Tree numbers grow
Winter planting program gets under way as street trees total 56,000 Wagga is home to 56,000 street trees citywide – and that number has just grown. Eight hundred new trees will grace the city’s streets by the end of winter as part of Council’s annual planting program. From new suburbs to established areas, Council staff have been busy planting since 6 June and won’t stop for another six weeks. Every year Council takes requests from residents wanting trees planted in their
street and due to the overwhelming demand, 200 extra street trees will be planted this winter. Manager Strategic Parks Operations David Walker said street trees are one of the city’s most important assets, particularly in the warmer months. “We have what’s called a heat island effect in cities, which is caused by hot bitumen and hot buildings,” he said. “These trees are really important to help reduce that temperature during our summers, so it’s vital we keep planting these trees to add to Wagga’s liveability.

“Street trees also benefit the local habitat by providing a green corridor for birds and wildlife, as well as beautifying our community.” While Council is at capacity for new plantings this year, residents can lodge requests for next winter’s program. “If you’re in a new area we encourage you to ring Council and make a request,” Mr Walker said. “Most of the planting this winter is in newer suburbs such as Lloyd, Bourkelands, Estella, Boorooma and Forest Hill.
“We can usually take up about 500 or so requests, as we also like to set aside some strategic plantings on main roads and for replacement trees.” Council purchases trees from quality regional nurseries and staff ensure the new plantings are well-looked after until they are established. The trees are watered every month during summer for the first two years and are also pruned regularly to ensure they become a long-standing part of the city’s impressive “treescape”. Options available for outstanding rates
From the garbage truck rolling down the street to your kid’s favourite park, rates help fund countless services in our community. Rates make up almost half of Council’s total annual operating revenue, but there are currently $2.8M in unpaid rates from 4239 properties in the Wagga Wagga Local Government Area. “Rates are a core part of Council’s budget and make many projects and services possible such as road works, parks, vital maintenance and facilities such as the library,” Council’s Manager Finance Carolyn Rodney said. “For example, $2.8M in unpaid rates would be enough money to build approximately
14 new playgrounds in the Local Government Area, or to almost fully fund Council’s road rehabilitation program for 2016/17.” If land holders are having difficulty paying outstanding rates accounts, Ms Rodney said there were a number of options available. “Council is very accommodating when ratepayers contact us to discuss their outstanding rates,” she said. “We will help come up with a reasonable payment arrangement that both the ratepayer and Council can agree on.” Residents can contact Council’s rates department to discuss their account on 1300 292 442.
WHEN ARE RATES INSTALMENTS DUE? Rates are due on a quarterly basis - payable 31 August, 30 November, 28 February and 31 May of each year.

Number of factors to consider before planting street trees Power lines, summer shade, winter sun – there’s a lot to take into consideration before planting a tree. Manager Strategic Parks Operations David Walker said Council’s street tree strategy and master plan helps inform staff which species are planted and where. “The strategy talks about things like geographical and ecological features of areas of the city, which helps us decide which species grow best for what suburbs. “We look at power lines, what’s on the other side of the street. We look at sun and shade and environmental
factors like soil type. “In a city like Wagga we have hot summers and cold winters so we like our sun in winter with deciduous species, but we love our shade in the summer. “There’s quite a range of factors we take into account.” Trees planted this year include a mixture of native and exotic deciduous species. Native plantings include eucalypts, water gums, bottlebrushes and melaleucas; while the exotics are ash, pear, oak, and elm trees, Chinese tallowwood and crepe myrtles.

will be added to your account. Council can implement a salary or bank garnishee and has the ability under the Local Government Act to impose a requirement that rental income is paid directly to Council. In the most extreme instances, Council can sell your property where the debt exceeds a certain amount and length of time.

Celebrate new wetlands at community open day The Marrambidya Wetland Community Open Day will be held this Sunday, 19 June after being postponed due to wet weather earlier in the month. The wetland was officially opened on 3 June with a Welcome to Country, traditional smoking ceremony and release of 20,000 fish. The free event will feature everything from Wiradjuri Storytelling to surveying fauna nest boxes. The wetland features three pond areas and a deep water channel, which will allow aquatic animals refuge from warmer surface temperatures during the hot summer months.

