The space-themed 2017 Riverina Science Festival proved to be a blast! Help choose funding focus: Mayor With a large number of NSW Government funding opportunities currently available, Wagga Wagga City Council is seeking input from the community to help prioritise the shortlist for one of these grant programs. Council staff have identified a shortlist of infrastructure projects identified during strategic planning consultations that also fit the selection criteria for the Stronger Country Communities Fund (SCCF), where each project must be between $250,000 and $1M. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said Council must work within strict deadlines set for the application process, so it is important that everyone nominates the projects that are most important to them before Friday,

1 September. “This shortlist features projects suggested in recent consultations for the Activation Strategy, Recreation and Open Space and Community Strategy (ROSC), the Disability Inclusion Action Plan, visits to local areas in Council’s engagement truck Charlie and other contributions,” he said. “If you can think of another project that fits the funding criteria, I encourage you to nominate it for consideration in year two and beyond of the Stronger Country Communities Fund program, or potentially for some of the other funding sources emerging from the NSW and Federal governments. “Please also keep in mind that just because a project isn’t on this list does not mean Council is

not seeking funding sources for it elsewhere, where that particular project may have a better chance of being successful due to the specifics of the application criteria.” The SCCF program targets infrastructure projects in regional NSW that enhance the vibrancy and attractiveness of these areas to live and work, and can involve: • Building new community facilities to be shared by all within the community — such as parks, playgrounds, walking or cycle pathways • Refurbishing existing local facilities — such as schools and health centres, community centres or libraries • Enhancing local parks and the supporting facilities — such as kitchens and toilet blocks wagga.nsw.gov.au/sccf

Grate idea to help reduce Baylis Street puddles New drains will be installed in Baylis Street to help reduce large puddles forming on the footpaths during heavy rain events. From 29 August, drainage improvement works will be undertaken on the four centre-ofblock pedestrian crossings in the main street. The works are part of an overall improvement program being carried out in Baylis Street. “Installing the drains will fix a design oversight from when the main street upgrade was completed in the early 2000s,” Manager Project Operations Bruce Sheridan said. “The approaches to the

pedestrian crossings are a lowerlying area. "During heavy rain events the water runs off the raised crossings and pools on the footpaths. "Installation of new drains on the east and west sides of the crossings will rectify this issue by giving the water a chance to drain away properly.” New iron-grated drains will be installed to redirect the surface water into the existing stormwater network. Works will be completed one block at a time. Crews will start in the northern block, Morrow to Tompson streets, and move south along the length of Baylis Street.

One crossing will take about 10 days to complete, with works undertaken between 7am and 5pm, Monday to Friday (subject to works and weather conditions). If works are completed ahead of this schedule crews will move on to the next block. To allow for a safe work site, the crossing and parts of the footpaths on the approach to the crossing will be closed to pedestrians. A small number of parking spaces will also be closed to allow safe movements in and out of the work site. Due to the nature of the works, some noise will be generated.

Temporary fencing will be installed around the work site for the safety of pedestrians and workers. Baylis Street business owners have been notified of the works and regular updates will be provided via social media for the duration of the works. Council recognises Baylis Street’s high profile and traffic volumes within the central business district and will endeavour to minimise disruptions to residents and business owners as much as possible throughout the works. “Council has received many customer service requests to fix this problem, so we are pleased

to be delivering a solution,” Mr Sheridan said. “We thank the community for their patience as we work through these works.” The drainage works will cost about $100,000 and is part of an overall improvement program for Baylis Street. Already this year street furniture in the main street has been sanded and varnished, new recycling bins have been installed and the street bollards given a fresh coat of paint. The votes are in and it’s official, Lloyd’s new playground will feature a double side-by-side slide, climbing nets, balance poles, swings and more. The playground was option two (pictured), out of three different designs, taking out 60 per cent of the public vote. Each of the three designs were chosen for their variety of play items, similar costs and were in line with Wagga Wagga City Council’s adopted Playground Strategy. Council will now order the winning design, which will take about six to eight weeks to be built and delivered. During this time Council staff will take the opportunity to carry out some minor works at the Lingiari Place park. “We will look to capitalise on the last of the cooler weather to do some plantings and will also get started on some concreting for footpaths and a half-court basketball court,” Strategic Asset Planner (Parks and Recreation) Ben Creighton said. “We would like to thank the community for taking the time to cast a vote in our playground consultation.

Sixty-four projects received funding this year, ranging from women’s self-defence workshops to the 2017 NSW Penny Farthing Championships. Recipients were presented with their funding by General Manager Robert Knight and Mayor of the City of Wagga Wagga Greg Conkey OAM at the Wagga Wagga Art Gallery. “The Annual Grants Program has been the catalyst for some fantastic projects over the past several years,” Cr Conkey said.

