Successful Prosecution in a Complex and Interconnected World

Ongoing legal and judicial reform focuses on transforming the performance of court systems, in particular by dramatically enhancing court administration. Changes to the organisational structure of the court system, improvements to the management of resources and to court proceedings are all central components of worldwide justice reform.

Citizens rely on state prosecutors to be their champions for justice and the breadth of this role is growing in many countries. New types of crime, including cybercrime and international terrorism and improved standards in handling witnesses and accused persons, all call for a wider range of expertise among prosecutors.

This programme looks in depth at the management and administration of court systems. Through a combination of presentations, counterpart meetings, workshops and court visits in London and its outlying districts, you will learn about new strategies for judicial administration and ongoing service improvements. You will observe first-hand how these ideas have been put into practice in England and Wales. You will follow the process through from the first instance at civil criminal courts up to the Court of Appeal and on to the Supreme Court, and observe how justice delivery and court service differs at each level.

This programme enables prosecutors to examine key concepts and learn the latest developments in prosecutorial work through a combination of presentations, workshops and visits to observe prosecutors at practice. You will learn about new approaches to handling victims and witnesses, using experts and managing the relationship with a growing range of investigators. You will see how these ideas have been put into practice in the English and Welsh justice systems and hear from practitioners and experts what has been successful. You will also have the opportunity to take part in a practical exercise based on a real investigation of a crime scene.

Judicial Case Management

Does your criminal justice system struggle to cope with children and young people, whether as victims of crime, witnesses or offenders? Many countries have serious problems with repeat offending among young people, so how can the cycle of recidivism be broken?

Justice systems are constantly evolving. Recent years have seen an increased emphasis on effective case flow management, which gives courts new responsibilities to secure co-operation of the many agencies involved in judicial administration.

What alternatives to custody, such as restorative justice, have been tried and how successful have they been in reducing repeat offending rates?

This workshop provides a concise yet comprehensive overview of recent justice system reforms in England and Wales that are designed to improve the efficiency and effectiveness of judicial administration. It gives judges, magistrates, court administrators and other justice system professionals the opportunity to design a case management regime that meets the needs of their own jurisdiction.

Participants will learn about new approaches that help young witnesses give evidence, and seek to improve the prosecution and effective participation in the trial of young offenders, reserving imprisonment for the most serious offenders.

A recent in-country case study Judicial and Case Management, Judicial and Training Institute, Malaysia RIPA International was approached by the Judicial and Training Institute (ILKAP) for bespoke training in Judicial Administration and Case Management to support the judiciary in responding appropriately to the wide range of circumstances they encounter in the programme of their work. Held in Malaysia, this two-week programme was attended by 15 participants from various local courts as well as the Attorney General’s Chambers. The programme provided a concise yet comprehensive overview of recent reforms to global justice systems, which have sought to reduce delay and to bring greater efficiency to court administration

procedures. It also offered an opportunity for judges, magistrates, court administrators and other justice system professionals to design an approach to judicial administration and case management that meets the needs of the Malaysian justice system. www.twitter.com/ At the endRIPA_INT of the programme participants looked at how the improved judicial administration and case management raised during the training might be incorporated into the operation of justice in Malaysia. Participants discussed fundamental changes to current procedures required in order to address problems the jurisdiction faced. Through RIPA International’s interactive learning style, participants became well equipped to improve judicial administration and case management within Malaysia’s judicial system.
