Executive Summary In March 2018 COX Architecture were engaged to update the 2010 (Worley and Parsons) Bolton Park Master Plan. The update was deemed necessary due to a number of significant developments within and related to the Bolton Park complex. COX Architecture undertook an initial round of stakeholder engagement to establish an aspirational brief. Key themes of these engagements included: • Most facilities lack the capacity to host major regional events and carnivals. • Many local sports and activities are limited by the availability of facilities. • At a state and regional level, most sports have a common aspiration to establish a regional high-performance centre which they envisage being capable of facilitating high performance pathways and facilities. This would require administrative and operational facilities in all cases. • Existing change/amenity facilities are inadequate and do not adequately cater for increasing female participation across several sports. • Robertson Oval, as the cities main ‘stadium’ is limited in its capacity to host major sporting and entertainment events. • Vehicular access is difficult to many internal venues and lack clarity, especially with respect to the tennis centre. Following the first round of stakeholder engagement, COX Architecture developed a set of site principles and conducted several design studies to investigate strategies for delivering the various program elements. Two strategies were initially developed, the first seeking to provide the required program by utilising as many of the existing structures as possible. The second strategy developed a site planning principle to establish major built form to the Western, Fitzhardinge street end of the site. Other site principles included: • The establishment of an internal circulation and parking ‘spine.’ • Applying open landscape to the eastern end of the site. • Creating a formal entry from the North that links directly to the city CBD and established grid. COX Architecture then undertook an internal peer review process to critique the preliminary studies. The outcome of this process was to attempt a stronger intervention that would: • Form a more logical built stadium element to the West. • Re-locate secondary elements away from the Fitzhardinge Street frontage. • Re configure the tennis centre to allow Geoff Lawson Oval to return to a complete oval form. • Establish a single sports ‘hub’ capable of providing the requirements of all state and regional sports bodies in shared, or tenanted, style occupation. • Connect to the PCYC development and establish a stronger connection to Robertson Oval.

Several further design studies were developed to investigate this more comprehensive site intervention. These studies were then presented to major stakeholder groups during the second round of stakeholder engagement, where the idea of a single sports hub was shared. All stakeholder groups, including the PCYC were supportive of the Master Plan direction and Hub concept. Additional workshops were held with the PCYC to determine some detailed strategies, including a revised floor level, to combine the new Hub, grandstand and indoor stadium, with the PCYC development. During these workshops the PCYC also expressed some interest in management of the overall stadium ‘complex’. Through further discussions and facility inspections with PCYC, it was understood that the proposed development had potential value for PCYC. The Master Plan was further refined to consider some detailed functionality in relation to internal circulation within the indoor stadium, site accessibility, circulation across the broader site and perimeter landscaping and other recreation provisions. The Preliminary Draft Master Plan was formally presented to Wagga City Council in August 2018 and began a period of public exhibition in December 2018. The Final Master Plan has incorporated feedback received from the public exhibition period. Those elements include: • A considered green keeping strategy with provisions for future growth and on-site management. • Two options for the formal pedestrian entry, one including the re-located croquet greens to the East of the ‘Walk of Fame’ walkway. • Demonstration of the utilisation and potential upgrading of adjacent CBD public parking. The two options presented herein as the Final Master Plan explore the inclusion of croquet greens within the park, or, if the croquet greens are relocated elsewhere within the Wagga Wagga region. A cost plan, potential staging plan and economic benefits assessment has been prepared to support the Master Plan outcomes. The Master Plan in it current form develops a logic for the park to be built upon. The insertion of a formal entry, shared street and strong links between each facility within the park will set the Park up for the future. The co-location of PCYC and a new grandstand and stadium will strength the presence of sports along the city edge.

Since the 2010 Worley Parsons Master Plan, a number of significant developments have taken place on the site and within stakeholder groups that warrant integration into a new Master Plan scheme. These include: • Closure of the South Wagga Bowling Club and relinquishing of the bowling club site • The Wagga PCYC Have taken possession of the former bowling club site and have an approved development application in place. • The proposed PCYC development will provide 4 designated courts, which will be available to hire for Wagga sporting groups. While this provision doubles the current Bolton Park capacity for indoor court sports, it will still limit the venues capacity to host major regional carnivals and events. • The Tennis centre have a new site Master Plan and proposal for the Southern Sports academy to share the tennis centre site. • AFL NSW have aspirations for a high performance sports centre in the region • Cricket NSW have a proposal for a high performance sports centre in the region • Gymnastics NSW have aspirations for a high performance sports centre in the region • A new playground has been constructed East of the skate park

1. East/West Internal laneway and circulation providing a shared use zone for parking and parental drop off to most sports infrastructure within the park. This strategy would also provide an opportunity for a second, accessible entry to Oasis Aquatic Centre from the laneway.
3. New Formal Pedestrian Entry to Bolton Park from Morgan St, legible from the city CBD precinct. The entry would ideally address the CBD grid and provide an open landscaped setting as part of the entry experience. This would be suited to a ‘Walk of Fame’ style landscape treatment.

