think obviously fixing it would require another vote from the public but I’m more confident there will be interest in putting something on the ballot to fix the problems of Measure L than I am confident that there will be interest on the city council to pass a compromise proposal if Measure L fails.

RP: How will you work to bring more jobs to Richmond?

JL: I think there’s a lot of opportunity to bring jobs within this community. We have to make sure we’re not squashing these opportunities when they’re coming.

We have to make sure we’re doing what we can to make the most of them. We have to make sure our residents benefit from them.

Richmond is so well suited for growth right now. There’s so much that a business can get from coming to Richmond.

RP: How do you imagine Richmond in 10 years?

JL: A city that still has the culture that raised me but has a ton of opportunities. I imagine Richmond in 10 years being a city where, because of the Richmond Promise, we’ve got a whole bunch of young people who are hopefully coming back, who will have degrees and careers. And people who raise another generation where it’s expected that young people out here go to college.

[I imagine Richmond] Back to where we were a couple years ago in terms of reducing violence. I think there are a lot of challenges in terms of getting to that place but that’s what it’s all about in my perspective, trying to build this community in a way where things are improving for our many people.•

You have to be able to see the crime and stop it ahead of time and look at affordable housing and building of properties.

RP: How do you imagine Richmond in 10 years?

CB: Gentrification is going to take place in the city of Richmond and predominantly working class people of color are not going to have the opportunity to live in Richmond. The price to live here is really going to skyrocket. Richmond is a diamond in the rough and everybody and their brother is going to want to come here. Because the make-up of the city will change, you probably won’t see an African American on the city council in the next 10 to 15 years. We have the waterfront, the trails, the marina and Point Richmond. The next move you are going to see is Cutting Boulevard filled with small mom and pop shops. I see Richmond being like an Albany or Berkeley. There will be very few people of color here in 10 years.

We need to do some building that economically suppressed people can afford to move into. We also need to bring jobs here and welcome people to open businesses.

We need new and innovative ideas and people that are willing to move forward to make Richmond a new place. •

Wells Fargo and dishonesty. I didn’t feel valued as an employee. I worked long hours with no breaks. All my work was honest, and didn’t result in many sales.

My top priority became customer service.

Even though my daily sales were dropping, I was in the process of being promoted. This would mean even higher sales goals, more pressure, for only a couple of dollars of wage increase. I sat with my manager and told him that I had to put in my two weeks. I gave him my reasons. He knew I was right, but still tried to convince me to stay. The district manager also tried to convince me. But I was done with Wells Fargo. I was relieved when I quit. My heart and mind were at ease.

I hope this scandal will end Wells Fargo’s unethical acts. I hope their new policies allow future employees like me to thrive in a company that they, too, see as their dream job. • The author’s name has been changed to protect her identity. •

Continued from pg. 10 NB: I’m opposed to the rent control. It hasn’t worked in any community we’re aware of. People don’t understand the Costa-Hawkins [Rental Housing Act] mandates there be no rent control on properties constructed after February 1995. Which means the only rent control measures are going to be properties constructed prior to 1995, which represent about 25 percent of properties in Richmond.

That measure creates a new rent control board independent of the City Council, and the cost of the operation and oversight is going to be borne by landlords. There’s no way 25 percent of landlords are going to be able to pay for this new bureaucracy SEIU 1021 and RPA are proposing. Which means the additional funding will have to come from the general fund.

There’s an attitude that these units in Richmond are owned by Wall Street.

That’s not true. The majority are owned by everyday senior citizens and these units supplement their income. They’re not the big, rich fat cats that some want to project [them] as being.

RP: How will you work to bring more jobs to Richmond?

NB: You create a positive attitude. You reach out to the business community. You bend over backwards to speed up their permitting process. Because to a business, time is M-O-N-E-Y. And if you’ve gotta take years to get your project approved, we’re wasting their time.

There’s too much negativity and a lot of it is coming from people within the community.

We can’t get a major supermarket in Richmond because of the negativity, the crime, the attitude of some people and this RPA, which is just running businesses pretty much out of Richmond.

RP: How do you imagine Richmond in 10 years?

NB: Richmond in 10 years is not going be the Richmond we’ve known. We’ve got gentrification. We have young families moving to Vallejo, Fairfield, Antioch, because they don’t want to go to funerals for their kids. Unfortunately, the educational system in Richmond is not as good as it should be. That’s another reason people are leaving, African Americans in particular.

