New milestone in levee project A major milestone in the construction of Wagga Wagga’s $23M levee bank upgrade project was achieved this week with the last of the sheetpiling works now completed.

Stage 2 of the upgrade includes six kilometres of levee bank of which almost two kilometres required sheetpiling work. This finished work now brings the Main City Levee to a 1 in 100 year level of protection against flooding. Council’s Director Commercial Operations Caroline Angel said there are still finishingoff works to complete – such as floodgates, walking trails, handrails and access points – and there is the possibility sections of the

levee will be open to the public prior to Christmas. “The next section to be opened will be between Hammond Avenue and Mason Street, and depending on how construction progresses, there may be other sections that can be made accessible for public use,” Ms Angel said. “Sheetpiling occurs where there is limited space on the existing levee and not enough room to use earth to raise the height of the levee. “This is a significant milestone in this major project for the city. It was a complex exercise to co-ordinate the sheetpiling along this stretch of the levee, but it is now completed and we have achieved an outstanding result with the new height on the Main City Levee now achieved. “We would like to thank the community for its continued support and understanding as Council undertakes this major project. The

outcomes will mean the levee bank provides a 1 in 100 year level of protection against flooding.” The sheetpiling process involved driving steel sheets approximately 2.7m into the ground to create a wall along the levee bank that is approximately one metre high. Designated access points have been incorporated into the sheetpiling design to enable access to the riverside. The wall will be capped with aerated concrete blocks. Council has worked with a local artist to design an artwork to be installed along sections of the capping. “This section of levee bank is highly visible to the public are we are pleased with the aesthetics of the sheetpiling and how it fits with the natural environment,” Ms Angel said. “Most importantly, however, is the job it was built to do in the event of a major flooding event. 100 year flood protection is quite literally taking this piece of important infrastructure to a whole new level. “Strengthening the levee system gives peace-of-mind assurance by safeguarding the entire central business district, many of the city’s critical assets and thousands of homes.” The upgrade of the Murrumbidgee River levee system in Wagga Wagga started in 2017 with Stage 2 starting in 2019. The first section of Stage 2, from 100 metres north of Wiradjuri Bridge to the Wagga Beach/Johnston Street, was completed in October and coincided with the opening of the Levee Link shared pathway. The $23M project for Stage 1 and Stage 2 includes contributions from Wagga City Council ($7.75M), the State Government ($4.1M) and the Federal Government ($10M).

Wagga Wagga City Council Manager Library Services Claire Campbell has received state-wide recognition for her tireless efforts to improve the community’s access to multicultural services, including the city’s Language Café. Earlier this week Ms Campbell was acknowledged for her role in raising the profile of services provided to the city’s culturally and linguistically diverse community (CALD) at the New South Wales Public Libraries Association’s Switch Conference in Sydney. Ms Campbell was the individual winner of the Multicultural Excellence Award, handed out by the Working Group on Multicultural Library Service (WGMLS). “It is fantastic to see Claire receive this recognition for her leadership in the provision of library services to the multicultural community of Wagga Wagga,” Director Community Janice Summerhayes said. “Claire has been working closely for many years with the CALD community and collaborating with organisations including the Multicultural Council of Wagga Wagga and Multicultural New South Wales. “During that time, Claire has developed close working relationships with our community, constantly improving on what our library service can offer and ensuring that our programs are inclusive for all residents in our city.” Around the world, programs like the city’s Language Café, are recognised as being on the forefront of library services, an integral part of ensuring our services are responsive to the needs of a community. As well as creating Wagga’s Language Café, Ms Campbell has been instrumental in establishing

other vital programs including Multicultural Story Time, French Story Time, an Arabic language class for children, an Italian language class and Mandarin and Dari Tech Savvy senior classes. “Claire has also been instrumental in branching out, and moving into, the provision of languages other than English,” Team Leader Information, Literacy and Learning Michael Scutti said. “Thanks, in large, to Claire’s efforts to create a broad community languages collection, we now have a dozen languages available in the library through books and audio books, as well plenty of English language learning services.” During the Switch Conference, Wagga Wagga City Council City Library was also recognised for its efforts in implementing a valuable outreach services project known as the National Indigenous Science Education Program at Tolland Community Centre. This was part of the National Science Week Festival being delivered in multiple venues. The City Library received a highly commended award in the Innovation in Outreach Services category for populations between 30,000 to 100,000. “Again, library staff have been commended for their inclusive practice which involved partnerships with other sectors and the outreach connection to an important community facility located in the heart of the Tolland neighbourhood,” said Ms Summerhayes. “This is so important in making sure that children living in this neighbourhood enjoy the same opportunities to participate in the sciences and further develop their interests in such, no matter where they live. “It was enormously successful.”

