HISTORY OF EAST ROCKAWAY THE WHITE CANNON HOTEL AND THE ARREST OF ERNEST E. BOSCA Ninety-nine years ago, on June 28, 1913, a group of friends got together in East Rockaway to celebrate the opening of “Ye Olde Cabin Room” by presenting their friend, Ernest E. Bosca, owner of the White Cannon Hotel, with a plaque, so inscribed. The additional wording spoke of friendship: “Friendship doth bind, with pleasant ties, The heart of man to man, and age But strengthens it – It never dies Till finished is life’s final page.” The White Cannon Hotel has a long history. It was located at the present site of the parking lot next to The Fishery. It opened around 1800 and was run by John F. Rhodes as a rooming house and general store in competition with Sam Rhame’s store, located opposite the present post office. In the early 1900s, the area was known as Bosca’s Dock and the hotel was owned by John Bosca, a war veteran who had been awarded a cannon by the government (that cannon remains today.) In its day the ambiance of the White Cannon Hotel, as a restaurant, was very elegant. People could dock their boats and enjoy excellent food in luxurious surroundings and return to their boats, or they could drive right up to the door with its primary location on Main Street. It was also known as an automobilists’ road house along the route to Long Beach, and as a dine and dance hall. It was destroyed by fire on March 5, 1950. Getting back to Ernest ... in addition to being the proprietor of the White Cannon Hotel in 1913, he had been elected, about two years earlier, for a five-year term as the treasurer of the

The White Cannon Hotel was located where the parking lot of the Fishery Restaurant is now. Town of Hempstead, responsible for $700,000 of its funds and investments. However, beginning in January 1914, Ernest Bosca became part of the weekly news in The New York Times because it was reported by the Town that Bosca had loaned himself $19,000 from town funds — and though no one was prepared to say the transaction was illegal, the town was still buzzing with excitement. Bosca’s actions were, however, considered “a conflict of interest” and an “indiscretion.” Within two weeks he was arrested for violating a law prohibiting town officials from lending money on mortgages in excess of 50 percent of the value of the mortgaged property. He was accused of lending $16,000 and $19,000 to the White Cannon Hotel that he owned, which had an assessed value of $4,500. He pleaded not guilty and was held on bail for further examination. The board of Town auditors increased the bond from $275,000 to $375,000,

and Bosca had 10 days to submit the additional bond. At a special Town of Hempstead meeting on February 14, 1914 they announced the office of treasurer was vacant, as Bosca was not able to supply the additional $100,000 bond. Two days later the Town Board of Hempstead met and appointed John A. Ruth of Cedarhurst the new treasurer. On April 30, Bosca vehemently denied wrongdoing but pleaded guilty. His sentence could have been a $500 fine and imprisonment for a year, but since the mortgages were due shortly and expected to be paid, it was felt his sentence would be suspended. On May 23, Bosca was sentenced and collapsed upon hearing his sentence. On July 26, 1914, he was released under a suspended sentence after spending nine weeks in county jail. He paid back the Town of Hempstead the $35,000 he owed. The fore-mentioned 15” x 12” shield-shaped plaque was donated to the Historical Society of East Rockaway and Lynbrook from a person in California whose father had the shield hanging in his garage. Upon researching Bosca, it was found that he had filed for several patents while living in California and later died there in August 1941. O

n behalf of the village board, and our more than 10,000 neighbors, welcome to the Incorporated Village of East Rockaway — our community by the bay. The Village of East Rockaway is a fantastic community where home prices continue to hold their ground even in today’s uncertain national economy. People want to live here because of the area’s great government services, its affordable homes and small town vibe. This trifecta continues to draw homebuyers to our community and strengthens longtime residents’ spirit and bond to our area. East Rockaway is also just one of a handful of governments on Long Island that has cut taxes across the board the past two consecutive years. Working with the village board, I’ve made the fiscally prudent choices to put money back in every taxpayer’s pocket without a reduction in any village service. Our top priority is stretching every tax dollar while cutting expenses and overhead. In today’s precarious national economy, this is the type of proper fiscal management and planning that allows our community to grow and prosper. We continue to experience economic growth and development. Under my administration’s leadership, we are improving long-forgotten village infrastructure such as roads and drainage, maintenance and development of parks, recreation