Finally, we have African Americans who migrated like my parents did from the South. They’re in retirement age. They’re liquidating their property. And what’re they doing? They’re going back to Louisiana, Mississippi, Alabama, Texas. In 10 years, I question if there will be any African Americans on the Richmond City Council just because of the demographics. Latinos will dominate, in my opinion, Richmond, San Pablo and North Richmond. So that’s what I see in 10 years, a completely different demographic community. •

Just to give you one example: [An owner] had a property at 21st and Levin – great site for affordable housing, so over the years, I referred him to about 15 different developers for his affordable housing site.

When the cigarette billboards were targeting kids on the south side, I put an initiative on the ballot to fight that. When we had too many council members, I led the campaign that reduced the size of the council. I ran the campaign for Measure U [to increase Richmond’s sales tax from 9 to 9.5 percent], which passed two years ago, and I ran that campaign at a time when I was in the middle of my own difficult reelection campaign. So I’m somebody who believes that if things are worth fighting for, then you fight on all fronts. You don’t just go up there and vote for or against something on Tuesday night.

Continued from pg. 13 VP: The way I imagine it is we have implemented the South Richmond Based Specific Plan, and there’s a lot of highdensity and mixed-income, mixed-used development in that area. I think once we have done that, there will be more jobs [and] foot traffic, then there’ll be less crime. I think if we do it right, crime will go down.

I would like to see it less divided than it is now. We are a very segregated city. I think the South Based plan will give us a lively downtown, and that will be a good thing. It will be a city that is more attractive. People still think they have to go to Berkeley or Oakland or San Francisco to do something, and I hope that won’t stay the case. •

VP: La manera en la que me lo imagino es que hemos puesto en marcha el Plan Específicamente Basado en el Sur de Richmond (South Richmond Based Specific Plan), y hay mucho desarrollo de ingresos mixtos, de alta densidad, de uso mixto en esa zona. Pienso que cuando hagamos eso, habrán más empleos (y) tráfico peatonal, así habrá menos crimen. Pienso que si lo hacemos correctamente, el crimen disminuirá.

Continued from pg. 14 do business with the city because we are not a very business friendly community. We also have a very bad perception and people don’t want to invest. I’ve been successful at getting people to come back in and take a look at the city one more time. One of the investors that came in to look at Hilltop Mall, I brought them in after they said no six times. But I was successful in getting them to come and invest in other projects within the city. Those conversations have already started and it’s a matter of getting them on board.

We have to start talking good about the city and promote the great things that we have. We have to start cleaning the city up and work on our infrastructure. There is a lot of available land and we have to be out there constantly talking to people about bringing business in.

RP: How do you imagine Richmond in 10 years?

CZ: I see Richmond as the diamond in the rough being discovered. In 10 years, I see the city thriving, being the place that other cities look at to be able to create their policies. These are policies for building sustainable buildings, creating affordable housing, bringing in more businesses and having a city that’s thriving together with the community. We have to be able to build parks for the community. We’re going to need more jobs and more businesses to come in and invest. •

ichmond’s RYSE Center celebrated Latino Heritage Month with its own special event aimed at showcasing Latino culture and expressing the different intersections in Richmond’s Latino community.

The first ever Chican@/Latin@ Lounge event on Sept. 23 gave attendees a taste of Latino culture, literally. Along with some great Latin American cuisine made by young people and their parents, there was salsa and merengue music. There was also a cultural treasure quest, which was a like a scavenger hunt, where participants answered questions about topics like the roots of Latin America, Latino identity and Afro-Latinos. All of the materials were in English and Spanish.

“This was the big first event of a new support group we started here at RYSE,” said Valerie Jameson, co-organizer of the event. She said the Raza group at RYSE, which is open to all RYSE youth, came out of a need expressed by young people.

Although the RYSE Center has special groups that meet weekly focused on African- Americans, LGBTQ youth, young men, and young women, there had never been a group focused on Latino youth.

Some young people felt that they needed a small, supportive group environment to engage in discussions around their culture and history.

Richmond is roughly 40 percent Latino and many are predicting that number to increase in the coming years as the city’s demographics change.

Jameson says RYSE has traditionally celebrated Chicano/Latino heritage during the month of September, but said this year

was different. “There had never been a big event of this magnitude for this month,” she said.

