Chamber Advocacy Succeeds in Redeveloping Retail Space into Housing Project

Development Will Add 347 Residential Units to Support Housing Goals in the Area

After months of advocacy by the Chamber, the Riverside City Council voted 6-1 to approve the Mission Grove Project, a residential development repurposing the underutilized K-Mart building. The Chamber’s EastHills Business Council has been a long-time supporter of this initiative, recognizing the significant benefits the additional housing will bring to the Mission Grove area, which includes stimulating local businesses. The Chamber played a pivotal role in rallying support for the project by coordinating letters of support from businesses and residents to help secure City Council approval.

Proposed by Regional Properties, Inc., the Mission Grove Project will transform the former K-Mart building into a vibrant multi-family residential development. The project will feature 347 housing units on 9.92 acres located at 375 Alessandro Boulevard. The project will attract working professionals and families to the area,

giving nearby businesses new customers to market to and a stronger workforce to hire from.

The redevelopment will bring multiple benefits to the community. It will create additional housing while repurposing a blighted building.

New residents will enjoy proximity to growing employment opportunities in Riverside, reducing commuting times. Additionally, surrounding businesses stand to gain from increased foot traffic, as residents will have convenient access to nearby retail locations. The development will add to the vibrancy of Mission Grove shopping center, boosting the regional

Riverside Businesses Secured All Five Finalist Slots

University of California, Riverside’s (UCR) Office of Technology Partnerships and the SoCal OASIS™ Initiative recently hosted their 2024 Pitch Challenge Finals, showcasing five of the region’s groundbreaking sustainability startup visionaries. The startups competed for $150,000 in grants funds for use on prototyping and testing their products, securing intellectual property protection, customer discovery, and other necessary processes to bring their products to commercialization. Selected grant recipients will also receive specialized mentorship from UCR EPIC Small Business Development Center (SBDC).

The finalists represented businesses developing innovative and sustainable technologies aimed at improving quality of life in the fields of energy storage, agriculture, and manufacturing. Notably, all five finalists hailed from Riverside. They were selected from a pool of 38 applicants and nine semifinalists.

The first prize was awarded to Superfoam, a company developing sustainable, high-performance foams with exceptional impact absorption for enhanced safety. Seedorina secured second place with their precision seed planting technology. Third place was awarded to 4th State Energy, which is developing cost-effective, sustainable lithium-ion batteries. The remaining finalists were HexHomes, a company constructing sustainable and affordable housing, and Rare Flora, a startup using

engineered plants to extract rare-earth elements from soil.

UCR leads the way in fostering a thriving ecosystem for innovation and entrepreneurship in Inland Southern California. The Pitch Challenge is one of the avenues in which the university actively supports local economic development through its Office of Technology Partnerships.

The Opportunity to Advance Sustainability, Innovation, and Social Inclusion (OASIS) is a public-private partnership led by UCR to drive regional economic development through solutions-driven applied research, innovation, entrepreneurship, and workforce development around sustainability, clean technology, and social inclusion.

The developers have considered traffic impacts and parking in their designs, incorporating adequate parking and more efficient roadways for improved traffic flow.

The Chamber, in partnership with the City of Riverside, Inland Empire Small Business Development Center, and the Women’s Business Center, has launched the Riverside Business Hub and Riverside Business Resource Guide, two transformative initiatives designed to empower residents and business owners. These resources are tailored to provide the tools, support, and guidance needed to help entrepreneurs navigate challenges and achieve lasting success.

Located at the Chamber office building, the Riverside Business Hub serves as a one-stop resource center offering free, one-on-one consulting sessions, workshops, and mentorship programs led by experienced professionals. Whether through business planning, financial management, marketing, and strategy, the Hub provides personalized support and insights to address unique needs. By offering this level of support, Riverside is paving the way for growth and reducing the barriers that often hinder entrepreneurs.

