COMMUNIT Y HELPS PL AN N E W PA R K S Community members have jumped at the chance to play a part in helping design three new park areas in Wagga Wagga. The City of Wagga Wagga asked Ashmont, Bourkelands and Forest Hill residents what they would like to have included in park areas in their neighbourhoods. Residents have already contributed more than 25 ideas online, and about 20 Forest Hill residents joined Council staff for a site meeting on Thursdat at Forest Hill Oval to discuss ideas. Suggestions shared by residents for Forest Hill Oval included a small-to-medium sized skate park, fitness equipment, barbeque area, solar lights and relocation of the existing playground. Other ideas shared online include shaded areas at Bedervale Park in Bourkelands and a children’s playground and benches at Kokoda Street, Ashmont. Each upgrade is subject to budgets and overall community wishes. The upgrades at each park are to improve the appeal and usability for all users and are part of Council’s long-term commitment to improve park and play areas across the Local Government Area. Pending finalisation of plans, works at each park could start by the end of the year.

Guilty plea for illegal dumping Break the law and you will be caught. The City of Wagga Wagga has issued a stern warning to those who flout the rules following an important victory in the Wagga Wagga Local Court on Wednesday 21 September. A 51-year-old Wagga excavator operator was fined a total of $27,500 after pleading guilty to a number of offences as an individual and a company director. The charges were laid before the local court following an investigation by City of Wagga Wagga staff that uncovered transportation and illegal depositing of
waste and unlawful development at a Laurel Road five-acre block owned by the offender Richard Foster. “This is an important victory for Council and the community and it should serve as a warning for anyone who chooses to break the law,” General Manager Alan Eldridge said. “During the investigation, other local construction and demolition companies were also issued with infringement notices totalling $12,000. “This result reflects the community’s expectations in relation to the unlawful disposal of waste in our city and the hefty penalties are a deterrent to anyone considering unlawfully
disposing of waste.” Council investigators attended the Laurel Road premises in March and spoke to Mr Foster. At the time, photo evidence was obtained of a large stock pile of building and domestic waste. The evidence shown to the court identified building waste linked to a local construction site that was dumped at the site without Council authority. Staff also observed several offences relating to the non-compliance of an inground pool at the same site. RAIN DELAYS MOWING PROGRAM It may be spring, but the impacts of one of the wettest winters in years are still being felt by Council’s parks staff. The City of Wagga Wagga’s spring mowing program is normally in full swing by September, but ongoing heavy rainfall has made regular maintenance impossible. “With such a wet winter and a wet start to spring, the ground is still saturated and even a push mower can damage the surface let alone a tractor,” Director Environment and Community Services Janice Summerhayes said. “Many residents would be having the same issues in their own backyards.
“It’s also been difficult to spray due to the rain, so we’re expecting both weeds and grass to grow rapidly as soon as the weather warms up. “Staff will be out mowing and maintaining grassed areas across the Local Government Area as soon as conditions allow. It may take some time to get the mowing and maintenance under control and we ask for the community’s patience during this time.” Under the spring mowing program, staff rotate through the suburbs and villages with all parks and open spaces receiving regular mowing service levels. Transformational time for Wagga ahead: GM Nine Councillors have been elected to the City of Wagga Wagga for what General Manager Alan Eldridge said will be a transformational period for the city. Current Mayor Rod Kendall and Deputy Mayor Dallas Tout have been re-elected, joined by fellow incumbents Yvonne Braid, Greg Conkey, Paul Funnell and Kerry Pascoe. Ready to serve their first term as Councillors are Tim Koschel, Dan Hayes and Vanessa Keenan. “I would like to congratulate the newly elected Council and I look forward to working with them over the next four years,” Mr Eldridge said. “Council has developed a comprehensive induction program that will be undertaken by both newly elected and re-elected Councillors. The program will provide a detailed overview of the structure and operations of Council, as well
WEATHER DELAYS NEW PARKING TRIAL A centre-of-road parking trial near Fitzmaurice Street that will create 26 new spaces will now begin on Wednesday 28 September, weather permitting. The line-marking and temporary kerb installation works have been rescheduled due to the ongoing wet weather. The six-month trial will take place on Kincaid Street between Trail and Fitzmaurice streets, with 16 south side and two north side parallel parking spaces will be removed to allow 40 centre-ofroad spaces to be created. Kincaid Street will be closed to traffic between 9am and 3pm on 28 September for line marking and to install the temporary separation kerbing, weather permitting.

