The deserving winners were on hand to receive their prizes and were excited to take a look at Wagga View and see their photos in print. The winners were Ian Gabriel, Shennon Billingham, Vicki Langley, Caroline Cattle and Neil Holmes. WaggaWagga.TV was also recognised on the night for their help in capturing the Wagga View journey. Change in waste habits a long-term saving for Wagga Mayor of the City of Wagga, Councillor Greg Conkey OAM, said the new kerbside waste contract due to come into effect in April 2018 is a balancing act between the different wants and needs of the whole community. Cr Conkey said he fully supported the new system and asked the community to take the time to read through the FAQs and understand the decision. “Under the new system, residents will have a large food organics and garden organics (FOGO) bin that will be collected weekly,” he said. “It can be used to dispose of food scraps, meat bones, prawn heads, egg shells, garden waste and more - and depending on the successful tenderer it may include items such as pizza boxes and cardboard. “These items will be used to make compost.” Cr Conkey said food organics currently makes up about 60 per cent of Wagga’s household general waste bins, which currently goes straight to landfill. “Under the new system, residents will actually have more bin capacity then they do currently, with the total fortnightly collection to increase from 720 litres to 860 litres,” he said. “All general rubbish items along with other recyclable items will be collected fortnightly. “While a majority of residents didn’t want to have fortnightly general waste, they also didn’t want to pay more and this system will deliver long-term savings. “The Gregadoo Waste Management Centre has about 80 years of remaining landfill life based on the current level of waste going to landfill and our community’s youth will have to foot that bill in the future. “By reducing waste to landfill, we are all helping prolong the life of existing waste cells at Gregadoo Waste

TIMELINE OF 2015 WASTE CONSULTATION

Management Centre. “Current estimates for a new waste cell are more than $4M and they would need to be constructed every four to five years based on the amount of waste going to landfill – that’s an average of about $1M each year to dig a hole in the ground rather than change our waste habits.” The City of Wagga Wagga’s focus on changing the way organics are disposed of dates back to the Resource Recovery Strategy 2009-19, which was adopted by Council in 2009.

The City of Wagga Wagga and Lockhart Shire are neighbouring Councils situated in the Riverina region of NSW.

Wagga Wagga, NSW’s largest inland city, is located on the banks of the Murrumbidgee River, one of the great rivers of the Murray-Darling Basin, and is an ideal place to establish a business or industry. The city sits halfway between Sydney and Melbourne, being 452 kilometres southwest of Sydney and 456 kilometres northeast of Melbourne with the Sydney-Melbourne railway passing through, and is easily accessible through an extensive network of transport, including road and air. The City of Wagga Wagga local government area (LGA) encompasses some 4,825 square kilometres and comprises a population over 63,000 people from a range of diverse cultures, lifestyles and experiences. Lockhart Shire is nestled in the heart of the Riverina and is one of the region’s most productive agricultural and pastoral areas. Lockhart Shire’s main towns and villages include Lockhart, The Rock, Yerong Creek, Pleasant Hills and Milbrulong. Lockhart is centrally situated 62km south-west of Wagga, 62km east of Narrandera and 105km north of Albury. The Rock is on the Olympic Highway 25km south of Wagga Wagga, with Yerong Creek another 15km down the highway. The Shire of Lockhart local government area (LGA) has an area of some 2,896 square kilometres, with a total population more than 3,000 people with a wide variety of different cultures and lifestyles. Tenderers are encouraged to visit each Council’s website to gain a better understanding of the LGA.

“The decision to implement this new system was made by the elected body,” Cr Conkey said. “It was a unanimous decision and followed extensive community consultation from a survey sent to every household in the Local Government Area, which generated more than 4500 responses, and Council workshops.” To find out more about the new kerbside service currently out to tender and to read the FAQs, visit www.wagga. nsw.gov.au/waste.

