Weekly information from us to you Foal lotta love There’s a ‘foal’ lot more to love about Jenny and Forrest, Wagga’s much-loved resident donkeys. On Friday 10 March, the couple welcomed a fluffy, white and very cute baby boy to their farmyard pen at the Botanic Gardens Zoo. Both mum and baby are doing well. “It took the baby a day or two to properly find his feet, but now he is bounding around the pen and bonding well with both mum and dad,” Commercial Operations Sector Manager Caroline Angel “He is a very cute addition to our zoo family and has put a lot of smiles on visitors’ faces in the past week.” The Jenny and Forrest story captured the hearts of the Wagga community in 2015, when Jenny’s lonely-heart advertisement was answered. After a year-long search, Forrest turned out to be Jenny’s perfect mule match – proving you can’t hurry love. Forrest relocated to Wagga from a hobby farm in Tamworth, and was unnamed at the time of the couple’s first meeting. In August 2015 the Wagga community helped name Jenny’s new beau. Forrest was selected as the winning name – inspired by the iconic character from the movie Forrest Gump, who’s love interest was named Jenny. “The community has been swept up in the Jenny and Forrest story, now they can come up and meet the new little addition and give him a big Wagga welcome,” Ms Angel said. Last year the zoo introduced two new pademelons to the zoo family, named Bubble and Squeak by the Wagga community, which have settled in well. The Wagga Wagga Zoo and Aviary is one of the city’s most popular attractions. Entry to the zoo is free and open from 9am to 5pm daily.

Grants worth $175,000 on offer Local community organisations, groups and individuals can apply for a share of $175,000 as part of the City of Wagga Wagga’s Annual Grants Program 2017/18. Applications are open from Monday 20 March until Monday 29 May for community-focused groups and individuals in the Local Government Area across six categories. Sixty-six worthy recipients received a boost through last year’s program. The wide range of supported projects included a portable oxygen machine for children, new lighting for netballers, support for the popular Cork and Fork events, and a “Sensory Santa Photo Shoot” for children with special needs. Interest in the Annual Grants
Program has grown in recent years and Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM is excited to see the many worthy community projects that will receive funding. “These grants are part of the City of Wagga Wagga’s commitment to developing our vibrant and diverse community,” he said. “Through the grants program, we can support a wide range of services and activities that build community capacity, foster social networks and information exchange, facilitate cooperation and build on existing community strengths.” The City of Wagga Wagga will again be holding information sessions to help groups and individuals develop and submit their applications. “The response to the grants
program has been growing every year, so I encourage anyone interested to attend one of the sessions to learn more about the process and discuss their application with the relevant grants officer for their category,” Cr Conkey said. The Annual Grants Program has been developed to align with the Wagga View, Community Strategic Plan 2040. Wagga View was prepared with extensive consultation with the community and applicants are required to read the plan to identity the key guiding principle their proposed project or service relates to. COUNCILLOR COLUMN In recent times there has been a lot of posturing around accountability, transparency and many such politically popular words. In a vast number of cases I believe this to
be a lot of rhetoric, in the hope that it will resonate with the electorate and sound as though those espousing such commentary are stepping up and carrying out what is expected of them. What is interesting, however, is that such words are not always present when it comes to such subjects such as
the current hot potato, the integrated transport strategy. Without labouring on this topic, however, I must say I certainly do not and will not support the report. This is an example of why unfortunately a large proportion of the population has become disconnected from the political sphere. This report has taken

The City of Wagga Wagga is seeking input from San Isidore residents and the broader community to find out whether or not you think the village should be connected to the city’s conventional sewerage system. Commercial Operations Sector Manager Caroline Angel says the City has been offered a grant application to cover 35 per cent of the $4M estimated cost of the planning and construction required to complete the connection. “The remaining $2.57M will need to be found within the existing budget and will have to be at the expense of other projects and services,” she said. “We now need to decide whether or not to allocate the remaining funds to proceed with the project.” A 2015 survey demonstrated that San Isidore residents were supportive of the idea, however, the City has since been approached by residents who do not want it to go ahead. In addition, estimates about the overall cost of the project that were not available in 2015 have now been calculated. If San Isidore is connected it is estimated that the ongoing maintenance costs would equate to about an extra $8 a year for every Wagga Wagga rate payer connected to sewer. 18 months to produce, is nine months overdue, does not deal with the scope of the study, and you the ratepayer have 27 days in which to respond. This is a document that is to form part of the strategy for the next several decades. Where I am going with this is that this is the type of issue that
councillor.funnell@wagga.nsw.gov.au has plagued Council for decades. ‘Let’s get a report’. Some left-leaning members of the public often castigate me publicly for taking the attitude of the three Rs: roads, rates and rubbish. This, however, gets the basics correct, delivers on issues that are relevant to the average ratepayer and
speaks a language that most understand. When you get the basics right, big things follow. Like most things, such as traffic reports, the locals know their own backyard and can sort these issues out. We need to keep things simple. Council has a record over many years of project cost overruns and then burying the
outcomes. We were elected to represent the community, it is time we stood up and did that and get the simple things right. All this in an aura of transparency and accountability.

