HISTORY

T

he land that is today called Baldwin was first inhabited by the Merrick tribe of Native Americans. The Merricks were poor hunters and farmers, surviving primarily through trade with other tribes. This dependence on trade allowed early European settlers to persuade the Merricks to trade away their land. The Merricks formally lost all their land when chief Tackapausha of the Massapequa tribe signed a treaty with English settlers Robert Fordham and John Carman in 1643, which gave the English all of the Hempstead Town area. In the 1660s, the town of Baldwin was a piece of land between Parsonage Creek and Milburn Creek called Hicks Neck, named after early resident John Hicks. The community was strengthened in 1686 when John Pine constructed a grist mill, attracting settlers and industry. For most early residents, however, farming and fishing remained the primary occupations. The Revolutionary War caused a schism between Hicks Neck residents due to differing political beliefs, but following the war, the area prospered as an agricultural center. Bethel Chapel was constructed on St. Luke’s Place in 1810 and served as the first church and schoolhouse of Hicks Neck. Another man who brought activity and growth to Hicks Neck was John Lott, who ran both Lott’s Inn and Lott’s Landing seaport from the early to mid-1800s. Lott’s property was located in an area of Hicks Neck north of Atlantic Avenue and west of Milburn Creek, which was known by the 1830s as Milburn. Around the same time, Baldwin’s final namesake thus far, the Baldwin family, first moved into town. Thomas Baldwin quickly became a pillar of the community, running a sawmill, a hotel and a general store. Thomas’ son Francis, an architect, followed in his father’s tradition by building many homes in Baldwin and making donations to local schools and churches. His funeral in 1890 is said to have been the largest in Baldwin’s history. The Baldwin family’s role in the community was so great that in 1855, only 25 years after Thomas Baldwin had moved there, the village was named Baldwinsville. By the end of the century, the village included the Milburn area, and its name had been shortened to Baldwin. In 1867, the first train of the South Side Railroad (later part of the Long Island Rail Road) passed through Baldwin, and four years later Baldwin constructed its own post office near the train station. 1896 saw the establishment of the Baldwin Fire Department. The village was on the grow, and by 1890 the population had exceeded 1,200. Albert and Arthur Heinrich, two brothers from Baldwin, made history in 1910 by building and flying the first successful American monoplane (a one-winged plane, as opposed to a biplane). The Heinrichs went on to enjoy lucrative careers in

Two local newspapers, the “Daily Review Star” and the “Baldwin Citizen,” started up in Baldwin in the 1920s. There was plenty to report, thanks to the high volume of liquor smuggling occurring in Baldwin’s ports during Prohibition. The Depression was just as damaging to Baldwin residents as it was to most other Americans. A number of community groups formed to combat the unemployment and poverty of the times, and Baldwin continued to grow. During World War II, a Baldwin resident, Lieutenant Bernard James Ray, earned a posthumous Congressional Medal of Honor when he strapped himself with explosives and charged an enemy blockade. The close of the war saw another large increase in Baldwin’s population when soldiers returned home seeking employment. The village continued to modernize in an attempt to accommodate its growing population. In 1957, the train tracks were raised onto a platform, and throughout the 1950s meadow land was filled in so that more homes could be built. In 1962, the Baldwin Public Library opened its doors. By 1970, Baldwin’s population was over 34,000. In July 2006, Baldwin was voted #25 out of 100 “Top Places to Live” in the United States and #1 on Long Island by Money Magazine. In the summer of 2009, Baldwin hosted its first-ever fireworks show — becoming one of the few non-villages in Nassau to do so. Today, Baldwin is a thriving suburban community. It boasts numerous schools and fine restaurants. It is home to the Nassau County Police Department’s First Precinct, and contains several lovely parks. Baldwin stands as an example of a modern Long Island suburb whose history will only continue to grow as it progresses through the 21st century.

SCHOOLS The Baldwin Union Free School District includes almost all of the unincorporated area known as Baldwin, as well as some parts of Freeport, Rockville Centre and South Hempstead. The district measures 4.3 square miles and educates approximately 5,500 students in grades K through 12, an enrollment school officials predict will grow over the next few years. There are five elementary schools, one middle school for grades six, seven and eight, and one high school for grades 9 to 12. All central administrative services are headquarted in the district office on Hastings Street just west of Milburn Avenue. A five-member elected school board acts as the community’s representative to the district and is responsible for an annual operating budget, which for the 2012-2013 school year is $119,977,586. Board members serve three-year terms without pay. Board elections and budget votes are conducted in May. The board meets on the second Wednesday of each month. Board meetings for the 2012-2013 school year are updated on the Baldwin school district website www3.baldwinschools.org. Baldwin High School has once again ranked in Newsweek’s Top Public High Schools in the U.S. Eighty-eight percent of students earned Regents diplomas and 96 percent are attending two and four-year colleges. Baldwin was also named 25th out of 100 Top Places to Live by Money magazine for everything from its diversity to the quality of its schools. Approximately 300 Baldwin residents live within the Oceanside School District lines, including those who live on Cheshire Drive, Foxhurst Avenue, Hillside Court, Park View Place and Alfred Court. The Library underwent a major expansion, which was completed in 2005. The state-of-the-art facility maintains full reference services, over 160,000 books for loan, a video/DVD collection, an audio book collection, over 300 periodicals and newspapers, over 60 online databases, a pamphlet file, a CD collection, and a microfilm reader/printer. The Library has a large-print book collection and access to talking books and talking-book machines for the visually impaired. Computers are available for adults, teens and children including free Internet. The Library is a WiFi hotspot. Residents may access the Library’s catalog and most databases from their home computers. They may also reserve and renew items from home. Special services include inter-library loan and direct-topatron privileges in other Nassau County libraries, regularly scheduled programs for adults, teens and children, and two homework centers, one for children and one for teens. A newsletter, The Piper, containing schedules and other timely reminders of Library services, is mailed to all Baldwin residents and can be found on the Library’s Web page. The Library is accessible to those with physical challenges. The Library Board of Trustees generally meets the third Wednesday of each month at the Library. Call to verify time and location.

NASSAU COUNTY Nassau County is governed by an elected Legislature. The Legislature is comprised of legislators from 19 districts. It includes an independent budget director who advises the Legislature on spending and revenue matters. The Legislature also enables residents to submit petitions for proposed new laws that legislators are obligated to consider. The 19 county legislators serve two-year terms. TOWN OF HEMPSTEAD The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a two-year term, and the council members have a four-year term of office. The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes.