Chamber Celebrates End of Year Successes and Looks Forward to New Year

We are pleased to announce that the Historic Mission Inn Hotel & Spa’s 32nd Annual Festival of Lights Switch-On Ceremony, presented by Kelly and Duane Roberts, was a monumental success. Over 65,000 attendees from around the nation traveled to Downtown Riverside to enjoy the Switch-On Ceremony and other holiday festivities. Every week since, over 20,000 people visited Riverside to view one of the nation’s greatest holiday light displays. As one of Riverside’s largest events, the Festival of Lights has a $150 million impact on the region.

Setting the stage for the coming year, Mayor Patricia Lock Dawson will hold her State of the City address on January 30 at the River-

side Convention Center. The Mayor will detail Riverside’s successes and share her goals directly with residents. Attendees will hear how she plans to create a stronger community. The public is encouraged to attend.

Riverside City Manager Praises Public Safety Improvements and New Industries

Over 250 community and business leaders gathered at the Chamber’s Good Morning Riverside to hear from Riverside City Manager, Mike Futrell, who shared updates on the City’s current and upcoming developments. Through a variety of projects, Riverside continues to prioritize public safety, infrastructure, quality-of-life improvements, and initiatives that enhance the local economy.

Futrell highlighted that Riverside has excelled at accomplishing its goals in 2024. Crime was reduced by 27.2% through the hiring of additional police officers and the implementation of innovative technology like the Real Time Crime Center, which tracks public safety activity more effectively. Riverside has also increased investments in roads and infrastructure, with plans to expand construction in 2025. Upcoming projects will include enhancements to museums, libraries, parks, a new police department headquarters, and the Northside Agriculture Innovation Center.

Riverside is also focusing on positioning itself as a national green tech hub and hospitality leader. Futrell emphasized the City’s efforts to improve air quality through the adoption of electric vehicles and by creating additional jobs to sustain and grow the local economy. Recently, Ohmio, an autonomous electric shuttle manufacturer, opened a facility in

Riverside. The City plans to incorporate Ohmio shuttles into a pilot program in 2025, testing the technology on Riverside streets. Riverside also welcomed Voltu Motor, an electric vehicle manufacturer, and plans to partner with them to eventually transition its fleet of City vehicles to electric trucks. Additionally, Hyundai Rotem Tech will open a plant in Riverside to develop and utilize hydrogen-powered trains. Lastly, Fleming’s— an iconic prime steakhouse—will open at The Mark in Downtown Riverside.

Good Morning Riverside also featured updates from other speakers and business leaders. Steve McKinster, the Riverside Fire Department’s new Fire Chief, introduced himself and detailed how he plans to keep the community safe. Winners of the SoCal OASIS Pitch Competition, 4th State Energies and Super Foam Corp, shared how their innovative and sustainable products will greatly enhance the quality of life for all. Jose Medina, the newly elected Supervisor for Riverside District 1, introduced himself and shared some of his priorities for the future.

Vital Water Project for Businesses and Residents Makes Headway

The Chamber supported Metropolitan Water District of Southern California’s (MWD) recent decision to approve $141 million in additional funding for planning and permitting for the Delta Conveyance Project (DCP). This essential project will strengthen California’s water infrastructure, providing the foundation for a reliable and sustainable water system to support the state’s future growth and resilience.

Thousands of businesses depend on a reliable water supply to sustain their daily operations. The DCP plays a crucial role in maintaining the competitiveness of key areas across Inland Southern California, ensuring they can adapt to a changing climate, drive innovation, and support a robust economy. Advancing initiatives like the DCP positions Riverside as a prime destination for new investments, driving growth and prosperity throughout the region.

While the region has made significant strides in water conservation, these efforts alone are insufficient to meet the region’s growing demands. Nearly one-third of Southern California’s water supply is sourced from Northern

California, delivered through a system increasingly strained by an aging infrastructure. The current water system poses a significant risk to Inland Southern California’s ability to maintain a consistent supply. Modernizing and restoring critical water infrastructure is imperative to ensure businesses and households continue to benefit from a steady, affordable water source, safeguarding the region’s resilience and future growth.

