UPGRADED: The Tarcutta Soldiers Memorial Hall has received an upgrade thanks to a grant from the Federal Government.

Heart of the village - Tarcutta Soldiers Memorial Hall receives upgrade

Additional road works to start on Old Narrandera Road READY TO ROLL: Contractors apply the final seal to the section of Pine Gully Road leading down to the intersection with Old Narrandera Road as part of the major upgrade project. Residents and motorists who travel along Old Narrandera Road are advised there will be additional road works carried out on a stretch of Old Narrandera Road to the west of the intersection with Pine Gully Road. Council completed the upgrade and sealing of a 5.4-kilometre section of unsealed pavement of Old Narrandera Road earlier in the year and have been successful in having a variation approved by Transport for NSW to use the savings to rehabilitate an 800-metre section of Old Narrandera Road from the Pine Gully Road intersection heading west. Council advises that traffic control will be in place for this section of works to allow one lane to be open to vehicles at all times. In the meantime, the project to reconstruct and widen the road pavement from the intersection with Pine Gully Road to the Olympic Highway has reached a milestone, with the final seal of bitumen applied earlier this week. Council Senior Project Manager Robert Mithilan said the focus has now switched to putting on the finishing touches. “This includes installing guardrails, hydroseeding the surrounding embankments and road verges, and

putting in signage, with line marking to be carried out in early November,” Mr Mithilan said. “We’re really pleased with how we’ve been able to keep on schedule with all the different phases of this major upgrade project, which is designed to deliver improved traffic flow and safety for all road users. “We know these works, which started in mid-August, have been disruptive to traffic. We appreciate and thank the community for their continued patience during the upgrade.” The reconstructed road sections will be under 60-kilometre per hour reduced speed limits, until the contractor finishes the line marking works. The section of Old Narrandera Road between the Olympic Highway and Pine Gully Road has been expanded from two to four lanes, with two lanes in each direction, while the River Road intersection has been reconstructed. There is also a new dedicated right turn lane onto Pine Gully Road from Old Narrandera Road and a channelised T-intersection with a left turn slip lane out of Pine Gully Road onto Old Narrandera Road.

“These changes are also designed to make the journey smoother and safer for all road users and to enhance the capacity of these roads to meet both present and future traffic demands,” Mr Mithilan said. In addition to these works, on Wagga Wagga’s southern outskirts, the Dunns Road and Holbrook Road intersection works will begin in the coming weeks. The installation of a new roundabout at the busy intersection of these two roads means detours and traffic management will be required for the duration of the project. IMPROVED SAFETY: Guard rails have been installed along the southern side of Old Narrandera Road as part of the upgrade project.

The Tarcutta Soldiers Memorial Hall has recently received an upgrade, ensuring it will continue to be at the heart of community life in Tarcutta for years to come. Following the impacts of the 2019 and 2020 bushfires on the Tarcutta community, Council received a grant of $181,140 from the Federal Government’s Black Summer Bushfire Recovery Grants Program to upgrade the hall. Built in 1928, the Tarcutta Soldiers Memorial Hall was originally built to honour the local soldiers who served in World War I, and also honours those who served in World War II and Vietnam. The building is a monument and a place of pride for the village of Tarcutta, however given the building’s age, it was in need of maintenance and an upgrade. In partnership with members of the Tarcutta Soldiers Memorial Hall committee, Council has planned and delivered improvements to the hall which includes; installation of split system air conditioners, painting of the external walls, treatment of the existing floorboards, upgrade to the amenities block, upgrade to internal lighting and external mural lighting, and installation of solar panels. Wagga Wagga City Council Facilities Management Coordinator Luke Fitzgerald oversaw the upgrade and is pleased with the result. “The grant from the Federal Government has allowed Council to make functional and cosmetic improvements to the Tarcutta Soldiers Memorial Hall in line with the Tarcutta community’s expectations,” Mr Fitzgerald said. “Elements such as the air conditioning and upgraded lighting make the hall a more comfortable space for community members and groups to hold functions and events year-round. The upgrades implemented at the Tarcutta Soldiers Memorial Hall ensure the building will continue to exist as a War Memorial and a place for community gatherings within the village for current and future generations. LAKE LIGHTS: The Lake Albert light poles will receive an upgrade over the next few weeks with the replacement of 21 faulty lighting heads.