It will see four sectors created - Governance, Community, Commercial and Financial – rather than the existing directorate system. Recruitment for senior positions is currently being finalised. “Operationally, Council will be more efficient with a focus on collaboration, quality service delivery and continuous process evaluation,” Mr Eldridge said. “For the community, this means a Council that is less bureaucratic and ensures accountability and planning are a priority across the organisation.” The new structure is one aspect of what Mr Eldridge said will be an exciting term of Council. “Over the next four years
we will see the Bomen roads and potentially the Riverina Integrated Freight and Logistics (RiFL) Hub take shape, which has the ability to transform the local economy,” Mr Eldridge said. “We are also looking at changing the city’s waste practices and are currently undertaking a landmark review of our planning framework.” Mr Eldridge thanked the previous Councillors for their service to community over the past term. The first Ordinary Council Meeting for the newly elected Councillors will be held on Monday 26 September. The first task will be electing the Mayor and Deputy Mayor. The office of Mayor will now be held for two years, rather than the current yearly system, following the passing of the Local Government Amendment (Governance and Planning) Act passed parliament on 24 August.
CHANGE IN CONDITIONS AT LORD BADEN POWELL DRIVE Changed traffic conditions have been put in place for westbound traffic on Lord Baden Powell Drive. The traffic management plan uphill from Wilks Avenue is a safety precaution for motorists and to prevent further damage to the road surface. The road damage is the result of an underground spring. This is different to a pothole and requires significant construction work and excavation to repair. Council investigated this failure in August and a full repair was scheduled for Tuesday 6 September. The minor flood event in Wagga Wagga and recent rainfalls have delayed these works. As soon as the weather and resources allows this repair will be scheduled for completion. Motorists are reminded to drive to conditions.
A PE X PA R K U P G R A D E CO M PL E T E Upgrade works at the Apex Park car park and boat ramp at Lake Albert are now complete. The redesign of the car park has added an extra 25 boat trailer parking bays, two rigging bays, 22 car parking bays and four disabled parking bays.
The boat ramp has been widened from 7.5m to 8m to allow two cars to use the ramp at once. Wet weather delayed the completion of the project by about two months.

ARTIST LENDS A HAND FOR NEW PROJECTION PIECE A new Civic Centre projection was launched this week focusing on the human hand. First Impressions is a digital work by William R. Bullock exploring aspects of the hand in art and forensics. First Impressions shows the hand through history, from the earliest known art on cave and rock walls to the symbolic use of hands through sign language for the deaf. The projection screens for two weeks on the Wollundry Lagoon side of the Civic Centre starting at dusk.

EXPRESSIONS OF INTEREST: LESSEE OPERATOR - LIVESTOCK MARKETING CENTRE CANTEEN Wagga Wagga City Council is calling for expressions of interest for the leasing and operation of the canteen at the Livestock Marketing Centre in Bomen. The Livestock Marketing Centre conducts twice weekly stock sales on Monday (cattle) and Thursday (sheep). The canteen is an important service for patrons of the Livestock Marketing Centre on these days and during occasional special sales. Persons interested in applying must submit an Expression of Interest addressing the selection criteria by Monday 10th October 2016. REQUEST FOR PROPOSAL: MOBILE FOOD VENDOR – WAGGA BEACH PRECINCT
Wagga Wagga City Council is calling for proposals from suitably qualified commercial operators to establish a mobile food business at the Wagga Beach during the upcoming summer season. Community consultation that took place for the development of the Riverside Strategic Master Plan identified that there was significant interest in the provision of food services at the Wagga Beach as there had been in the past, and this would be a key driver for people to return to the Wagga Beach precinct.
