Living in Valley Stream

I

n 1640, the area that is now known as Valley Stream was purchased by the Dutch West India Company from the Rockaway Indians. Robert Pagan, who emigrated from Scotland in the 1840s, named Valley Stream after seeing the valleys and hills in the northern area and the scenic streams winding through the southern area.

In the 1800s, School Districts 13 and 24â&#x20AC;&#x2122;s first wooden schoolhouses were built, and in 1923, District 30 opened its first school. Valley Stream became an incorporated village in 1925 when Henry Waldinger was elected president, and that same year the Central High School District was formed.

In those days, the schoolhouses were heated with fire places and the wood was retrieved by school boys from nearby houses.

Classes were taught by masters who were typically from England, Scotland or Ireland and were chosen for their knowledge of what was known as the 3 Rs: Reading, 'Riting and 'Rithmetic. The community now has five school districts: the Valley Stream Central

High School District, Elementary Districts 13, 24 and 30, and Hewlett-Woodmere.

According to the 2012 population estimate, Valley Stream village has a population of 37,646 people living in 12,200 housing units. It is 57 percent white, 19 percent African-American, 22 percent Hispanic and 11 percent Asian, according to the 2010 census. About 75 percent of the population is 18 and older. The village has an elected five-member board comprised of a mayor and four trustees. An elected village justice presides over the municipal court and the day-to-day operations are run by department supervisors and a clerk.

The village has two train stations, its own fire department and library, and more than 100 acres of parkland. Major roads include Sunrise Highway, Merrick Road, Central Avenue, Rockaway Parkway and Rockaway Avenue.

The area south of Sunrise Highway is known as Gibson.

The village has a recently renovated Community Center that is open seven days a week next to the lake in picturesque Arthur J. Hendrickson Park. The park,

located on West Merrick Road, has a pool, miniature golf courses and courts for various sports.

The Community Center is also where the Silver Threads senior group meets five days a week.

The seniors do knitting and crocheting projects, take shopping trips, have luncheons, play bocce and cards and enjoy daily coffee and snacks.

North Valley Stream has about 16,600 residents living in about 5,200 units, according to the 2010 census. It is 50 percent AfricanAmerican, 29 percent white, 14 percent Hispanic and 13 percent Asian. The Town of Hempstead governs North Valley Stream with an elected supervisor, six council members, a town clerk and a receiver of taxes. The community is split between the 2nd and 3rd Town Council districts.

North Valley Stream is south of Elmont and Franklin Square.

Students living in the east side of the community attend Valley Stream schools, and students in the Alden Terrace neighborhood to the west attend Elmont elementary and Sewanhaka high schools. The Elmont pubContinued on next page

Valley Stream State Park is located in North Valley Stream, and offers a picnic area, fireplaces and grills, children's play areas and a variety of sports courts.

There are ball fields, cross-country ski trails and nature trails, including a special one for children, at the state park. The park is open year round, seven days a week from 7 a.m. to sunset.

South Valley Stream has nearly 6,000 residents living in about 2,000 housing units, according to the 2010 census. It is 52 percent white, 22 percent AfricanAmerican, 18 percent Asian and 10 percent Hispanic. Governed by the Town of Hempstead, the community is home to Forest Road Elementary School of District

30 and Robert W. Carbonaro Elementary of District 24. Behind Carbonaro is South High School.

South Valley Stream is in the southwest corner of Valley Stream and is separated by Foster’s Creek.

Mill Brook is north of the creek, a neighborhood that was built in the 1940s as the community of Green Acres.

Linda Tobin Kettering, a real estate agent from Linda Kettering Reality Corp., grew up and still lives in the community. “It was an enclosed neighborhood with a walking path that was built with cul-de-sacs,” she said, adding that these paths made the town very safe. “Eventually, Irwin Chanin bought the property, the mall and the whole area as a planned community that would be the best suburbia offered.”

Although architect and realestate developer Chanin never finished building the town

because of World War II, he will always be known as the man who started the community and worked out a traffic system that was safe for pedestrians, according to The New York Times.

President of the Valley Stream Historical Society Guy Ferrara said that Curtiss Field, where Green Acres is now, had about 800 planes fly in per day between 1928 and 1933.

