VALLEY STREAM ALMANAC

ABOUT VALLEY STREAM The area known as Valley Stream was first settled by Dutch colonists in the late 1630s. The Rockaway Indians sold to the Dutch West India company a large tract of land that includes present-day Valley Stream. Early communities included Foster’s Meadow in the northwest, Hungry Harbor in the southwest and Tigertown in the northeast. In the early 1800s, residents of the area had to travel to Hempstead to get their mail. After Robert Pagan emigrated from Scotland in the 1840s, he sought a local post office and was told to come up with an original name for the community. Looking at the valleys of the hilly section in the north and the streams running through the south end, the name Valley Stream was born.

VALLEY STREAM VILLAGE The village was incorporated in 1925. It was the third attempt as residents twice voted against incorporation in 1922. The community has its own fire department and library, two train stations, more than 100 acres of parkland and is served by five different school districts. The village maintains about 90 miles of roads. Major roads in Valley Stream include Sunrise Highway (state Route 27), Merrick Road, Central Avenue, Mill Road, Rockaway Parkway and Rockaway Avenue. The section of Valley Stream south of Sunrise Highway is known as Gibson. Population: The village has a population of 37,651, according to the 2011 population estimate. The village grew by about 1,100 residents between the 2000 and 2010 U.S. censuses. There are about 12,200 housing units. Demographics: According to the 2010 census, the population is 57 percent white, 19 percent African-American, 22 percent Hispanic and 11 percent Asian. About 75 percent of the population is 18 and older. Government: The village has an elected five-member board, which includes a mayor and four trustees. There is also an elected village justice who presides over the municipal courts. The day-to-day operations of the village are run by a clerk and department supervisors.

NORTH VALLEY STREAM A primarily residential community, North Valley Stream lies between the village of Valley Stream to the south, and Elmont and Franklin Square to the north. Students living in the east side of the community attend Valley Stream schools, and students in the Alden Terrace neighborhood to the west attend Elmont elementary and Sewanhaka high schools. The area is served by the Elmont Library, the Elmont and Malverne Fire Departments, and Sanitary District No. 6. The Southern State Parkway runs through the community, and Franklin Hospital and Valley Stream State Park are located here. Major local roads include Corona Avenue, Fletcher Avenue, North Central Avenue and Dutch Broadway.

The Hendrickson Park Lake looking north toward the pedestrian bridge. Population: North Valley Stream has a population of 16,628 residents living in about 5,200 housing units, according to the 2010 census. Demographics: According to the 2010 census, the population is 50 percent African-American, 29 percent white, 14 percent Hispanic and 13 percent Asian. Government: North Valley Stream is governed by the Town of Hempstead, which includes an elected supervisor, six councilpersons, a town clerk and a receiver of taxes. The community is split between the 2nd and 3rd Council districts.

SOUTH VALLEY STREAM This small residential community lies in the southwest corner of Valley Stream, and is not part of the village. It is split by Foster’s Creek. North of the creek is Mill Brook, a neighborhood of more than 800 homes and apartments. Tucked away in the community is Forest Road elementary, a District 30 schools. It is also home to the Green Acres Senior Center. Just north of the neighborhood is the Green Acres Mall property. The community south of the creek is served by District 24 schools and is home to Robert W. Carbonaro elementary. Students in South Valley Stream primarily attend South High School, located just behind Carbonaro. Population: South Valley Stream has a population of 5,962 residents living in about 2,000 housing units, according to the 2010 census. Demographics: According to the 2010 census, the population is 52 percent white, 22 percent African-American, 18 percent Asian and 10 percent Hispanic. Government: South Valley Stream is governed by the Town of Hempstead and is covered by the 3rd Council district.

