Independent transport report goes to Council Councillors will consider putting the findings of an independent peer review of the technical report prepared for the Wagga Wagga Integrated Transport Strategy (WWITS) out to the community for further feedback. The report will be tabled at the next Ordinary Meeting and is the next step in the thorough process the City of Wagga Wagga is undertaking to develop a blueprint for transport that will turn NSW’s largest regional city into a leading regional city globally. The independent report encourages

the City to take on a ‘bolder approach to transport’ that will result in Wagga Wagga being the ‘world exemplar for regional city movement and place’. Chief Financial Officer Natalie Te Pohe said the independent report combines feedback collected during the consultation process with technical analysis. “It is important to stress that these findings are independent and not the view of the City of Wagga Wagga,” she said. INDEPENDENT FINDINGS INCLUDE: • Locals want to be able to commute by walking or cycling but at the moment the infrastructure isn’t accessible or safe • There are too many underused parking spaces taking up room in the city centre that could be used for development to activate the area and bring it to life • Urban sprawl is unsustainable and increases reliance on cars • The city centre has desirable infrastructure and landscaping and is well maintained but an over reliance on cars and high car parking ratios, especially compared to other regional cities, means it is underutilised and patrons spend less in local businesses • Quality of pedestrian facilities such as shade, footpaths and crossings in the city centre are mixed

After discussions between the City of Wagga Wagga General Manager, Alan Eldridge, Mayor, Councillor Greg Conkey OAM, and Deputy Mayor, Councillor Dallas Tout, the General Manager has offered to step aside until 31 March 2017 to allow for an independent investigation of the recently made allegations of a breach of the General Manager’s pecuniary interest obligations. That offer has been accepted. Cr Conkey specifically acknowledged the General Manager’s voluntary decision to step aside so that the Council is not damaged by these controversial claims. The General Manager also wishes to protect his family from public vitriol. The independent investigation will be undertaken by an investigator appointed by Council’s solicitors. Council hopes to receive a report into the allegations by 31 March 2017. Council’s workplace relations solicitors, WilliamsonBarwick, recommended the appointment of a former Human Resources Manager with Canterbury City Council to undertake the investigation. The independent investigator is planning to visit Wagga Wagga in early March and the report is expected to be completed by the end of March. The City of Wagga Wagga has access to a panel of solicitors from more than 10 firms. WilliamsonBarwick is not the firm of solicitors that provided legal advice to the General Manager concerning his alleged conflict of interest. Riverina Regional Library Executive Director, Robert Knight, will be acting General Manager until 31 March. While the investigation is underway no further statements will be made.

RESEAL PREPARATION: Crews worked on repairing part of the road surface on Docker Street during the week. These preparation works are necessary to ensure the best possible surface is available for the road reseal.

Works were undertaken on Docker, Best and O’Reilly streets to help prepare the road surface ahead of the surface reseal in March. The works will continue next week with some changed traffic conditions in place. The following closures and details will apply: • Best Street from 7am to 5pm - Mon 27/2 - CLOSED between Tompson Street and The Esplanade (one block) Fri 3/3 - CLOSED between Edward and Forsyth streets (two blocks). One lane available to north bound traffic through to Morgan Street Note: To prepare the site some onstreet parking will not be available in Best Street the night before the

scheduled works. • Tompson Street from 7.30am – 12noon – Tues 28/2 – Between Baylis and O’Reilly streets, reduced to two lanes and no access to Sturt Mall carpark. • Morrow Street from 12noon – 6pm – Tues 28/2 – Between Baylis and O’Reilly streets, no access to, or from, Baylis Street. The City of Wagga Wagga has invested in new drainage to help improve the surface of one of the city’s popular sports grounds. Last week surface drainage works were undertaken at McDonald’s Park to help prevent pooling of water in the centre of the field, which can create an uneven, and dangerous, playing surface. The new drainage included digging narrow trenches diagonally at intervals across the one hectare sports ground. Drains were installed in the base of the trenches and connected to existing drainage networks, directing any surface water off the field. The trenches were then backfilled with grit and sand. Parks Operations Supervisor David Stapleton said the drainage works have benefits for the local sporting bodies, as well as the greater Wagga community. “McDonald’s Park is such a popular sportsground,” he said. “Over time compaction and high use has compromised the middle section of the ground resulting in water pooling and uneven surfaces. “Because of this high usage, it was recognised that a solution to the drainage issues needed to be found. “This sub-surface drainage is like a backup drainage system. It will carry away any water that traditional underground drainage systems wouldn’t normally collect. “The improved drainage will enable more games to be played on the field and reduce the need to cancel or move games from the ground.” McDonald’s Park hosts regular sporting matches each week and several events throughout the year. Council’s annual rye grass oversow program will start on the field next week. The field will be unavailable for six weeks to ensure it is in the best possible condition for the start of the 2017 Group 9 season.