Hundreds of visitors flocked to the Oasis Regional Aquatic Centre on Thursday to beat the unseasonably brutal spring heat, while making the most of free entry into the facility. On Wednesday the Bureau of Meteorology predicted the mercury would peak at 41 degrees Celsius, just 1.8 degrees Celsius less than the hottest November day on record, set on 26 November 1997.

The forecast meant Wagga Wagga City Council announced the Oasis would open for free to casual visitors, in accordance with the resolution reached at the 29 January 2019 Ordinary Council Meeting. “Councillors resolved to waive admission fees for casual visitors to the Oasis Regional Aquatic Centre when the Bureau of Meteorology predicted temperatures to reach or exceed 41 degrees Celsius the following

day,” Mayor of the City of Wagga Wagga, Councillor Greg Conkey OAM said. “This decision was made to allow families and individuals to plan how they would escape the heat in extreme conditions.” Cr Conkey hopes removing the admission fee in cases of extreme weather will enable more community members to access the pool and reap the benefits of participating in aquatic activities.

Local community support for 16 Days of Activism

Wagga Wagga’s budding young musicians and artists have two unique opportunities to take their talents to the stage and learn more about creative industries alongside some of the best in the business. Hub Tempo is a music development and mentoring program aimed at young musicians focused on developing voice, performance and song-writing skills and generating local performance opportunities facilitated by local musician Leah Ellis. Creative Futures, a second program being offered through Create Hub Riverina, is a practical mentoring and art-making program aimed at senior high school students who aspire to a career in the creative industries and will be led by local artist Elaine Camlin. Wagga Wagga City Council has supported both programs

through its Annual Grants Program and recently committed $7,000 in total for their development. Create Hub Riverina director Claire Harris said both programs are a rare opportunity for young musicians and artists to get more involved with their industries and to develop their skills and ideas in a comfortable environment where they are supported and challenged by local artists. “Hub Tempo is aimed at 12 to 18-year-olds who are looking to develop their voice and song writing skills and build confidence in performing. There will be workshops, gig opportunities, jam sessions and a specialist song writing workshop by Sydney artist Danielle O’Keefe", Ms Harris said. “It has been developed for young people who have some musical skills, but may have never written their own work, or performed before. It’s

a fantastic opportunity to learn new skills and develop those ideas with the help of experienced performers. “Creative Futures is specific to art-making and portfolio-building and is targeted at Year 11 and 12 visual arts and design students. This program is for any senior high school student who would like to move into the creative industries. It will arm them with the practical skills and confidence to take that next step beyond high school.” Council’s Cultural Officer Tim Kurylowicz said musical and creative arts programs such as Hub Tempo and Creative Futures provided new opportunities for young people preparing for a career in these industries. “These are two terrific opportunities for young people to take their skills to the next level, work alongside professionals and get a leg-up into a future career making

music or art,” Mr Kurylowicz said. "Council’s contribution is making this top-level mentorship available to young people in a way that is affordable for everyone. I look forward to seeing talented young people from right across the local government area smashing their goals and excelling in their studies because of these programs.” Hub Tempo is a free program, and Creative Futures has a small materials fee only (Creative kids vouchers accepted). They are being offered through an expression of interest process. Those EOI’s close on 29 November 2019, and Ms Harris is urging potential participants to get involved and submit an application. Hub Tempo and Creative Futures start in February next year and will be rolled out over two school terms.

