what is a community strategic plan? State and Regional Plans

A Community Strategic Plan is a plan for the community, by the community. It paints a picture of what we want the future to look like, and provides solutions on how we are going to get there. No single organisation or individual can make a community’s future possible and for that reason, this plan highlights your role in making our picture of the future a reality. It emphasises that partnerships are not only essential, but demonstrates the opportunities for shared value.

This plan is a document that has the potential to greatly influence our community. It certainly influences our Council documents and has the potential to influence the NSW State Government. Local businesses, community clubs and organisations can also use this document when planning for the future.

To see how successful we have been in reaching our future goals and to monitor our performance this includes a number of measures. A report on our progress against these measures will be conducted in 2020, this report is called the End of Term report.

what is wagga view? Wagga View is used on social media as a hashtag to highlight some of the greatest things about this place we call home. It now inspires the branding of this Community Strategic Plan focused on capturing your view of the future of our community. Starting in May 2016, a number of activities were setup under the Wagga View branding to capture your view. These activities included:

THE WAGGA VIEW POP-UP SHOP The Wagga View shop was a temporary shop front based in the Sturt Mall that ran over a period of three (3) weeks. The shop front allowed community members and stakeholders to come down and talk to the Wagga View team about their aspirations for the city face to face. Activities changed weekly and included a video vox pop, a community wishing tree, ball games to confirm the community vision statement, letter and questionnaires, sessions with community experts and a guest book. The shop front attracted a wide variety of participants including visitors to the city who wanted to share what they loved about our city. In total we interacted with over 1300 people, had over 600 people come and participate in at least one activity and received over 2000 responses through the shop.

THE WAGGA VIEW RACE The Wagga View Race was an event, where a series of activities were organised for three (3) teams to participate in. The activities were related to different aspects of living in Wagga Wagga covering everything from transport, to the environment, public safety and housing affordability. With 10 community stakeholders involved, the Wagga View Race was a demonstration of how a collaborative approach can produce a great outcome. Our partners at Wagga TV filmed the whole thing so you can watch the race footage here.

SCHOOLS PROGRAM The Schools Program included talking to children about what they love about where they live. We asked them about their third place. If their first place is home and their second place is school, where is their third place? We asked how this place could be improved and what they could do to improve that place as a community member. Looking to the future we also asked children to write a letter to themselves from the year 2050. They wrote about what had changed and what had stayed the same and what they liked about the future. Younger children were able to experience what it would be like to be Mayor and talk about what their priorities would be as Mayor. The Schools Program was conducted at four (4) different schools with over 350 children participating in the activities.

what is wagga view? WAGGA VIEW ROAD SHOW The Wagga View Road Show was about talking to you about your place in your space as well as providing everyone the opportunity to be a part of the development of this plan. Our community engagement truck ‘Charlie’ made its way around the local government area, stopping at 28 neighbourhoods and villages. We took maps of each location out so that you could tell us what you loved, what you would like to add and what you would change in your neighbourhood.

STAKEHOLDER WORKSHOPS A series of stakeholder sessions were held to ensure the opportunity for local business, organisations and other community stakeholders had an opportunity to see and discuss the community’s feedback. The workshops provided the opportunity to change and shape the outcomes and objectives of the plan in its early draft as well as allow organisations to address strategies within the plan and consider measurement of success. Over 250 stakeholders were invited to attend events and to provide feedback on the plan.

ONLINE @ WAGGA.NSW.GOV.AU/WAGGAVIEW Our website was designed to keep you updated throughout the project, with activities changing on a weekly basis and news updates being posted all the time. Online has mapped out all our stops across the local government area, provided opportunities for feedback in a number of different activities, provided interactive content to share and discuss and has captured the story of the consultation so far. SOCIAL MEDIA Since the launch of Wagga View in May 2016 until the end of the public exhibition in December 2016 #waggaview has been used 80 times on twitter and 732 times on Instagram. A steady increase in the usage of the hash tag has been observed especially over Instagram. Social media also was home to the Wagga View photo competition run over the public exhibition period. Entries from this competition have been used in the design of this document.

The Wagga View team wanted to make participating in the consultation for this plan as easy as possible, so we attended a few community events so that you could participate while you were enjoying your weekend. We took ball games, video vox pops and our Wagga View Instagram frame to the Wagga Beach Markets and Tarcutta Markets.

what is wagga view? PUBLIC EXHIBITION After the draft Wagga View Community Strategic Plan went to Council in November, the public exhibition period commenced to inform the final document. Running from the 22 November to the 20 December, this was an active period where we made sure that we heard the community right. We created another temporary pop-up shop in the Wagga Wagga Market Place, we sent ‘Charlie’ the community engagement vehicle back out to our villages, we updated the website for the viewing of the draft plan and for submissions, we created reply paid postcards for people to provide their feedback and distributed these at events and activities undertaken throughout the period. The final part of ensuring that the plan was owned by the community was ensuring that the images of this plan reflected the views of those that live here. In doing so we ran a photo competition for the imagery of this document. Our photo competition captured over 100 views of our community through social media #waggaview and the use of our website. The winners are credited within this plan.

disability inclusion action planning Through the community engagement process the people of Wagga Wagga and surrounding rural villages indicated that inclusion was very important to our future. “Inclusive” was therefore added to our vision. Identified as a “guiding principle”, Inclusion was embedded throughout our Community Strategic Plan. This approach also supports Council’s commitment to Disability Action Planning as prescribed through the Disability Inclusion Act 2014 (DIAP 2014). Disability Inclusion Action Planning supports the fundamental right of choice for people with disability in our community providing them with the opportunities and ability to choose how they live their lives and enjoying the benefits of living and working in our great community on the Murrumbidgee. Council is committed to Disability Inclusion Action Planning. Each of the strategies and actions link to Council’s Disability Inclusion Action Plan and address four (4) key areas: ff Developing positive community attitudes and behaviours ff Creating liveable communities ff Supporting access to meaningful employment ff Improving access to services through better systems and processes

safe and healthy community It is important that we feel safe in our community, at home and in public places. This section covers a number of things that can help us feel safe, including creating safe places and spaces, acting safely and enforcing the rules to ensure the safety of others. It is also important for us to be healthy. Healthy not only refers to our physical state but ensuring that we are healthy mentally and have all the services we need to support us to be the healthiest we can be is our goal.