facilities and the improvement of parking fields. Attracting new businesses and ensuring the success of our waterfront business district is another important priority — and we’re succeeding. Despite difficult economic Francis T. Lenahan times, the construction of a new restaurant is currently underway on Althouse Avenue. Additionally, initial plans for the revitalization of a parcel of land on Front Street — a soon-to-be opened restaurant — have just been approved. This is the type of positive impact we’re continuing to create along East Rockaway’s waterfront area. A new, state-of-the-art fitness facility was also recently built by a private developer and currently operates on Ocean Avenue, offering adults, children and seniors a myriad of fitness and recreational options, in additional to private training and lifestyle changing programs. You’ll find no better community than East Rockaway. Our village is committed to every working family, child and senior who lives here. The village’s reputation for being one of Long Island’s South Shore communities that offer affordable waterfront and water access properties is second to none. LYNBROOK: LOOKING BACK By ART MATTSON Lynbrook Village Historian Let’s take a look at what was happening in Lynbrook and East Rockaway in 1812 — exactly 200 years ago. The two villages were then two tiny settlements of about 100 families in total, almost all of them farmers and fishermen. The names Lynbrook and East Rockaway didn't even exist. Indeed, all of East Rockaway, Lynbrook and Rockville Centre was known as Near Rockaway. That name came about because this area was nearer to Hempstead, the seat of government, than was Rockaway or Far Rockaway. After the Revolutionary War ended, the victorious patriots of Long Island were angry with the English sympathizers who inhabited Near Rockaway. After all, the loyalists to the crown had supplied firewood, food, animals, fodder, and shelter to the British troops during the enemy's occupation of New York City and Long Island. Despite the patriots’ victory, the loyalists continued to feel more English than American. For example, the owners of the East Rockaway Grist Mill continued to charge local farmers in English pounds-sterling, instead of U.S. dollars, to grind wheat into flour. They did this into the 1830s. When the War of 1812 broke out, hatred toward the Near Rockaway Anglophiles increased to the boiling point — and may even have included tarring and feathering. Uriah Pearsall was one of the wealthiest landowners in Near Rockaway, and he was an English sympathizer. Fearing for his very life, he set sail for British-held Canada to escape persecution. Uriah and five of his six sons resettled in New Brunswick Canada.

Samuel Pearsall, then 20, was the only son to remain in Near Rockaway. Perhaps he was influenced by the fact that his 19-year-old wife, Rebecca had given birth to their son Wright just the year before, in 1811. In any event, Samuel and Rebecca’s decision to remain on the family farm altered local history. Twenty-three years later, in 1835, Samuel opened a general store in East Rockaway with his son Wright, now 24, as his partner. Wright found it inconvenient to travel by sailing packet to New York City to buy goods for the store, so he made a dramatic move that led to his becoming the founder of what is today the Village of Lynbrook. In 1853, Wright (by now he was 42 years old and the father of two children) bought up all the land around the Five Corners of today's Lynbrook, and opened a general store. In a brilliant strategic move, he had wooden planks laid along The Merrick Road and made it a toll road that farmers and fishermen could use year round, even when most roads to Jamaica and Brooklyn were impassable due to mud. (The railroad wouldn't arrive for another 15 years.) Merchants liked the Five Corners location and bought land from Wright in order to establish their own businesses. The hamlet grew rapidly and became known as Pearsall’s Corners. In 1894, it was renamed Lynbrook. We recently celebrated our 100th anniversary as an incorporated village with the very same traditions and honor that we have always held dear. We have a close partnership with our Lynbrook Chamber of Commerce, and our business community continues to provide some of the best restaurants and expansive shopping anywhere on the South Shore. Lynbrook is a thriving, prosperous village and our motto is “Open for Business." With our AA bond rating, we are truly one of the best villages anywhere on Long Island! Thanks to the dedication and excellence of our Department of Public Works, Lynbrook’s streets, roads, neighbor-

