Wheels turn on new cycling complex The dream of cycling enthusiasts across the city is one step closer to reality with preliminary site survey works completed at Pomingalarna Reserve, the site of Wagga Wagga’s $9.2M Multisport Cycling Complex. It’s the first step in the development of a detailed design for the complex, which includes a velodrome and criterium track.

Stakeholder committee groups have been established representing the various stakeholders involved in the project. This includes representatives from the city’s five cycling groups and women from the local Aboriginal community who are working with Council to ensure the facility is planned and built to meet the needs of the community. Pomingalarna is acknowledged as an important place for Aboriginal women and children and the working group will liaise with Council to develop opportunities to incorporate the cultural significance of the site into the proposed complex. Wagga Cycling and Mountain Bike Wagga Club member Paul Johanson said he is thrilled that the project is kicking off.

“This has been the culmination of over five years of hard work and planning by many people,” he said. “Wagga’s cycling community is very excited about the project and the five cycling clubs look forward to working with Council and their consultants to get this important regional project underway. “We want to make sure that the project is something the whole community can be proud of, something that can be used by all level of cyclists and a facility that will bring lots of visitors to our great city.” The concept design, undertaken by an external consultancy firm, is underway and expected to be completed by April 2019, with the next step being detailed design and construction.

Funding for the $9.2M project - the biggest multisport cycling complex in NSW - was announced in August and signed off in December 2018. The funding comprises a State Government contribution of $6.92M, with Wagga Wagga City Council contributing $2.3M. The complex will feature a mountain bike playground, new criterium track, BMX track, jump tracks and pump tracks, a cycling education area, a velodrome and new car parking and supporting infrastructure. Planning for the complex took into consideration Wagga Wagga City Council’s Active Travel Plan – Cycling (ATP), Wagga Wagga Integrated Transport Strategy 2040 (WWITS) and Recreation, Open Space and Community Strategy and Implementation Plan 2040.

For the third consecutive year, Wagga Wagga City Council’s Civic Theatre has partnered with the Melbourne International Comedy Festival to present Class Clowns. This one-of-a-kind, national secondary school comedy competition is open to people aged 14-18 (years 9-12). Each year hundreds of teens participate in Class Clowns across the country – discovering and refining skills in writing and performing comedy. The competition takes it outside of the classroom or lounge room to a wider audience, encouraging teens with talent to unleash their comic voice. AMBASSADORS FOR CHANGE: Council staff and high profile community members met this week as part of a project to change attitudes that lead to domestic and family violence.

GRASSROOTS PROJECT TO PROMOTE EQUITY AND RESPECT Wagga Wagga City Council has established a steering committee for a grassroots project that aims to highlight the link between inequity, disrespect and domestic violence. High profile local influencers will lead the project to change community norms, attitudes and behaviours towards women through Wagga Wagga City Council’s Equity and Respect Team and the project. With Wagga’s domestic violence rates sitting around 29 per cent higher than the NSW average, the development of the project and steering committee has come at a critical time. The steering committee draws on people with strong community networks who can be an influence for change in the community. “Our committee members, which includes the Deputy Prime Minister Michael McCormack and Member for Wagga Wagga Dr Joe McGirr, will play a central role in the way we work in the prevention space,” Council’s Director Community Janice Summerhayes said. “The committee will look for opportunities to challenge the norms, attitudes and behaviours

that exist in our community, such as those rigid stereotypes and gender roles. “As leaders in their workplaces and significant influencers in the community, they can model appropriate attitudes and behaviours to foster respect. “We need a community-wide approach and we are all part of the process of change.” As a large employer in Wagga Wagga, Council is looking to set an example of how businesses can lead change and influence attitudes and behaviours for a respectful and equitable workplace and community. “Our staff live and work in Wagga, and if they can be an influence for change, that gives us a strong position to address this serious issue,” Council’s Manager People and Culture Fiona Piltz said. The project and Wagga City Council’s Equity and Respect team are made possible through NSW Government funding received by Wagga Women’s Health Centre in 2018 and is delivered by Wagga Wagga City Council.

GAME ON AT THE MPS: Local netballers competing in the NSW State League Carnival last weekend were the first to play in Wagga Wagga’s gleaming new Multi Purpose Stadium. An official opening event will be held on Monday 25 February to mark the occasion. The $9.2M stadium, located next to the Netball Centre on Kooringal Road, will host basketball, volleyball, football and futsal games. RESIDENTS REMINDED TO SHARE FLOODPLAIN THOUGHTS

Residents of Tarcutta, Ladysmith and Uranquinty have until Friday 1 March to share their experiences of flooding in their area. The NSW Government program consists of five stages to help councils make informed decisions about what measures are needed to reduce and manage flood risk. Flood studies for the three villages were completed in late 2014, which carried out detailed hydrologic and hydraulic computer modelling to define the range of possible floods that can occur in each village. Floodplain Risk Management Studies and Plans for Tarcutta, Ladysmith and Uranquinty are now being developed to help identify and recommend appropriate actions to manage flooding in these communities. “Tarcutta, Ladysmith and Uranquinty each experienced severe flooding in the October 2010 and March

2012 floods that swept through the Murrumbidgee basin,” Wagga Wagga City Council’s Director Commercial Operations Caroline Angel said. “The documents now being developed will make a detailed assessment of flood risk in each of the three villages and will include investigating a range of possible measures Council may use to reduce or manage flood risk in the towns. “We would like to hear your experiences of flooding to better understand how flooding occurs in these villages and what measures may improve the current flood situation.” Tarcutta, Uranquinty and Ladysmith residents were mailed an information pack and questionnaire, which can also be completed online at wagga. nsw.gov.au/floodfutures. Residents are asked to complete the surveys by Friday 1 March 2019 to ensure their feedback can be included.