Over the past few weeks, Council has made some very important decisions on the Glenfield Road Animal Shelter and received an
independent review of the shelter conducted by Dr Jacob Michelsen. Council has already completed the following: • Dog beds installed • In-floor heating is operational • Review and updating of website information (this is ongoing with future integration of IT systems being explored) • CCTV installed
• Completion of internal and external reviews • Reorganisation of the staffing structure for the animal shelter • Operations moved under interim management of the Environment and Community Services Directorate. The following improvements have been approved at the cost of $71,900:

for the work they did to make sure Wagga has a great shelter. I cannot close my column without mentioning the upcoming Local Government elections to be held on Saturday 10 September. Ladies, please think about becoming a Councillor and to help you make this decision Local Government NSW will

Midnight Oil's story hits right note

The power and the passion of Midnight Oil was on display at the Museum of the Riverina last weekend. While The Making of Midnight Oil exhibition has been open since late May, the long weekend played host to a range of events and a visit from Oils drummer Rob Hirst. Hirst took to the stage with Dom Turner as blues band The Backsliders, while there was also a curator’s tour and the Power and the Passion event where local activists were able to talk about their own campaigns. The exhibition features unique items such as the enormous banner with ‘Midnight Oil Makes You Dance, Exxon Oil Makes Us Sick’, the band’s Sydney
Olympics closing ceremony ‘Sorry Suits’, frontman Peter Garrett’s custom microphone stand and footage from the making of the 1982 album 10,9,8,7,6,5,4,3,2,1. The Making of Midnight Oil was developed by Manly Art Gallery and Museum Curator Ross Heathcote in collaboration with Hirst and can be experienced for free at the Historic Council Chambers now until 21 August. For those still keen to learn more about the band, acclaimed historian Frank Bongiorno will expose the social and political backdrop behind the Oils’ impact in Australian culture on

Civic Centre red gum to be removed following five-tonne branch failure Following a major branch failure earlier this year, the river red gum at the rear entrance of the Civic Centre will be removed due to ongoing safety concerns. A branch weighing five tonnes fell from the around 100-year-old tree in January, landing on the lawn area between the Wagga Wagga Art Gallery and National Art Glass Gallery. The tree has been inspected in the past, had remedial pruning work undertaken to mitigate risk and was considered safe prior to the branch failure. Following the incident, the tree has been reassessed and upgraded to high risk as any future branch failures
would also be quite large and up to 1000 people walk through the area daily. The removal will take place on Saturday 18 June, weather permitting. Morrow Street will be closed between Tarcutta and Baylis streets from 7am to 5.30pm with traffic control in attendance. A small section of O’Reilly Street will also be closed at the Morrow Street end with no change to driveway access. The tree mulch will be used in parks around the city, while the tree timber will also be recycled. The raised garden bed area will be tidied up after the removal and a replacement tree will be planted elsewhere in the Civic Precinct.
Director brings contract of employment to an end Director of Planning and Regulatory Services Andrew Crakanthorp has brought his contract of employment to an end, effective at the close of business Tuesday 14 June 2016. Mr Crakanthorp was placed on paid special leave from 1 February following allegations made against him. Council recently received a report following an independent investigation into the allegations. Mr Crakanthorp was provided with a copy of the report and
subsequently issued with a show cause letter. Mr Crakanthorp did not reply to the show cause letter, other than to say he was ending his employment. Council has previously referred this matter to the Independent Commission Against Corruption (ICAC), who will now be provided with a copy of the independent report. “It is my intention to disclose as much information on this matter as possible, however, there are due processes that Council
must follow,” General Manager Alan Eldridge said. “Pending legal advice I am hoping to provide further information in the future. “I appreciate the community’s continued patience regarding the investigation and I am committed to being transparent and open on planning matters and all operations at Council.” The allegations made against Mr Crakanthorp remain confidential and no further comment can be made at this time.