Guidelines to future-proof subdivisions The City of Wagga Wagga is currently reviewing its Engineering Guidelines for Subdivisions and Development Standards and needs your help. The City’s Sector Manager Commercial Operations, Caroline Angel, said the current guidelines are more than two decades old so it’s timely to revisit them. “We need to update the guidelines to bring them in line with other standards and practices, but we have to make sure we do it in a practical way that meets the expectations of the community,” she said. “The changes we make now will influence the accessibility, quality, practicality and feel of
new subdivisions and development in Wagga so it’s important that everyone takes the time to consider them. “Everyone is an expert in the way their neighbourhood works and all that information can help us future proof our subdivisions.” Developers use the guidelines when drawing up designs for new subdivisions and development, deciding what materials to use for infrastructure such as roads, and methods for testing that infrastructure. The guidelines cover everything from the size, surface and durability of roads to the types of sewer mains that can be used.
PROPOSED CHANGES:
• Earlier discussions with engineering staff on requirements for the development/subdivision • Current minimum asphalt wearing course of 25mm to be increased and consideration being given to a two-coat bitumen seal as final surface • Previous guidelines provided for a 30-year design life, this consultation seeks comment on a 50-year design life • Requirement for Traffic Engineering Report • More involvement of a Geotechnical Engineer in relation to pavement design and construction • Increased requirement on
use of appropriate materials in pavement construction • Use of CCTV and pressure testing for drainage and sewer pipelines • Increased focus on compaction of trenches in easements and road pavements to meet the Australian Standard • Consideration of curved sewer lines • Footpaths in new developments to be 1.5m in width • Maintenance period will be 12 months • Roads of 7.5m width to have no more than 10 lots • Provision of lot soil classification

The City of Wagga Wagga would like to clarify the nature of development currently underway in the northern suburbs (Estella, Boorooma and Gobbagombalin). The Acting General Manager, Robert Knight, said there was still ample undeveloped land that had been zoned for general residential and retail opportunities, and that a development application for a shopping centre had already been approved. “Council’s role in developing new subdivisions is to ensure that land is zoned appropriately to allow for the development of facilities to cater for the potential population,” he said. “This includes provisions for parks, playgrounds, schools and shopping centres. “All of these facilities are zoned for appropriately in the northern suburbs, in relation to shopping
centres it is now up to the market to come and fill that space.” Any land that has not been developed, which is zoned General Residential will not be modified or removed as a result of any strategic work undertaken. A development application for a neighbourhood shopping centre and parking in Estella (corner of Rainbow Dr and Avocet Dr) was approved by Council on 23 April 2015. See the below additional details about this development application (DA14/0673): The application had a value of $11.1M and includes a supermarket with a gross floor area of 1700 square metres, a liquor store with a total area of 200sqm, three additional retail units of 80sqm each and a pharmacy of 200sqm. The development also includes a coffee shop/café tenancy.
A modification to this consent was approved on 23 September 2016 by Council. This modification included the addition of a gym (approximately 400sqm) and a child care centre (approximately 410 sqm) including a secure external play area. The modification also included an additional 58 car parking spaces providing a total of 181 on site carparking spaces. The modified consent has an expiry date of 23 April 2020. Approved works must commence on site by this date to ensure the consent does not lapse. No work has commenced on site. The City is not aware of any enquiries to develop a shopping centre on the existing Business (Local Centre) zoned land on the corner of Boorooma Street and Messenger Avenue, Boorooma.

Contractors working on behalf of City of Wagga Wagga made the discovery at Forest Hill Oval, corner of Elizabeth and Dunn avenues, while carrying out excavation works as part of an upgrade at the park. Work in the location ceased on discovery of the material. A licensed
Bomen underpass works underway Construction of one of the major components of the multimillion-dollar Bomen Enabling Roads project started on Sunday 12 March. Machinery has started digging out a rail underpass that tunnels under the main Sydney to Melbourne rail link. The underpass is a vital link in the new Bomen road network, connecting the new east and west roadways being built as part of the $40M project, and resulting in the closure of the Dampier Street level crossing. “The road safety benefits the underpass will bring makes it one of the most important pieces of infrastructure for the whole Enabling Roads project,” Commercial Operations Sector Manager Caroline Angel said. “As well as safety, closing the level crossing will also create a potential round-trip saving of 36 minutes for Higher Mass Limit (HML) vehicles. “There is no doubt these works are a significant milestone in the Bomen Enabling Roads project,
which is one of the largest infrastructure projects in the city’s history.” On Sunday, construction of the underpass started with a one-day outage of the rail line, as agreed with the Australian Rail Track Corporation, boring and pouring of sheet piling, earthwork excavations, installation of supports and beams and reopening of the rail lines. The works were carried out on the eastern side first, and then moved to the western side. Following the completion of these works, the remainder of the earth will be dug out and a two-lane, 11-metre wide road built underneath. The opening of the underpass will measure 19 metres in width and be 5.4 metres high. The underpass works are expected to be complete by April 25. Meanwhile, all roadways for the Bomen Enabling Roads project have now been cut, with about 500,000 cubic metres of earth, the equivalent of filling 200
Olympic size swimming pools, excavated on site. Culverts have been installed at road crossings and drainage works have started. Road pavement works have also started with about 100,000 cubic metres of gravel now on site. The Bomen Enabling Roads project unlocks 1800 hectares of industrial land at the Bomen Business Park for potential development and serves as stage one of the proposed Riverina Intermodal Freight and Logistics (RiFL) Hub program. The next step for stage two is finalising commercial terms with Council’s private sector partner, Genesee & Wyoming Australia (GWA). These negotiations have been progressing well and are expected to be finalised in the coming months. The RiFL Hub program and Bomen Enabling Roads project have been made possible through NSW Government funding of $13.2M and Federal Government funding of $14.5M.
