Community Strategic Plan and LGBTIQ exhibition recognised Wagga Wagga City Council was recognised with two wins at the annual Local Government NSW awards evening.
Council was awarded the prestigious RH Dougherty Award for Excellence in Communication for its Wagga View – Community Strategic Plan 2040 campaign and the Leo Kelly OAM Arts and Culture Awards for the Museum of the Riverina’s exhibition We Are Here: LGBTIQ Stories. “It was an honour to accept these award as they represent the hard work and innovative thinking of Council staff in both of these projects and the quality of service we strive to deliver to our community,” Council’s
General Manager Robert Knight said. Wagga View was one of the largest community consultations undertaken by Council, with more than 3000 contributions from individuals and groups across the Wagga Wagga Local Government Area throughout 2016 and ’17. “The RH Dougherty Award for Excellence in Communication is not only a win for Council, but a win for the wider community as thousands of residents helped create the Wagga View – Community Strategic Plan 2040,” Mr Knight said. “The Community Strategic Plan sets out the long-term vision for the future of Wagga Wagga, which informs and guides all of Council’s strategies and plans. “This award is recognition that Wagga View
truly captures our community’s vision and that Council’s strategic planning is among the best in the state.” It was the fourth RH Dougherty Award for Council in recent years, winning the Excellence in Communication category in 2013 for the Wagga Waggafest short film competition and in 2014 for The Funbobulator online playground creator. Council made it three wins in a row with a Reporting to Your Community award in 2015 for its weekly publication Council News. Through We Are Here, the Museum of the Riverina captured the lesser known histories of lesbian, gay, bisexual, transgender, intersex and queer/questioning (LGBTIQ) residents in the Riverina. We Are Here was the result of collaboration between the museum and countless

generous people who shared their life experiences, loaned personal objects and contributed research. It would not have been possible without the contribution and support of ABC Open, PFLAG Wagga (Parents and Friends of Lesbians and Gays), CSU Momentum and Dr Jessie Lymn, Charles Sturt University “Very few exhibitions of this kind have been run in regional Australia to date,” Mr Knight said. “This was a ground-breaking insight into the Riverina’s history and this award is recognition of the cultural excellence that the museum and Council’s other cultural facilities produce for the region.” The awards were presented in Sydney on 3 August as part of Local Government Week, which takes place from 31 July to 6 August.

The 2017 Community Survey is currently under way. The independent survey provider is contacting residents as part of a random phone survey, with residents able to share their thoughts. “If you’re contacted at random, please take the time to have your say and contribute to this important project,” General Manager Robert Knight said. “The Community Survey gives you the opportunity to have your say on a wide range of Council services. “The Community Survey is an important tool in measuring Council’s performance as well as how we have performed as a community against the priorities identified in Wagga View.” Residents who are not selected for the random survey can still have their say by completing it online from 10 to 20 August at wagga.nsw. gov.au/communitysurvey. Survey results will be published in November.

A section of Bourke Street will be under traffic control next week for the removal of 10 trees and tree pruning. The removed trees will be replaced with 24 new plantings, between Fernleigh and Red Hill roads. From Tuesday 8 August, traffic control and reduced speed limits will be in place at the work sites
between 7am and 5pm. Motorists are asked to drive to conditions. The works are expected to take four days to complete, subject to weather conditions. Keep up-to-date on all road closures or changed traffic conditions across the local government area at www.wagga.nsw. gov.au/roads.

Dunns Road will be closed for about three weeks for regular grader maintenance of the road. The grader work started on August 1 and continues until August 18 from 7am to 5.30pm, Monday to Friday. Help create community's first inclusive playspace at Bolton Park A mix of accessible, imaginative and natural play elements will feature in the city’s first inclusive playspace. Concept designs for the new playground and a community fundraising drive were launched this week at Bolton Park – the future site of the new playground. The inclusive playspace will encourage children of all ages and abilities to play side-by-side in a fun and safe environment. Wagga Wagga City Council and national charity Touched by Olivia Foundation entered into a Memorandum of Understanding in November 2016 to assist in the delivery of the playground. The Touched By Olivia Foundation creates unique, special places, known as Livvi’s Place playgrounds, that provide social inclusion for all children and their families. Under the MOU, Touched By Olivia will fundraise through community contributions a minimum $100,000 towards the playspace. Livvi’s Place Wagga Wagga is set to include a variety of ground-level accessible or adjustable-height equipment, including trampoline and carousel and wheelchair-friendly swing and see-saw. There will also be a multidirectional swing with nest seat, climbing platform structure and a range of

Delivery of the full playground design is dependent on the amount of money raised through the community fundraising effort and the availability of grant funding – which Council will seek to obtain. “The design for Wagga Wagga’s own inclusive playspace has been developed and finalised after consultation with the community and local stakeholders,” Strategic Asset Planner (Parks and Recreation) Ben Creighton said. “The playspace is the first of its kind in the region and will offer a range of play equipment and sensory features that will

