WAGGA WELCOME TO NSW PREMIER The Mayor of the City of Wagga Wagga Greg Conkey OAM (right) and Member for Wagga Wagga Daryl Maguire MP welcome the new Premier of NSW Gladys Berejiklian to the city. The Premier will today (Saturday 11) return to the site of the Bomen Enabling Roads works to inspect the progress of the $40M RiFL Hub project. Premier Berejiklian visited the site in August last year as Treasurer to announce the NSW Government’s $8.3M contribution towards the development of the RiFL Hub.
Science hub funding boost Riverina Science Hub Festival expands in national movement The Riverina Science Hub Festival is shaping up to be bigger and better than ever thanks to a $20,000 Federal Government Grant. Coordinated by Wagga Wagga City Library the festival will be held in August 2017 during National Science Week, an Inspiring Australia initiative, for the fourth year running.
In announcing the funding this week the Minister for Industry, Innovation and Science Arthur Sinodinos said that the Riverina Science Hub Festival will be a part of a national movement. “Science Week activities are run right across the country to help to inspire Australia’s next generation of scientists and innovators and increase community awareness of science in everyday life,” he said. Acting Manager Library Services, Christine Bolton, says there will
be plenty of new activities and perennial favourites. “One of the many highlights will be a state-of-the-art mobile planetarium which will send you on a journey through the Milky Way, where festival-goers can discover the wonder of the sun and learn about Indigenous sky stories,” she said. “There will be a focus on fostering excitement about science in school aged children but there is plenty for adults to enjoy as well.”
FESTIVAL LINE UP • Astronomy of Hunter Gatherers • A Galaxy of Suns • My Place in Space, Star Gazing • Fishing under the Moon • Starr’s Planetarium
• National Indigenous Science Education Program • Temora Aviation Museum – Science of Flight Family Fun • Kitchen Science Storytime • Fermentation Workshops • Microvision, Microscope Morning

NE W C UL T UR A L DIS P L AY S T O BE UN V E IL E D AT A P OL OG Y D AY A community ceremony, barbeque and unveiling of new cultural displays at the Marrambidya Wetland Healing Place will mark the 9th anniversary of the Apology to the Stolen Generations. The latest cultural additions to the Healing Place are Gunyahs (Ganyas) which are traditional Wiradjuri huts and a new scar tree created by the removal of a Coolamon (Gulaman) by local Wiradjuri man Peter Ingram. Aboriginal Youth and Community Development Officer Sam Kirby says Apology Day marks an important step
by our governments to acknowledge the policies that led to the Stolen Generation and the ongoing pain these policies have caused. “The Apology is a significant and historic moment for all Australians and particularly for the many people, including those in the Riverina, who had been personally affected by the policies that resulted in the Stolen Generation,” he said. “Coming together as a community on the anniversary each year offers everyone an opportunity for reflection and healing.” The 2017 National Apology Day ceremony,

to be held on Monday 13 February will feature the City of Wagga Wagga’s General Manager Alan Eldridge as emcee, as well as a Welcome to Country and speeches by Aunty Cheryl Penrith, Aunty Faye Moseley, Uncle Greg Packer and the Mayor of the City of Wagga Wagga Greg Conkey OAM. Everyone is welcome to attend the ceremony, which will be followed by a community barbeque lunch hosted by Apology Day partners Wellways Wagga Wagga. The Federal Government Apology was delivered by the then Prime Minister Kevin
Rudd and also represented the completion of one of the five key measures of reparation recommended in the 1997 Bringing Them Home Report, with 2017 being the 20th anniversary of the report. The Healing Place has been constructed in consultation with the local Wiradjuri community and features native plants, a seating area and totem pole with hand carvings, representing a long journey and featuring a goanna – the Wiradjuri totem. The totem pole was created by Wiradjuri Elders and has been donated to the site by the artists and TAFE NSW Riverina Institute.
Valuer General updates land values The City of Wagga Wagga’s total rates income will only increase by 1.5 per cent in the 2017/18 financial year, despite an average seven per cent increase in land values across the Local Government Area. Rate payers will this week receive a notice from the Valuer General’s Department stipulating the revised value of their land as at 30 June 2016, which will be used by the city to calculate rates from 1 July 2017. Chief Financial Officer, Natalie Te Pohe, says the rate peg system in NSW means that if your land value goes up your rates may not necessarily go up proportionally. “The rate peg for the next financial year is 1.5 per cent, which means the city’s overall rates income can only increase by this amount,” she said. “If the average value of land increases at a rate above the peg, as it has in Wagga’s case, that means we need to adjust the rate in the dollar down accordingly.” The calculated rate in the dollar will be adjusted down for all properties except businesses, which saw a small 0.5 per cent average drop in land values, from next financial year.
KEY POINTS
• The City of Wagga Wagga receives no additional income by applying the new land values • On average, the value of land in Wagga has risen 7% from 2013 to 2016 • The City’s overall rates income can only increase by the rate peg • Rates pegged at 1.8% for this financial year (2016/17) • Rates pegged at 1.5% for the 2017/18 financial year • The rate in the dollar will be adjusted down for most properties • The land value does not include the house on the property • Rates for the current financial year are based on 2013 land values
DIVERSE PROGRAM OF EVENTS F O R 2 0 1 7 S E N I O R S F E S T I VA L From ballet to beer, the 2017 City of Wagga Wagga Seniors Festival literally has something for everyone aged 50 years and over. With the state-wide theme of “inclusive communities” in mind, Council and the Wagga Seniors Festival Steering Committee have worked with the community to create one of the most diverse festival programs yet. Forty-one events and activities will be held over the 10-day festival, which begins with the official launch on 3 March. Bookings can be made now for everything from catching a movie with acclaimed film critic David Stratton to a garden workshop with author Indira Naidoo. “Around a third of Wagga Wagga’s population is aged 50 years and over and the annual Seniors Festival is a celebration to thank and recognise older people for the role they play and the contributions they make to our community,” Community Sector Manager Janice Summerhayes said. “Events such as the Seniors Festival ensure Wagga Wagga continues to be a liveable and inclusive community for people of all ages. “This year we are fortunate to have some big names like David
Stratton and Indira Naidoo to complement the diverse range of local events.” Indira Naidoo will be sharing her knowledge and secrets from her latest book on how to transform small spaces into edible gardens, while David Stratton will be screening two of his favourite films at the Civic Theatre along with a talk and question and answer session. Some of the other highlights include a Vietnamese cooking class from Food I Am with chef Soon Lee Low, a Silver Swans Ballet Class, Hops for Pops – a brewery tour of the Thirsty Crow Brewery Co and coffee cupping with The Blessed Bean. “The City of Wagga Wagga is proud to fund and support local festivities that promote positive attitudes towards older people,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said. “Delivered by the City of Wagga Wagga, the festival is made possible through various partnerships to ensure a diverse program of activities and events that help older residents remain active, healthy and connected.” The 2017 Seniors Festival runs from 3 to 12 March. Tickets are on sale and bookings can be made now.

