Our Wagga View starting to take shape after first week
Hundreds of people have shared their vision for the future of Wagga Wagga during week one of Wagga View – Our Future in Focus. A community wishing tree has sprouted to life with residents' wishes for a Wagga of the future, thoughts are being filmed and captured in letters and conversations are being had about what is great in Wagga and what could be improved. Wagga View is open to all members of the Wagga community and runs for four weeks. The Wagga View shop is open in the Sturt Mall, Monday to Friday. In addition there are weekend opportunities at upcoming markets and online consultations. The Wagga View Road Show will also be hitting the streets of Wagga suburbs and travelling to villages in the LGA from 28 May to 10 June. Week two of Wagga View features a schools program to capture ideas and views of Wagga’s younger community, and, the Wagga View Race. During the school program, Council’s community

The Wagga View Race will be run on Tuesday 24 May and Wednesday 25 May. Teams will compete in a number of activities to reflect the liveability of Wagga and will be held over a morning and afternoon session.

Levee upgrade moves forward The City of Wagga Wagga has this week been approved for a temporary special rate variation of 5.63% to partly fund the $23.3M upgrade of the city’s flood levee system.
The determination made by the Independent Pricing and Regulatory Tribunal (IPART) will allow Council to contribute its one-third share towards the levee upgrade project.
In assessing Council’s application, IPART determined that it met the criteria and the “impact of the proposed rate rises on ratepayers is modest and reasonable given the purpose of the special variation”. Mayor of the City of Wagga Wagga, Councillor Rod Kendall said this project, which will upgrade the Main City Levee to a 1 in 100 year level of protection and the North Wagga Levee to a 1 in 20 year level of protection, was vital for the city. “The only way to protect Wagga Wagga’s CBD, critical assets and thousands of homes

against flooding is to strengthen the levee system,” Cr Kendall said. “With a price tag of more than $23M, assistance is needed. This special rate variation will help Council raise it’s one-third, or $7.75M share, of the upgrade. “We strongly hope today’s decision by IPART to allow Council to proceed with the special rate variation will be the catalyst for the State Government to commit funding in a timely manner to this vital project for the City of Wagga Wagga.” IPART have granted Council approval for a
temporary, one-off, rate variation to start in the 2016/17 financial year, and be maintained for five years. Rates for all categories, except the Farmland category, will increase by 5.8%. The Farmland category will increase by 3.7%. The combined effect of these percentages equals the 5.63% overall increase. The announcement of the approval of the special rate variation (SRV) this week creates mixed feelings of celebration. This will provide relief to all
residents of Wagga, as every day is one day closer to that big flood. However, it must be acknowledged that the jury is still out on North Wagga and surrounds. They are ratepayers just the same, they contribute, yet afforded token protection. For me, this is not balanced and we need to find an acceptable solution. The reason for mixed feelings, this is another

example of the abdication of responsibility from the State Government. Their funding model is flawed, they make us beg, drip feed their contribution, then expect us all to applaud them for receiving crumbs from their table. The responsibility for critical infrastructure is the State, not you the ratepayer. This coupled with $3.4M annual cost shift from State to Local
Government (ratepayers), the fact that the State can spend billions of dollars for stadiums, museums and the like in Sydney, and sack democratically elected representatives in functional regional councils, does not bode well that the residents of regional NSW are truly considered or taken seriously. On a brighter note, congratulations to Geoff Crouch, Sam Brunskill and
all the recipients at the Wagga Business Chamber awards. Australia was built by people such as these recipients and it is magnificent to see people of this calibre keeping up the effort. Small business is the engine room of Australia. Well done and thank you for your efforts and dedication. This is my last column before the next council election, it has been a pleasure to serve the people
of Wagga, and I would like to thank everybody for the support and feedback (whether it be for or against), that I have received in my term as a Councillor. It is important that we continue an exchange of ideas and support the democratic process that we enjoy.