Joint effort to fix Lights 4 Lake teething issues Inspections of the Lights 4 Lake project and community feedback have shone a light on some teething issues. Wagga Wagga City Council, Committee 4 Wagga and supplier of the solar lights Green Frog Systems are working together to implement solutions to address the issues. The lights, which stretch the 5.5km around the Lake Albert walking track, have been embraced by the Wagga Wagga community since installed in March. Manager Project Operations
Bruce Sheridan said it was not uncommon for a new project to encounter some issues early on, and, solutions were now being worked through. “The main concern raised has been around some of the lights not working properly,” Mr Sheridan said. “There are a number of reasons why this has been occurring, including the weather. “Surprisingly, the high amount of traffic from walkers and cyclists has also contributed to the lights losing power quickly.” The lights are programmed and
to switch on and off at certain times. They are also set to dim and brighten when movement from a pedestrian or cyclist is detected. This consistent activation requires more power and will drain the harvested solar power more rapidly. “The number of people enjoying the benefits of the lights is far greater than first expected. We are pleased that residents are making the most of the lights, and we are now in the process of improving the project to ensure this active use continues,” Mr Sheridan said. Committee 4 Wagga Chair Judy
Galloway echoed this view, saying all parties were working together to achieve positive solutions to ensure the best operation of the lights for the Wagga Wagga community. Tree pruning along the Lake Albert walking track was initially included in the project. With the colder weather this is now being undertaken. Long-term solutions are currently being worked through by all parties and could include revised programming of the on and off times and changes to the orientation of some of
the solar panels. “Our aim is to deliver the best project possible for the Wagga Wagga community and thank them for their patience as we work through these issues,” Mr Sheridan said. Lights 4 Lake was a community project consisting of the installation of 104 light poles around Lake Albert. Each pole was sponsored by community members, groups or organisations. The project was delivered by Committee 4 Wagga, with assistance provided by the City of Wagga Wagga.

and Natural Environment. The successful applicants will be recognised at a presentation evening on 17 August at the Wagga Wagga Art Gallery. Unallocated funding from each category will be transferred to the relevant area of Council to assist with programs and maintenance.
NEW-LOOK NEW YEAR'S E V E E V E N T F O R WA G G A It will be a newlook New Year’s Eve celebration for Wagga Wagga, with Council endorsing the Thomas Bros Group’s plan to light up Lake Albert. The family-friendly event will be known as Wagga Skyworks, with a fireworks display launched from pontoons on the lake from 9.30pm. Children’s activities, live entertainment, food stalls and on-water entertainment are being also planned for the public event on the lake’s foreshore.
Thomas Bros Group are also adding another dimension to the night, with a ticketed fundraising event to be held on the other side of the lake at the Wagga Wagga Boat Club and Wagga Wagga Country Club. “Council is proud to support this familyfriendly event to the tune of $45,604,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said. “While it is different to previous New Year’s Eve celebrations, the plan put forward is very good and Thomas Bros Group
has put a lot of thought into its submission. “The fireworks will be finished before 10pm, allowing families to head home at a reasonable hour and giving revellers the option to move on to other local venues to safely continue their celebrations.” Expressions of interest were open for the event following Committee 4 Wagga’s advice that it was no longer in a position to manage the popular Wagga Live event, which has been held since 2013.

Last week Council wrote to the Premier and Minister for Transport calling for better rail connections to and from Wagga. With one train every 12 hours to Sydney and Melbourne, transport options for our community
are woeful. Over the last few months I have been advocating for better passenger connections that provide inward benefits for Wagga and aren’t just about getting more people into Sydney. By creating regular passenger rail services between Wagga and Albury we’ll open up significant economic and social
benefits. The ability to live in one community and work or study in the other provides huge opportunities for business in attracting and retaining specialised staff. Tertiary study can become more affordable for families with study options available at both CSU Albury Wodonga campus and La Trobe University. Specialist

medical services can be easily accessed for residents in and between both centres. The critical element of this proposal is the reciprocal benefits. This isn’t about sending Wagga money south but growing the economies of both Wagga and Albury Wodonga. For Wagga to thrive as a regional capital we
need to fight for adequate infrastructure. A decent passenger rail service is within the realms of possibility. We have the rail infrastructure, we have the crews locally based and the rolling stock can be leased rather than purchased. The continuing support I receive for this proposal from both stakeholders and the broader community is phenomenal.
If you want to see better passenger rail connections for Wagga, I encourage you to pick up the phone, send an email or letter to our local State and Federal members. It’s 2017 and time for Wagga to have decent public transport.

The Public Access Session will be held from 5:30 – 6pm and will be followed by the Public Forum - Development Assessment and Policy. All meetings are open to members of the public. Members of the public wishing to address the Council regarding agenda items, must complete the appropriate Public Address Form and return it to Council by 10am on the day of meeting. The form is available from the Customer Service counter at the Wagga Wagga Civic Centre or from Council’s website www.wagga.nsw.gov.au/paforms Council live streams video and audio of all Council meetings. Members of the public are advised that their voice and/or image may form part of the webcast. Copies of the Agenda are available to the public, at the meetings or from the Customer Service Centre at the Wagga Wagga Civic Centre three (3) days prior to the meetings or from Council’s website www.wagga.nsw. gov.au

customer requests received by Council about the difficulty of determining the exact location of the intersection when travelling on the highway at night. Flag lighting will be installed, which will assist motorists by giving a visual prompt as to the location of the intersection. The lights are expected to be installed in August.