There will be no charge to dispose of household rubbish, garden waste and mixed recyclables at Gregadoo Waste Management Centre (GWMC), which is open from 7am to 4.30pm. “With spring just around the corner, this Free Tip Day is a great opportunity to clean out your shed or garage and clean up around the house,” GWMC Facility Manager Geoffrey Pym said. “Free Tip Days complement Council’s normal service, which includes more materials that can be disposed of for free every day due to increased recycling capability at GWMC.” “Residents can also dispose of televisions, computers and

computer equipment for free year-round as part of the National Television and Computer Recycling Scheme. “You can also dispose of polystyrene for free at GWMC, which is reprocessed on site for use in a range of recycled products.” Special wastes such as tyres, builders waste, refrigerative items, mattresses and gas bottles are not included in the free disposal day and will be charged as per normal fees and charges. Free disposal is limited to cars, vans, utes and single axle trailers only. Residents are reminded to secure their loads when travelling to the Gregadoo Waste Management Centre. Lake Albert lighting works get underway Work to resolve teething issues with solar lights around the Lake Albert walking track started on site this week. Earlier this month Wagga Wagga City Council said solutions to some of the problems with the lights were being worked through. This week the first of a series of fixes started on site, with Council staff cleaning all of the 104 solar panels along the 5.5km walking track to remove any grime or residue that may have settled on the panels. Cleaning the panels will help maximise the amount of energy they harvest and improve efficiency of the lights. Staff will also carry out diagnostic checks on the effectiveness and output of all the panels, replace some faulty

units and input a new on/off program for the lights. Under the new program the lights will operate for about three hours after sunset and about two hours before sunrise. “Once all the fixes are implemented and tested we will know if any further works are required to ensure the lights are performing as they should be,” Manager Project Operations Bruce Sheridan said. “It is not uncommon for a new project to encounter some issues early on. "Working through them now, during their first winter in operation, should ensure that by the colder months next year the light are operating to their full capacity.”

For some of the works to take place, short detours off the walking track and on to grassed areas may be in place for pedestrians. “The lights have been embraced by the Wagga Wagga community since they were installed in March, rectifying these issues as soon as possible will ensure this community activity continues,” Mr Sheridan said. “We thank the Wagga Wagga community for their patience as the issues are being worked through.” The solar lights around the Lake Albert walking track was a Committee 4 Wagga initiative, delivered with assistance by Wagga Wagga City Council.

Wagga Wagga City Council will be encouraging everyone to dust the cobwebs off their bike and pump up the tyres next month after it was successful with a Transport for NSW grant to promote NSW Bike Week. The $5300 Transport for NSW grant will help promote a range of initiatives such as the soon to be launched Wagga Wagga Bike and Walking Trails Guide, road safety information, shared path infrastructure and activities at the Lake Run and Ride event. Council’s Recreation Officer Peter Cook says cycling is a great way to get moving. “As well as keeping you fit and healthy, cycling allows you to be active alongside family and friends while taking in the beautiful surroundings that our city and villages have to offer,” he said. “We know from recent consultations with the community that cycling is the number one area that Council is expected to act in terms of better transport connections, and we’ve identified ways to do this in the recently adopted Active Travel Plan – Cycling.

“This grant will allow us to better promote the existing infrastructure and opportunities that we do have.” NSW Bike Week will be held during 16 – 24 September with the Lake Run and Ride event taking place on Sunday 10 September. Council’s Team Leader Visitor Economy Fiona Hamilton said Lake Run and Ride is one of many cycling events taking place in Wagga Wagga over the next few months that are expected to draw large crowds. “With events such as the 6 hour Mountain Bike Enduro and Gears & Beers coming up there really are plenty of cycling activities for people to get involved in whether they want to be competitive or social,” she said. “Not only does it make it easy for locals to attend such large events but they will attract cyclists from far and wide which has positive flow on effects for the local economy.” NSW Bike Week is proudly supported by Transport for NSW.

Funding flows for village flood plans Wagga Wagga City Council will be able to identify flood mitigation measures for three villages after it was successful in securing funding from the Floodplain Grants Scheme. Director Commercial Operations Caroline Angel said a Floodplain Risk Management Study and Plan (FRMSP) will now be developed for Tarcutta, Ladysmith and Uranquinty. “The $132,000 from the NSW and Federal Governments will be matched by $66,000 from Council and is the next step in a process Council began with each community in 2014 when it conducted data collection and developed flood studies for the villages," Ms Angel said. “Each village requires its own Floodplain Risk Management Study and Plan due to the unique nature of the flood risks from localised overland flows and swollen creeks bursting their banks. “Council first applied for funding for this project in February 2016 and is pleased

to see that it has now been successful so that we can move forward with the process.” The Villages FRMSP will assist Council in developing strategic plans for mitigating and managing the effects of existing, future and continuing flood risk. “The objective of this project is to provide Council with an understanding of current levels of flood risk within these villages, to formulate a plan to mitigate and/or manage these risks effectively and to inform Council’s planning strategies on the future land use and development within the flood-prone land,” Ms Angel said. “Each community will be consulted during the process.” This project will be in addition to works to upgrade the Main City Levee, review of the Wagga Wagga Floodplain Risk Management Study and Plan and stage two the Wagga Wagga Major Overland Flow Floodplain Risk Management Study and Plan.