FIRE DEPARTMENT

T

he Valley Stream Fire Department is a 100 percent volunteer organization made up of about 250 members. It has been serving the Valley Stream community for more than 110 years. It is one of the largest and most elite departments in Nassau County. The men and women of this department take great pride in providing the best fire and medical services to local residents and businesses, 24 hours a day, seven days a week, 365 days a year. The Valley Stream Fire Department is led by its three chiefs. It operates four engines, two hook and ladders, one heavy rescue unit and two ambulances located in five firehouses throughout the village. The firefighters’ training and equipment, both firematically and medically, are state-of-the-art. They are capable of handling nearly any emergency that arises. The Fire Department also has a fire prevention trailer, used to educate children about fire safety in the home. It is regularly seen at schools in Valley Stream during October, which is Fire Prevention Month, as well as other times throughout the year. Although the Valley Stream Fire Department is just a phone call away, there are some things that you can do to keep your family and property safe. Make sure your home is equipped with smoke detectors, test them at least once a month and change the batteries at least twice a year. Carbon monoxide is deadly. The use of a carbon monoxide detector could save your life. Practice Exit Drills in the Home (EDITH) with your family so you can have an escape route and meeting place planned should a fire occur in your home. Also, if your clothing catches fire, remember to stop, drop and roll.

SCHOOLS VALLEY STREAM CENTRAL HIGH SCHOOL DISTRICT The Valley Stream Central High School District was formed in 1925 as Central High School District No. 1, to serve the three elementary school districts — 13, 24 and 30. The present Central High School on Fletcher Avenue opened in 1929. Prior to that, students attended a Central High School on Wheeler Avenue, which was torn down following the building of the new school. Memorial Junior High, a few blocks north of Central, opened in 1952 to ease crowding at the high school. North and South High Schools, approved on the same referendum in 1953, were built in identical architectural styles, and both opened in 1955, completing the present makeup of the high school district. Today there are about 4,700 students in four schools, with a professional staff of more than 450. The nine-member Board of Education consists of three representatives from each elementary school district. The high school district has a rich academic program, with more than 20 Advanced Placement course offerings and a career and technical education program. About 95 percent of graduates go on to either a two- or four-year college. Andrew Hackmack/Herald

ranklin Hospital, a member of the North Shore-LIJ Health System, is much more than a community hospital. With its focus on family-centered medicine, it offers a full range of top-notch healthcare services.

The 305-bed facility provides a wide range of services, including cardiology, oncology, gynecology, psychiatry, geriatrics, critical care, interventional radiology and ambulatory surgery primarily for patients from western Nassau and southeastern Queens counties. Franklin has received its designation as a stroke center by the New York state Department of Health. Franklin specializes in orthopedic and spine surgery, utilizing minimally invasive procedures whenever possible. The hospital’s Total Joint Replacement program brings together a team of specially trained providers to ensure optimal patient care from pre-op to recovery. In fact, the hospital is the 2011 recipient of HealthGrades Joint Replacement Excellence Award. It was the first hospital on Long Island presently utilizing the world’s first knee replacement specifically designed to fit a woman’s anatomy. A state of the art surgical unit is staffed by specially trained nurses with additional expertise in post-op care. The 120-bed Orzac Center for Extended Care and Rehabilitation, located adjacent to the hospital, provides a convenient option for patients requiring rehabilitation and long-term care services. The Orzac Center also houses the only adult day healthcare

program in the North Shore–LIJ Health System which provides care to the frail elderly, while maintaining them in their own home. The program is offered seven days a week. Franklin Hospital was the second hospital in Nassau County to offer a wound care/hyperbaric medicine program. Two hyperbaric chambers, operated by specially-trained technicians, offer controlled oxygen-rich environments to expedite healing. Many other methods of treating hard-to-heal wounds are also offered. The Interventional Pain Management Center at Franklin Hospital uses a comprehensive multi-specialty approach which includes board certified neurologists and anesthesiologists to treat patients with a wide variety of pain-related conditions. The center’s specially trained providers are experts in wound care and treat the simplest to the most complex pain-related conditions. In 2002, the Hospice Care Network opened Nassau County’s first dedicated hospital and palliative care center at Franklin. This home-like facility gives families 24-hour access to their loved ones, who receive pain and symptom management, as well as emotional and spiritual support. Regular programs include the Cancer Support Group, Look Good... Feel Better for women dealing with the appearance-related side effects of cancer, weight loss surgery seminars and a stroke support group. Franklin also hosts four blood drives a year in conjunction with Long Island Blood Services. For more information about the hospital or the North Shore–LIJ Health System go to www.northshorelij.com. TOWN OF HEMPSTEAD The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a two-year term, and the council members have a four-year term of office. The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes.
