On Wednesday 22 February City of Wagga Wagga General Manager, Alan Eldridge voluntarily stood down as General Manager pending an independent investigation into an alleged Conflict of Interest matter. Advice was received on March 8 from Council’s Workplace lawyers, WilliamsonBarwick, that the independent investigator had found there could be a failure by the General Manager to disclose other pecuniary interests. As a result, the Independent Investigation has been suspended for the present time and the matter referred to the Office of Local Government, consistent with the Mayor’s obligations pursuant to Local Government law. Mr Eldridge has been suspended from the performance of his duties pending the outcome of the Office of Local Government investigation. In the meantime Robert Knight will continue in the role as Acting General Manager. Under the circumstances no further comment can be made until the investigation has been completed. - Mayor Greg Conkey

Sporting precinct a team effort The City of Wagga Wagga is working with Charles Sturt University (CSU), the Estella Progress Association and sporting groups to investigate opportunities for a new open space and recreation area for the city’s northern suburbs. The City’s Strategic Asset Planner (Parks and Recreation), Ben Creighton, said a need for such a space has been identified through analysis for the draft Recreation, Open Space and Community Strategy. “There is a clear need within the existing community to develop appropriate public infrastructure such as an additional playground, park and sporting facilities, public amenities and connecting infrastructure,” he said.

“An opportunity has been identified to potentially provide such an environment on land owned by CSU. planned vision for the precinct.” President of the Estella Progress Association, Graham Cotter, said the development of a northern sporting precinct, including children’s playground and community centre is extremely important to the people of Estella, Boorooma and Gobbagombalin. “The Estella Progress Association encourages all residents to look over the concepts being put forward by the City of Wagga Wagga and provide feedback,” he said. “This feedback is essential to ensure these facilities are located in the right areas and are laid out in the best way to ensure

they are utilised. “This will be the biggest development being put in place by Council for our suburbs and it’s important it’s done right.” If pursued, this concept could see facilities developed in partnership with CSU on land adjacent to the University’s existing Peter Hastie Oval. Residents are encouraged to view the draft concept maps and discuss ideas either online or with staff on Monday 20 March from 3pm-7pm, corner of Avocet Drive and Rainbow Drive. Batonbearers needed for Wagga leg of relay The City of Good Sports will be the first NSW destination for the Queen’s Baton Relay in the lead up to the 2018 Gold Coast Commonwealth Games. The Queen’s Baton will travel through Australia for 100 days from 25 December 2017, arriving in Wagga on 28 January 2018. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said it was an honour for the city to be chosen. “I’m absolutely delighted with the news that Wagga Wagga will be the first city in NSW to host the Queen’s Baton Relay as part of the Commonwealth

Games,” he said. “It arrives in the city on Sunday 28 January 2018 at Bolton Park and we hope thousands of people will turn up to see the baton arrive and also see it as it makes its way through the streets of our fine city.” Nominations are open now to become one of the 3800 batonbearers across Australia – including Wagga. Batonbearers will be selected through a public nomination program and will collectively take more than a million steps before the Opening Ceremony at the Gold Coast on 4 April.

Olympic Gold and Silver Medallist Brooke Hanson OAM said taking part in the relay was a career highlight. “I have fantastic memories of my run with the Queen’s Baton in 1994, when I was the youngest member of the Australian swimming team, just after my 16th birthday,” she said. “It’s a wonderful tradition and I can’t wait to see the people across Australia, young and old, share the Queen’s Baton journey.” Batonbearer nominations close on 15 May and can be made online at gc2018.com/qbr.

