ABS data shows population continues to grow

It’s official – Wagga Wagga is booming. Australian Bureau of Statistics population data released this week showed Wagga Wagga has a strong growth rate of 1.2 per cent and the city’s northern suburbs have the second fastest growth rate in regional NSW at 5.1 per cent. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM welcomed the report, which also stated Wagga Wagga’s estimated population is almost 65,000. “These figures are proof Wagga Wagga is one of the most important regional cities in Australia,” he said. “With major projects in the works such as the Bomen Enabling Roads, the future has

never been brighter for Wagga Wagga.” Cr Conkey said the release of the data was timely, particularly regarding the speed of growth in the city’s north. “This news comes at a time when we are planning for our community’s future needs and will help ensure infrastructure and services can match the growth,” he said. “Staff are in the early stages of developing the Activation Strategy, which will plan for this growth in the north and across the Local Government Area. The strategy will also consider how residential growth can be integrated with employment and regional infrastructure. “We’re also currently partnering with

Charles Sturt University to create a Northern Sporting Precinct, which will cater for the families already living in the area and for the future.” The newly released population data is also timely as it will be used to develop the draft Wagga Wagga Integrated Transport Strategy. “Since the traffic studies were put out for public comment, City staff have workshopped strategic priorities and key projects with industry, local experts and the community to facilitate appropriate growth north of the Murrumbidgee River,” Cr Conkey said. The City of Wagga Wagga is seeking expressions of interest from visual artists for three murals across the Local Government Area.

The City of Wagga Wagga has called for tenders for its new kerbside waste collection contract, set to start in April 2018. Acting General Manager Robert Knight said it is an exciting development. “After receiving more than 4500 responses during our community engagement campaign on waste we know that this is something that interests everyone,” he said. “This call for tenders is the next step towards introducing a new waste collection system that is efficient, cost effective, and environmentally sustainable.” The biggest change in the proposed service will be the introduction of a food organics and garden organics (FOGO) bin that will be picked up weekly and processed as compost. Mr Knight said that food organics currently make up about 60 per cent of Wagga’s household general waste bins, which currently goes straight to landfill. “By keeping food organics out of landfill not only are we reducing our impact on the environment, we are minimising the need for new and expensive waste cells and future proofing against potential waste levies that may be introduced,” he said. “I’m confident the tenders will be highly competitive and deliver value for money for Wagga’s ratepayers.” Under the new system any food scraps that used to go in the general waste bin will go in the larger FOGO bin (green lid). The general waste bin will increase by 20L and will be picked up fortnightly. As a result the capacity of the fortnightly pick-up will increase from 720L to 860L. This increase will be even larger if residents opt to use a larger 360L recycling bin. A bulky waste service will also be offered under the new contract. The proposed service will consist of the following for residential areas: • Weekly collection of 240L FOGO bin (green lid) • Fortnightly collection of 140L waste bin (red lid) • Fortnightly collection of 240L recycling bin (yellow lid) with option for a 360L bin • 7L kitchen caddy and compostable liners for food organics • Potential for annual pre-booked service for kerbside bulky goods/hard waste collection The proposed contract includes expanding the collection service to Kapooka, Uranquinty village, Cartwrights Hill, Lake Albert, Springvale and Brucedale Drive. The exact boundary for these new collection areas will not be determined until the contract is finalised. Once the details of the contract are finalised there will be an education campaign to ensure all residents understand how the new system works and how to use it. This information will include collection schedules and which items will go in each bin. This project was supported by the Environmental Trust as part of the NSW EPA’s Waste Less, Recycle More initiative, funded from the waste levy.

JETGO soars to new heights with more flights The appeal of the sunshine state has been sky high for Wagga Wagga residents. In six weeks regional jet aircraft provider JETGO has welcomed more than 1200 passengers on board their new flights between Wagga Wagga and Brisbane. The positive passenger numbers have also contributed to JETGO increasing their flight services between NSW’s largest regional inland city to the northern capital.

JETGO Managing Director Paul Bredereck announced this week that the jet service would add two extra return flights per week to the Wagga Wagga to Brisbane service, on Tuesdays and Saturdays. “We have been delighted with the passenger numbers in and out of Wagga Wagga since our maiden flight on February 13,” Mr Bredereck said. “Our average passenger loads have consistently been above 80

Charlie is the City’s education and engagement truck, which has been busy taking City services to villages over the past two months. Mayor of the City of Wagga Wagga, Councillor Greg Conkey OAM said Charlie will be stopping in 20 suburbs between now and October before going back out on its village tour. “As well as being able to lodge requests and answer questions, staff will be on hand to take your ideas on how we can best activate your suburb,” Councillor Conkey said. “Ashmont residents are experts in their own area so when you drop down for a free snag make sure you drop in to Charlie to tell us what we can do to improve your neighbourhood.” Representatives from the Family and Community Services will also be on hand to answer questions and take feedback. Ladysmith Public School students are benefitting from specialised chairs after receiving funding through the 2016 ClubGRANTS. Applications are open now for the 2017 program, with the Ladysmith P&C urging other community groups to take advantage of the funding on offer after seeing its new Analogy Rocker Chairs in action. The chairs are specially designed to have a gentle rocking motion that calms students, particularly those with special needs. “The Analogy Rocker Chairs have been used by many of our students at Ladysmith Public School,” P&C president Lisa Eady said. “Every student is unique and all have unique ways of learning and therefore have different needs to help each student cope with these changes in the classroom. “The gentle rocking motion has a calming effect on students who are restless and therefore allows a learning environment that is much more open and inclusive of all children’s learning styles.”

