PRIORITY PROJECT: Council’s Manager Project Delivery Rupesh Shah looks over a sample from Lake Albert. There have been promising signs the ultrasound trial (inset) can reduce blue-green algae levels in the lake during the first eight weeks of the project.
Promising signs from ultrasound trial A combination of innovative technology, research and science is behind the positive test data released at the eight-week mark of a Wagga Wagga City Council pilot project instigated to control blue-green algae in Lake Albert. Manager Project Delivery Rupesh Shah said the test results received since 21 January 2019 showed the concentrations of
all but one strain of blue-green algae have reduced to zero, including one of the most toxic – Dolichospermum. “Results are as we predicted; dolichospermum and all other types of algae would be controlled, but levels of microcystis, which is known to be the most resilient, are diminishing but still present," Mr Shah said. “The challenge is to keep it under the safe threshold. “The results are exceptional and demonstrate the ultrasound is doing its job to bring blue-green algae levels under control; the bloom usually experienced in January is gone. “And the bloom usually expected in midFebruary has not occurred.
“It’s important to add that levels wvill rise and fall depending on storm water runoff into the lake and temperatures, but the ultrasound has certainly demonstrated it can control the levels.” Council’s 12-month ultrasound trial was switched on in mid-December and needed to be active for more than six weeks before any effect could be measured. Ultrasound are sound waves with frequencies higher than the upper audible limit of human hearing. At specific frequencies, these sound waves can be used to control algae growth by inducing sono-chemical reactions in water. The Envirosonic units are solar powered and are installed on five pontoons anchored to the bottom of the lake.
Alerts are sent by SMS to designated mobile phones which allows staff to monitor the function of each ultrasound unit. Ultrasound is one of several short-term treatment options available for managing algae. In addition to being efficient and costeffective, the technology was selected because it was assessed to be best suited to the conditions at Lake Albert. Blue-green algae is a natural part of the freshwater environment and water authorities across NSW are grappling with management techniques to control algal blooms. Readings for bacteria levels at Lake Albert are updated online: wagga.nsw.gov.au/waterquality

Get ready Wagga! The city’s inaugural mardi gras parade is now just three weeks away and an extravaganza of song, dance and costume promises to light up the main street in a new community event. Wagga Wagga City Council is putting its support behind the event and staff are busy organising a float to enter in the parade as a representation of the city. Council endorsed staff’s participation in the parade at this week’s Ordinary Meeting and last year
approved a $15,000 grant from the 201819 Major Events Sponsorship budget towards the 9 March event. Council General Manager Peter Thompson said he was looking forward to what staff will unveil on parade day. “Staff are volunteering their time and effort to the mardi gras, which is going to be a family-friendly event for Wagga,” Mr Thompson said. “This is one way our staff can support and celebrate diversity and inclusion in the

The parade will start at 5pm and proceed along Baylis Street from Morgan Street, ending at the Victory Memorial Gardens where a free after party for the community will be held.

Construction works on the Main City Levee Stage 2 Upgrade are in full swing this month, with heavy machinery in operation along the levee bank in Cadell Place and Fitzmaurice Street. Wagga Wagga City Council Senior Project Manager Darryl Woods said the project is proceeding on schedule despite some rain earlier in the month. “The footings for the crib wall in the carpark in the northern end of Fitzmaurice Street were laid this week and the concrete wall structure, which stabilises and strengthens the levee, will be installed next week,” he said. “Passers-by will notice scaffolding and formwork is being erected in Cadell Place and concrete pours are expected to get under way next week. “Sheetpiling will also commence in the section between Sturt Street, Henley Lane and Johnston Street. “Residents are advised there will be some intermittent noise and dust as the sheetpiles are installed.” Council is working closely with businesses and
residents to ensure car parking availability is maintained and inconvenience is minimised. Timed parking limits were reduced to mitigate the impact of the closure of the carpark on the corner of Fitzmaurice and Crampton streets. Customers of Knights Meats & Deli are advised that there are parking spaces available immediately outside and these are temporarily time limited to 30 minutes. Crampton Street parking time limits were reduced to one hour. Pedestrians and cyclists are reminded that the Wiradjuri Walking Track between Wiradjuri Bridge and Johnson Street is closed, including the upper track and lower river side paths. “Fencing has been erected along the levee bank between Wiradjuri Bridge and Johnston Street and we strongly urge the community to follow the closure signs and use alternative routes,” Mr Woods said. Residents, businesses and motorists are advised to take note of changed traffic conditions and increased heavy vehicle movements in the area.
APOLOGY DAY: The 11th anniversary of the National Apology to Australia’s Indigenous Peoples was held at the Sorry Day Memorial Rock at Wollundry Lagoon on Wednesday. The ceremony was highlighted by an address from Aunty Isobel Reid, along with song and traditional dance by local youth. Local elders who attended the ceremony included (back, from left) Aunty Cheryl Penrith, Uncle James Ingram, Aunty Isobel Reid and Aunty Mary Atkinson.

