RICS Awards 2017 – The Winners
Dynamic Event Centre is Yorkshire & Humber’s Project of the Year Every year the RICS Awards, Yorkshire & Humber attract a significant number of quality entries and this year was no different. Selecting this year’s shortlist of 37 projects was a challenge as the talent, vision and exceptional skills of the professionals behind them was nothing short of remarkable. A big thank you to all our sponsors who made the ceremony such a wonderful occasion. It goes without saying that our judging panel found deciding upon the eight category winners particularly tough, not to mention who would take home the accolade of Project of the Year 2017, Yorkshire & Humber. This highly-esteemed accolade is awarded to the project on the shortlist which demonstrates outstanding best practice, exemplary commitment to sustainability and significant benefit to its local communities. I’m delighted that this year’s Project of the Year, RICS Awards, Yorkshire & Humber title went to the Yorkshire Event Centre in Harrogate, which also won the Commercial award.
Since opening, the Yorkshire Event Centre is rarely without large exhibitions, high profile conferences or dinners. The venue has already exceeded performance expectations and has encouraged new visitors to Harrogate, boosting the local economy and acting as a catalyst for further investment in the area. The talent of our region’s professionals is amazing and I would like to thank all those behind the RICS Awards, Yorkshire & Humber’s shortlisted projects who took the time to enter and showcase their stunning work. The work, expertise and professionalism of chartered surveyors ensures the best projects and value for end users and communities. All category winners will go on to compete against other regional winners at the RICS Awards Grand Final on Thursday 2 November 2017 in London, for the chance to be crowned the overall UK winner in their respective category. Building Conservation Winner Clementhorpe Maltings, York Owner: Northminster Ltd Surveyor: LHL Group Ltd Architect: COG Architects Developer/Contractor: Croft Farm Construction The existing Grade II former malthouse building was owned by City of York Council, who invited developer bids for the purchase and sustainable conversion of the building. Having been vacant for over 50 years, Northminster proposed an innovative scheme integrating six new townhouses in the existing building shell. The building, which suffered serious structural issues, had previously been under threat of demolition. Rare original malting equipment remained insitu and formed a significant element of the listing alongside the structure and fabric.

The judges said Converting former industrial buildings to apartments is nothing new; converting them in high-quality town houses is. Not only has the conversion of Clementhorpe Maltings delivered six new homes in the heart of York, it has retained and conserved a much loved historic building threated with demolition. The retention of much of the original machinery and fittings and the vertical subdivision of the houses has allowed the character of the building to extend to all parts of the development. This development really allows us to fully appreciate and understand what this building used to be.

The Yorkshire Event Centre, Hall 1 project has created the largest single event space in the North East. The main hall offers 4,320m2 of space, ideal for accommodating exhibitions, conferences, dinners (up to 2,500 people). Delivered on time and budget, using entirely local materials and workmanship, it also incorporates many sustainable features, with processes in place to recycle most of the waste from events.

This award recognises excellent achievement in providing a facility, which directly benefits the local community. In particular, the project must illustrate its success through local community feedback. Projects may be single or groups of buildings in urban, rural or coastal areas. They may be new or improvements to existing facilities.

The project team on the £25m redevelopment of East Riding Leisure Bridlington, placed community engagement at its heart. This was evident by around 3,000 people visiting the site during the construction period alone. The state-of-the-art facility was designed to engage with the community and within six weeks of opening it had attracted 50,000 visitors. Olympic medalist Gail Emms MBE summarised it perfectly: “This is an amazing place. The fact that it’s in the town centre and so accessible is so important.”

The judges said East Riding Leisure Centre is an outstanding example of a scheme dedicated to serving its community and the wider tourist population. The centre is bustling with activity which is a true testament to the quality of the facilities and the diverse range of community involvement. From inception, construction and operation of the facility it was clear that the local community were key contributors to the scheme and benefactor of the superb facility. Airedale suffered a devastating fire at its premises in Rawdon back in September 2013. The factory was badly damaged, and as a result, the old building was demolished and rebuilt. The new building – home to over 300 staff - is world-class and incorporates an extensive Research & Development (R&D) facility which is particularly impressive. It has allowed Airedale to significantly increase its production capacity and lead the world market in their industry with the largest R&D facility of its kind in northern Europe.

The judges said The commercial pressure of losing their primary manufacturing plant in a devastating blaze in September 2013 was the driving force for Airedale International Air Conditioning to create their cutting edge new facility in Rawdon. The judges were impressed with innovative approach to using BIM, allowing off site manufacture and fast track installation of building services, dramatically cutting the construction programme. The impressive new research and development facilities allow one of Yorkshire’s premiere manufacturers to continue to lead the world market in their industry.

Yorkshire Water’s £16m Bransholme Storm Water Pumping Station (SWPS) upgrade increased flood protection for 15,000 homes by quadrupling capacity. The new station can pump equal to an Olympic swimming pool into the 110,000m3 storage lagoon in under two minutes. The Bransholme SWPS facility is the biggest of its kind in Europe and uses eight Archimedes screw pumps – each as long as a blue whale. The design reduced power, noise and visual impacts using solar photo-voltaic cells and a ‘living roof’.

