$45M of flood recovery road works completed

In 2010 and 2012, Wagga endured three floods which, in addition to major upheaval and distress for large parts of our community, resulted in a $45M list of repairs required on road infrastructure across the Local Government Area. That long list of repair work to over

1200km of roads, six bridges and 300 culverts is now nearing completion, bringing to a close a period of intense work by Council staff across all corners of the Wagga Council area. “It’s been a massive effort by staff over the past three years, with the road repair

work alone requiring us to move 1000 cubic metres of gravel each day, five days a week,” said Director of Infrastructure, Heinz Kausche. “To put that in perspective, that is about 25 large truckloads of gravel a day and five times our normal weekly operating output.”

Over 500km of unsealed road, equivalent to nearly half Council’s entire unsealed road network, was resheeted - receiving new gravel before being graded, reshaped and rolled. Story continues next page.

RiFL gains Traxion In a major step forward for the Riverina Intermodal Freight and Logistics (RiFL) Hub, Council has commenced direct negotiations with Traxion, an Australian company focused on developing and operating open access railway terminals and infrastructure.

Traxion was selected as the preferred applicant from Council’s recent Expressions of Interest process for the development of the four key areas within the RiFL Hub being direct rail access, rail related development, the intermodal facility and agricultural bulky goods areas. Council is working with Traxion to review current and future business opportunities specific to the RiFL Hub. This will continue for a period of two to three months. “With Traxion’s involvement we have created a practical

The management team have a long history in the Australian railway industry including experience with both rail infrastructure development and rail operations. The company and their customer base have benefited from a simple and proven philosophy of providing customer focused, efficient and safe solutions to the transport industry.”


Green light to collapse Hampden Bridge The contractor responsible for the demolition of Wagga Wagga’s Hampden Bridge has received approval to use the method of ‘induced collapse’ to remove the three main spans of the Bridge, with the collapse expected to occur in three to four weeks time. ‘Induced collapse’ is a common technique for bridge demolition and involves the sequential removal of key structural elements through the application of force in order to cause a controlled collapse of the bridge. The initial methodology proposed by the contractor involved dismantling the bridge via large cranes located on the river bed and floating work platforms. The contractor proposed the change due to concerns about the bridge’s stability and the possibility of unplanned and potentially dangerous collapses occurring. “The approval to change the demolition methodology allows the contractor to proceed with the works, with no impact on the overall project schedule or budget,”

said Director of Infrastructure Services, Heinz Kausche. “Because the method of induced collapse relies on the remote application of force using small explosive charges embedded into key structural members of the bridge, the demolition will occur within a strict exclusion zone, approved and monitored by WorkCover NSW,” continued Mr Kausche. The exclusion zone will be put in place on the day of the demolition and prohibit public access to all areas within a significant distance around Hampden Bridge. The exclusion zone will include road closures on Wiradjuri Bridge, Fitzmaurice Street and Hampden Avenue and will be clearly marked and strictly enforced on the day. “We recognise that for community members interested in the project, the exclusion zone significantly limits the visibility of the project,” said Mr Kausche. “However the exclusion zone is set by WorkCover NSW for the safety of the

community and will be strictly enforced with no exceptions.” “Given the very limited viewing areas, Council is filming the demolition from a number of different angles and as soon as possible after the collapse will make the footage available online and to the media.” Further notification about the implementation of the exclusion zone will be provided as the project progresses. Over the coming weeks work onsite will continue to focus on the removal of loose timbers and contaminated material, reducing the bridge to a skeleton structure before it is collapsed. Once collapsed, the structures will be dragged onto the embankment of the River where they will be safely dismantled.

Flood works completed From previous page. Unsealed roads play a vital role in supporting Wagga Wagga’s rural residents and economy, providing linkages between rural areas, the Wagga Wagga urban area and nine village locations. “Our large unsealed road network comes with a unique set of maintenance challenges such as geographic spread, seasonal traffic flows and of course are highly susceptible to storm and flood damage,” said Mr Kausche. “The floods themselves may seem a long time ago on the calendar, but the work to repair our road infrastructure has continued without stopping, often in the most remote parts of our community.” Flood recovery works to road infrastructure was funded via the Natural Disaster Grant Funding program and Roads and Maritime Services.

Road updates The recent wet weather has caused delays to a number of road works currently being undertaken by Council. “The rehabilitation works at Lakeside Drive, Forsyth Street, Meurant Avenue and Roma Street were scheduled to be completed last financial year, but the consistent rain has caused the sealing of the rehabilitated sections of road to be delayed,” Council’s Director Infrastructure Services Heinz Kausche said. “Council can’t seal the wet road base as it would deteriorate rapidly. We need to allow the road base to dry out completely before applying the final bitumen seal.” As an interim measure Council has reopened some of the roads to traffic. “Meurant Avenue and Roma Streets have been reopened to traffic,” Mr Kausche explained.

