A large-scale mural has been completed on the side of the Tarcutta Memorial Hall, commemorating and instilling pride in the community’s rich military and soldier settler history. In partnership with the Tarcutta community and Eastern Riverina Arts, Wagga Wagga City Council received $30,000 from the Federal Government as part of the Regional Tourism Bushfire Recovery Grants program (RTBR) to deliver the mural and history project. Council Cultural Officer Narelle Vogel said the RBTR program is focused on encouraging tourists to rediscover regional Australia and put tourism dollars back into local communities. “It’s anticipated this moving and beautiful tribute, designed and led by the community, will attract visitors to Tarcutta who are seeking out mural and military history trails across the region,” Ms Vogel said. “It’s already receiving feedback on the Silo Art Trail Facebook page.” An expression of interest process was undertaken with members of the Tarcutta community and representatives from Council’s Public Art Advisory Panel selecting artist Sam Brooks to design the mural. It took nearly two weeks of 10-hour days to paint the mural. Continued inside

New fund targets community projects A new community funding opportunity aimed at helping local organisations and businesses with capital works projects is now open for submissions.

The balance goes to the Community Works Reserve and is being made available through the Community@Work Fund. Councillors endorsed the initiative at their 26 April Ordinary Council meeting. DEA DL INE EX TENDED FOR A N N UA L G R A N T S P R O G R A M The deadline for applications for the Annual Grants Program 21/22 has been extended by one week. Community organisations, groups and individuals who have a project, event or great idea for the local community are encouraged to apply for funding, with $202,000 available across 10 categories. The categories are: Community Programs and Projects, Recreational Facilities, Neighbourhood and Rural Villages, Rural Halls, Arts, Culture and Creative Industries, Local Heritage, Events, Natural Environment, Youth Led Initiatives and Small Business.

“Previously categories like Rural Halls have drawn strong interest from the villages in the Wagga Wagga Local Government Area,” Ms Summerhayes said. “The Annual Grants Program has supported a range of projects, from the re-tiling of amenities areas to the installation of air conditioning. “These projects can make a big difference for their communities. Focus on projects in draft budget Wagga Wagga City Council’s draft budget for 2021-22 continues to focus on capital works projects and the needs of the community amid the ongoing challenges of the COVID-19 pandemic. The draft combined Delivery Program and Operational Plan 2021/22, as well as the draft Long Term Financial Plan 20222031 and draft Fees and Charges, will now go on public exhibition for 28 days until 25 May 2021. The community is being asked to view the documents and provide its feedback. The 2021/22 budget features a total budget of $216.9 million, including $131.2 million in operating

expenditure and $85.7 million in capital project allocations. Council has also committed more than $2.1 million in contributions, grants and donations to the community next financial year. Mayor of the City of Wagga Wagga Cr Greg Conkey acknowledged that Council has continued to support the community during the 2019/20 and 2020/21 financial years with fee waivers and fee reductions due to the pandemic. He said the pandemic continued to have an impact on Council’s future operational budgets, in particular with operations at the Wagga Wagga

Airport. For the 2021/22 financial year, Council has forecast a balanced budget for the first year of the Long Term Financial Plan, with deficit budgets for the remaining nine years of the plan. Cr Conkey said Council remains committed to progressing key strategic capital works projects. It is estimated that in excess of $85 million will be spent on works across the city this coming financial year. Some of those projects include the Riverina Intermodal Freight and Logistics Hub subdivision, rail siding and terminal, Riverside Stage 2 upgrade, the Active Travel Plan pathways and Lake Albert Road Stage 3A upgrade.

He said the pandemic had presented many challenges and Council now had an important role to play in ensuring the community continues to feel safe and enjoy a life that is as close to normal as possible. “While 2020 resulted in great uncertainty, we are determined to continue delivering the services that keep our city functioning, whilst rebuilding our local economy,” Cr Conkey said. “We are committed to delivering another significant capital works program in the 2021/2022 financial year to cater for the growth of our city.” To view the documents and to make a submission, visit wagga.nsw.gov.au/ public

Australia’s former and longest serving Sex Discrimination Commissioner Elizabeth Broderick AO was in Wagga Wagga recently to speak to community leaders about counteracting workplace gender inequality. The event was organised by Wagga Wagga City Council’s Equity and Respect team as part of theDVproject:2650. Ms Broderick established and convenes the globally recognised ‘Champions of Change’ strategy, enlisting a ‘who’s who’ of powerful male leaders to tackle workplace gender inequality. She is a powerful and influential voice in the struggle for gender equality, enlisting both women and men as agents of change. In her presentation at the Civic Theatre, Ms Broderick challenged the audience to play an active role in eliminating domestic and family violence by working on respectful relationships in all areas of their life. “It’s not for me to solve violence or gender inequality, it’s for us - I’ll do my part and I know you’ll do yours,” Ms Broderick said.

Residents across the Wagga Wagga LGA are being encouraged to think about their composting habits during this year’s International Compost Awareness Week, which runs from 2-8 May. The week aims to put the spotlight on the importance of composting and the long-term benefits of organics recycling. Council introduced the greenlid food organics and garden organics (FOGO) kerbside collection service in April 2018, with the composting service provided by the Carrathoolbased processor Worm Tech Pty Ltd. Gregadoo Waste Management Facility Manager Geoff Pym said the minimum amount of contamination in FOGO is crucial to providing a good quality finished product. “The single message we’d like to say to residents of Wagga Wagga is keep your green waste clean,” Mr Pym said. “There are some good habits we’d like to see everyone take up. “If you’re getting rid of food that’s passed its ‘use-by date’, remove it from its plastic bag, wrapping or container before putting it in the kitchen caddy

or green compostable liner and FOGO bin. “When you’re doing a garden clean-up, don’t put in rocks, cement or your gardening tools and make sure you remove any bags you’ve been using to collect grass clippings. “The bottom line is that our FOGO materials need to be as clean and green as possible and that’s what we require for our composting operations.” When Council adopted the FOGO system, it budgeted on receiving 10,000 tonnes through the Gregadoo facility to go to composting.

This year, due to the growth of vegetative material from the wet spring and summer, it is now approaching 15,000 tonnes. “That’s 15,000 tonnes out of the landfill and instead is going to be aerobically composted by Worm Tech rather than anaerobically digested in the landfill which creates methane, which is a greenhouse gas,” Mr Pym said. “It’s a positive outcome for council and the environment.” If you have any queries about it, check out the Frequently Asked Questions and Waste Guides on Council’s website at wagga.nsw. gov.au/waste

Digging holes in sportsgrounds a ‘dangerous act of vandalism' Wagga Wagga City Council is again warning community members that digging holes on sporting ovals and parks across the Local Government Area is against the law. The warning comes after Council staff discovered a series of deep holes dug into the turf surface at Duke of Kent Oval. “A number of holes have been found in Duke of Kent Oval,” Manager Parks and Strategic Operations Henry Pavitt said. “The damage has been

repaired but the holes were hard to see and that makes the situation more dangerous for people using the fields. “It is a form of vandalism which Council takes seriously. It could result in someone falling over and breaking a hip or an ankle.” Council is seeking the help of community members to be on the look-out for any unusual activity on sportsgrounds and to report it to Council. The project was completed in time for the Tarcutta community to commemorate ANZAC Day 2021.
