A growing city requires infrastructure to support and enable growth. Funding this infrastructure in the rapidly growing Northern Growth Area in Wagga Wagga is the focus of proposed changes to three infrastructure contribution plans now open for community feedback.

High rates of new growth in areas such as River Road and the existing population in Boorooma, Estella and Gobbagombalin will require new stormwater, sewerage, open space and transport infrastructure estimated to cost Wagga Wagga City Council $15 million to support the development.

It is proposed to partly fund the stormwater infrastructure through an amendment to the existing Development Servicing Plan (DSP) Stormwater.

To ensure Section 64 Sewer contributions are captured to fund sewer infrastructure in River Road, an addendum to the DSP Sewerage Services is also proposed.

Changes to the Wagga Wagga Local Infrastructure Contributions Plan 2019 - 2034 (LICP) are also required, in the form of an appendix, to ensure Section 7.11 contributions are captured and reflect the cost to provide open space and transport infrastructure in River Road.

The proposed draft contribution rates were approved by Councillors at their 11 October Ordinary Meeting and are now on public exhibition for community feedback until 29 November 2021.

Council’s Contributions Coordinator Belinda Maclure explained the plans, saying the updates are based on population

forecasts and the cost of new infrastructure required to support development.

“When land is developed, the developer pays an infrastructure contribution to Council,” Ms Maclure said.

“Council then uses those contributions to pay for identified open space, traffic, sewer and stormwater infrastructure required for the area. As the city continues to grow, we need more infrastructure to provide the level of service our community expects.”

Council’s Director Regional Activation Michael Keys said infrastructure contributions are essential to funding vital infrastructure and provide benefits for the whole community.

Netballers from all over the state will converge on Wagga Wagga next year with the city set to host the 2022 Masters State Titles and Netball NSW Social Masters in October next year.

Both events will run concurrently and be held at the Wagga Wagga Netball Association on Saturday and Sunday, 15-16 October.

In 2019 Netball NSW took both the Masters State Titles and Social Masters to Tamworth, and after the events were cancelled yet again in 2021 due to COVID-19 the organisation is excited to take them regional again in 2022.

"It is very important that we take these competitions to different parts of the state as we have huge numbers in every region," Competitions Manager Claire Dale said.

"We had a brilliant weekend when we headed north of Sydney to Tamworth in recent years, and we can't wait to head south to Wagga Wagga in 2022.

"Like Tamworth, Wagga Wagga has fantastic indoor and outdoor facilities which can accommodate everyone, from those looking to play in a competitive environment, to those just looking for some social fun.

"It was very disappointing that we have had to cancel this competition two years in a row due to COVID-19 but it is a great news story that we can look to head to Wagga in 2022.

"We look forward to working with the Wagga Wagga Netball Association and Wagga Wagga City Council in the run-up to what promises to be a fantastic two-day festival of netball.”

Works continue on Lake Albert path upgrade Cyclists, walkers and runners who use the path around Lake Albert are reminded that detours will be in place along sections of the shared pathway as work continues on the upgrade project.

The Lake Albert link is part of Wagga Wagga City Council’s Active Travel Plan (ATP), which will deliver a 56-kilometre network of shared paths linking the outlying suburbs with the Central Business District, and two End of Trip facilities.

Council Project Manager Srivalli Miah said work will be carried out along the Wiradjuri walking track adjacent to Lake Albert Road between the Lakeside Drive and Eastlake Drive intersections on Monday 18 October, weather permitting.

“A pedestrian detour and traffic control will be in place for a short period of time while contractors spray between the two seals of asphalt,” Ms Miah said.

“Road users should also expect short delays, with one lane of Lake Albert Road closed to allow the heavy vehicles and machinery to access the path.

“We appreciate your patience and we are working as quickly as we can to minimise the disruptions.”

The upgrade, which began on 5 October, involves widening the existing path to 2.5 metres, as well as constructing new paths to link off-roads such as

Nelson, Ontario and Plunkett drives to the lake.