The Delta Conveyance Project would improve California’s ability to take advantage of intense periods of rain and excess flows in the Sacramento River by creating two new intakes in the north Delta and a single tunnel connecting to the California Aqueduct via Bethany Reservoir. Chamber Opposes Costly and Limiting Transportation Amendments

The Chamber along with several transportation and business leaders recently opposed the California State Transportation Agency’s (CalSTA) proposed updates to the 2024 Climate Action Plan for Transportation Infrastructure (CAPTI). These updates provide a one-size-fits-all model to Riverside County’s dynamic infrastructure demands.

With nearly one million residents commuting daily, traffic congestion remains one of the most significant challenges in the Inland Region. Balanced transportation solutions are vital to addressing the region’s evolving needs. However, CAPTI only prioritizes alternative transportation methods, such as trains and buses, while neglecting the County’s pressing need for highway and roadway projects to alleviate congestion. The plan proposes embedding guiding principles into statute, which would make it even more difficult to adapt or implement future transportation improvements.

Under the current proposal, projects will be required to fully comply with Vehicle Miles Traveled (VMT) neutrality standards to access Senate Bill 1 (Beall) gas tax funds, making it even more challenging for critical infrastructure projects to move forward. This lack of flexibility will hinder the ability to bring much-needed tax dollars back to Riv-

erside. Lastly, CalSTA’s proposed policy directly contradicts the expectations of voters, who reaffirmed the need for SB 1 funding in 2018.

While the updates are well-intended, the Inland Region will only see traffic worsen and projects will be delayed. The Chamber will continue to work with Riverside County Transportation Commission to advocate for a balanced transportation plan. Riverside Hero Award Honors Chancellor Kim Wilcox: A Career Dedicated to Education, Innovation, and Opportunity

The Chamber is proud to recognize Dr. Kim Wilcox, Chancellor of the University of California, Riverside (UCR), with the Riverside Hero Award at the Mayor’s State of the City Address on Thursday, January 30.

Dr. Wilcox has served as Chancellor of UCR for nearly 12 years, propelling the university to national prominence through growth and innovation. Under his leadership, UCR has consistently earned recognition as one of the nation’s “fastest rising” institutions, thanks to strategic institutional improvements and unique educational opportunities for its students.

Under Dr. Wilcox’s tenure in 2023, UCR achieved its long-standing goal of joining the Association of American Universities (AAU), one of the most prestigious recognitions in higher education. Drawing on his leadership experience from Michigan State University and the University of Kansas—both AAU members—Dr. Wilcox was pivotal in making this achievement a reality.

Dr. Wilcox has also prioritized collaboration and student success on a national scale, spearheading UCR’s role as a founding member of the University Innovation Alliance. This initiative improves college graduation rates and diversity among students. Furthermore, UCR has received the Seal of Excelencia, an honor given to institutions demonstrating exceptional commitment to Latino student success. The University was also named a U.S. Department of State Fulbright HSI Leader.

Dr. Wilcox’s impact extends far beyond recognition.

He has led transformative campus growth, including over 2 million square feet of new facilities, expansions to the School of Medicine’s education buildings, the Student Success Center, new student housing, and other infrastructure projects—all of which support the University’s expanding enrollment and innovative academic programs.

The Riverside Hero Award recognizes individuals or groups whose contributions have significantly advanced the community at the state or national level over the past year. EastHills Business Council and Jenson USA Donate 25 Bicycles to Support Local Students

The Chamber’s EastHills Business Council partnered with local businesses to facilitate the giveaway of bicycles to elementary school students in the Riverside area. Jenson USA has proudly donated bikes for over a decade and continues to encourage Riverside youth to be physically active.

This year, 25 lucky 5th and 6th graders from Benjamin Franklin Elementary and Mark Twain Elementary received brand new bicycles, safety equipment, certificates of recognition, and more from business partners and local government officials.