The built façade should provide an accessible formal entry to the stadium complex, serving sports, administrative, conference and PCYC clientele.

A major site node would be created at the intersection with the east west axis, providing opportunities for activation. 5. The main car park entry from Morgan Street creates a secondary axis, for vehicle entry and should seek to aligns to the Tennis Centre North South axis to provide a more legible entrance point.

Initial schemes were prepared to investigate two fundamental Master Plan directions. These were: Scheme One applied the initial Master Plan principles by relocating built stadium elements to Fitzhardinge St frontage and creating a formal entry from Morgan Street, connecting to a new east West axis laneway. The PCYC development was left as a stand alone element and the existing formal entry from Fitzhardinge Street, the croquet greens and the media centre were left in place.

Scheme Two was an investigation of an option of minimal site intervention and cost. This scheme attempted to provide the desired site functionality through re-purposing and adding to the existing site structures, namely the existing basketball and gymnastics stadium. This scheme utilised the PCYC development for total provision of indoor sports courts, and re-purposed the existing basketball stadium for gymnastics. The existing stadium was then wrapped with active frontage, providing the primary hub functionality and a formal stadium entry from the car park. The current croquet location, the Fitzhardinge Street entry and the dive pool proved to be limiting factors in a functional Master Plan.

The Master Planning principles were further defined to strengthen Fitzhardinge Street frontage, now including additional aquatic centre elements and the removal of Fitzhardinge Street Robertson Oval entry and combining the new gymnastics stadium with the grandstand, sports hub administration and the PCYC development as a single form. The croquet greens were relocated to form one side of the formal Morgan Street pedestrian entry and the tennis centre was optimised to integrate into a rationalised footprint.

The existing grand stand location on the Eastern side of Robertson Oval is highly functional due to the ideal afternoon spectating provided by the easterly aspect. This location also is also supported by the planning principle to place all large built forms to the Western end of Bolton Park, adjacent to the city CBD and addressing Fitzhardinge Street. The grandstand would ideally sit on the Robertson Oval East/West axis, directly perpendicular to the cricket pitch. This axis will facilitate an ideal players entry point, from changeroom facilities under the grandstand seating. Movement along the East West Axis should continue to Fitzhardinge Street, providing a formal entry to the stadium, sports hub administration and upper level corporate spectating areas. This entry would also serve as a formal players entry if required for major events. The general public would access the grand stand from the Eastern, Roberston Oval, side.
The access way from Fitzhardinge Street should provide a continuous accessible path of travel form the street entry to the Robertson Oval playing surface, with an ideal maximum gradient of 1 in 33. Ramps, if required should be kept below a 5 percent gradient. Access to Level 1 areas would be via lifts. An accessible path of travel should also be provided along the North South axis , connecting the aquatic centre to the Stadium complex. At the time of this Master Planning process, the existing PCYC Development Application had situated the Ground Floor of proposed new PCYC building approximately 2.5 meters above the proposed stadium and grand stand ground floor. A combined strategy was suggested, providing an overall more appropriate address to Robertson Oval and internal compatibility between the PCYC Ground Floor indoor stadium provisions and the addition indoor stadium provisions to the North. A re-visitation of the proposed PCYC basement parking was proposed as a possible strategy to allow an overall lowering of the PCYC complex. A combined review of parking strategies adjacent to the precinct proposed several locations where additional multi storey parking structures would be compatible with the master plan principles.