K E E P G A S B O T T L E S , PA I N T T I N S OUT OF KERBSIDE BINS There has been a spike in the number of gas bottle and paint tins being incorrectly disposed of in kerbside recycling bins. When disposed of in this way these hazardous materials can explode and lead to serious injury for those handling the bins. If you’re looking to clear out gas bottles or paint tins make sure you take them to the Gregadoo Waste Management Centre for correct

disposal. Paint and paint tins can be disposed of for free through the Paint Back program - or as part of the upcoming Household Chemical CleanOut on 1 and 8 April. The fee for the disposal of gas bottles up to and including 9kg is $17, or $21.50 for more than 9kg. Not sure about what can and can’t go in you recycling bin? T H O U S A N D S O F C A N S , B OT T L E S CLEANED UP BY COMMUNITY Flowerdale Lagoon is looking ship-shape thanks to the efforts of the SS Wollundry and an on-the-ground crew of 24 volunteers during Clean Up Australia Day. Along with bags full of other rubbish, the community clean up netted more than 1500 bottles and cans last Sunday – including plenty fished out of the water by Captain Dave and First Mate Chris in the SS

Wollundry boat. Flowerdale Lagoon was chosen as the community clean up site as rubbish dropped elsewhere in the city flows down to the lagoon with stormwater. It’s also a significant Wiradjuri cultural site and important ecosystem that is often impacted by both stormwater pollution and illegal dumping. There were a total of 34 sites

SONGBIRD: Wild weather didn’t deter a big crowd from turning out for Twilight by the Lagoon last Friday night. Country music songstress and ninetime Golden Guitar winner Beccy Cole was joined by local music maestros the Australian Army Band Kapooka for the free concert. Wind and rain whipped through Wagga earlier, but eased in time to allow Cole and a flock of giant seagulls to entertain the hundreds of people who braved the weather. The Wollundry Lagoon concert was proudly coordinated by the Civic Theatre.

COUNCILLOR COLUMN I hope you all had a great summer! Autumn is now with us and the wonderful thing about living in Wagga Wagga is that we are able to experience all the seasons.

I take this opportunity to urge you all to take the time to give Council your feedback on the independent peer review of the technical report, prepared for the Wagga Wagga Integrated Transport Strategy. Hard copies of the documents together with a feedback form are available from

Customer Service at the Civic Centre for you to pick up and you can then drop back into Council or put in the post by 31 March. As Easter is only six weeks away, I suggest that you make an effort on Easter Sunday to visit the Willans Hill Miniature Railway, which is operated by

the volunteers of the Wagga Wagga Society of Model Engineers. With the recently completed railway spiral (similar to the Bethangra spiral) where the trains climb up for 400 metres towards a tunnel underneath Lord Baden Powell Drive, the total length of this new track is almost two

councillor.braid@wagga.nsw.gov.au kilometres. The Willans Hill Railway is the only railway in NSW with an upwards running spiral, which is now a major draw point that will attract more people to Wagga Wagga and to the track. I urge you to have a ride. The trains will start at 10.30am and run to

9pm with a lunch break 12.30pm to 1.30pm. It’s great for the kids, young and old. Tickets are only $2 (enclosed footwear is mandatory) and a barbecue will be there throughout the day. I would like to congratulate the Wagga Wagga Show Society Showgirl

CLUBGRANTS OPEN NOW Is your community group in need of a boost? Category one funding applications are now open for the ClubGRANTS scheme, which is facilitated by the City of Wagga Wagga. ClubGRANTS allows registered clubs with annual gaming machine revenue exceeding $1M to share a percentage of that revenue with specific development and support projects. At least 50 per cent of funding from each club is to be allocated to category one projects, which

include priorities such as respite care, women and family health and wellbeing, disadvantaged groups, people with disabilities, children and family, and youth services. Last year’s program saw more than $126,000 in funding presented to 23 community groups. Applications can be made online at wagga.nsw.gov.au/clubgrants until 5pm, Friday 28 April. ROLLING ON: Crews worked on Tarcutta Street last weekend to prepare the road for next weekend’s resealing.

Reseal program almost complete The final sections of the city’s urban road reseal program will be undertaken this week. Road closures and detours will apply today and tomorrow on Docker Street and a section of Tompson Street, between Baylis and Tarcutta streets. Kincaid Street works will be carried out on Wednesday 15 March and Thursdday 16 March. On Saturday 18 and Sunday 19

March, works will be on Tarcutta Street. The reseal program will wrap up on Sunday 26 March with works on Tompson Street. Crews are also completing line marking on roads that have been resealed. While changed traffic conditions are usually not required when line marking is undertaken, motorists are advised to take care and drive to conditions when crews are out and about.

