Weekly information from us to you

Oasis team is set for summer ON GUARD: Oasis Regional Aquatic Centre lifeguards Isobel Strong and Phil Stone were on duty at the pool this week, helping to prepare the outdoor facility for opening on Monday 21 September.

We're diving into swimming season It’s time to suit up and dive into the warmer months. And that’s exactly what Oasis Regional Aquatic Centre staff have spent the past week doing as preparations begin towards the opening of the 50 metre outdoor pool next week.

The 50 metre pool will be open from Monday 21 September on limited hours due to COVID-19 restrictions, however patrons can expect a bright and clean pool for the start of the summer swimming season ahead. Oasis has this year engaged scuba divers to clean the pool floor and walls with power washers after a long and cold winter when the outdoor facility was closed. It is the first time divers have been used for cleaning the outdoor pool with one of the

main advantages eliminating the need to empty water from the pool over winter. Oasis Programs Supervisor Fiona Claridge said the new concept had worked well and proved no greater challenge than previous cleaning methods with an empty pool. “We’ve had two divers in the pool and spotters ensuring everything proceeds smoothly above and below the water,” Ms Claridge said. “The pool is looking fantastic. We’re ready to open on Monday but advise patrons there will be changes and we’re asking everyone to work with the lifeguards and listen to their advice.” The pools will have capacity limits to keep to four square metres per person. “We’re asking patrons when they come in for leisure swimming to try to stay in one pool if they can … our COVID-safety officer will be doing head counts regularly,” Ms Claridge said. See inside for the updated operating hours for the Oasis facilities from Monday 21 September.

SPRING CLEANING: Oasis maintenance contractor Peter Nugent is set for his next stint on the pool floor with the power washer.

Wagga votes for new playgrounds The local community has voted for their favourite new playground designs for Henwood Park on Lake Albert Road and Kimberley Drive Park in Tatton, with option 2 for both parks the winning design. Council was overwhelmed by the community response with over 457 votes received – 232 votes in total for Henwood Park and 225 for Kimberley Drive Park. Works and Playground Officer John Conlan said it was fantastic to see the community get involved. “I want to thank everyone who voted,” Mr Conlan said.

“We put the playground selections up for the community to decide because we didn’t want to be guessing which designs people wanted – and thankfully we have two clear favourites.” Mr Conlan said he had received lots of positive feedback along with suggestions of additional items that could be incorporated into the playgrounds. “I wanted to let people know that we’ve taken those suggestions on board – unfortunately many of them are well outside our available

budget,” Mr Conlan said. “For example, if we included a toilet block, powered barbeque area, fence and shade sails in addition to the playground equipment, we’d be looking at a cost of $160K per local park rather than $40K. “We have some great destination parks that have those facilities at various locations throughout the city, such as the Botanic Gardens, Wagga Beach and Lake Albert.” Council is planning to have both new playgrounds installed prior to Christmas.

Wagga Wagga City Council is seeking to take advantage of the State Government’s preelection commitment to reclaim up to 15,000km of Regional Roads. Council is nominating just over 20km of high volume heavy vehicle trafficked roads to transfer to the State with the aim of seeing increased funding for their maintenance and repair. The government is also providing an opportunity for Council to reclassify any of its roads to better reflect their significance in the regional transport network and therefore better utilise the State Government contributions that it receives towards their maintenance and repair. Council’s Director Operations Warren Faulkner said it was an opportunity for councils to work with an independent panel to convince the State Government to reshape the hierarchy of roads within and around Wagga Wagga for the medium to long term benefit of everyone. “This provides potential improvements to

Council’s financial sustainability as the asset expenses are taken off our books as well as the likelihood of roads of regional significance being funded better,” Mr Faulkner said. “We will submit a number of roads for consideration, mainly those arterial roads that currently carry high volumes of heavy traffic and are anticipated to carry more heavy vehicles into the future, such as Byrnes and Merino roads at Bomen and Pearson Street in west Wagga. “Having these roads classified as ‘Regional or State Roads’ means improved funding from a different source … the burden will not be solely carried by Council and therefore it is an indirect benefit for the ratepayers.” Council endorsed a list of nominated roads being submitted for reclassification to the independent panel as part of the NSW Government’s Regional Road Transfer and Road Classification Review project at its 14 September Ordinary Meeting.

BUILD IT UP: the base for the new amenities block at Bolton Park is being built up and density tested in layers. The new building will include adultaccessible lay down change facilities – an important step for community inclusion.

Solid foundations: Bolton Park amenities project progresses Preparation works are progressing for the new amenities block at Bolton Park, with the building base expected to be completed by the end of this week. The new amenities block will house four change rooms, an adultaccessible lay down change facility, public toilets, canteen, office and storage rooms, replacing the existing ageing facility. Project Coordinator Kym Holbrook said

contractors were gradually building up the base the completed building will stand on. “We’re building each layer in 300mm sections,” Mr Holbrook said. “After each layer is compacted, we density test it, then put down the next layer. It’s a slow process, but it’s important to get it right. “We have adultaccessible lay down change facilities going

in, so it was critical we built close to the carpark to improve access. It’s also close to Livvi's Place, which will be helpful for families. It was important to build the facility where the community needed it.” After completion of the building pad, work will begin on the foundations, electrical and plumbing works. The team is expecting to complete the block work by early November, weather permitting.