The judges said Bransholme SWPS is a superb example of contemporary engineering designed and delivered with the passion and expertise typically associated with Victorian infrastructure. Innovative use of ancient technology combined with a bold and confident architectural response has resulted in a facility that is welcomed by the local community not just a ‘flood alleviation scheme’ but as local landmark; a symbol if you will of a community that will not be defeated by flooding. 19

Fox Valley is a brand new town centre retail destination in north Sheffield with direct access off the A616 Sheffield to Manchester Road. This unique development has transformed an rundown site creating a new commercial heart. Officially opened by Joanna Lumley in June 2016, Fox Valley houses a line up of national and unique independent companies housed within high quality architecture. Stores and offices are set around a central car park and attractive piazza with a stunning multi jet fountain.

The judges said The Fox Valley project makes Stocksbridge a brand new destination with improved linkages to the region, respected and celebrated heritage and great involvement from the local community it serves. The scheme has brought a new link road, housing, retail, recreation and offices to create jobs, hold events and bring visitors to this former steelworks site. A unique retail mix has totally reversed the flow of money out of the area underpinning the success of a scheme that will truly regenerate this part of north Sheffield.

The Grade II former malthouse building was owned by City of York Council, who invited developer bids for the purchase and sustainable conversion of the building. Northminster Ltd a local development and property company proposed an innovative purchase and profit share development method for a scheme comprising of six new townhouses in the existing building shell.

Rebecca Adlington OBE summarised the new £25m redevelopment of East Riding Leisure Bridlington perfectly by stating “If I’m honest, I’m a bit blown away by it all. I can’t think of many other leisure centres like it” From the outset, the project team set ambitious objectives to create a state-of-the-art facility that would become ‘a go to destination’ for Tourism in the region. The project not only enhanced the leisure offer to the region, but also raised expectations for Bridlington.

The judges said This state-of-the-art leisure facility has incorporated innovative and inclusive designs, which fully integrate with its surroundings, and provides additional facilities for the town. Visitors and tourists numbers using the scheme have dramatically increased, with committed membership rates increased 300% to account for 10% of the entire population of Bridlington. Consideration has been put into every aspect of the scheme, coupled with the enthusiasm of all staff members, has resulted in a fantastic facility and a real attribute to the region.

The Yorkshire Event Centre, Hall 1 project is outstanding as a venue; dynamic as a commercial property development and the best thing of all is all the profits generated by this new space go towards funding the work of a registered charity, the Yorkshire Agricultural Society. This scheme opened in June 2016 and has been a great success, attracting exhibitions, conferences, product launches, awards dinners and Christmas parties too. In November there were only three days that were not used for events – any venue in the world would be happy with that level of occupancy. Unlike most

other commercial properties who are looking for a small number of fixed term tenants; the events business model is different. A typical exhibition will build up for two days, open for three days and break down in one day – giving a six day tenancy. A dinner can be set up in a day and live for one night and then out the next day. So this building needs to attract an awful lot of short term bookings, some like exhibitions are regulars and will come every year but other business are one-off’s – a company conference, a large dinner, so searching for new business is a constant job. In event terms occupancies are very good and these are improving quickly as people visit the space. The centre is currently ahead of its business plan in both tenancies and reveue. This scheme meets the occupier needs head on – alot of time has been invested in creating the plans with P+HS Architects, talking to customers and potential customers to get a real understanding of the market and what organisers, exhibitors and visitors want from a venue. This building is a testament to great team work from the inception, through the build and now with the venue team and the customers. Some of the events such as Flower and Quilt Shows need as much natural light as possible to give true colours – so high level windows have been installed balanced with high lux level LED lights. Other events need total black out, so black out blinds have been installed. Other clients worried about noise levels and so large amounts of sound absorbent products have been installed into the building.
The scheme cost £11m which includes the build costs of £9.5m and the fees and fit out. In comparison to other venues of similar standards around the UK the price per m2 of the cost was in line with others, showing excellent value for money. Alot of work was done during the design stage to ensure that the money was used in the key areas, a good example of this would be the loos – the toilet doors and the vanity units are made from recycled plastic bottles, which make a big, colourful statement. These toilets have been awarded a Platinum Award in the Loo of the Year competition. The scheme has certainly integrated in to the surrounding area well, although it is a new build it looks as if it has been rooted into its landscape, seamlessly. It has two very clear ‘frontages’ – one where guests arrive, ushered in past wonderful green copper and dry stone wall curved ‘wings’. The other frontage overlooks the stunning Crimple Valley and gives guests chance to sit and take time to think and get some fresh air (whilst undercover).

In the main hall space even the air ventilation is via colourful air socks, rather than boring steel. The lighting and timber ceiling features in the foyer lead to the main space, making the route flow without excessive signage. The practical uses of this building which has to cope with large volumes of people heating and cooling in very quick time meant that some sustainable options were not available to us.