Plan to help match growth with infrastructure Duplicating sections of Glenfield Road is just one of many key community infrastructure projects in Wagga Wagga to be funded in part from land developer contributions over the next 15 years. The draft Wagga Wagga Local Infrastructure Contributions Plan 2018 is currently on exhibition until 2 March 2019 with submissions closing two weeks later on 16 March. This is the community’s opportunity to have its say on the plan which details $164M

worth of projects expected to be delivered in 15 years, with a focus on achieving 87 per cent of those in the first eight years. “Wagga’s population is forecast to grow significantly over the next 15 years,” Council’s Director Corporate Services Natalie Te Pohe said. “Residential development will be accompanied by new employmentgenerating development. The additional development and increase in population will generate further demand for a range of

local infrastructure that Council provides. “This includes roads and shared paths, parks and recreation facilities, and community facilities. “Contributions of land, works and money from the developers of land throughout Wagga will be a key source of funding for the required infrastructure upgrades.” Contributions made by developers will allow Council to deliver a schedule of infrastructure and works such as road

corridor and bridge works, footpaths, cycleways, streetscapes, new and upgraded sports fields, parks and athletics facilities, all of which are critical in supporting a growing community. LEVEE UPGRADE WORKS CONTINUE AT FULL TILT

The Main City Levee Bank upgrade is proceeding to schedule this week with three specialist crews working between Wiradjuri Bridge and Johnston Street constructing a concrete crib wall, reinforcing earthen embankments and driving in sheet piles. It’s the first phase of critical infrastructure works being undertaken in Stage 2 of the Main City Levee Bank upgrade. Approximately 3000 interlocking steel sheets will be driven into the levee to create barriers known as sheetpiling. This construction technique is used in areas where the levee footprint cannot be enlarged to accommodate a wider earthen

Pedestrians and cyclists are reminded that the Wiradjuri Walking Track between Wiradjuri Bridge and Johnston St is temporarily closed until May. This includes the upper track and lower river side paths and the community is advised to follow the closure signs and use alternative routes. The entire 6.1km levee upgrade project is expected to be completed in mid-2020. The project will deliver 1 in 100 year flood protection to the CBD, critical city assets and thousands of homes.

One of the most important decisions to impact Wagga Wagga in decades was announced last month. The announcement was that Wagga Wagga’s Bomen Industrial Area was to become only the second centre in the state to be defined as a Special Activation Precinct. So what does that mean in lay terms? It means a couple of things. Firstly, the time to process development applications for industries wishing to set up in Bomen, or expand in Bomen, will be drastically reduced. For instance, one industry at Bomen has been waiting four years for their application to the State Government to be approved. Under this arrangement, that red tape will be

slashed with applications on the whole taking an estimated six weeks. Secondly, it will open up additional avenues of State Government funding. The State Government has earmarked Special Activation Precincts for special treatment. NSW is battling to compete with Victoria and Queensland in attracting new industries and this new precinct will be able to provide incentives that to date have not been available. Bomen is a unique facility consisting of 1800 hectares of zoned industrial land, 1000 hectares of which has yet to be developed. It is in fact the largest industrial greenfield site in the state. Bomen can cater for a variety of industry and businesses, with lot sizes ranging from one hectare to more than 10 hectares. Added to the mix is the

fact that: • Wagga Wagga City Council has spent $40M on the road network into and around Bomen • Council is about to spend another $10M on widening and strengthening Eunony Bridge • The State Government is providing $14.4M for the 5km rail master siding • Visy Logistics has partnered with Council to contribute to and operate the terminal at the freight hub • Wagga Wagga is strategically located on the inland rail route under construction between Melbourne and Sydney. It’s no wonder I keep saying that this is the most exciting time Wagga Wagga has ever experienced.

HELP CLEAN UP KOHLHAGENS BEACH

A favourite spot for visitors and locals alike will be given a tidy up as part of the Clean Up Australia Day on Sunday 3 March. Wagga Wagga City Council, in partnership with Wagga Wagga Tidy Towns Sustainable Community Committee and Wagga Wagga Urban Landcare, will be hosting a community clean up at Kohlhagens Beach Reserve. “Clean Up Australia Day is a great way to make a difference in our community,” Council’s Environmental Education Officer Sam Parsell said. “Not only does litter look bad, but it detracts from the great recreation areas we have in Wagga Wagga. “Kohlhagens Beach Reserve is a great spot, but not everyone does the right thing and takes their rubbish with them. "Being on the river, litter can end up in our waterways and create problems downstream.
