Going green What do you do with a burnt-out bulb? Let us enlighten you. Wagga Wagga City Council has launched a Community Recycling Station in the Civic Centre for batteries, ink cartridges and more. It’s the latest green move from Council after a recent trial to minimise workplace waste kept a whopping 12,000kg of rubbish from going into landfill. “Most of us just throw light globes and batteries in the bin, but up to 99 per cent of the material in a bulb can be recovered for recycling,” Environmental Education Officer Alice Kent said. Strangers to meet for Archibald Prize finalist Curran’s new project
You’re sitting for a portrait by an Archibald Prize finalist, but who’s that person next to you?
On the back of Tony Curran’s hugely successful exhibition Stay, community members will be able to pose for a portrait in the company of a complete stranger. The acclaimed artist will record the social dynamic of the impromptu pairings in the drawings made on his iPad. The new project is called Meeting Room 1,

which is the space where strangers, neighbours or old school friends will come face to face. From 5 September, sittings will be held on one Saturday of each month until next August. The new participatory drawing performance has been commissioned by Wagga Wagga Art Gallery and will be Curran’s longest work yet. “Previous drawing projects of mine have involved documenting the relationship between myself and the sitter,” Curran said. “But this time I want to document the relationship between people brought into the strange situation of spending an hour with
someone they don’t know well or at all.” Curran’s portrait of Museum of the Riverina Manager Luke Grealy was announced as an Archibald Prize finalist last month and has been on display in the Art Gallery of NSW. The artwork was part of Curran’s Stay exhibition, which also allowed community members to sit for a portrait. Anyone wanting to take part in his new project can book online at www.tonycurran. net/meetingroom1. Participants will meet their portrait partner at the Civic Centre and after the sitting can download the unique artworks.

Community gets boost from grants The Wagga community is $166,000 richer following the Annual Grants Program presentation on Thursday night at the Civic Theatre. Seventy-one community groups, individuals and organisations were recognised on the night, with the crowd hearing about worthy projects ranging from a skate area in North Wagga to a music program at Forest Hill Public School. The grants program provides an annual funding opportunity for the local government area across six categories. This year’s program had a 52 per cent increase in applications compared to the 2014/15 program. More than $326,000 worth of funding requests were made, a 43 per cent increase on last year’s program figures. Funding priorities for the Annual Grants Program are aligned with the Community Strategic Plan, Ruby & Oliver.

On Monday 17 August, the General Manager and I appeared as witnesses at the hearing of the Legislative Council, General Purposes Standing Committee No. 6’s Inquiry into Local Government.
Below is a summary of what we stated: We recognise the need for reform and continuous improvement, but we firmly believe the current reform is too narrowly focused. Areas that are not addressed by Fit for the Future include: • Cost shift to local government • The withdrawal of services by other levels of government • Reduction of government funding

• Clarity of the role of local government • Changing the view of government towards local government to a mature partnership • Performance criteria that reflects the wider achievements and strengths of the sector and the sector’s beneficial contribution to communities. We support the formation of Joint Organisations. This region has a long
history of collaborative local government successes that have achieved scale and capacity. These include: • Riverina Regional Library • Riverina Water County Council • Goldenfields County Council • REROC While many of the reforms are supported by local government, many critical areas are still not recognised by state and federal government.
Examples include: • The removal of indexation on FAGs grants that will cost Wagga Wagga City Council about $1.8 million during the freeze and will have an ongoing cost of about $1M pa after indexation recommences, unless an adjustment is made • The lack of any progress towards an agreed defined role of local government • The lack of progress on planning reforms
• The continuation of service withdrawal by state and federal government • Continued cost shifting The performance criteria should be consistent with the criteria used for other levels of government & should reflect a broader range of measures that will give meaningful data in relation to the whole of community rather than on LG alone.

Indigenous artists to feature on panel

A panel discussion focusing on issues for Indigenous artists will be held on Thursday 27 August as part of the Join the Dots program. Wagga Wagga City Council and Eastern Riverina Arts are holding a series of workshops throughout the year for Aboriginal artists and creators to enhance their skills and knowledge of marketing, branding, copyright laws, grants and other issues relevant to artists. The topic for next week’s forum is “key cultural and political issues impacting Indigenous artists today” with a panel of three highly esteemed Indigenous artists. Djon Mundine, Blak Douglas (Adam
Hill) and Nicole Monks will talk about challenges they have faced in their art careers and how being Indigenous translates in the arts world. Join the Dots began in December 2014 in as a partnership between Council, Eastern Riverina Arts and local Aboriginal artists interested in developing their careers. A 12-month program was created, with a focus on increasing knowledge around small business models, getting artwork into galleries and retail spaces, increasing art networks and other issues such as copyright law and pricing artwork. Green Army marches into city They proudly don their uniforms each day, but this army is a little different. A group of young people have been gaining invaluable experience in conservation management by taking part in the Green Army program. Wagga Wagga City Council was recently successful in its
application to have the Federal Government initiative take part in the Marrambidya Wetland project. When wet weather has prevented work at the wetland development, the Green Army has been constructing fauna boxes for local wildlife and planting native trees and shrubs around Wagga. Working with Council’s
environment team, participants this week installed 20 fauna boxes at the Wiradjuri Reserve to help create a movement corridor for native wildlife. The Green Army program provides opportunities for young Australians aged 17 to 24 years to gain training and experience in environmental and heritage conservation fields.

Tonnes of trash tossed for free
More than 134 tonnes of waste was taken to the tip for free last Sunday. Residents got stuck into their spring cleaning early, with 749 transactions conducted at the
Gregadoo Waste Management Centre (GWMC) during the Free Tip Day. Televisions, computers and computer equipment from households and small businesses can

Mike Carlton to talk WWI
Meet Bruce
Acclaimed journalist Mike Carlton will give a blow-by-blow account of a defining sea battle in a free talk at the Museum of the Riverina’s Historic Council Chambers site. Council hereby gives public notice of the exhibition of its intention to introduce a 12 month smoke-free trial within Baylis and Fitzmaurice Streets and in Forsyth Street (between Berry Street and Peter Street) and amend Council’s Smoke-Free Outdoor Areas Policy accordingly. The policy will be on exhibition for a period of 28 days,
from Monday, 10 August 2015 until 5pm on Monday 7 September 2015. Inspection of Policy The policy is available for review at Wagga Wagga City Council, Cnr Baylis & Morrow Sts, Wagga Wagga, during the hours of 8.30am to 5pm Monday to Friday (public holidays excluded) within the above exhibition period. The policy can also be accessed online at www.yoursaywagga.com. au/smoke-free-cbd. Submission Procedure Council invites written public submissions on the policy; persons wishing to make a submission in relation to the policy should do so prior to the close of the exhibition period. Submissions should be in writing and may be delivered to Wagga Wagga City Council or mailed to the General Manager, Wagga Wagga City Council, PO Box 20, Wagga Wagga, NSW 2650 or emailed to council@wagga.nsw.gov.au. Persons making written submissions regarding the policy are advised that any submission received within the submission period will be subject to the Government Information (Public Access) Act 2009 and the Privacy and Personal Information Protection Act (PIPPA) and may be attached to the final report, in its entirety or in part, to Council unless explicitly requested by the person making the submission that they do not wish this to occur.