Jenson USA donated bicycles to the students and delivered a safety lesson. Technicians with Jenson USA adjusted the bikes for the students to ensure comfort and safety. Hensel Phelps Construction generously donated

bike locks and Assemblymember Bill Essayli’s Office provided personalized certificates for every winner at each school. Riverside Police Department officers from the Problem Oriented Policing Unit also attended the event and reminded students about holiday safety.

Bicycles were awarded to students who responded to a prompt asking them, “Where would you adventure on a bicycle?” with the options to answer via a short essay or an art piece. The students with the best responses were selected by the principals of each school and awarded their bicycles at the ceremonies.

The Chamber is eager to continue collaborating with local partners to support Riverside students and set them up for success. The Chamber looks forward to next year’s giveaway.

Praised for Staff Preparation

The Riverside Unified School District’s Professional Growth Systems (PGS) was honored with the 2024 Golden Bell Award by the California School Boards Association. PGS is an innovative and comprehensive support system that provides direct coaching, guidance, and mentorship to new employees who directly impact students. The programs reflect RUSD’s commitment to preparing educational professionals to lead students and enhance the quality of education in the region.

The PGS supports incoming teachers, school administrators, and new classified staff through researchbased coaching and mentoring principles. All three job branches have expressed their approval of PGS, praising its ease of use, technical and emotional support, and accessibility. Over 94% of classified employees who used the programs indicated that PGS developed the skills necessary to complete their jobs.

The award recognizes innovative educational programs that promote equity and student success. Providing high-quality education starts with staff who possess the necessary skills and support to foster environments for student achievement.

This honor represents RUSD’s 9th Golden Bell program recognition. Last year, they received the award for creating the Cafecito, Amigos de RUSD Facebook Live community, a crucial resource that offers peer support and guidance for parents.

of the Month Leads the Way in Building Local Partnerships

Congratulations to Oz Puerta, Executive Director of Arlington Business Partnership (ABP), on being named Ambassador of the Month! This recognition honors Puerta’s outstanding contributions to the local business community. Since 2020, Puerta has been leading ABP’s mission to uplift the Arlington area through impactful initiatives like the Riverside Chili Cook-Off, Winter Wonderland, and collaborative community cleanups with the Arlington Community Action Group.

As a Chamber Ambassador since August 2024, Puerta has strengthened partnerships with Chamber members, referring valuable services and support to local businesses. Their efforts have driven collaborations, including a business informational seminar planned for February 2025 to provide essential resources to the community.

Inclusive Marketing Efforts Earn Riverside Public Utilities Prestigious Award Riverside Public Utilities (RPU) recently earned national recognition from the American Public Power Association (APPA) for its commitment to inclusivity. As part of this effort, RPU has created marketing materials in Braille and large-type formats for seniors and individuals with visual disabilities.

The APPA bestowed the Award of Excellence in Public Power Communications to RPU’s Customer Engagement Team to celebrate public power providers that excel in communicating with their customers and the public.

“RPU prides itself on being accessible to its customers, and this effort is the latest example of that,” said RPU General Manager David A. Garcia. “I commend the Customer Engagement Team for seeing a need and filling it.”

The materials, which have been distributed to libraries, utility payment counters, and other public locations, benefit significant portions of the community as nearly 13 percent of Riverside’s population is above the age of 65 and an estimated 2.3 percent are vision disabled.

This recognition highlights RPU’s efforts to meet the needs of underserved populations and align communication strategies with broader community values. The APPA praised these initiatives as exemplary, setting a benchmark for other public utilities. Riverside’s proactive approach demonstrates how tailored communication can enhance community connection and support inclusivity.

1LoveIE Pilots D.A.R.E Academy Mentorship Program for Businesses and Students

The Chamber’s Business Education Partnership recently discussed new Riverside initiatives fostering success for residents, students, and businesses. One recent project is the Dreams Are Reachable Everyday (D.A.R.E.) Entrepreneurship Academy, a program designed to empower high school and early college students with the tools, connections, and skills necessary to bring their entrepreneurial ideas to life. This initiative, led by Justin Hudson of 1 Love IE, will create spaces for young entrepreneurs to collaborate on business ideas and build relevant experience that leads to success in the workforce.

