he Town of Wilton was incorporated in 1802 and operates with a Board of Selectmen, Board of Finance and Town Meeting form of government pursuant to the Connecticut Home Rule Act of 1957. The Board of Selectmen is the elected administrative board for the Town. Other elected boards are Finance, Education, Planning and Zoning, ZBA and Assessment Appeals. Members of these boards are elected by the registered voters and serve as volunteers.

Town Profile Wilton is nestled in the Norwalk River Valley in Southwestern Connecticut. Located in Fairfield County, Wilton is north of the City of Norwalk, west of the Town of Weston, and east of the Town of New Canaan. Wilton’s 18,242 residents live in an area of 26.8 square miles. Wilton is 55 miles from midtown Manhattan and is within easy driving distance from Westchester County, New York. The Town is accessible from routes 7, 33, 106, 107 and the Merrit Parkway (route 15). Wilton is only one hour from Grand Central Station on the New Haven Line Danbury branch of MetroNorth Railroad, which runs daily commuter service.

The Town of Wilton...

Preserving Its Past for the Future

Wilton is a rural residential town rich in New England history. The first written records of the areas that are now Wilton date back to 1640, when Roger Ludlow and his friends purchased land from the Indians between the Norwalk and Saugatuck Rivers and “a day’s walk into the country.” This land was called Norwalk. The first settlers, called the Proprietors, arrived in Norwalk in 1651 and owned 50,000 acres in common. On the outskirts of Norwalk’s settled area, the Proprietors were allowed private ownership of acreage in a common planting field, but cattle, sheep and hogs were grazed in a communal pasture area. The outer limit of this pasture approximates Wilton’s present southern boundary. By the end of the 17th century, the Norwalk Proprietors began to sell off the northern lands for settlement. The first non-Indian settlements in what is now Wilton were in the 8

fertile lands of the Norwalk River valley and on the ridges of Belden Hill, Chestnut Hill and Ridgefield Road. In order to till the lands, the settlers had to clear the forests and remove hundreds of glacial rocks, which became the stone boundary walls that we treasure today.

The families who bought land in Wilton did not have their own church and were required to attend service in Norwalk each Sunday. When demand for Wilton lands increased in the early 1700s, the Proprietors realized that the land would be worth more if Wilton settlers did not have to make such a long trek each week. By 1725, there were 40 families living in Wilton who wanted their own meetinghouse. Therefore, in 1726, with the approval of both the Proprietors and the Wilton settlers, a petition to the General Court in Hartford created Wilton Parish,

“a village enjoying parish privileges,” but still part of the town of Norwalk. A copy of the petition is framed and on display in the Town Hall. The Wilton Parish, organized as an ecclesiastical society, dealt with many problems of a secular nature as well. It dealt with issues such as communal flocks, pounds for animals and the regulation of the trades and taverns. The state of the roads was a constant source of comment in the society meeting, as was the inevitable subject of taxation. Although the village parish did not have the right to send a representative to the state legislature, it did have complete charge of both local education and military training. The first minister, Mr. Robert Sturgeon, was also Wilton’s first schoolmaster.

As soon as the first meetinghouse was built in 1726, Wilton had a “center” of town, although other areas such as Belden Hill, Drum Hill, Pimpewaug and Chestnut Hill had already been settled by self-sufficient farmers. By 1738, the first meetinghouse had become too small, and a second was built on the corner of Sharp Hill Road. Less than 60 years later, this second meetinghouse had fallen into such disrepair that a third church was built in 1790 on Ridgefield Road, where it still stands as the oldest church building in Fairfield County, Conn. During the Revolutionary War, a surprisingly large number of more than 300 men from Wilton served in a military unit. The War came to Wilton briefly in 1777 when the British had to retreat through the village after their invasion of Danbury. Although several Wilton houses were set afire, none were destroyed since the retreat was too rapid. About 52 Revolutionary veteran graves are still identifiable in Wilton cemeteries. In 1802, despite Norwalk’s objections, the people of Wilton sought—and were granted—separate Town government status by an act of the Connecticut General Assembly. The town chose the traditional New England Town Meeting-Selectmen form of government, which has been retained to this day. In the 19th century, education became the responsibility of the school societies of nine separate school districts in Wilton. In addition, many Wilton children and those of well-to-do families of Norwalk and Stamford attended five private schools and academies in Wilton.

Wilton’s population grew slowly from 1,728 in 1810 to 2,208 in 1860. Most of the land was farmland used for dairy herds, horses or marketable crops. Farmers found their yield from the rocky soil to be very low at the same time that midwestern produce, made readily available by the railroads, began to compete with homegrown products; home industry expanded. Industries such as shoemaking, shirt making, carriage building and distilleries were common. Mills of various types were built along the streams, and the Gilbert and Bennett Manufacturing Co. began producing wire sieves in 1834.