Meet Ninja
This week’s pet of the week is a male domestic short-hair named Ninja. The ginger Ninja can be adopted from the Glenfield Road Animal Shelter for $191.70, which includes microchipping, lifetime registration, vaccination,

More than 100 tonnes of waste was disposed of for free as part of Free Tip Day on 14 May. Free Tip Days complement Council’s normal service, which includes many materials that can be disposed of for free every day due to increased recycling capability at Gregadoo Waste Management Centre (GWMC). Over 600 residents took advantage of the free waste disposal, bringing with them tonnes of household rubbish, garden waste and mixed recyclables. Televisions, computers and computer equipment can be disposed of for free yearround at GWMC as part of the National Television and Computer Recycling Scheme. This offer is available to householders and small businesses only. Polystyrene can also be taken to the tip for free, where it will be processed on site to be reused in a range of recycled products.
10,000sqm of turf to be laid in Lake Albert The parkland along Lakeside Drive and the compound area at Ray Beddoe Park will be home to new turf from Monday. About 10,000sqm of turf will be laid across the two sites, taking advantage of the autumn planting season and the recent wet weather. The landscaping works follow the installation of bollards along the street last June, which replaced the pine logs that were in place prior to the 2014
Lakeside Drive road rehabilitation project. The rehabilitation project saw 1.3km of road reconstructed and 635m of kerb and gutter replaced. Additional bollards will also be installed at the end of Lakeside Drive at Ray Beddoe Park as part of the landscaping project. The works are expected to take two weeks to complete, weather permitting.
Fresh coat of paint for roundabout Maintenance on the roundabout and further work on the public artwork at the intersection of Tarcutta and Forsyth streets was carried out this week. A risk assessment of the roundabout was undertaken, which identified some maintenance work required to improve the asset. Council, through its Urban

Library to mark 70 years of history From donated books in a tin hut to a thriving community hub, a lot has changed in the past 70 years for Wagga Wagga City Library. The facility’s long history will be celebrated on Tuesday 24 May with a community morning tea and other events as part of National Library and Information Week. “Our library has come a long way over the years and today provides countless services to the community,” Library Manager Claire Campbell said. “Free WiFi, ebooks, workshops and classes, DVDs, children’s programs and of course books – the library is now offers a range of important services for all of the community.” The library’s story began in 1936 when Mayor H.E. Gissing championed the “Free Public Library Movement”. In 1945, Council decided to seek temporary use from the Mayor’s Patriotic and War Fund to access the Patriotic Hut, in the Town Hall Gardens, for the purpose of a library. The School of Arts generously donated its entire collection of 3914
books and book racks and on 24 May 1946 the library was opened by the Minister of Education Mr J G McKenzie. “By 1948, the library had issued 108,600 books to more than 5000 members,” Ms Campbell said. “In the last 12 months alone there have been 186,773 visits, 293,000 items issued to 25,000 members, and 14,000 attendees at public programs. “While our modern day library has heating and cooling, the original ex-army hut became so hot during the summer of 1949 that special opening hours from 10am to noon and 4pm to 10pm had to be used.” Along with the community morning tea, a number of other events will also be held throughout the week to celebrate the library’s rich history. Heidrun Lohr and Hans Bildstein have created a digital history of the library, which will be projected onto the lagoon side of the Civic Centre each evening until mid June. Partnership program to promote local business Council has launched a new partner program aimed at promoting and developing tourism in the Wagga region. The Wagga Tourism Partner Program brings together businesses, individuals and industry to showcase what is great about Wagga and help boost visitation to the city and surrounds. “The program will be Wagga’s onestop-shop for tourism and will work two-fold, to help attract more visitors to the city, and provide information on services and attractions once visitors arrive,” Manager Economic Development and Visitor Economy Richie Robinson said. Annually, about 1.3M tourists choose Wagga as a destination for short or long stays for work or leisure and spend about $340M at local businesses. “Wagga already is a popular destination for many visitors. This program is aimed at bringing tourism operators and a host of other businesses and individuals together to provide holistic listings for our visitors, covering everything from accommodation options, services, attractions, restaurants, clubs, retailers and much more,” Mr Robinson said.
