In the first three months of the new residential service, 2017 tonnes of Food Organics and Garden Organics (FOGO) material has been composted instead of going to landfill, while 41 per cent of all waste collected has been FOGO.
Recycling for local businesses Recycling will be introduced as standard for businesses as part of Wagga Wagga City Council’s new kerbside waste service for commercial properties. The new standard commercial waste service includes a 240 litre commercial general waste bin and a 240 litre commercial recycling bin, which will be collected on alternating fortnights.
Council’s Director Commercial Operations Caroline Angel said the commercial and industrial sector currently generate about one third of all waste sent to landfill. “There are a diverse range of businesses in Wagga Wagga, from small offices to large industrial operations,” Ms Angel said. “Waste audits indicate there are opportunities to divert waste generated in the commercial sector away from landfill. “The NSW Government’s Waste and Resource Recovery Strategy 2014-2021 aims to recover, reuse or recycle 70 per cent of waste generated by commercial and
industrial operations. “Currently, the recovery rate in Wagga Wagga is around 40 per cent and this new commercial kerbside waste service will assist businesses with improving their recycling.” The roll out of the new service will start soon, with all rateable and non-rateable non-residential properties to receive their new bins between 20 and 27 August. The new service will start either on 27 August or 3 September depending on whether the property is on week 1 or week 2 of the recycling bin collection cycle. “A letter and information sheet have been
sent to all businesses and property owners advising of their specific service start date,” Ms Angel said. “The letter also includes the timeframe for bin removal, which is by 3 September for properties on the week 1 cycle and 10 September for the week 2 cycle. “Businesses and property owners can also check the sticker on the side of their new bins to see which collection cycle they are, or contact Council on 1300 292 442. “If you do not receive your new bins by 28 August then please contact us as soon as possible.” Continued inside

PROPOSED RIFL HUB M O V I N G F O RWA R D Progress on the next stages of the Riverina Intermodal Freight and Logistics (RiFL) Hub proposed in Bomen have taken a step forward this week. At Monday night’s extraordinary meeting, Council supported the engagement of consultants WSP Australia to assist with the preparation of detailed designs and business cases to be included in applications required to secure the stage of funding for the project. General Manager Peter Thompson said that while a previous decision of Council in 2015 provided the flexibility to engage the services of WSP Australia for this work, it was prudent to present this report to Councillors before engaging their services given the original decision was during the last term of Council. “It’s all very positive, the report to Council was about updating the community and the councillors about where we are at with this project and reiterating its regional economic significance”. The next steps of the RiFL hub project incorporate the construction
of the rail siding, terminal and industrial subdivision, but is subject to successful NSW Government funding applications. The $14M rail siding is proposed to be funded through the Fixing Country Rail funding program, while the $21M industrial subdivision is proposed to be funded through a different stream, the Growing Local Economies funding program. Council has submitted an expression of interest for the subdivision and it has been shortlisted for funding. This means Council needs a detailed business case in a short timeframe. “We are reasonably confident that the funding for both elements of the project will be approved," Mr Thompson said. "The freight load identified and our proposed partner presents a good business case to start moving freight from the precinct. "There is real potential for that precinct to grow and in turn this will attract industry, career options and employment to the Wagga region." Major upgrade works at Wagga’s Livestock Marketing Centre (LMC) are nearing completion, cementing the facility’s reputation as the premier livestock selling centre in south-east Australia. LMC Manager, Paul Martin, said the $3.6M expansion and upgrades will undoubtedly support the growth of the facility and ensure the centre retains and builds on its leading status amongst livestock producers, transporters, agents and buyers. “This is underlined by results achieved at the LMC in the last two financial years," Mr Martin said. "In 2016/17 the total value of cattle and sheep sold through the LMC was $428.7M and in 2017/18 it was $427.3M. "Both are incredible results given the tough seasons that producers are experiencing." The 18-month upgrade project at the LMC is nearing completion. “Last year, works – including
a new calf/store cattle shed and pens - were completed to increase holding capacity to cater for 5500 head of livestock, which addresses both a current capacity shortfall and creates the foundation for future projected growth," Mr Martin said. “In addition, an elevated pedestrian walkway was built above the cattle yards, which improved public safety to the cattle selling ring, canteen area and amenities. "A new internal road for improved traffic flow and safety was also constructed at the eastern end of the facility. “We regularly receive feedback about the efficiency of sales at Wagga’s LMC. "These upgrades build on its standing as undoubtedly one of the best sheep selling facilities in Australia and the most efficient circular selling facility for cattle." More progress has been achieved this year with the cattle yard capability upgrade and construction of a new carpark
and amenities block now completed. “Modifications to the indoor cattle selling arena have been completed, including the installation of pneumatic gates, and new raised walkways," Mr Martin said. "These improvements separate the cattle handlers from the cattle which significantly improves workplace health and safety.” Additional lighting has been installed at the new outdoor cattle yards to ensure the safe working of livestock in darkness. A carpark, carpark lighting, signage and new gates are now complete. “This is important safety and efficiency infrastructure to separate heavy and light vehicle traffic using the LMC,” Mr Martin said. Cattle sales are held at the LMC every Monday and sheep and lamb sales are every Thursday, excluding public holidays.