During the years prior to the Civil War, the antislavery movement was strong in town, and Wilton served as one of the stops on the Underground Railroad, a loosely organized escape route to Canada for runaway slaves. The Civil War itself, however, had little impact on Wilton, except that the continued success of local businesses was due largely to the demands of the war effort.

Wilton’s first railroad station, built in 1852, has been moved and preserved by the Wilton Historical Society and is currently in use as office space under the adaptive-use program.

The coming of the railroad in 1852 did not bring many advantages to a community of home industry and farming; instead, it offered easy access to the bountiful western lands. After the Civil War, Wilton’s population declined as cities grew, industrialization increased, the market for home products dropped and farms were abandoned. About 30 percent of the population was lost between 1860 and 1900. By 1900, the census showed only 1,598 people living in Wilton. Today, Wilton is grateful for this long dormant period in its history because it saved many of the 18th and 19th century homes from demolition and suburban development. Beginning in the 1910s, abandoned farms were discovered by New Yorkers for summer homes, and in the 1930s, there were noticeable stresses at Town Meetings between the “old-timers” and the “new people.” The community was changing from agricultural to one of commuters. Originating in its colonial origins, Wilton had developed in a rather haphazard, individualistic way—a house here and a store there. Shortly after World War II, a new phenomenon brought a new look to Wilton’s landscape—the builder subdivision.

Light industry began moving into town. In order to plan for orderly growth, town zoning was adopted. With the growth in population and businesses came the corresponding need for new schools, new roads, executive offices and more support services. The period of greatest growth was from 1950 to 1970, when the population grew from 4,558 to 13,572. The transformation from a small farming town to a suburban residential community of approximately 18,000 has been carefully controlled by zoning and through the preservation of the town’s older colonial landmarks. The town has had the foresight to preserve almost 1,000 acres of open space for active and passive recreational use. Although there is limited land remaining for development, Wilton retains much of its open feeling and rural atmosphere. Winding back roads with trees, streams, ponds, woods and rolling hills are all part of Wilton’s beauty and charm and afford privacy as well as a pastoral setting. There exists among both new residents and those with established roots a strong commitment and concern that Wilton, whatever its future, shall retain some part of its rural heritage. 9


Community Information

Wilton

is a highly sought-after residential community with fine, open land, beautiful historic architecture and a wealth of exceptional services. Wilton is particularly attractive with the convenient travel to commercial centers in Stamford, Norwalk, New York City and White Plains. Featuring extraordinary examples of early-American homes preserved as gracious residences, there are four designated historic districts. Integrating nicely among historic structures are stately, traditional houses, remarkable contemporaries and lavish condominiums. One- and two-acre lots guarantee plenty of open spaces and uphold Wilton’s enjoyable pastoral character. The community cautiously plans and limits commercial development to particular districts. Surrounding the picturesque town green in the center of Wilton are other town offices, the post office and numerous other shops. Children in Wilton receive a solid education loaded in fundamental skills and cultural programs, as well as a new language laboratory, which encourages the study of other foreign languages. Illustrating Wilton’s strong sense of community is the large number of active clubs, civic organizations and exciting cultural and recreational opportunities. Just a sample of the many organizations that offer services and activities for the residents are: the Wilton Family YMCA, Newcomers Club, League of Women Voters, youth coalition and a senior meal delivery service. Offering cultural amenities to the residents are the historical society, a library association, an arts council, Audubon society and the Wilton Play Shop. Weston

is a rustic town of extensive fields, ponds, riverside vistas and generously wooded forests. Its natural brilliance, coupled with easy commutes to urban centers, a solid school system and exceptional recreational offerings, makes Weston a great spot for family life. Residents watchfully preserve the beauty of Weston. The town adopted a master plan approximately 35 years ago to protect huge areas of land from expansion and to establish bare minimum lot sizes. As a result, the striking homes of Weston are set on spacious lots and surrounded by natural splendor. Residences include traditional colonials, delightful farmhouses and sleek, contemporary designs. The charming terrain also lends itself to outdoor and sporting enjoyment. The 1,746-acre Devil’s Den nature preserve features hiking trails that wander through the woods, picnic areas and a beautiful pond. The town recreation department provides activities for all ages, including ski trips, indoor swimming, athletic programs and innovative camps. Water sports are accessible at the town swimming pond and at the beaches of nearby Westport. Equestrian fun is provided by a riding academy. Numerous private clubs provide skeet and trap shooting as well as indoor and outdoor tennis courts and golf courses. Weston’s children receive a strong academic foundation at an exclusively interconnected school complex on 117 acres neighboring the municipal offices. In 2006, a construction project was completed and addressed all the schools, which also incorporated the construction of a new school for grades 3, 4 and 5. The educational system provides a wide variety of culturally enriching programs, including music, drama, visual arts, athletics and interscholastic programs, as well as traditional coursework. Wilton Public Library: The Living Room of the Community

