Projects impress Acting PM Member for Riverina tours levee upgrade and multi-purpose stadium Two projects that have received Federal Government funding have been given the thumbs up by the Acting Prime Minister. On a visit to the region this week, the Member for Riverina and Deputy Prime Minister Michael McCormack dropped in to view the final stages of construction at two of Wagga Wagga’s large infrastructure projects: Stage 1 of the levee bank upgrade and the multi-

purpose stadium (MPS) on Kooringal Road. The levee upgrade will raise the level of protection to 1 in 100 year flood events and is jointly funded by Wagga Wagga City Council and the Federal and NSW governments. Mr McCormack said it shows what can be done with a whole-of-government approach. “The levee bank upgrade is a $20M investment to protect our great city from floods,” he said. Mr McCormack – who turned the first sod on the MPS project in February –

It will take around four weeks to lay the 1650sqm sprung floor, which has the tick of approval from netballers across Wagga for its superior playing surface. The Federal Government contributed $4.4M to the $9M community facility, which features three indoor courts, change rooms, seating for more than 600 spectators and a function space. “It’s good for sport, good for the city and good for the region,” Mr McCormack said.

Library partnership brings local oral history to life Wagga Wagga City Library is helping bring local oral history collections out of the archives and to the world in a new partnership with the State Library of NSW. Important historical interviews on topics such as the 2012 floods and the 2WG Women’s Club 1930-1960 have been transcribed as part of the Amplify Oral History Project. This week, locals were able to see their oral history interviews as text for the first time. “Our community can get involved now by joining digital volunteers from around the world in the important task of transcribing these oral histories so that more people can discover the amazing stories our communities hold,” Wagga Wagga City Library Manager Claire Campbell said. Wagga Wagga City Library, Central West Libraries, Ryde Library Service and Wollongong Libraries are the first public libraries in Australia to use the State Library’s innovative online tool called Amplify, which allows anyone to

search, listen to and transcribe local audio collections. The transcriptions will be available for editing in the same way as the TROVE National Newspaper collection, with the community able to learn how to make corrections to the transcripts to help enrich the important cultural records. “Amplify will give communities unparalleled access to their local histories,” State Librarian Dr John Vallance said. “Over 400 hours of oral histories that document the lives and experiences of local people and events across history, including our recent history, are just waiting to be explored and transcribed. “Many of the oral histories held in these public library collections have never been made available online before.” The State Library plans to extend the program across all NSW public libraries in the future, which will see the release of thousands of little-known and important stories from communities across the state. amplify.sl.nsw.gov.au/waggawagga

CULTURE SHARED AT WETLAND CEREMONY The spiritual significance of the goanna in Aboriginal culture was brought to life in song and dance at a ceremony at Wagga Wagga’s Marrambidya Wetland earlier this week. Marrambidya Wetland is becoming a location embraced by the Aboriginal community as a place where information about the Wiradjuri people can be passed on to the community. To further enhance the experience at the wetland, the Hands on Weavers (HOW), a group of Indigenous and nonIndigenous people, have weaved an effigy of a goanna, or Gugaa in Wiradjuri language. The Gugaa is the totem animal for Wiradjuri people and is discussed in many cultural stories. The artwork was on display and Kooringal High School students performed a goanna dance to the recently created goanna song “Because Of Her We Can”. NAIDOC awards were later presented to members of the HOW group.

Wagga Wagga cleans up at Tidy Towns awards Wagga Wagga City Council has cleaned up at the 2018 Tidy Towns Sustainable Communities Awards held in Orange on Saturday, 10 November. Wagga Wagga finished runner-up in the Overall Tidy Towns Sustainable Communities Award for its population category, missing out to Cessnock, which went on to be the NSW overall winner. The introduction of the food organics and garden organics (FOGO) service earned Council the Recycled Organics Award and a highly commended in the Environmental Communication Award Population category. The new FOGO service was rolled out in April, with waste such as fruit and vegetable scraps, meat, egg shells and dairy products able to be disposed of in the green-lid bin, along with garden waste. In the first six months, the community has helped send 4567 tonnes of FOGO material to be composted rather than going to landfill. Riverina Water was awarded the Hey Tosser! Litter Prevention Award for the tap water partner project with Council. As part of the project, water refill stations were installed across the city to encourage the community to use reusable drink bottles. Cafes and restaurants were also provided with glass bottles to promote drinking tap water over bottled water. Sturt Public School was awarded the Schools Environmental Achievement Award for its efforts to reduce waste at the school and promote awareness of waste

COUNCIL TO CONDUCT WASTE AUDIT A kerbside bin audit will take place across the Wagga Wagga Local Government Area in the coming weeks. The audit will help assess how the community is adapting to the new waste service, which started in April 2018, and identify contamination issues. Household kerbside red, green and yellow lid bins will be selected at random in 14 suburbs and villages over the next fortnight. About 250 households will be

randomly audited, which involves the bin contents being bagged and taken to Gregadoo Waste Management Centre where they will be weighed and sorted by specialist auditors. The data collected from the audit will not contain any personal information about the household or residents, and will be identified by the suburb or village only. Residents who have enquiries about the audit can contact Council’s Customer Service Centre on 1300 292 442.

