Council is rolling out an initiative to create inclusive play spaces and recreation facilities across the city as part of its Disability Inclusion Action Plan. Interactive communication boards designed in consultation with the Wagga Access Reference Group and speech therapists have been developed and installed in a prominent position at several playgrounds across the city. Council’s Works and Playground Officer John Conlan said the boards have been installed at Livvi’s Place at Bolton Park, Apex Park in Lake Albert and at the Botanic Gardens. “At this stage, the focus has been on the larger suburban and regional sized parks, but we are hoping that we will be able to extend this program further in the future,” Mr Conlan said. Using a specialised universal system for non-verbal communication, the boards feature symbols depicting a range of words, phrases, emotions, locations and activities. Council’s Acting Social Planning Coordinator Victoria Lowe said the boards can assist someone with a communication disability, such as a child or adult who is not able to successfully communicate their message with speech, or someone who does not speak the same language. Community urged to continue DV support A three-year project aimed at preventing domestic and family violence in Wagga Wagga and promoting gender equality has been hailed a success which has provided a foundation for more community action. Designed as a grassroots primary initiative, theDVproject:2650 was a partnership between the Wagga
Women’s Health Centre and Wagga Wagga City Council which finished on 30 June this year. The project, which was funded by the NSW Department of Communities and Justice’s Domestic and Family Violence Innovation Fund, was focused on creating attitudinal change within the community. Council’s Director Community Janice Summerhayes said its success was achieved through primary prevention activities such as policy review, training and educational workshops, presentations, major community advertising and messaging campaigns, development and distribution of supporting resources and targeted community projects.
“As a community we all have a role to play in creating an inclusive and respectful Wagga Wagga for everyone,” Ms Summerhayes said. “Community awareness and culture change is an evolving process, but the takeaway message is that while it will take generations to prevent violence against women and their children, it’s important to start and not get discouraged. “In the past three years, through this very valuable project, we have achieved many goals and I look forward to the next phase of the project which will be promoted through the Wagga Women’s Health Centre.”

Mayor of the City of Wagga Wagga Cr Greg Conkey OAM said those findings were concerning, with results showing many members of the community held low support for gender equality, adhered to rigid or stereotypical gender roles and held attitudes and beliefs that justify, excuse, trivialise or minimise domestic and family violence. In 2021 Council asked the community the same questions.
“The results of this recent survey show that there has been an encouraging shift in community attitudes towards gender roles and power dynamics, but there is still work to be done,” Cr Conkey said. “It’s time as a community to safely speak up and challenge casual sexism, gender stereotypes and acts of disrespect. We want everyone to speak up and say ‘In our city, We do Respect’.“ Wagga Women’s Health Centre will progress some of the more targeted prevention activity recommendations during the next nine months, with funding made available through the Department of Communities and Justice.

New study to investigate pedestrian bridge A feasibility study looking at options for a pedestrian bridge across the Murrumbidgee River is underway as part of the Active Travel Plan shared pathway project in Wagga Wagga. Wagga Wagga City Council has received State Government funding for the study which will investigate concepts for a bridge across the river between Narrung and Gardiner streets, linking into Boorooma Street. Access to the southern approach of the bridge would be along the border of Wiradjuri Reserve at the western end of the Marrambidya Wetlands which is recognised as an Aboriginal Place. The first stage of the study is to consult First Nations Peoples who hold cultural knowledge of the area. Redleaf Environmental Pty Ltd has been engaged to conduct an Aboriginal Cultural Heritage Assessment and is inviting Aboriginal groups or people to register an interest in this stage of the community consultation process. Council Strategic Asset Planner Ben Creighton said the Active Travel Plan shared pathways are progressing well. “The concept of a pedestrian bridge has been discussed since the initial Active Travel Plan was adopted in 2016,” Mr Creighton said. “In late 2020 we received funding to carry out the