Council is seeking to transfer/reclassify the following roads: Transfer to a State Road • MR384 Tumbarumba Road from the north bound access to the Hume Highway to the boundary with the Greater Hume Shire Council Reclassification to a Local Road • Bourke Street from Holbrook Road to the railway crossing • Docker Street from the railway crossing to the Sturt Highway Reclassification to a Regional Road • Holbrook Road from Bourke Street to Red Hill Road • Glenfield Road from Red Hill Road to Urana Street • Pearson Street from Urana Street to the Sturt Highway • Byrnes Road from Merino Road to the boundary with Junee Shire Council Reclassification to a Regional Road and transfer to a State Road • Eunony Bridge Road from the Sturt Highway to Oura Road • Byrnes Road from Oura Road to Merino Road • Merino Road from Byrnes Road to the Olympic Highway

PEDESTRIANS URGED TO ‘LOOK OUT’ B E FORE S TE PPI NG OU T ON ROA DS Highly visible stickers are being installed at pedestrian crossings, intersections and pedestrian refuges throughout Wagga Wagga to remind pedestrians to cross at the safest locations and to make safe decisions when crossing the road. Wagga Wagga City Council Road Safety Officer Emma Reynolds said Transport for NSW and the Centre for Road Safety are working with councils across the State to expand the ‘Look out before you step out’ campaign to combat the number of pedestrians hit on the State’s roads and to bring the road toll Towards Zero.

“The stickers are at key pedestrian crossing points as a reminder to everyone to ‘Look out before you step out’, particularly over the busy holiday period,” Mrs Reynolds said. “More than 1500 pedestrians are struck across NSW each year and the aim of the initiative is to drive that number down. “Taking risks and not being mindful on the roads can end in tragedy, which is why it is important for pedestrians to have their head in the moment. “All road users are pedestrians at some time in

their journey. When you cross the road, look out before you step out. “We also know road safety is a two-way street, and drivers also need to play their part by slowing down, especially in high pedestrian 40km/h zones and on local streets where they know pedestrians are out and about. “It’s important to stick to speed limits in high pedestrian areas since a car travelling at 50km/h is twice as likely to kill a pedestrian than a car travelling at 40km/h.” Stickers have been installed since Monday 15 September 2020.

HOST A SALE: Council’s Environmental Education Officer Alice Kent says the Garage Sale Trail is a good opportunity for Wagga residents to re-home some of their unwanted household items or clothing rather than sending them to landfill.

Wagga Wagga households, schools, community groups and local businesses can join more than 400,000 people across the country expected to take part in the 2020 Garage Sale Trail on the weekend of 21-22 November. Registrations have opened to be part of the community and sustainability event, dedicated this year to helping communities on the road to economic recovery by making and saving money through the sale of second-hand goods. Wagga Wagga City Council is one of more than 115 councils around the nation participating in the award-winning program. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said it was part of Council’s commitment to reducing landfill and supporting residents to re-use and reduce waste at home. “We are thrilled to be involved with the initiative and we encourage everyone in the community to register,” Cr Conkey said. “Garage Sale Trail is a great opportunity for people to connect with their community, have lots of fun and make some extra money at a time when many people need it most. “With many of us still at home this is an excellent opportunity to declutter and rehome those things we don’t need anymore. “There’s also an element where organisations like schools or community groups can use it as a fundraiser.” It is the 10th annual Garage Sale Trail held nationally and this year, for the first time, sellers can also set up virtual garage sales. The online element not only aims to keep people safe during the COVID pandemic, but also to assist sellers in finding the perfect match for their pre-loved items – no matter their location. Council’s Environmental Education Officer Alice Kent said the general idea behind the initiative is to encourage re-use of items, from household goods to fashion. “Making the choice to buy and sell secondhand and give the items a second chance at life is something we can all do to help reduce our impact on the environment,” Ms Kent said. “In addition to the main event in November, you can also take part in a number of online workshops being held in September and October.” For free registration to participate in the Garage Sale Trail or to find out more about the Trail Tutorials visit garagesaletrail.com.au/waggawagga

Councillors need to take responsibility for their actions and want unity? Absolutely I wouldn’t want anything more than a group that can work together. We don’t need to be friends but need to be able to work together, this isn’t happening. Everyone has their own beliefs which I think is needed in a working group. It’s easy to see a

5 to 4 split in the councillor group. How did this happen? Why are there two factions? I don’t believe there is two factions - there is a faction of five working together and then the others (which I am a part of). Five votes are all you need to control the majority, so why do they need the other four? This is how it leaves me feeling.

What can I do to show unity? I have extended the olive branch to the Mayor in the upcoming mayoral election. To unify the working group, I believe the leadership positions should be shared between the group of five and the others. If the group of five Councillors vote themselves into the leadership positions this will continue to grow the divide. The

position of Mayor and Deputy Mayor should be split to allow an open working group. I have put my hand up for Deputy Mayor as part of the “others group”. The interesting question will be if the Mayor accepts the olive branch or wants to continue down the same path?

Following the devastating 2019/20 bushfire season, communities are being encouraged to know more about getting ready in the lead up to the 2020/21 season. To support early planning and preparation, NSW Rural Fire Service is once again hosting its annual Get Ready Weekend on Saturday and Sunday, 19-20 September, in person and online. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said the 2019/20 bushfire season was the most devastating bushfire season in the State’s history. “It was a stark reminder of the danger of fire. It was also a reminder of the importance of being prepared and having a plan,” Cr Conkey said. “We’ve also seen other emergency events, including home fires, floods, storms, heatwaves and power outages, impacting large areas of NSW in quick succession. “Council is encouraging families, friends and neighbours to use the Get Ready Weekend to prepare for bushfire season and to start a broader conversation about being aware of and prepared for all hazards.” You can chat with members of the Lake Albert Rural Fire Brigade at Lake Village Shopping Centre on Saturday 26 September 2020, from 8am to 5pm.