COUNCILLOR COLUMN Five months have gone so quick, what have I learnt as a new councillor? Is it what you expected? Do you wish you didn’t run? These are questions I am getting from different members of our community. So I will do my
best to answer them for you. What have I learnt as a new councillor? The simple answer is lots. Being totally new to local government I have learnt everything from how your rubbish is collected and disposed of to going over tenders worth tens-of-millions-of-dollars. The main thing I have learnt though is that the community’s expectations
of what Council can deliver and what we have budgets for are miles apart, but how do we share this information with everyone? Is it what I expected? Yes and no. I had some really good mentors before becoming a councillor. These mentors gave me some really good advice and real life examples of what to expect. Having said
councillor.koschel@wagga.nsw.gov.au
that, being a councillor is a big learning curve and I am learning every day and still leaning on my mentors. Do I wish I didn’t run? No way. Even though the role of being a councillor can be stressful, harder than you expected and some weeks you go without seeing your family, I wouldn’t change it. I stood because I want to put into action what I say and
not sit behind a keyboard on social media or blogs. I am happy to say what I believe and stand up for all of the community. If you have an issue, concern or even a question you want answered ask me directly. Wagga councillors are here, elected by you the community. I am more than happy to answer any question directly, both good
and bad. Others’ thoughts and opinions aren’t always the truth and what’s happening. So ask, email or phone me and I can explain what is or isn’t happening.
Councillor Tim Koschel
HAVE YOU NO TICED S OME NE W BIN BL ING? In recent weeks new stickers have been applied on the lids of household recycling bins as a reminder to residents not to place soft plastics such as plastic bags, bubble wrap and cling film in them. Previously soft plastics were accepted through the kerbside service, and many older recycling bins reflect this with symbols on the lid. Recycling facility changes over the years now no longer permit these items.
Residents will also received a flyer outlining the recycling facility changes and why soft plastics cannot be recycled through the kerbside service and gives options for ways this waste can be recycled through other channels. Plastic bags cannot be recycled through the kerbside system, but can be recycled at separate drop off locations including many supermarkets, Council’s Customer Service Centre and Kurrajong Recyclers.
Where’s Charlie? wagga.nsw.gov.au/charlie
Council’s education and engagement truck Charlie will be visiting the following areas. NEW LOOK: A roll-out of new bins in the CBD has increased recycling options.
RECYCLING IN THE CBD NOW EASIER
The rollout of new bins in Baylis Street has increased recycling options to promote environmental awareness and encourage sustainable resource use. Featuring a brushed stainless still lid, black powder coated steel frame and Merbau timber slats the new bins complete a modern look consistent with existing furniture and bollards in the CBD.
The rollout brings the number of recycling bins in Baylis Street to twenty, which equates to 30 per cent of all bins along the length of the street Bins are more concentrated near retail and food outlets, however have been installed with consideration for outdoor eating / seating areas. This is one of the many upgrades Council is currently facilitating as part of the Main Street Improvements project.

Temora and Wagga Wagga. The mobile library is a unique and high performing unit in the RRL branch library network which visits 28 communities in seven council areas. Due to the schedule and frequency of visits, members tend to borrow more books at one time compared to if they visited a static library, meaning the demand and turnover of books in the mobile library is higher than a static branch.

Robust artworks to line the Bidgee The mighty Murrumbidgee River is at the heart of two new public art installations commissioned for Oura and North Wagga. Ageless Oura by Wagga Wagga artist John Wood will be located at Oura Beach Reserve and consists of three circular shaped rings, with framing views of the river. Made from steel, the textured, rustcoloured rings will represent bark of River Red Gums – an iconic feature along the river bank. Hardwood timber slat seats will feature inside each ring, encouraging public interactions with the artwork. “In designing Ageless Oura I have purposely tried not to rival the natural beauty of the reserve through the use of organic lines, but instead have designed a functional geometric sculptural art work that will offer focal points, framed

symbolic of the resilience of residents who live on the floodplains. “The resilience of communities that suffer devastating floods always amazes me. The pontoon concept of the North Wagga artwork symbolises the rising and falling flood waters and the importance of having strong foundations to endure such an event,” Mr Grentell said. “It’s also symbolic of the community supporting each other through a flood and a reference to Wagga’s flood history.” Progress Association members from Oura and North Wagga were consulted throughout the selection process and had input in the final selection.