South Valley Stream’s Green Acres Senior Center is located on Flower Road and is one of the 16 senior centers run by the Town of Hempstead. It offers a variety of activities and benefits to its members, including bingo, weekly beach trips, daily lunch and a nutritionist. Just north of the center is the Green Acres mall, a 1.8 million-square-foot shopping center with more than 230 stores.

Dear Friends, t is my pleasure to extend greetings on behalf of our entire Village Board, Deputy Mayor Dermond Thomas, Trustees John Tufarelli, Vincent Grasso and Virginia Clavin-Higgins, Village Justice Robert Bogle and Village Clerk and Administrator Bob Barra.

As always, we welcome this latest edition of the Valley Stream Guide. I am grateful to the Herald Community Newspapers for the excellent work they do in providing this comprehensive and informative publication, and I am happy to have this opportunity to apprise our residents of the many interesting and exciting aspects of our beautiful Incorporated Village of Valley Stream.

Established in 1843 and incorporated in 1925, Valley Stream has a rich history. In the mid-1800’s, the Long Island Railroad established one of its first major train junctions, making Valley Stream a primary stop for many travelers on their way to and from New York City. In 1898, Theodore Roosevelt kicked off his successful gubernatorial whistle-stop train campaign right here in Valley Stream. Such luminaries as Amelia Earhart, Charles Lindbergh and Jimmy Doolittle flew from Curtiss Airfield, the current site of the Green Acres Mall.

Today, nearly 38,000 people reside in Valley Stream.

Although it is a mere 30 minutes from mid-town Manhattan, Valley Stream is truly a bucolic suburban oasis, rich in recreational, social and community character. We are home to more than 100 acres of beautiful parkland, affording our residents lots of green open spaces. From baseball and soccer fields to basketball and tennis courts, a miniature golf course and a fantastic state-of-the-art pool complex, recreational opportunities for all ages abound.

I am proud to note that our cultural, performing and fine arts programming is expanding here in Valley Stream. Our courtroom in Village Hall is successfully transitioning to the new “Theatre in the Court,” and has hosted a variety of live theatre productions throughout the past year to an enthusiastic reception from the public. From summer concerts on the Village Green, to a wealth of enrich-

ing activities for children and adults at Valley Stream’s Henry Waldinger Memorial Library, the Village Green campus is fast becoming an oasis of the arts.

In addition, a large variety of children’s and adult activities are available at the Community Center on Hendrickson Lake. Our village staff works hard to provide ed fare great services so that there is truly something for everyone in Valley Stream.

The Valley Stream school system, consisting of three elementary school districts that share a common Central High School District, provides an excellent education for our youth. Although many of our Gibson residents belong to the Hewlett School District, they are part of our village family and can participate fully in the programs offered through the village.

Abounding in civic spirit, Valley Stream is fortunate to have a uniquely dedicated group of citizens who donate their time and talents to the betterment of our community. Our village’s volunteers include the members of the Historical Society, the brave men and women of the Fire Department, first-rate Auxiliary Police and Civilian Patrols, and organizations catering to residents of all ages, from our Youth Council to our Silver Threads.

I am a firm believer in communication, and the village website at www.vsvny.org provides a great way to stay apprised of everything that is going on around Valley Stream. My newly instituted Mayor’s Helpline (1-855-99MAYOR) is another way for you to be in touch and let us know of issues of concern so they can be immediately addressed. Emergency Services Valley stream Fire Department

The Valley Stream Fire Department is a 100 percent volunteer organization made up of about 250 members.

It has been serving the Valley Stream community for 116 years. It is one of the largest and most elite departments in Nassau County. The men and women of this department take great pride in providing the best fire and medical services to local residents and businesses, 24 hours a day, seven days a week, 365 days a year.

The Valley Stream Fire Department is led by its three chiefs. It operates four engines, two hook and ladders, one heavy rescue unit and two ambulances located in five firehouses throughout the village. The department serves the village as well as South Valley Stream. Firefighters undergo regular training and are provided with state-of-the-art equipment.

The Fire Department also has a fire prevention trailer, used to educate children about fire safety in the home.

It is regularly seen at schools in Valley Stream during October, which is Fire Prevention Month, as well as other times throughout the year.