The D.A.R.E. Entrepreneurship Academy is a comprehensive 12-week program that guides participants through the essential steps of building a successful business. Organized into structured sessions, the program accommodates up to 25 students per class. Participants dedicate at least one hour per week, with additional opportunities for hands-on learning and development. Moreover, each student benefits from personalized guidance through monthly one-on-one meetings with experienced busi-

ness mentors, who provide critical feedback on classwork, address challenges, and help refine ideas.

As students reach progress milestones, they will present their ideas to a panel of local business leaders and mentors. The panel offers constructive feedback and serves as a valuable networking opportunity. By nurturing these students, the Academy ensures that Riverside remains a hub for arts and innovation.

The D.A.R.E. program encourages individuals to pursue their aspirations while contributing to the community’s economic vitality. Such initiatives reinforce Riverside’s reputation as a leader fostering entrepreneurial spirit and preparing the next generation for long-term success.

The Chamber is seeking nominations for the Small Business Eagle Award, which recognizes a business for its leadership, accomplishments, and positive impact on the local economy.

Driven largely by the success of small businesses, the Chamber is honored to recognize a business that creates new jobs, shows strength in overcoming adversity, and demonstrates continued engagement in the community through the Small Business Eagle Award.

Nominees are evaluated based on the following guidelines: staying power as an established business in the Riverside region for at least three years, growth in sales and workforce, innovation of service or product, positive response to adversity or challenges, community contributions in personal time or by other resources, and employment of fewer than 50 employees.

Legacy Logistics was awarded last year’s Small Business Eagle Award at the Chamber’s Inaugural Celebration. Since their opening in 2018, they have made their mark both in the

delivery industry and through transportation of business goods. They partner with different industries and have rapidly expanded their business over the last several years.

During the pandemic, they adapted their services to quickly and safely deliver PPE materials to keep businesses operating, earning a reputation as a reliable community partner. Their significant involvement in esteemed organizations such as the Make-A-Wish Orange County/Inland Empire and Community Action Partnership Orange County has made them an excellent recipient for the Small Business Eagle Award.

KRCB Focuses on Beautification Needs Across City; Empowers Disabled Community with Workforce Experience

Keep Riverside Clean and Beautiful (KRCB) is set to conduct its Community Appearance Index (CAI), an initiative that assesses the cleanliness of various areas across Riverside and identifies possible sites for future projects. The results allow KRCB to track annual trends in surveyed spaces and quantify the overall impact of their beautification efforts. The CAI will evaluate residential areas, parks, business districts, and shopping centers for litter, graffiti, illegal signage, abandoned vehicles, and outside storage.

KRCB uses the CAI as a tool to increase the effectiveness of beautification efforts. With over 7,000 volunteers recruited annually across four volunteer programs, including

Ability Counts, Inc., (ACI) and the Community Outreach Resource and Development Center (CORD), KRCB hosts cleanups at identified locations and uses volunteers to remove litter, eradicate graffiti, and plant trees. The CAI is an essential tool in KRCB’s ongoing efforts to enhance the City of Riverside’s seven wards, promoting the #DoBeautifulThings campaign for future generations to appreciate.

Recently, KRCB formed a new community service partnership with CORD. Partnerships with community organizations expand KRCB’s reach and foster inclusive programs that benefit Riverside. CORD empowers adults with developmental disabilities through vocational training and employment opportunities. The organization is a key partner in KRCB’s mission to beautify Riverside’s public spaces. Through the Index, KRCB assigns various locations for these groups to clean, promoting a cleaner and more inclusive community environment.

KRCB offers several volunteer programs throughout the year, including Love Your Neighborhood, Adopt-A-Street, Adopt-An-Alley, and Saturday morning Ward Beautification projects. These programs are designed to accommodate different schedules and provide ample opportunities for community involvement.