Council in discussions with Defence over contamination
Wagga Wagga City Council has initiated discussions with the Department of Defence and the Environmental Protection Agency (EPA) after PFAS contamination was detected at the Forest Hill Sewage Treatment Plant. Council believes that the PFAS contamination in the effluent is sourced from the PFAS contamination at the RAAF base. The Department of Defence has been overseeing PFAS contamination investigations in the
Forest Hill area for some time. The identification of contamination in the effluent at the Forest Hill Sewage Treatment Plant is a significant issue for Council. The NSW EPA has directed that Council must not discharge the contaminated effluent from the treatment plant. Based on the expected volume of effluent being treated and expected weather conditions Council believes that it has the capacity to store up to 18 months
of effluent. This means that a solution must be found to problem within this time frame. Councillors were briefed on the problem yesterday and the issue was raised with representatives from the Department of Defence at a Council workshop last night. Council confirmed that it was looking to the Department of Defence to identify a solution and the representatives from the Department of Defence confirmed
that they would work closely with Council to address the problem. PFAS is a chemical historically used in fire-fighting foams; it is slow to break down in the environment and has become an issue concerning numerous communities across Australia. In June the Department of Defence released a Detailed Site Investigation at RAAF Base Wagga into PFAS contamination and found it has migrated into ground water and surface water.
Forest Hill Sewage Treatment Plant is essential WWCC infrastructure used to treat the waste intake from the Forest Hill residential area and RAAF Base Wagga. Council has no information at this time to suggest that there is any risk to ground water or public health arising from the contaminated effluent at the treatment plant as the treated effluent is contained at the within the storage ponds.

ART GALLERY SEEKING PROPOSALS The Wagga Wagga Art Gallery is now seeking proposals for the Links Gallery and E3 art space for exhibitions during the 201920 community gallery schedule. A forum will be held at the gallery on 22 September from 10.30am to 2.30pm for interested artists to discuss their ideas and get more information. SEE ROBOTS UP CLOSE ON 18 AUGUST AS PART OF SCIENCE FESTIVAL
The Chisholm Fountain in the Victory Memorial Gardens was given an early spring clean this week by Joe Adams (pictured), a volunteer worker with the Parks and Gardens Civic Team. The fountain was emptied, scrubbed, rinsed, refilled and put back into action. The historic fountain was first presented to Wagga Wagga in 1885 by Frederick Chisholm and has been relocated on several occasions since that time. It underwent a major refurbishment in 1988 estimated to cost $110,000. The fountain was installed at its current location in the Victory Memorial Gardens in 2005 after being moved from the Civic Gardens (adjacent to Burns Way) to make way for the new Civic Centre construction.

There will be excitement, wonder and imaginations in overdrive when Wagga Wagga’s Civic Centre is turned over to robots – and families – on Saturday, 18 August. Wagga Wagga City Library Manager Claire Campbell said RoboDay is the final activity in the week-long Riverina Science Festival 2018 program and there will be something for everyone, whether you’re a budding scientist or just want to learn something new. “We’re anticipating a fantastic day," she said. "The Civic Centre will be buzzing as people explore a whole range of robot activities: the robot catwalk, the virtual and augmented reality sites, drones, films, the robot petting zoo, the 3D print room, the microscope nerve centre or get hands-on manipulating robots around an arena at the Ground-Based
Robot Room. “And if you're there at 10am you may catch a special conversation between a robot and well-known Wagga local. “RoboDay continues the Riverina Science Festival’s aim to focus on fostering excitement about science with plenty of hands on learning opportunities, and fun. "We’ve added new activities to the program which runs from 12 – 18 August, and several will return, including Kitchen Science for pre-schoolers and the microscope program CLOSER. “We have to thank the Riverina Science Hub members for their hard work in bringing the festival together, and the grant of $18,482 from the Federal Government Inspiring Australia