hoods and parks have undergone a revitalization and beautification for all to enjoy. Greis Park is the site of wonderful family picnics and sporting events, and is home to our beautiful Lynbrook pool, a true oasis and treasure for all of the residents in the William J. Hendrick summer. Our public and parochial schools are another source of pride in our community, giving voice and vision to our next generation of leaders. The Lynbrook Fire Department and the Lynbrook Police Department work tirelessly on our behalf to ensure a safe community. We salute them for all of their hard work and commitment to our village. Our veterans are also an enormous source of pride in Lynbrook. We applaud and honor them, and our community continues to recognize their efforts. Our village acquired a piece of steel from the World Trade Center that now stands proudly in our Memorial Garden to serve as a reminder for us all to never forget the events of that day. The 9/11 monument is located at Village Hall and is a tribute to all victims and heroes of the attacks. We are proud of our tradition of excellence, our rich history and our heritage. We enjoy a quality of life that is enhanced by our business community, our village employees, and our volunteers that keep Lynbrook a close community and an outstanding suburban village. Growth and opportunity are ours to enjoy, and even in tough economic times we come together as a community to keep Lynbrook moving forward and thriving. TOWN OF HEMPSTEAD The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a two-year term, and the council members have a four-year term of office. The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes. T

his is our Tenth year for the East Rockaway Chamber of Commerce. For all those years, it has been the honor of the business men and women to serve the residents and friends who shop in our local stores. Our eighth annual networking and awards dinner was held at the Rocco’s Catering, and once again it was an outstanding success. This event honored two of our most prominent and benevolent businesses which received recognition. Harold and Patricia Gearity from Long Island Processors Inc. and our new business East Rockaway Rok Health & Fitness, owners Michael Hawksby and Robert Durso who all received Business of the Year honors. Mayor Francis T. Lenahan was honored as Man as the Year for his hard work, his support for all chamber endeavors and his dedication to the Village of East Rockaway Community. This year we were happy to see the grand openings of several new businesses which can be viewed on our website, www.eastrockaway chamber.com Jeanie Annecco from Jeanie’s Bakery was honored by the Nassau Council of Chamber of Commerce as Business Person of the Year for East Rockaway. In June, we held our second annual networking BBQ, it was held at the VFW in East Rockaway and everyone had an enjoyable time. . Many activities have been planned by the Chamber. We sponsor a Car Show every Monday night from 6-10 pm from June 4th until August 27th on Main Street. Please come and enjoy the cars and music. This year we have two Street Fairs. The first one was on Sunday

May 20th which was very successful and the weather was perfect. They had a petting zoo, pony rides, crafts, and a lot of food vendors. Everyone had an enjoyable time. Our second street fair will be on Sunday, August 19, 2012 from 11am – 6pm on Main Street in East Rockaway. Please bring the whole family for a fun day. Debbi Hirschberg The East Rockaway Chamber of Commerce also host a Banner Program. Each banner will include a sponsor recognition area on the lower quarter of the banner, giving you, the merchant the opportunity to promote your business to the local community as well as to the thousands who travel throughout our village. Our emphasis will be placed on attracting additional businesses to the few remaining store fronts and bolstering businesses already established in the village. We also plan supporting scholarship funds and working with the local schools. Additional cooperation with the local businesses will help establish East Rockaway as a vibrant and safe place to live, shop and raise a family. A growing membership and active participation is an imperative need of any successful chamber. So if you haven’t joined yet, please consider doing so today.