Community input to help shape the long-term vision of the city’s Bolton Park Precinct is being sought by Wagga Wagga City Council which is urging the public to give its feedback on a draft master plan. The draft plan detailing a proposed redevelopment of the Bolton Park area was placed on public exhibition in December last year with submissions due to close on 21 February 2019. Public submissions and feedback will help form a report to go back to Council this year as part of the process of developing a final master plan. Council’s Manager City Strategy Tristan Kell said a redeveloped facility will be to a standard catering for elite level sporting events and
allow for the future growth of the city. “This is a fantastic vision for a first-class sporting and recreational facility in Wagga, which is widely recognised as a progressive regional city that has a population growth target of 100.000 people,” Mr Kell said. “The draft plan shows the potential we have to develop the Bolton Park Precinct and gives Council a goal to work towards. We want the community to have their say on the vision and provide us with input and feedback.” Mr Kell said a number of submissions have already been received and the proposed redevelopment was a topic of conversation within the community. “This is a major investment in the
long-term future of the city and people are talking about it which is great,” he said. “It is expected to be an estimated $65M project over the lifetime of the plan. “It’s important to clarify this project would be implemented in consideration with the community’s broader priorities and in stages consistent with any successful government funding received as the project develops. “All of the projects and actions identified in the plan will require a detailed business case to confirm project feasibility and cost estimates against all other Council priorities.” Community members can access the plan and make a submission online at wagga.nsw.gov.au/public.
KEY ITEMS CONSIDERED AND INCLUDED IN THE DRAFT MASTER PLAN: • Robertson Oval: New scoreboard, lighting, grandstand, landscaped hill seating, change rooms, hospitality and corporate boxes, a second netball court, indoor cricket training facilities. • Regional Sports Hub: Administration and training facilities. • Jim Elphick Tennis Centre: Redevelopment of courts and new amenities. • Geoff Lawson Oval: Expansion, field and pitch improvements.
Love is in the air at Council's second Date Night event Nearly one thousand romantics strolled hand-in-hand through the Civic Precinct for Wagga Wagga City Council’s Valentine’s Day event. Date Night sees Council’s cultural facilities stay open late, with pop-up bars, live music and entertainment, food vendors and more available. Lovers young and old enjoyed the exhibitions at Wagga Wagga Art Gallery, history at the Museum of the Riverina, love puzzles and more at the Wagga Wagga City Library and an outdoor sunset screening of When Harry Met Sally out the front of the Civic Theatre. Couples cuddled up and singles mingled throughout the cultural facilities and enjoyed love song requests by DJ Engelbert and the music of internationally acclaimed classical guitarist Harold Gretton. The latest public art projection, re/app, lit up the Wollundry Lagoon side of the Civic Centre, while Date Night attendees also wandered across Tarcutta Street to the Container – The box that changed the world exhibition. This was the second time Council has hosted Date Night, with 2019 proving to be bigger and better after a successful first date last year.
COUNCIL HAS NO PLANS TO REUSE GRAVES Wagga Wagga City Council has moved quickly to reassure the community that exhuming remains and leasing out those burial plots is not going to happen at the city’s cemeteries. Council General Manager Peter Thompson, speaking after Monday’s Ordinary Council Meeting, allayed community concerns surrounding changes to the NSW Government’s Cemetery and Crematoria Regulation 2018. “I can definitely reassure the community that we are not looking at using the provision that says we can disinter people after a period of time,” Mr Thompson said. “In absolutely no way, shape or form were we ever considering short term occupancies of burial plots in the Wagga cemetery … it’s simply not happening.” Mr Thompson’s comments followed a decision by Councillors on Monday night to include an amendment to a notice of motion which stated “Council has no intention to proceed with the leasing of burial plots”. Mr Thompson said Wagga was a perfect example of a regional centre which had a long-term plan for cemeteries. “There is plenty of space to properly plan for cemeteries in the long term,” he said. “We have land that has not been developed yet … we are not under any land pressure.” Council will receive a report on the State Government’s changes.
OASIS A SAFE PLACE TO BEAT THE HEAT Community members sweltering in heatwave conditions can now look forward to free entry to Oasis Regional Aquatic Centre when the temperature is forecast to reach 41 degrees Celsius. Council approved a change to the Oasis Fees and Charges schedule at its 29 January Ordinary Meeting which gives Council management the authority to approve admission changes under certain conditions. This applies to casual entry to the Oasis and follows a move during January’s heatwave to allow free casual entry to the pool when the temperature reached 41 degrees on that particular day. Mayor of the City of Wagga Wagga Cr Greg Conkey OAM said Councillors supported the initiative which will be based on the forecast temperature for the following day. “It means that if today the Bureau of Meteorology is predicting 41 degrees or higher for tomorrow, then Council management has the option to offer free casual entry to the Oasis on the day the high temperature is predicted to reach 41 plus,” Cr Conkey said. “It has been an extremely hot summer and this is one way Council

can assist the community to escape the heat and find some relief.” The Oasis, meantime, has received an excellent result in a recent water safety assessment at the facility. Oasis completed the Royal Life Saving NSW’s Aquatic Facility Safety Assessment on 22 January returned an improved 5 Star Water Safety Partner Accreditation score on the previous year. The score jumped from 87 per cent in 2018 to 94 per cent this year. Oasis Manager Maurice Eames said the Royal Life Saving 5 Star Water Safety Partner is an initiative developed to identify aquatic venues that have met compulsory stringent safety benchmarks relating to unstructured aquatic activity at the time of the Aquatic Facility Safety Assessment. “Royal Life Saving encourages all NSW schools and the community to seek out swimming pools that have been deemed compliant against the pre-determined aquatic safety criteria and achieved 5 Star Water Safety status,” Mr Eames said. “This is an outstanding result for the Oasis.”