Council supports ‘Diversity Counts’ election campaign People from all walks of life are being encouraged to stand for their community and run for election to their local council as part of a new campaign to increase diversity in local government. The NSW Government’s Stand for Your Community – Diversity Counts campaign aims to increase the number of candidates from underrepresented groups at the 4 September council elections. The social media campaign, which is being promoted by Wagga Wagga City Council, is targeting women, younger people, Aboriginal and Torres Strait Islander residents, and members of culturally-diverse communities. Council’s Manager Corporate Governance & Risk Ingrid
Hensley said the campaign neatly ties in with Council’s own push to inspire potential candidates and address the declining number of women standing for election through a series of workshops held earlier in the year. “Part of our own campaign really focused on addressing the gender imbalance on Council,” Ms Hensley said. “In almost 150 years of local government, Wagga Wagga has only had 17 women councillors. “It’s not only women, but Aboriginal and Torres Strait Islander people, younger people, and people from diverse backgrounds have all been historically underrepresented in local councils, right across NSW.
“When you consider that residents from the Wagga Wagga Local Government Area come from 112 countries of origin, speak 107 languages and practise 62 faiths – there are so many new voices who can be part of the debate and decisionmaking process. “That’s why we’re encouraging everyone who is passionate about this community, and who isn’t necessarily seeing themselves reflected on Council, to consider standing for election this September.” The Stand for Your Community – Diversity Counts social media campaign includes inspiring videos of current councillors from under-represented groups sharing their positive experiences. Councillors Rachelle Harika

Old ambulance station belongs to city's community, says Mayor

Progressive works on the Active Travel Plan shared pathways network will be more visual to motorists in coming weeks with upgrades to a number of intersections set to get underway across Wagga Wagga. This will mean changed traffic conditions at the intersections resulting in lane closures and detours under traffic control between 7am and 5pm weekdays, and 8am to 1pm on Saturdays. The first upgrade is scheduled to start at Fernleigh Road and Glenfield Road intersection on Monday 19 July. Works will then continue concurrently at eight intersections and one road verge across the city over a fivemonth period. Council Senior Project Manager Silas Darby said the works were necessary to ensure the shared pathways were safely linked for pedestrians and cyclists utilising the extensive 56-kilometre network. “It is anticipated the works could take up to two weeks at each intersection to complete, weather permitting,” Mr Darby said. “Our aim is to minimise the
disruption as much as possible and Council thanks the community for its patience and understanding as we work to complete these important upgrades. “Linking the pathways is a vital part of the Active Travel Plan project which has the potential to benefit so many people in the community. It’s about keeping everyone safe when they’re out and about using the pathways and crossing roads.” Mr Darby said the intersection upgrades will focus on pedestrian refuge islands which will allow for safer crossings along some of the city’s busier roads. A campaign to have the former ambulance station in Wagga Wagga returned to the city for the benefit of the community was launched this week. Mayor of the City of Wagga Wagga Cr Greg Conkey OAM on Friday (16 July) started the push to lobby the NSW Government to gift the former ambulance station to the city. The station, located in Johnston Street in the city’s CBD, was closed in 2016 following the completion of the new station in Fernleigh Road. Cr Conkey said the former station was built by community donations and gifted to the NSW Ambulance Service more than 90 years ago. He said Wagga Wagga City Council had been advised the purchase price from the State Government could be as high as $1.2 million. “Now that it’s surplus to State Government needs, I believe it should be gifted back to the community,” Cr Conkey said. “At the end of the day,