The ClubGRANTS scheme, which is facilitated by the City of Wagga Wagga, allows registered clubs with annual gaming machine revenue exceeding $1M to share a percentage of that revenue with specific development and support projects. The Ladysmith P&C was one of 23 community groups that shared in $126,000 from last year’s program. “The application process was fairly simple and all done online,” Ms Eady said. “When applying for the ClubGRANTS it was important to think of new and innovative ideas and to look at the needs of your community group. “It was a shock to receive the funds, but fantastic when the chairs arrived last term last year.” Applications for the 2017 ClubGRANTS scheme can be made online at wagga.nsw.gov.au/ clubgrants until 5pm, Friday 28 April. Wagga Wagga, NSW’s largest inland city, is located on the banks of the Murrumbidgee River, one of the great rivers of the Murray-Darling Basin, and is an ideal place to establish a business or industry. The city sits halfway between Sydney and Melbourne, being 452 kilometres southwest of Sydney and 456 kilometres northeast of Melbourne with the Sydney-Melbourne railway passing through, and is easily accessible through an extensive network of transport, including road and air. The City of Wagga Wagga local government area (LGA) encompasses some 4,825 square kilometres and comprises a population over 63,000 people from a range of diverse cultures, lifestyles and experiences. Lockhart Shire is nestled in the heart of the Riverina and is one of the region’s most productive agricultural and pastoral areas. Lockhart Shire’s main towns and villages include Lockhart, The Rock, Yerong Creek, Pleasant Hills and Milbrulong. Lockhart is centrally situated 62km south-west of Wagga, 62km east of Narrandera and 105km north of Albury. The Rock is on the Olympic Highway 25km south of Wagga Wagga, with Yerong Creek another 15km down the highway. The Shire of Lockhart local government area (LGA) has an area of some 2,896 square kilometres, with a total population more than 3,000 people with a wide variety of different cultures and lifestyles. COUNCILLOR COLUMN If I had to use one word to sum up Wagga, I'd choose 'opportunity'. This week across Australia, communities are participating in National Youth Week. Not just a celebration, Youth Week is a platform for young people

to be engaged and express their ideas and views. This year, I'd like to use the opportunity I have as a Councillor to help provide that platform for young people in Wagga. Over the next few months I'll be talking with young people to get a greater understanding of how we can engage them helping shape our city's future.

If you're involved with a community group or organisation, Council's Annual Grants Program provides a fantastic opportunity to access funding for a variety of projects. The program is often a stepping stone for getting funds for community groups and many applicants have never applied for a grant before. If you are interested, chat with Kristen

Council is currently seeking community input into its review of the Engineering Guidelines, which outline

some of the details in how subdivisions are designed. The guidelines include things such as how wide nature strips, footpaths and roads are and what specifications they are constructed to. It sounds like a dry topic but you'd be surprised at how these guidelines impact on the amenity of the streets we all walk and drive along each day.

The guidelines haven't been updated since 1996 and input from residents is essential alongside that of builders and developers. Get involved with the consultation at wagga.nsw.gov.au/ engineeringstandards.

Road rehabilitation works roll on A number of road rehabilitation works are currently being carried out across the Local Government Area. Works are being undertaken along Tumbarumba, Holbrook and Byrnes roads. Each project is part of the City of Wagga Wagga’s pavement rehabilitation program and are expected to be complete by the end of June. There is less than a week left to have your say on proposed changes to the rules that developers have to follow when designing and constructing infrastructure for new subdivisions and developments in Wagga Wagga. The Engineering Guidelines for Subdivisions and Development Standards cover everything from the width and quality of roads

and footpaths to the type of drainage installed in new subdivisions. The guidelines are currently being reviewed and the City is looking for feedback on the proposed changes as well as your experience of living in narrow streets. More than $1700 in Section 356 donations were made to local sporting groups at the March Ordinary Council Meeting. Henwood Park Football Club had sewer charges for its clubhouse worth $1163.42 waived. Due to its low water use and that the club is not-for-profit, it was also resolved to make provisions in the draft Combined Delivery Program and Operational Plan for the ongoing waiving of the charges. Meanwhile, the Uranquinty Junior Cricket Club received $374.40 towards ground fees for Milo Cricket Program at Uranquinty Oval.

Community organisations are invited to apply for funding towards your local community service needs and priorities from the ClubGRANTS scheme. The ClubGRANTS scheme allows registered clubs with annual gaming machine revenue exceeding $1 million to apply a percentage of that revenue to specific development and support projects. At least 50% of funding from each club is to be allocated to Category 1 projects.