“This week Council staff have added a layer of small stone, called dry topping, to Lakeside Drive to help protect the road base from further water and vehicle movement damage. “Given the significant length of the works undertaken on Lakeside Drive it will remain open to local traffic only. “Council staff will continue with other aspects of the Lakeside Drive project including landscaping, sprinkler systems, returfing and reinstating vehicle barriers on the eastern side of the road.” Forsyth Street will remain closed to traffic until the final bitumen seal can be undertaken. “As soon as we get some clear weather, and the road base is in a dry enough condition to allow us get in and finish the job, we will be straight in to finish these projects,” Mr Kausche added.

Productive relationship Wagga Wagga City Council has entered into a five year Memorandum of Understanding (MOU) with Deakin University and TAFE NSW Riverina Institute to establish and maintain effective and productive relationships with the two key

tertiary education providers. The MOU, which saw Griffith and Albury City Councils sign similar agreements, will ensure that Council is able to work collaboratively with both education providers to satisfy key objectives outlined

To avoid heavy fines of up to $1,500, follow these steps: • Have one stable entry and exit point for vehicles • Minimise the amount of land disturbed during construction • Locate stockpiles away from the road, paths, drainage lines and watercourses • Remove accidental spills on the road or gutter • Don’t allow washdown water from cleaning tools and equipment down stormwater drains • Minimise on-site vehicle activity during wet weather or when the site is muddy • Ensure sediment fencing is installed and maintained around the site.

Councillor Column

Council is moving on with completion of some legacy issues which have needed to be resolved for some time. This has been and

continues to be a costly exercise but the results for the city will be positive. We have almost completed the gasworks site remediation, Hampden Bridge is being demolished, we have received and spent approximately $50million on flood damage to our roads and are progressing upgrades to the levee system protecting the city from flooding. In addition to all these

projects we have been able to continue the day to day functions of council to serve the people of Wagga Wagga. Council also has some exciting new projects which will bring growth to the city. This growth is essential for economic activity which maintains and provides jobs for our residents. The Bomen Intermodal (RIFL) project shows great promise and, if we are able to complete it,

councillor.brown@wagga.nsw.gov.au will greatly benefit the city and business located here. The condition of our roads is a constant issue. Council staff have recently completed repairs to our roads which were damaged in the 2010 and 2012 flood events. A major effort was made to repair and upgrade the Westbrook Road which now provides an all bitumen link to Tumbarumba from Tarcutta. This is possibly the most scenic road in our

LGA and provides a great tourist link to Tumbarumba. I have asked for improvements to this road to provide greater safety visibility and signage so it can be used by tourist as well as local traffic. The condition of our road network is a constant concern - especially our unsealed roads. Council does not have the resources to adequately maintain and improve our roads to a suitable standard.

Council staff patrol the network but it is important to let someone know if you see a problem. It is also important to remind the state and federal government of the importance of adequate road funding.

Get planting to help the environment on National Tree Day Wagga Wagga City Council is celebrating National Tree Day on Sunday 27 July and is calling for volunteers to help. “Council has over 1300 native seedlings that need planting as part of this year’s National Tree Day and we are looking for as many people as possible to come and get their hands dirty and join in the fun,” Wagga Wagga City Council’s Environment Education Officer Alice Kent said. “Grab your warm gear, gardening gloves and gumboots and come along and help the environment by planting a native tree, shrub or groundcover at our site in Estella.

“This year we will be planting 1360 seedlings to help develop a vegetation corridor that links Charles Sturt University to the Murrumbidgee River. “Vegetation corridors provide vital networks in which our native fauna can travel around safely to find food, nesting locations and places to rear their young. In particular, this corridor will support the populations of the Squirrel Glider and Superb Parrot who are listed as threatened in our local government area. “As the plants mature they will attract birds, mammals and insects to the area and

build a healthy new ecosystem. “Getting involved in National Tree Day is a great way to encourage our young citizens to develop their environmental conscience. By participating in a community tree planting event, young people can watch the seedlings grow bigger each year as they pass the site,” Ms Kent added. “Volunteers can help by attending the Pine Gully Road community planting site, near the intersection of Estella Road, any time between 10am and midday on Sunday 27 July.”

Volunteers should wear appropriate clothing and sturdy footwear, and if possible, bring along a pair of gardening gloves. Plants, planting instructions and some tools will be distributed on the day and anybody who comes along to help will also be offered a free BBQ lunch. In addition to the community planting site, 18 local schools in the Wagga Wagga Local Government Area will be planting more than 2000 native seedlings on their grounds on Friday 25 July as part of Schools National Tree Day.

What a load of rubbish!

A massive 142 tonne of waste was disposed of for free as part of last Sunday’s Free Tip Day at Gregadoo Waste Management Centre. 828 vehicles went across the weighbridge and disposed of 74 tonne of rubble, 27 tonne of green waste and 41 tonne of general waste. Council have three additional Free Tip Days scheduled for the remainder of 2014/15, with the next Tip Free Day due to be held on Saturday 18 October 2014.