Although the Valley Stream Fire Department is just a phone call away, there are some things that you can do

Make sure your home is equipped with smoke detectors, test them at least once a month and change the batteries at least twice a year. Carbon monoxide is deadly. The use of a carbon monoxide detector could save your life. Practice Exit Drills in the Home (EDITH) with your family so you can have an escape route and meeting place planned should a fire occur in your home. Also, if your clothing catches fire, remember to stop, drop and roll.

ranklin Hospital, a member of the North Shore-LIJ health system, is a 305-bed community hospital which focuses on family-centered medicine and offers a full range of healthcare service. The North Valley Stream medical center first opened in 1963.

Last year, Franklin had nearly 44,000 emergency room visits and more than 10,000 hospital discharges. It employs more than 1,200 people including 275 nurses. More than 800 physicians are affiliated with the hospital. There are also about 260 volunteers.

Adjacent to Franklin is the Orzac Center for Rehabilitation. It provides post-acute short-term care services for patients requiring rehabilitation.

Orzac also houses the only adult day healthcare program in the North Shore-LIJ system.

Franklin is the only hospital on Long Island to receive top ratings in both total knee and total hip replacement procedures. Physicians use the most technologically advanced methods available to restore joint motion and shorten stays.

The hospital is home to the Lions Club Eye Bank.

It provided 552 corneas for site-restoring corneal transplants in 2013. Franklin's comprehensive lab services are accredited by the College of American Pathologists.

Central High School is grades 10-12 and opened on Fletcher Avenue in 1929. Before that, students attended school on Wheeler Avenue. That building was torn down after the new high school was built.

Memorial Junior High School is grades 7-9. It opened in 1952 when Central High School was

becoming too crowded. A year later, North and South High Schools were approved on the same referendum and built with identical styles. They opened in 1955 and are the two junior and senior high schools, serving grades 7-12.

Students attend these schools after graduating from school in elementary Districts 13, 24 or 30.

The districtâ&#x20AC;&#x2122;s nine-member Board of Education consists of three representatives from each elementary school district and holds meetings that are open to the public.

The present Wheeler Avenue School was built in 1925. The James A. Dever School, then named Corona Avenue, was built in 1950 followed by Howell and Willow Road Schools in 1953.

There are about 2,200 students and 200 staff members in the four District 13 schools that serve grades K-6. Wheeler Avenue, James A. Dever, Howell Road and Willow Road run by the motto, “Where children come first.” The district encompasses part of the Village of Valley Stream, North Valley Stream, Malverne, Franklin Square and Elmont.

Brooklyn Avenue hosted its annual read-aloud in June and each class had a visitor read to them. William L. Buck students promoted healthy hearts by participating in Jump Rope for Heart this March. ElEmEntary district 30 District 30 was formed in 1923 from parts of Valley Stream School Districts 13 and 24, and Elmont District 16. Its first schoolhouse, called the Little Framed School, was a temporary building that lasted from 1923 to 1927. Clear Stream Avenue opened in 1924 and Shaw Avenue opened in 1951; Forest Road School opened in 1953 followed by the Washington Avenue School, which later closed.

The three schools in District 30 serve approximately 1,500 students in grades K-6. This past school year, Shaw Avenue was

nominated by the New York State Education Department as a National Blue Ribbon school because of its achievement on the 2011 New York State state assessments. The education department also designated each school in District 30 as a “Reward School.”

Third-graders at Shaw Avenue put on a musical in May, “Character Matters,” that taught lessons about positive character traits and treating one another properly. Forest Road School started its own Lego club after the district’s enrichment program launched a Lego robotics

program to help students with science, technology, engineering and math.

The three schools offer a variety of activities, such as performing arts programs, gifted and talented education, before and after school clubs, integrated technology projects and home-school connections.

Programs implemented in recent years included Latin for grades 4-6, an elementary science program for third grade, lab writeup instruction for sixth grade and an integrated ELA/social studies curriculum for all students.

Green Acres Senior Center, founded in 1967, is one of 16 senior centers run by the Town of Hempstead. Although the majority of its members are from Valley Stream, the center is open to all town residents 60 and older, and it is free to join.

Regular activities include bingo, beach trips, billiards, sewing, ceramics, a glee club, cards, luncheons, arts and crafts and supermarket trips. There is a yearly holiday boutique.