Jameson, 24, was one of the original RYSE Leadership members, an organizing team that leads events and workshops, back in 2009. After graduating from college, she came back to work in Richmond. With this event, Jameson said she wanted to create a legacy for Latinos in Richmond.

There was so much food and so many desserts at the event – chicken, beans, tortillas, horchata, pan dulce (sweet bread). But it wasn’t all about the food.

The event was educational as well, from traditional dances to spiritual ceremonies.

In one of the spiritual ceremonies, a man from Belize and woman of Mexican descent held urns, and out of the urn, sage and copal smoke escaped from the top.

As the man was praying and talking about principles and themes of Mayan, Aztec, and other indigenous cultures, the woman asked participants to close their eyes, as she “smudged” the smoke over their bodies.

Local poets Jesus Huerta, Juan Camero and Diana Diaz performed in English and Spanish and were met with huge applause from the audience. A young man started beatboxing on the mic, and RYSE member Ashley Thomas sang a soulful song. Then the DJ started playing popular Latin American music and got everyone cheering and dancing. The crowd was diverse, including Salvadorans, Guatemalans and African Americans, all dancing, singing and eating together.

Jameson said the event was a success, with over 75 people attending. RYSE plans to make it an annual event for the entire community. •

Applying to UCs – What You Need to Know News Report • Keisa Reynolds

ollege application season is underway for prospective students. On November 1, University of California campuses will open their application portal for those interested in any of the nine campuses.

Applicants and their families can begin the process right now. Before getting started, there are recent changes and updated information applicants should know.

The Free Application for Federal Student Aid, or FAFSA form, opened October 1 for families seeking financial aid. FAFSA is used to determine aid packages including scholarships and grants, which many low-income students rely on.

“For many families, particularly if their son or daughter is the first to go to college, FAFSA is important—it is the gateway to financial aid,” UC President Janet Napolitano told reporters during a briefing for Bay Area ethnic media.

For the first time, families are able to use tax filings from the previous year, which might reduce concern for those waiting for 2016 tax information.

The class of 2020 is “the most diverse ever” according to Napolitano, who highlighted the UC administration’s efforts to better serve current and prospective students from underserved communities.

The top 10 public universities in the United States include five UCs, with UC Berkeley and UCLA ranked first and second. In addition, UCLA has the highest number of applicants of any college in the country, with UC Berkeley trailing closely behind. There were over 200,000 applications for 2016-17 academic year, according to Napolitano. Admissions is determined by 14 factors including grades, courses taken in high schools, SAT and ACT scores, extracurricular activities and any personal challenges. A personal essay is also required.

According to UC admissions data, nearly 43 percent of UC freshmen for 2016-17 are first-generation college students. Over 37 percent of the new students are from low-income families. The class also includes the largest

group of students from community colleges, which sheds a positive light on efforts to make the transfer process easier.

Outreach programs contributed to the increase of enrollment for African-American and Latino students.

Napolitano says this year is the first year of significant increase of African-American students since 2009.

African-American students only make up four percent of the UC student body, significantly lower than Asian and Latino students. It is likely their numbers will continue to rise with the success of outreach efforts.

Achieve UC serves as an umbrella of outreach programs including Presidential Pre-College Scholars, which identifies students with academic potential and prepares them for college by providing tutoring and coordinating campus visits. Other outreach initiatives have included personal visits to high schools and online programs for students attending schools with limited AP courses offered.

Once students get in to UCs, some of the challenges they face are housing, tuition and fees. At the moment, housing is primarily offered for freshmen students. Some campuses such as UC Davis offer housing specifically for

transfer students. UC has partnerships in place to increase housing for students. Napolitano says 14,000 beds should be available by 2020.

UC is in its sixth year with no tuition increase, though there have been protests over the cost of in-state tuition as recent as 2015. “Our intent is to keep tuition as low as possible and financial aid as high as possible,” Napolitano said. Approximately 55 percent of UC students pay no tuition or fees and over half graduate debt free.

According to UC Admissions, California resident undergraduates at all UC campuses pay $12,294 in systemwide tuition and fees. The average tuition, including additional campus-based fees, is between $12,000 and $13,000.

During application season, all university admissions offices are available to field questions from students and their families. For additional information, applicants should browse the websites of their university choices.

Applications will be accepted until November 30.