Approximately 1.5 kilometres has already received its final seal of asphalt, while two kilometres of pathway have received its first correction layer.

The next section of works will be from the intersection of Eastlake Drive to Apex Park.

Work will be carried out between 7am and 5pm, Monday to Friday, with pedestrian and traffic control

measures in place.

The Lake Albert link is expected to be completed by the end of the year, weather permitting.

The ATP project is jointly funded by the NSW Government and Wagga Wagga City Council.

1. Download the free Aussie Bird Count app, available for iPhones and Android smartphones on Google Play or iTunes. You can also submit your bird count through an online web form available at aussiebirdcount.org.au 2. Spend 20 minutes standing or sitting quietly in one spot and noting the birds you see. Dawn and dusk are ideal, but you can count anytime during the day.

3. You can submit multiple counts from multiple locations.

HELP PROTECT OUR FEATHERED FRIENDS! JOIN THE BIRD COUNT

Wagga Wagga City Council is encouraging residents to head to their favourite outdoor space next week and take part in the Aussie Backyard Bird Count as part of National Bird Week.

The 2021 Aussie Backyard Bird Count runs from Monday 18 October to Sunday 24 October and is a great opportunity for people to get out and observe and count the birds that live in their own backyards or their local park.

Council Environmental Education Officer Alice Kent said it is easy to get involved, is good fun for everyone, whatever their age, and it produces important data on the health of the local bird populations and environment.

“There are so many

birds around with all the spring growth attracting them to the plants in your backyard and to our open spaces, so it’s the perfect time to pick a nice spot, relax and watch for all the bird activity going on around you,” Ms Kent said.

“The survey only takes 20 minutes, and you can do however many you like throughout the week, whether it’s just one, or one each day in a different location,” Ms Kent said.

“You could even make your own family and friends challenge, where you can see who spots the most birds or the widest variety of species.”

To take part, simply stand or sit in one place for 20 minutes and note what birds you see on the free Aussie Bird Count app, which will

also help you identify which birds you see.

This is the second year Council has been involved with the Aussie Backyard Bird Count, which gives it access to locally captured data including the species identified, the number of each species, and how many people took part.

In 2020, there were 247 observers spotting 12,628 birds in the Wagga Wagga local government area, with 130 different bird species identified, including seven species listed as vulnerable.

Ms Kent said the data gathered shows what species are present now and allows Council to track progress against the Biodiversity Strategy: Maldhangilanha 2020-

2030.

“Birds are an important part of the eco-system; they play a key role in the pollination process and also disperse seeds of certain plants and help keep insect numbers under control,” Ms Kent said.

“If we see a decline in the population of some species it can be an early indicator something is out of balance in the ecosystem, so we can then do some work to try and help lift those numbers.

“You can also make changes in your backyard to help ensure their survival or even to attract certain species if you want, through the different types, shapes and sizes of plants you put in your garden.”

The aim is to provide year-round food, water and shelter for different species.

Add to your existing plants, including a variety of different-sized natives creating a multi-layered habitat, including: • ground covers • small and medium-sized shrubs (for density) • trees (where possible).

Add a bird bath or two.

1. It’s the law. Leaving your pet’s waste on the ground is an offence which can attract a fine of $275.

2. It carries disease. Dog poo can contain harmful

bacteria, spreading disease to other dogs and humans.

You don’t even need to come into direct contact with it, as flies and other pets can transmit the disease.

3. It pollutes our environment. Every time it rains, the poo washes into our drainage systems, carrying bacteria into our waterways. Once pathogenic microbes from any diseased poo get into water, they can find their way into other living things – including us.

4. It’s not fertiliser. Dogs generally eat a highprotein diet, which makes

their poo acidic, scorching any grass or plants beneath it. In short, it’s about as far from cow manure as you can get.

5. Picking up the poo on your daily walk will help keep our streets, parks and gardens looking and smelling beautiful.

So next time you’re heading out on a walk, please grab a bag – preferably a compostable one – and pick up after your pet.

And remember, pet waste and kitty litter goes into the general waste red lidded bin.