FOOD FOR FINES ‘BRINGS OUT OUR BEST’ ‘Tis the season to be giving and with the Wagga Wagga City Library’s help you can achieve a wonderful pre-Christmas good deed. The library’s time-honoured Food for Fines appeal is returning in 2019, with community members invited to pay off their overdue loans with donations of non-perishable food items from Monday 25 November to Christmas Eve. “This campaign has been running for more than 20 years… it actually started when we were operating in our Gurwood Street building,” Manager Library Services Claire Campbell said. “We’ve always donated our collected goods to the Salvation

Army, for volunteers to distribute in the New Year. “It is just another way that public libraries promote equality within our communities and keep them connected through a variety of programs and services.” Ms Campbell believes the annual campaign brings out the best in the wider community. “Usually we manage to fill a ute load of packaged boxes… it’s an amazing amount of food,” Ms Campbell said. “Every year the generosity shown towards the appeal is astounding.” Ms Campbell said plenty of the donations, made by members

of the public, are not paying off fines, but simply a gesture of good will. “You don’t have to pay off a fine to make a donation,” Ms Campbell said. “This is about giving everyone a chance to feel that wonderful feeling of a making a difference to someone in need over the festive season.” Items are distributed in the months after Christmas, when families are feeling the pinch and purse strings are being tightened. Wagga Wagga City Library is one of 18 branches of the Riverina Regional Library Service participating in the Food for Fines initiative.

Wagga Wagga’s community will have a number of opportunities to embrace and support the 16 Days of Activism against Gender-Based Violence campaign. Wagga City Council’s Equity team, which is leading theDVproject:2650 which aims to address the role equity and respect play in reducing domestic and family violence, is promoting the campaign to raise awareness and promote actions everyone can take to end violence against women and girls. The campaign starts on 25 November - the International Day for the Elimination of Violence Against Women – and finishes on 10 December, which is International Human Rights Day. “Globally, more than one in every three women has been abused in some way, most often by someone she knows, including her partner or another male family member,” Council’s Equity Project Manager Maryna Bilousova said. “These statistics are echoed by the national data that 1 in 3 Australian women have experienced physical violence since the age of 15, with the instances of domestic violence in Wagga Wagga being 29.4% higher than the rest of the State.” Ms Bilousova said on average in Australia, one woman a week is murdered by her current or former partner. “This is a whole-of-community problem and everyone - from

individuals to schools and sporting clubs - can play a role in changing the structures, challenging norms and gender stereotypes that lead to violence against women,” she said. “Subjecting women and girls to violence, limiting choices, restricting movement and excluding voices in decisionmaking is not only unacceptable from a human rights perspective, but leads to poor social and economic outcomes for everyone.” Council will promote the campaign by posting a new message every day on its Facebook page, as well as projecting key messages on the side wall of the Civic Centre that faces the Wollundry Lagoon. Community members can follow Council’s Facebook page during the 16 days and join the call to action to end violence against women and girls in our community and globally. Ms Bilousova said during the 16 Days of Activism in particular, it’s important to call out certain actions to help prevent violence against women. “Don’t laugh along with sexist jokes and don’t let a mate speak disrespectfully about his female partner or any other female … speak out against these actions,” Ms Bilousova said. Activities that will take place across Wagga during the 16 Days of Activism, which are open to all community members, include:

OzFish members hooked on Murrumbidgee restoration Wagga Wagga City Council Manager Environment and City Compliance Mark Gardiner has joined in a chorus of praise for a motley crew of recreation fishermen striving to restore the Murrumbidgee River. Mr Gardiner is thrilled to see the OzFish Wagga Chapter, led by president Hugh Kanaley, receiving widespread recognition for the role they’ve played in restoring aquatic habitat and fish stocks, reducing rubbish and erosion and promoting sustainable fishing. The OzFish Wagga Chapter, established in 2018, was recently recognised with the Coastal and Waterways Protection Award through the 2019 Sustainable Cities Awards, an initiative of Keep Australia Beautiful NSW. The award is designed to acknowledge programs which actively advocate for waterways protection, encourage community participation, promote sustainable fishing, improve water quality and reduce rubbish. “It’s fantastic to see this group recognised with such a prestigious honour,” Mr Gardiner

Footpath safety is being improved across Wagga Wagga, with 39 streets to have trip hazards minimised. The $100,000 maintenance program will see footpath grinding take place in Turvey Park, Kooringal, Tatton and the CBD. Works will start from 2 December, with about half the streets to be completed before Christmas and the remainder in the New Year. “All trip hazards on these streets will be ground down so the footpath is flat, smooth and safer,” Manager Operations Sylvester Otieno said. “While it will improve pedestrian safety, it will also make it easier for community members pushing prams or using mobility devices to move around their neighbourhood.” Grinding works will take place from 7am to 4pm, Monday to Friday, and 7am to 1pm on Saturdays, weather permitting. Residents are asked to take care in the area and are advised some sections of footpath may be closed while grinding takes place. Council apologises for any inconvenience.