MAYOR ATTENDS SUSTAINABILITY SUMMIT

Local governments have a critical role in addressing climate change and Wagga Wagga can continue to play its part by targeting carbon emissions. That’s the message Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM took from the first Cities Power Partnership Summit (CPP) he attended in October. More than a hundred councils, including Wagga Wagga, have joined the partnership. Representatives at the summit were addressed by Director of CPP Alix Pearce, who praised local efforts to reduce emissions. Australia is on the frontline of climate change and its impacts, according to Ms Pearce. “We continue to swelter through record-breaking heat, lengthening bushfire seasons, worsening flooding along our coasts and severe drought,” Ms Pearce said. “Despite these challenges cities, towns and shires across Australia are surging ahead with emissions reduction plans. “Our local governments are already a critical part of the climate solution.”

Cr Conkey said the message was loud and clear. “Everyone has a role and local government must lead the way,” Cr Conkey said. “The good news is that Wagga Wagga City Council projects which are designed to reduce emissions and increase our usage of renewable energy are well underway.” Some of those projects include: • Food organics and garden organics (FOGO) service has started. • Using methane gas to enhance evaporation of retaining ponds at Gregadoo Waste Management Centre. • Energy saving projects costing $4.3m are well underway. These include the installation of solar panels on the Civic building, airport terminal, the Oasis, Civic Theatre and Livestock Marketing Centre. Cr Conkey said he was keen to see Council take a local lead in reducing carbon emissions. “Many councils have already set renewable energy targets and I have asked Council to come back with a report to open the discussion for a target of our own,” he said.

Special guests from the Australian Army were given a guided tour of the Museum of the Riverina’s exhibition The Realism of War: Works of Humanity by George Gittoes this week. The exhibition at the Historic Council Chambers captures the considerable contribution to national defence made by members of the armed forces, and the public’s evolving attitude towards conflict over the past century. Some of the guests travelled to Wagga Wagga for the exhibition, joining others from the Army Recruit Training Centre at Kapooka. Following the tour, Army Recruit Training Centre Kapooka Commandant Colonel Mick Garraway AM spoke about the subject of one of Gittoes’ most recognisable works, Trooper Jonathan Church.

In the painting, Trooper Church is carrying an injured Rwandan child who survived a massacre by soldiers of the Rwandan Patriotic Army (RPA) at the UN administered refugee camp at Kibeho. Trooper Church was one of 18 soldiers killed in a training accident in Townsville in 1996 when two Blackhawk helicopters crashed. His legacy lives on in the Australian Army’s Jonathan Church Ethical Soldier Award. The 2018 recipient, Corporal William Peat, made the trip to Wagga Wagga to view the exhibition and see the famous artwork of the award’s namesake. • The Realism of War exhibition closes this Sunday, 18 November. The museum’s Historic Council Chambers site is open 10am to 4pm on Saturday and 10am to 2pm on Sunday.

LAKE ALBERT ROAD NIGHT WORKS TO BEGIN Motorists using Lake Albert Road will be affected by night roadworks and changed traffic conditions from next week. Works on the first stage of road resurfacing between Fay Avenue and Lord Baden Powell Drive are scheduled to start on Monday 19 November for three weeks. Road closures will be in place from 7pm-6am daily. Plant and machinery will be unloaded and parked on Meadow Street during business hours on Monday. This section of roadway will remain closed to through traffic, and serve as a plant parking and marshalling area for the duration of the project (this section of Meadow Street will remain open for local residents only). Works are expected to be finished on the morning of Saturday 8 December, weather permitting.

PRESENTATION OF FINANCIAL REPORTS AS PER SECTION 418 (3) OF THE LOCAL GOVERNMENT ACT

In accordance with Section 418 (3) of the Local Government Act 1993, Wagga Wagga City Council advises that the Ordinary Council Meeting to be held on 26 November 2018 will include the presentation of the audited Financial Statements and the Auditors Reports for the financial year ending 30 June 2018. A summary of the Financial Statements is provided below. In accordance with Section 420 of the Local Government Act, 1993, any person may make a submission in writing to Council with respect to the Council’s

Audited Financial Statements or the Auditor’s Reports. Copies of the audited Financial Statements and the Auditor’s Reports may be inspected at Council Customer Service, Civic Centre, Corner of Baylis and Morrow Streets, Wagga Wagga or on Council’s website – www.wagga.nsw. gov.au. Submissions close one week after the above Public Meeting has been held.