Connecting a series of facilities within a precinct can be achieved through the landscape treatment and strong architectural expression. Each of these precedents have a strong relationship to their surrounding environment. The Sporting Commons at the University of Canberra is located at the entry to the university, some distance from the Hub of the university campus. Through strong arterial pedestrian routes established through the university, this facilities relates to the sports precinct that it defines, the campus proper, and provides presence as an entry building. 1

Provision of spaces within the Stadia facility that can be used for multiple functions increases the efficiency of the project. Capitalising on a space that can be used for numerous types of functions allows for spaces to be used more often, increasing the usage of each space, in turn increasing the usage of the precinct and increasing the energy within the whole precinct. Providing spaces that can be used in different modes allows for spaces to be used by difference user groups providing unlikely interacts and relationships between users. Increased users and diversity of user types will in turn provide economic opportunity for the facility, precinct, and city as a whole. 1

Providing an intimate relationship between external and internal viewing areas with the playing space of Robertson oval will provide energy and a positive experience for spectators. Circulation of spectators close to the field allows for increased energy and interaction between users and players; all part of the local sporting experience. Incorporating the spectator seating back into the surrounding environment, as the Tony Ireland Stadium successful does, provides opportunity for casual spectator seating options as well as a more sympathetic relationship to the adjacent environment. 1

Shared pathways and pedestrian routes can be engaging and receptive to the users. Providing spaces along a pathway for different users initiates interaction between users with the precinct. Interactive landscapes include spaces for different users to pause, rest, or interact with. This includes casual areas that can used for skating by one person, or used for resting at another point in time. These areas should be sculptural to engage interest but all users.

Introduction Sports and events-based tourism is one of the most important sectors in the country having special importance at both the economic and social level. Developing sporting infrastructure and, as a result, hosting prominent sporting and non-sporting events can invite the local, national and global spotlight and improve a localities economic performance. Appropriate, attractive and maintained infrastructure can encourage a significant injection of tourism money into a region delivering jobs, industrial production, income, increased awareness of the city as well as improved health and wellbeing and civic pride. The basic principle is very simple: having the ability to and hosting large sports and non-sports events creates an increase of demand for goods and services in the region leading to visitor spends on meals, accommodation and other associated goods.
Background Bolton Park is a regional recreational facility with an important place within the fabric of the city of Wagga Wagga. Council sought a master plan to guide future development, improve connectivity, encourage improved liveability and provide a return to the community. • • • • •
Bolton Park is an ideal location for Riverina regional sporting events and infrastructure Many sports organisations see the potential to establish a ‘hub’ facility in Wagga to provide advanced training and supporting facilities including administration Many sports codes and event promoters would like to host major events in Bolton Park including premier sporting events, conference and other entertainment events Wagga is an ideal location for regional sports carnival, however current facilities often prohibit events of this scale Bolton Park will be the sum of its parts with many of the elements in existence now and some requiring improvement, development or completion.
Anthony Burton & Associates identify the broader benefits of implementing the Bolton Park Master Plan to be: 1. Raise profile of the city and the region Increasing the profile of a city can lead to lasting economic benefits. For example, regional cities which host major sporting events can be assured of a persistent increase in recognition and tourism. This raised profile can be important for giving economic benefits, such as attracting tourists and business investment. 2. Long term investment A significant benefit is the long-term investment which comes from preparing for a major event including legacy of improved sporting venues. 3. Jobs and Investment The several years of planning and investment will help create jobs and can revitalise the city. 4. Enthusiasm and participation A major sporting event can create enthusiasm and excitement, help promote uptake of sport which has lasting benefits for the health of the region. Also, a major sporting event can lead to a rise in volunteerism which promotes civic pride. 5. Short and long term economic benefits An event can lead to a short-term surge in visitors, athletes and media. This will provide an increase in spending and injection of money into the local economy. Repeated events lead to investment and ongoing benefits to the community. 5
Potential Economic Impacts The Wagga Wagga City Council seeks to establish Bolton Park as a significant sport and entertainment destination. A brief high-level assessment of the economics of the project has been undertaken as part of the development of the Master Plan. The analysis shows that the redevelopment of Bolton Park, implementing the recommendations of the Master Plan, could lead to significant economic benefits for the Wagga Wagga region during both the construction phase and the operations phase. There are many examples of events that bring positive economic returns to the regions that host them: •