Lake albert is lighting up this week Wagga Wagga City Council commenced work this week to replace Lake Albert lighting fixtures which have been identified as faulty. Twenty-one lights of the total of 104 around the lake were chosen to be replaced. The light poles are located along a 5.5-kilometre stretch of the shared path around Lake Albert. The lights were part of the community project ‘Lights4Lake’ by Committee 4 Wagga, assisted by the City of Wagga Wagga. The last of the 104 solarpowered light poles installed in early 2017. Each pole was sponsored by community members, groups and organisations. The old light heads, which includes the solar panel, battery and light, will be removed with the individual poles remaining unaltered. Council Project Coordinator Phillip Blake says a limited budget of $64,000 has been allocated to the light works as part of Council’s Long-Term Financial Plan. “Works started at the beginning of the week, with the aim to replace the proposed 21 lights in the coming days,” Mr Blake said. “A cleaning run will be conducted around the remaining lights in the coming weeks.”

Fully Charged! New electric vehicle charging stations installed around Wagga Wagga The installation of four dual electric vehicle (EV) charging stations has reached completion, with the stations now open to the Wagga Wagga community and passing travellers to use at a nominal fee. Members of the public can access these chargers in multiple locations, with stations at the Visitor Information Centre carpark, Civic Centre, Bolton Park carpark and at Apex Park, Lake Albert. Wagga Wagga City Council received $23,700 for the installation of the charging stations under the First Round of NSW Destination Electric (EV) Charging Grant. Manager Environment & Regulatory Services Mark Gardiner says the stations work towards building consistent and reliable access to recharging facilities across regional locations. “The aim of the fund was to cater for the needs of visitors, along with the growing local EV car user market, help towards NSW net zero goals, and build on the overarching state EV charging network,” Mr Gardiner said. Wagga Wagga welcomes more than 1.3 million visitors to the city each year, travelling for both business and leisure. Council’s Destination and Events Coordinator Kimberly Parker says the 22-kilowatt destination chargers installed are designed so that travellers are stopping for a couple of hours to top up on charge. “During this time visitors can experience opportunities nearby and support local businesses, as well as establishing healthy driving and resting habits,” Ms Parker said. The NSW Government still has funding rounds open for Destination EV chargers, with the opportunity for local tourism businesses to apply for this funding. AMENDED: The public can view and make submissions on the amended Wagga Wagga Development Control Plan 2010 while it is on public exhibition.

Development Control Plan amendments on public exhibition Wagga Wagga City Council is inviting public submissions on amendments to the Wagga Wagga Development Control Plan 2010 (WWDCP 2010), which were endorsed at Ordinary meeting of Council on Monday 23 October 2023. The document is on public exhibition for 28 days from 27 October. The amendments have been prompted by the acknowledgment by Council that the WWDCP 2010, which was developed 13 years ago, in some areas is out of date, incorrect, lacked clarity and required updating to reflect changes in legislation. While a new comprehensive WWDCP is being prepared, the amendments to the current plan ensures the document remains contemporary and usable until the new plan is adopted. Wagga Wagga City Council Manager Development Assessment & Building Certification Paul O'Brien believes the amendments were necessary, but they should not greatly affect Development Applications. “The revised Wagga Wagga Development Control Plan 2010 is more consistent in its wording, eliminates information that was out of date or no longer relevant, and has been updated to reflect legislation changes,” Mr O’Brien said. “Developers will need to re-familiarise themselves with the WWDCP 2010 to ensure their Development Applications align with the changes, however the new document will be easier to read and interpret. “We do not expect the amendments to the document will prompt significant changes to the way Council assesses Development Applications.” The amended Wagga Wagga Development Control Plan 2010 will be on public exhibition from Friday 27 October until Friday 24 November 2023 to allow for public submissions.