The reseal program is carried out each financial year in the summer months. Resealing is a common preventative road maintenance technique that provides an improved surface for cars to travel on, and extends the life of the road. CHEMICAL CLEANOUTS ON IN APRIL Now is your chance to dispose of your unwanted household chemicals safely, responsibly and for free. The REROC Waste Forum and the City of Wagga Wagga are holding two free Household Chemical CleanOut events for local residents on 1 April and 8 April at the Gregadoo Waste Management Centre between 9am and 3pm. Up to 20 litres of unwanted chemicals can be dropped off, including garden chemicals, solvents and household cleaners, pesticides and herbicides, pool chemicals, acids and alkalis, and poisons. The collections are a great opportunity for residents to dispose of any old chemicals they may have in a safe and environmentally friendly way. Paint and paint related products, car batteries, gas

cylinders and fire extinguishers, smoke detectors and fluorescent globes and tubes will also be accepted on the day. Commercial quantities will be accepted and a per litre collection fee will be charged that must be paid on the day. Bookings are essential for commercial quantities - to make a booking please call 0409 938 553. Please remember to transport your materials carefully and to remain in your vehicle at the collection site. This is a NSW EPA Waste Less, Recycle More initiative funded from the waste levy. C O U N C I L S TO C O L L E C T S TAT E L E V Y Property owners will notice an additional charge on their rates notices from 1 July 2017, which will be used by the NSW Government to fund vital emergency services. Currently, the Emergency Services Levy is collected by insurance companies, which means only those properties that are insured contribute to the levy while those that are uninsured still benefit. Under the new system, the levy will be more evenly shared across land owners.

The City will be required by law to apply the Fire and Emergency Services Levy (FESL) via rates notices on behalf of the NSW Government. The levy amounts will then be forward directly to the NSW Government where it will be used to fund Fire & Rescue NSW, NSW State Emergency Services and NSW Rural Fire Services. In preparation for the new FESL, the City is currently undertaking a land classification process. Each parcel of land will fall within six categories – government, public

benefit, farmland, residential, industrial, and commercial. The City will advise land owners (or lessees) of their classification by 30 April 2017. Land owners will be able to make an application for a review of their classification by 31 August 2017. The City of Wagga Wagga will also keep the community updated as any more details become available.

COS T LY COMMUNIT Y CL E AN-UP BIL L AF T ER IL L EG AL GR AFFITI INCIDEN T The Wagga Wagga community has been left with an expensive clean-up bill after an incident of illegal graffiti at Collins Park last weekend. Sometime between Friday night and Sunday morning last week purple paint was sprayed throughout the popular park in central Wagga Wagga. The illegal graffiti was sprayed on the park’s public barbecues and barbecue shelter, on the historical gas light poles, street light poles, play equipment, the footpaths, garden edging, rubbish bins and on tree trunks. The damage to public property, which has been reported to, and investigated by, Wagga Police, cost about $1200 to remove, including hiring a professional cleaner to remove the stubborn paint. “Collins Park is the City’s oldest park and is well-used and loved by many community members and visitors to Wagga,” Deputy Mayor Dallas Tout said.

“Graffiti attacks like this are always extremely disappointing, and aside from graffiti to public property being illegal, it is also an unnecessary cost to the broader community. This is money that could have been better spent elsewhere across the Local Government Area.” The City of Wagga Wagga will start developing an illegal graffiti management plan by the end of the year. A look at other Council illegal graffiti management plans has been undertaken and the plan will be in line with NSW laws relating to graffiti. The plan will guide responses and partnerships with other organisations to help combat illegal graffiti in the City. The plan will also look at graffiti prevention strategies and current removal and maintenance approaches. To date in the 2016/17 financial year, illegal graffiti has cost the City of Wagga Wagga more than $6600.