Junior Sports Carnivals similar to the V/Line Cup carnival in the LaTrobe valley can generate millions of dollars annually. This four-day carnival sees an additional 3,300 people visit the region generating an additional $2.1million in direct spend into the economy and up to $3.8 million in broader economic benefit. Two to three similar sized regional and state level sports carnivals annually could generate in excess of $6 million in direct spend and $10 million in economic return to the Wagga Wagga community annually. These expectations are not unreasonable with a recent state level touch football tournament brought 10,000 visitors to wagga generating $4.1m in direct spend. Tennis: There is potential, over four years for an improved and updated tennis centre to generate an estimated additional $11.940 to $17.5 million to the regional economy. Gymnastics: A gymnastics facility capable of hosting State Level Competitions could host either the NSW Country Championships or state championships attracting over 1,100 gymnasts, 200 officials and 3,000 spectators over five days of competition. The economic benefit to the Wagga Wagga region for an event of this nature could be in excess of $6 million dollars. The Oasis Centre is relatively new (2003) but to meet industry trends for sports, recreation, aquatic and leisure centres may need to evolve to providing an integrated lifestyle hub. This approach would fit with the proposed direction of the Bolton Park Master Plan. However, aquatic leisure centres are expensive to build and maintain. While the centre currently receives approximately 320,000 visitations per year, its ability to generate intra-regional visitation and host regional and state level events is constrained. Developing a facility that was able to host a range of regional, state and national level fixtures (swimming, water polo and diving) as well as drive recreational users (splash park) would lead to significant returns for the broader Wagga Wagga Community. Similar to gymnastics, regional and state level carnivals have the potential to attract over 1,000 competitors and spectators over 5-day periods.
Additionally, major events such as AFLW, Big Bash and preseason AFL could be hosted within a refurbished Bolton Park Precinct, driving tourism and increasing participation rates. With appropriate facilities cricket, swimming and other events could be held at an upgraded Bolton Park delivering a significant economic boost to the Wagga Wagga region Non Sporting activities: Implementing the master plan will allow Bolton Park to host conferences, trade conventions and other non-sporting enterprises. These other activities are important because the majority of the conference and convention attendees will not be local residents. This influx of people leads to an 6
infusion of money into the region. Conference participants spend on average $229 per activity day1 creating an economic impact within accommodation facilities, restaurants, petrol stations, and for other local shops. The key beneficiaries of conference related activities are the service sectors, the wholesale and retail trade sectors, and the financial, insurance and real estate sectors. In addition to conferences the master plan is flexible enough to allow Bolton Park to host major non-sporting events such as concerts and other non-traditional entertainment events like “Monster Trucks” and the “Crusty Demons” delivering other economic benefits to the region.
The potential economic impact This section provides a high-level economic impact assessment of the potential economic benefit that implementing the master plan may bring. It does not look at the individual components of the master plan, rather it looks at a fully implemented proposal. Further, this analysis relates only to the operational phase and do not account for the construction phase of the project. The impacts are measured in terms of the increase in regional income that is generated by visitors and their spending who are drawn to the region as a result of the implementation of the master plan. The modelling is based on estimates of additional annual visitors. AB&A identify that there are three types of users: day visitors; overnight visitors (people who stay overnight in the region); and local users. This analysis considers the economic impacts of the master plan arising from spending by visitors only, and does not account for an increase in local patronage which is also likely to have a positive economic impact for surrounding local businesses. Visitors from outside the region (day users and overnight users) generate significant expenditure covering food and beverage, accommodation (for overnight stayers), and recreation and other services. The modelling of the visitors and their spending is based on several assumptions and based upon the latest economic benefit figures for year ending June 2018 from Tourism Research Australia1. Based on official tourism data, the gross spend per person is $104 per day for day visitors2 and $205 per night for overnight visitors3 with sports specific spends being as much as $274 per night.4 Based on conservative visitation estimates AB&A identify an economic benefit of the project to be in the order of between $7,038m and $10,556m annually. A positive economic outlook Implementation of the Bolton Park Master Plan will have a positive economic impact on the Wagga Wagga Region generating between 12,000 and 18,000 additional visitors per annum. This visitation is expected to produce an additional $3.704m - $5.556m in direct spend to the economy per annum and an annual economic benefit of between $7.038m and $10.556m to the City
The keys to Bolton Park becoming a successful host of a range of sports and events To become a national sporting destination attracting numerous high-quality events the product must be supported with: • •

An annual event strategy with a view to increasing the number and diversity of events held in the region and in particular at Bolton Park. A range of services including accommodation, food services and wellness products that work for the target demographics (families, enthusiasts, leisure seekers and older participants). The co-creation of spaces where participants can share and celebrate their identities and stories6 (this could be a physical location within Wagga Wagga as well as virtual locations through platforms such as Facebook and Instagram). A strong marketing campaign focussed on the target markets backed with consolidated information that makes it easy and seamless for the consumer. A focus on the domestic NSW and ACT market to begin with (noting that Victoria broadly and Melbourne is a relatively close and accessible market). Time, patience, effective governance and ongoing investment in the product allowing the project to develop into a mature product.
