Weekly information from us to you BOMEN'S TRUCKING ALONG The Bomen Enabling Roads project, the largest infrastructure project currently being undertaken in the City of Wagga Wagga, is moving along with pace. Bitumen has been laid on sections of the 6.8km of new roadways, concrete poured on two roundabouts and the creation of a rail bridge/road underpass is almost complete. On any given day up to 70 workers are on site delivering the $40M project, funded by all levels of government, and is on track to meet its completion date at the end of June. Transport vision for 2040 Councillors will consider placing the draft Wagga Wagga Integrated Transport Strategy and Implementation Plan 2040 (WWITS 2040) on public exhibition at the May Council Meeting, Monday 22 May. The Mayor of the City of Wagga Wagga, Councillor Greg Conkey OAM, says the draft strategy is the result of one of the most comprehensive consultations the City has undertaken. “If Council resolves to place the draft on public exhibition this will be the final stage of the consultation process and I encourage everyone to have a look and make a submission,” he said.

Manager City Strategy Tristan Kell says all of the hundreds of conversations, submissions and contributions collected during the consultation process were considered in the drafting of the strategy. “WWITS 2040 is a blueprint for transport that offers real choices for people, and reflects the needs and expectations of a community that is growing at a rapid rate,” he said. “The strategy supports a city that is active, safe, healthy and vibrant and enhances Wagga Wagga’s position as a leading regional city. “While the City is driving this strategy we will need an

all-of-community approach to deliver it and we will be working with industry, local businesses, Federal Government, NSW Government and agencies such as Roads and Maritime Services and Transport for NSW.” WWITS 2040 is wide-reaching and addresses six key areas; integrated land use, parking, freight and logistics, road network, active travel and public transport. Within these six areas is an integrated approach to address a range of topics raised by the community, stakeholders and industry experts. MEETINGS TO BE LIVESTREAMED Council meetings will be livestreamed as part of a sixmonth trial, starting at the 22 May meeting. Since the trial was endorsed in February, a number of tests have taken place ahead of Monday night’s launch of the trial. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said livestreaming gives the community greater access to decision-making and debate at the meetings. “The introduction of this trial is part of the City of Wagga Wagga’s commitment to openness and transparency,” Cr Conkey said. “Livestreaming allows you to view the Council meeting on your phone, tablet or PC. If you can’t get to the meeting but are interested in the decisionmaking process in general or a particular item on the agenda, you can view it anywhere or watch it on demand after the meeting. “Live updates from Council meetings will also still be

available on the City of Wagga Wagga’s Facebook and Twitter pages.” The livestreaming trial also follows on from the introduction of a Public Access Session and Public Forum – Development Assessment and Policy, which are held one week before each monthly Council meeting. The access session allows the community members to address Councillors on any matter within the City of Wagga Wagga’s responsibility. The forum is an additional form of communication and consultation about development applications scheduled for the next Council Meeting, or a policy or plan currently on public exhibition. “There are now more ways than ever to be involved and stay informed about what’s happening in your community,” Cr Conkey said. “Along with the new public access session and forum, the City’s community engagement truck Charlie is making about

Jim has been sharing his passion for tennis for almost 50 years and in the year 2000 the Jim Elphick Tennis Centre at Bolton Park was named in recognition of his contribution to the sport. Off the court, Jim has written a book detailing the history of tennis in Wagga and with his wife Mavis was instrumental in fostering the growth of tennis in the city. He was the inaugural president of the Wagga Wagga Tennis Association in 1971 and held that position until 1997. The Walk of Honour is announced at each year’s Australia Day Awards to recognise substantial contributors to the community.

One of the city’s largest infrastructure projects is nearing its completion with roadways taking shape and a rail bridge almost finished. The $40M Bomen Enabling Roads project, funded by all levels of government, is set to open to traffic by the end of June. The project has been moving with pace, with bitumen laid on sections of the new roadways this month, including for the new north-eastern entrance to the Livestock Marketing Centre (LMC). Concrete pouring has started for two new roundabouts, one connecting the realigned Byrnes Road and East Bomen Road, the other linking Bomen Road and new LMC access with West

Bomen Road. The creation of a rail bridge/ road underpass, which will result in the closure the Dampier Street level crossing, is almost complete, with the top section of the tunnel broken through on both the eastern and western sides. The project has experienced minimal delays to date, with just 14 days lost to weather delays. “The attention to detail with all aspects of project management on the Bomen Enabling Roads project is evident with the project on track to meet its end of June completion date and few delays or setbacks,” Commercial Operations Sector Manager Caroline Angel said. “The works on the rail bridge/ road underpass are also moving

along smoothly, which is an incredible feat, considering the complex nature of the job and timings with rail movements, which have still been running during construction.” The Bomen Enabling Roads project is fundamental supporting infrastructure for the Bomen Business Park. The new 6.8km of roadways will unlock a significant amount of industrial land for potential development and better link the Olympic and Sturt highways. The roads are the first project in the redevelopment of the Bomen Business Park, with the proposed Riverina Intermodal Freight and Logistics Hub (RiFL) and the replacement of Eunony Bridge both contributing to the bigger picture for Bomen.