precinct. He said there was interest in the site by members of the city’s arts community as well as the business community to provide assistance to start-up businesses. “There are also many other options that could be considered for the former station,” he said. Cr Conkey said he is seeking an urgent meeting with the
deputy Premier John Barilaro to put the city’s case to have the old station returned to the community. “I am firmly of the view that the Government has a moral obligation to gift back this building to the Wagga Wagga community …. a building that was generously gifted to the Government in the first place,” Cr Conkey said.
History of Wagga Wagga’s former ambulance station The Wagga District Ambulance Committee was formed in 1925 at a public meeting called by the Mayor on 11 May. The three principal people behind the scheme were HE Gissing, HP Paull and HC Buckman. Mr Gissing was a stretcher bearer during the First World War and later was elected to the Wagga Municipal Council serving eight years as Mayor. Fundraising started shortly after and the Service started on 18 January 1926. On 27 March the same year the committee purchased its first vehicle, a Hudson Six. The Service originally operated as a free service with public
subscriptions from a private residence in Simmons Street. By August 1926 with a State Government grant of 663 pounds and the generous response from the public, the Service was well established with two vehicles. The first car had been paid off and the second partly paid for. At the close of the financial year ended June 1928, land at the present Johnston Street site had been purchased by the committee for 1300 pounds in the name of the NSW Ambulance Transport Service Board. The committee had a balance of 1000 pounds. A tender for 4993 pounds for the
new station was accepted in July 1928 and building started. The final cost was 5500 pounds. The foundation stone was laid in August 1928 by the Minister for Public Works, Richard Arthur, and on 30 January 1929 the building was opened by the Premier, Sir Thomas Bavin. Built by Charles Hardy, the building was fully paid for by the committee eight years later in 1937. A ladies auxiliary was formed early in the history of the Committee, one of the first such auxiliaries for any organisation. The auxiliary made considerable financial contributions to the Service over a number of years.

Keep a look-out for scooters A steady rise in the number of mobility scooters being used on local pathways and roads has prompted a warning for motorists to be aware and keep a look-out for these vulnerable road users. Wagga Wagga City Council’s Road Safety Officer Emma Reynolds said mobility scooter, or “gopher”, users are classified as pedestrians and the same road rules apply. “In general, scooters can go most places a pedestrian can go. However, not all facilities are designed to accommodate scooters and you should be prepared to leave your scooter outside and walk short distances,” Mrs Reynolds said. When using your mobility scooter always follow the same road rules that apply to pedestrians. Ride on the footpath, preferably at walking speed, which is two to three kilometres per hour. You should also cross the road at safe places, such as traffic lights with pedestrian signals and at pedestrian crossings. “Scooters are big, heavy and cumbersome. Travel slowly and safely, especially in crowds, and take care around pedestrians,” she said Mobility scooters don’t need to be registered and you don’t need a licence to operate one.

Dunns Road maintenance works set to start
Motorists and residents along Dunns Road are advised Wagga Wagga City Council will close the road from 19 July to 2 August to complete a necessary surface upgrade. The work will be carried out on weekdays between 7am and 5pm, weather permitting. The road will be reopened in the evenings after each shift and local access will be maintained throughout the works. Council Manager Operations Sylvester Otieno said recent heavy rainfall has contributed to the development of heavy rutting, corrugations and potholes along the road prompting the need for immediate maintenance grading to take place. “Weather permitting, the work will be completed by early August,” Mr Otieno said. “Signage will be in place at both the western and eastern ends of Dunns Road to alert road users to the road closure.”
Civic Theatre is open with restrictions in place Wagga Wagga Civic Theatre remains open but at a reduced capacity in line with NSW COVID-19 restrictions. Theatre Manager Carissa Campbell said many theatre plans have been cancelled during July, and there will be more to come, as restrictions in NSW and border closures continue to impact performing arts. “The last few weeks have been a stark reminder that COVID is not behind us,” Ms Campbell said. “We are however, feeling fortunate to be located in regional NSW and remain optimistic about the rest of the year. Redleaf Environmental Pty Ltd has been engaged by JJ Ryan on behalf of Wagga Wagga City Council to conduct an Aboriginal Cultural Heritage Assessment (ACHA) for the construction of a pedestrian bridge across the Murrumbidgee River between Narrung and Gardiner Streets.