DRAIN GAIN: New sub-surface drainage was installed at Wagga’s popular McDonalds Park last week. The drainage will help prevent water pooling in the centre of the ground and enable more sports and events to be held on the ground.

BOTANIC GARDENS PLAYGROUND MADE SAFER A large White Box native was this week removed from near the Botanic Gardens adventure playground and picnic area along Macleay Street. The tree had been in decline and after a recent inspection was deemed unsafe due to its close proximity to the playground and barbecue area. “The City conducts regular checks on all its trees. During routine inspections it was noticed this particular tree had been deteriorating. It

has also been attacked by long-horned beetles, which is a sign of poor health,” Supervisor Horticulture Michael Cave said. “Residents have also raised concerns with the City recently about the state of the tree.” Mulch from the tree will be used in garden beds in the Botanic Gardens. A mature Chinese Elm tree will be planted during the winter planting program as a replacement for the removed tree.

Clean Up Australia Day to tackle trash by land, water weekly found waterways were one of the most polluted sites, with an average of 284 rubbish items found per site. “If cleaning up our community floats your boat, then head down to the clean up site on 5 March and take part.” The community clean up is coordinated by the City of Wagga Wagga, Wagga Wagga Urban Landcare Group and the Wagga Wagga Tidy Town Sustainable Community Committee. There are a total of 32 sites registered across the Local Government Area, including three businesses for the 28 February Business Clean Up Day and 20 schools for the Schools Clean Up Day on 3 March. “The business day is a great opportunity for workplaces to participate in their community,” Miss Kent said. “Many organisations look for opportunities to involve their

staff in community work and what better way to contribute than by keeping our city beautiful. “We always have great support from local schools and it’s important the next generation is educated about our environment.” The community clean up will take place from 10am to noon on Sunday 5 March at Flowerdale Lagoon, with volunteers asked to meet at the rest area off the Sturt Highway near Edward Street West. Participants should wear enclosed footwear, sun protection including hat, bring along a pair of gardening gloves and a bottle of water. Rubbish collection bags will be provided. Row, row, row your boat, give the lagoon a clean? City of Wagga Wagga staff will be tackling trash by land and water on Clean Up Australia Day on Sunday 5 March. This year’s community clean up site will be Flowerdale Lagoon, with the “SS Wollundry” heading out to net floating rubbish. City of Wagga Wagga’s Environmental Education Officer Alice Kent said the site was chosen as rubbish littered elsewhere in the city flows down to the lagoon with stormwater “If you drop your rubbish on Glenfield Road, the next time it rains it ends up in Flowerdale Lagoon,” she said. “Flowerdale Lagoon is a significant Wiradjuri cultural site and important ecosystem that is often impacted by both stormwater pollution and illegal dumping. “Clean Up Australia Day’s 2016 Rubbish Report for NSW also

the track are impacted. A total of 104 poles, fitted with solar lights, will be installed around Lake Albert’s popular 5.5 kilometre walking track. Each pole has been sponsored by community members or groups – which has helped fund the project. Lights for Lake is being delivered by Committee 4 Wagga, with assistance provided by the City of Wagga Wagga. The project is expected to be complete by the end of March.

Seniors Festival on 3-12 March

The 2017 City of Wagga Wagga Seniors Festival is just around the corner. Forty-one events and activities will be held over the 10-day festival, which begins with the official launch on 3 March. Bookings can be made now for everything from catching a movie with acclaimed film critic David Stratton to a garden workshop with author Indira Naidoo. With the state-wide theme of “inclusive communities” in mind, the City of Wagga Wagga and the Wagga Seniors Festival Steering Committee have worked with the community to create one of the most diverse festival programs yet. Some of the other highlights include a Vietnamese cooking class from Food I Am with chef Soon Lee Low, a Silver Swans Ballet Class, Hops for Pops – a brewery tour of the Thirsty Crow Brewery Co and coffee cupping with The Blessed Bean. The 2017 Seniors Festival runs from 3 to 12 March and tickets are on sale and bookings can be made now. On Friday 3 March, local music maestros the Australian Army Band Kapooka will be joined onstage by country music songstress and nine-time Golden Guitar winner Beccy Cole (pictured).