Volunteers needed for mock aircraft disaster on 28 April A full-scale mock emergency scenario will be staged at Wagga Wagga Airport at the end of the month. The emergency scenario will test and evaluate the coordinated response required by all agencies in the event of a real disaster. About 60 volunteers of all ages are required to help act out the aircraft emergency scenario on the day. The scenario will involve a collision between a Royal Australian Air Force (RAAF) and commercial aircraft within Wagga Wagga Airport airspace. “The aim is to make the simulated exercise as close to

real life as possible, this way we can practically test, key elements of our Airport Emergency Plan, and ensure we are fully prepared and ready to go in the event of a real crisis,” Airport Manager Leon Burger said. “We are asking for volunteers to assist on the day as aircraft passengers and patients involved in the mock crash. “Roles of each volunteer will be determined on the day and will include a range of injuries and conditions.” The scenario will be staged on Saturday 29 April from 7.30am to 1pm. Volunteers are required to stay for the duration of the event.

A free lunch will be provided. Volunteers under the age of 18 must be accompanied by an adult. Residents wishing to help out on the day can register by filling out the volunteer form at www. wagga.nsw.gov.au/airport. Forms must be submitted by 26 April. The mock scenario is a joint exercise with the RAAF Base Wagga Wagga and is a Civil Aviation Safety Authority legislative requirement. Wagga Wagga Airport will operate as normal on the day with no interruptions to scheduled flights.

Works will start on Tuesday 18 April on Plunkett Drive near Mater Dei Catholic College to install similar pedestrian measures. Plunkett Drive will be closed for the duration of the works, about four days. Local access permitted. Both projects are part of the NSW Government’s $5M Pedestrian Safety Infrastructure Around Schools program.

Aboriginal people are being encouraged to review the City of Wagga Wagga’s Aboriginal and Torres Strait Islander Cultural Protocols and provide feedback. The City’s Aboriginal Youth & Community Development Officer Sam Kirby says the Cultural Protocols are an important part of the social and professional structures Aboriginal people live and work in. “The aim of this document is to provide a comprehensive resource for all Council staff to use when liaising, consulting and engaging with the Aboriginal and Torres Strait Islander community,” he said. “It will ensure staff provide a service that is both relevant and respectful when working with local Aboriginal people.”

As well as outlining appropriate practices, the document also provides cultural and historical context for the Wagga Wagga area. Some of the key changes include: • More relevant, easy to read and practical version of the 2010 document • Updated design concept with local images to improve readability and capture the relationship between the City of Wagga Wagga and the Aboriginal Community Mr Kirby said that observing the cultural protocols of a community demonstrates respect for the cultural traditions, history, diversity and the continued connection to Country of that community.

“It is vital that local Aboriginal people review the Cultural Protocols and provide feedback before they are adopted so that we can ensure they meet the needs of the community.” Staff will be engaging directly with Aboriginal people on the revised document as well as providing an opportunity to review and provide feedback is available on the website or by calling 1300 292 442. Two stakeholder consultation sessions will be held: • 19 April 10am, Wagga Wagga Civic Centre • 21 April 10am, Wagga Wagga Civic Centre The deadline for submissions is Saturday 29 April 2017. wagga.nsw.gov.au/ culturalprotocols

support and against the changes. I will start by saying as a new Councillor I am disappointed that when this The last few weeks have came up in December for been an interesting time the vote I feel I didn’t have in regards to engagement all the information that I between Council and the could of to help make this community. decision. The new waste collection The process has been procedure that is set down in the making for the past to start next year has seen to three years before my time have split the community in starting as a Councillor two. I have received multiple and would have loved the emails and calls both in information that I know now.

Would this have changed my decision? It’s hard to say. I did support the decision on the night and I am happy to stand behind that. What is needed now? Education around change. Change is a scary thing but it needs to happen. Once fully explained the new procedure is not as bad as what people are assuming. FOGO bin – what can go in it? A lot more than what you think. All your food scraps, green waste and shredded

paper can go in. It’s just not vegetable peelings and grass clippings. You can also put meat, bones, egg shells, prawn heads and possibly even more (depending on the successful processor) in your new weekly bin, which is larger than your current weekly bin. This then will take pressure off both your general waste and recycling bin. A lot of things – around 60 per cent of what you

currently put in general waste – now go into your FOGO bin. I have been driving looking for the “x” on the community’s bins. I have also then stopped knocked on doors and listened to your concerns. After explaining the process and what you can use your new bins for most people have then thought the new process was acceptable and not as scary as they thought. Engagement and education

is the key around the new process. We need to listen to the community and fully explain the process. If you have any issues or questions, please feel free to ask. Don’t listen to half-truths in regards to the process as the change isn’t as bad as what you’re thinking.