Every week, Green Acres members get takeout and three hot lunches. The center has its own nutritionist to ensure that each member’s health needs are met.

Green Acres holds a general meeting every month with its executive board of seven members elected by the seniors.

Bingo is hosted a couple of times a week and lasts from 1 to 2:30 p.m. On Thursdays in the

New Horizon Counseling Center is at the forefront of mental health counseling on Long Island. Services cover a range of needs, including family counseling, marital counseling, children and adolescent counseling, treatment for addictions and chemical dependencies, depression, trauma recovery, bereavement and grief counseling and services for older adults.

New Horizon’s mission is to empower individuals and strengthen communities. Its goal is to help troubled children, teens, adults and families reach their full potential as caring, responsible individuals.

NHCC will host several events this year, including a Valley Stream Total Health Expo in November to provide community resources, an annual Ladies’ Nite Out, also in November, a fundraiser to support children’s services, and an indoor winter walk in Green Acres Mall, “One Step at a Time to Stop Bullying.”

Nassau County is governed by an elected Legislature. The Legislature is comprised of legislators from 19 districts. It includes an independent budget director who advises the Legislature on spending and revenue matters. The Legislature also enables residents to submit petitions for proposed new laws that legislators are obligated to consider. The 19 county legislators serve two-year terms.

The county executive — currently Republican Edward Mangano — serves a four-year term and is the chief administrator. Nassau also has an elected comptroller, currently George Maragos, an active district attorney, Madeline Singas, and a county clerk, Maureen O'Connell.

The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads.

Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a two-year term, and the council members have a four-year term of office.

The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget.

Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes. towN of Hempstead

reetings from the Valley Stream Chamber of Commerce (VSCC). We are an organization that promotes and supports the local business community.

The concept of the Chamber of Commerce dates back to the 16th century as a way to increase commerce and govern trade. Our organization, which formed in 1955, strives to create a vibrant business community in Valley Stream that appeals to a wide range of consumers.

Our membership encompasses many types of small businesses, as well as medical facilities and doctors, religious institutions, schools, local government and service organizations in Valley Stream.

VSCC continues its positive relationship with Village Mayor Ed Fare and the Board of Trustees. Members forge bonds that strengthen the business community at large.

In business, networking is an established way to make contacts and our members have been doing that for nearly 60 years. Our monthly lunch meetings (except in July and August) provide time for networking as well as the opportunity to hear informative speakers, meet local officials and sample the food at local restaurants. Mayor Ed Fare and other local businesspersons, professionals and elected officials have been speakers this past year.

On the first Tuesday of the month between 8 and 9 a.m., there is an opportunity to informally network at Sip This coffee house located at 64 Rockaway Avenue. Interacting with other members allows for an exchange of ideas and develops a support system.

Throughout the year, there are other networking opportunities.

The Chamber offers advertising opportunities, as well. Membership includes a listing on our redesigned website (www.valleystreamchamber.org), in our published directory and inclusion in the listing of members that appears in this guide. This Chamber also periodically works with the well-known company MapToons to produce a fun community map of Valley Stream including advertisements for local

businesses which is mailed to every home in Valley Stream and is published in communities throughout the Island. Advertising is also available during the year as a Fourth of July sponsor, in the annual gala journal and in the Chamberâ&#x20AC;&#x2122;s own newsletter. VSCC receives phone calls and emails asking for information about our area. The responses to those inquiries are referrals to our members.

VSCC is active in the local community. Our members march in the Memorial Day Parade, award scholarships to graduating Valley Stream high school seniors, co-sponsor with the Village the Fourth of July fireworks show, provide T-shirts for children at the village pumpkin painting contest in October, purchase the holiday lighting that is displayed in Valley Stream and participate in Toys for Tots. The Chamber welcomes new business to Valley Stream, and will arrange for ribbon cuttings attended by Chamber members and village officials.

VSCC is once again a sponsor for the annual Valley Stream Community Fest. Last yearâ&#x20AC;&#x2122;s event attracted thousands of people to Rockaway Avenue.

This year promises fun for everyone. This event is an opportunity to showcase our village and for businesses to interact with the community.

Our Board of Directors and active members donate their time. I express my sincere gratitude to them all. As the newly elected President, I look forward to working closely with our membership and I am excited about the opportunity to support and further enhance our local business community.