Wilton’s Public Library

was most recently expanded to better serve as the cultural hub and “living room” of the community. Hartford architects, Tai Soo Kim Partners, were chosen by the Association to design the expansion and renovation because of their award-winning portfolio of architecture in the modernist tradition and their successful design of Wilton’s Cider Mill School. The architects’ design built upon the original 1974 design by Eliot Noyes, a Connecticut colleague of Marcel Breuer and Walter Gropius. The expansion and renovation more than doubled the size of the original library, providing improved space for public computer use, local history materials, a gallery, quiet study, children’s arts and crafts, storytelling, a teens’ room and an acoustically tuned, multi-purpose room with sliding glass walls opening to a courtyard. The design by Tai Soo Kim Partners honors the vocabulary of Noyes’ simple white brick walls and transparent panes of glass that frame both interior and exterior spaces. The expansion moved the main entry, enclosed a generous courtyard and framed a second courtyard. These courtyards allow a controlled, natural world and natural light into the library interiors throughout, enhancing the original idea of a quiet place to explore ideas in the age of information. Ambler Farm

is a 200-year-old working farm dedicated to celebrating the community’s agrarian roots through hands-on learning programs, sustainable agriculture, responsible land stewardship and historic preservation. Members of the public are invited to roam the 18 acres of organic vegetable and flower gardens, shop at the seasonal farm stand, visit our sheep, goats, rabbits and chickens, and view the soon-to-be restored Raymond-Ambler Farmhouse. The White Carriage Barn and iconic red barn have been lovingly maintained, as has the ice house, corn crib and other structures. In addition, the Farm’s Apprentice and Educational Gardens have been built, seeded and harvested by students under the guidance of Program Manager Kevin Meehan and Director of Agriculture Jonathan Kirschner. Some of the farm’s signature events and programs include: the annual Maple Syrup Tap-a-Tree program for families, Adventures at the Farm (summer program), Summer Dinner, Valentine’s Tea, Organic Food + Wine, and the perennial favorite, Ambler Farm Day, held the first Sunday of the fall. The Ambler Farm apprentice program is one-of-a-kind, offering students of various ages and levels the opportunity to help harvest, weed, take care of the animals, pick berries, and in special cases, drive the tractor. Moving and Travel Tips for Companion Animals

W

elcome to Fairfield County. If you are moving to Wilton with your beloved pets, you will probably travel by plane or auto, so here are some tips to make the trip more comfortable.

TRAVEL BY AIR: I am not a big proponent of tranquilizers at any time. Acepromazine, the most common tranquilizer used by veterinarians today, can be quite toxic to the liver. If you ask the airlines, they will tell you not to use any medication. The reason for this is medications can block an animal’s ability to regulate their own blood pressure as they go up and down while in an airplane. In the past, animals on medication have died while on airplanes, so I highly recommend NO TRANQUILIZERS on airplanes. Remember, animals are stressed for only a few hours. CAR RIDES are a little different. I still do not like tranquilizers, but offer my clients a few alternatives. A Thunder Coat is a new and innovative way to successfully decrease travel anxiety in both dogs and cats. Originally developed for animals afraid of thunderstorms or fireworks, these coats have many uses and are chemical free. Car rides are associated with car sickness, and Cerenia is a drug that has helped many of my clients travel comfortably with their pets. They report that their pets are much calmer and enjoy traveling—and even look out the window—whereas before, they would hide under the seats or pace with anxiety. Clomicalm is another very useful anti-anxiety drug that must be started a few weeks prior to travel.

NEVER LEAVE YOUR PET IN THE CAR. One of my biggest fears with traveling with pets, especially in the summer

months, is overheating or heatstroke. If you leave your pets in the car so that you can dine or use the restroom, the temperature in a car left in the sun on a summer day can reach over 100 degrees in 20 minutes. It is so easy to leave a pet in the car and become distracted and not realize the time. Please never leave your pet in the car even for just a few minutes. Have one adult stay with your pet, or take shifts. If your pet does become overheated, apply ice on the back of the head or neck, accompanied by a cool water bath at the first rest stop. Always be sure to take a water bowl and a blanket your pets are familiar with, and if possible, a collapsible tent. I’ve used a Frisbee as a water bowl in the past, as they are thin and easily stored and can be a fun toy at the same time!