Erosion repair works on the side of Lord Baden Powell Drive will be undertaken next week. While the works are on the side of the road, lane closures are required to allow a safe work area for crews. The closures will alternate, depending on which side of the road crews are working on. Detours will be in place for affected motorists. Works will be carried out between 7am and 5pm each day and short delays for motorists are expected. The works will take about five days to complete, weather permitting. The repairs will protect the road surface from water damage and

help prevent any future erosion to the road shoulder. “Heavy rainfall has contributed to some erosion of the road shoulder,” Manager Operations Stephen Jewell said. “Shaping and lowering the road shoulder will allow water to be more easily shed from the road surface and prevent further erosion at the site. “Maintenance of the table drain will also help water draining off the road surface to get away swiftly.” These works are not associated with works carried out on the road in November last year.

Above-average rainfall in Wagga Wagga last spring forced the closure of Lord Baden Powell Drive for a number of weeks due to water seeping from underneath the roadway. HELP NAB AN ILLEGAL DUMPER

The City of Wagga Wagga is calling on the community to help weed out an illegal dumper. Multiple loads of green waste have been dumped on Redbank Road (pictured) recently and information from the public is needed to help nab the irresponsible person. “Dumping green waste may seem harmless, but it poses a significant risk to our local environment,” Environmental Education Officer Alice Kent said. “It has the potential to spread weeds, become fuel for bushfires and tarnishes the visual amenity of our beautiful region. “The dumping of green waste not only took place a short drive from the Gregadoo Waste Management Centre, it happened just days before the most recent Free Tip Day when it could have been disposed of for free. “Now the illegal dumper is facing costly fines if caught.” Cleaning up illegal dumping cost the Wagga Wagga community $183,000 in 2015/16. This year, the City has been undertaking its “Don’t Dump, it’s Dumb” campaign as part of the Environmental Protection Agency’s illegal dumping program. Along with extensive community education, the City has held free mattress disposal days and installed fencing, signage and surveillance infrastructure in known hot spots. “So far this year, 155 incidents of dumped rubbish

have been reported and investigated,” Miss Kent said. “A fine for illegal dumping is significantly more expensive than the cost of a trip to the tip to dispose of waste responsibly – it’s just not worth the risk. “Penalties start at $250 and increase depending on the type of waste and level of potential harm to humans, animals and the environment.” If anyone has any information related to the dumped rubbish on Redbank Road, contact the City’s Environmental Compliance Officer on 1300 292 442. Residents can report incidents of illegal dumping by phoning 131 555 or at ridonline.epa.nsw.gov.au. The “Don’t Dump, it’s Dumb” campaign has been made possible through a $123,000 grant from the NSW Environment Protection Authority Waste Less, Recycle More initiative, funded from the waste levy. An innovative partnership to market local businesses and the Wagga Wagga region is set to be bigger and better in 2017/18. Applications to take part in the Wagga Tourism Partner Program are now open following a successful first year of the City of Wagga Wagga initiative. Team Leader Visitor Economy Fiona Hamilton said the Wagga Tourism Partner Program brings together businesses, individuals and industry to showcase what is great about Wagga and help boost visitation to the city and surrounds. “Annually, about 1.3M tourists choose Wagga as a destination for short or long stays for work or leisure and spend about $340M at local businesses,”

she said. “The first year of the Wagga Tourism Partner Program has been a great success, with 70 partners joining the program, the new Visit Wagga website launched and a newlook Visitor Guide to showcase our region created. “Local tourism operators have had some great ideas about how to expand the program and we’ve taken that on board with two more partner categories, new marketing collateral and networking events. “We will also be working with the new Riverina Murray Destination Network to create fresh opportunities for our local tourism operators.” The new partner categories will allow smaller boutique

retail, café and accommodation operators, as well as a regional section for businesses within 120km of the Local Government Area boundary. The 2017/18 program will be launched at a special networking evening on 31 May, giving current and prospective tourism partners the chance to meet and find new ways of working together. Businesses and other organisations can sign up for the Wagga Tourism Partner Program at any time during the year, but to be included in the 2017/18 Visitor Guide they will need to join by 15 June.
