PLANNING AHEAD: Showing off the two important draft plans around the city’s cultural and events strategies, and which are now on public exhibition, are (from left) Wagga City Council Cultural Officer Tim Kurylowicz, Director Community Janice Summerhayes, Visitor Economy & Events Coordinator Fiona Hamilton and Manager Community Services Madeleine Scully.

Plans to shape growing city’s future Two new draft plans set to shape Wagga Wagga’s cultural landscape and establish the city as a major events destination are now open for community feedback. Designed to build on Wagga Wagga’s reputation as a beautiful, vibrant and fun place to live, the Wagga Wagga Cultural Plan 2020–2030, and the Events Strategy and Action Plan 2020–2024 were unveiled this week after months of community consultation and preparation. The cultural plan outlines a vision for the city’s growth over 10 years, proposing new cultural facilities, a more expansive program

of arts and events, and opportunities for a thriving creative sector to spread innovation throughout our community. Wagga City Council Cultural Officer Tim Kurylowicz is eager to hear the community’s thoughts. “This is an ambitious plan that will bring new opportunities to both residents and visitors of the Wagga Wagga region. It will grow the night time economy, increase learning and entertainment options for residents of every age and ability, and make it easier for community and cultural groups to work, learn and create together. “The Cultural Plan proposes new event spaces on the Riverside, expanding library services and increasing the capacity of the Civic Theatre. “Also key to the plan is a new multi-use Community Arts Centre, right in the heart of

the city, and we want to hear from users and groups who might be interested in using it.” The action isn’t just focused on the city centre. “Arts and creativity connect us all,” Mr Kurylowicz said. “We’ve included recommendations to ensure that people living in Wagga Wagga’s suburbs and villages can access quality cultural experiences and facilities.” Council’s Visitor Economy & Events Coordinator Fiona Hamilton said it was important for the community to provide its input on the draft Events Strategy which is a framework to guide Council over the next five years. “We want to know what events you love and what kind of events you want staged,” Ms Hamilton said.

Weekly waste tip Household batteries and light globes contain hazardous materials. These items can be disposed of for free through the Community Recycling Station, Civic Centre, cnr Baylis & Morrow Streets.

“Our Events Strategy is designed to reshape Wagga into an ideal events destination. By creating and attracting events to the region, we can bring communities together, create a vibrant atmosphere, raise our city’s profile, and stimulate our economy. “We’re aiming to support a broader range of external and community events – from major tourism events through to niche business or sporting events. “Wagga is growing, and we want to make sure we’re ready for the next stage of our city’s life. I’m very excited about our plans, and I’m hopeful that our community will get on board and let us know what they think.” Both draft plans are now on public exhibition. COUNCILLOR COLUMN

Over the last several weeks and months across Australia there have been horrendous fires. There has sadly been loss of life and property during this period of time. As a whole of community

across Australia the sorrow for this loss is palpable. Despite the devastation these events have brought to our country, it has brought to light what has always been known in our great country. That is, the generosity and support for members of our community when they are in need.

This has been displayed across Australia, but within the Riverina area there has been extraordinary generosity and support shown. Whether that was in Wagga itself or in any of the towns in this region - people have opened their cupboards, wallets and hearts to assist people impacted or evacuated from the multitude of

0427 448 525 | councillor.tout@wagga.nsw.gov.au areas affected. Without wanting to miss acknowledging anyone, this has presented itself across community organisations – the RFS, SES, government services, service clubs, small and large businesses, families and individuals. No request for anything to assist was ever rejected and the

answer instead was, “is that all, what else can I do”. People are always talking about community and different variations of it and what it is and what it means. To me, this is what real community is all about. The fact that, as the crisis escalated, the unwavering and voluntary support

in many ways did not diminish, but escalated along with the circumstances. There was anonymous and unconditional support for those in our communities. Regardless of city or country, young or old, well off or not so well off, this became irrelevant in the community as people stood as one

to support each other in whatever way they could. Thank you so much to all communities but particularly to the Riverina community. I am very proud to be part of it, as would everyone else be.

LED STREETLIGHT PROJEC T TO P R OV I D E L O N G -T E R M B E N E F I T S

Clean Up Australia Day – Sunday 1 March For 30 years community groups, schools, businesses and individuals have been picking up litter to promote a healthy and safe environment for everyone as part of Clean Up Australia Day. More than 17 million Australians have volunteered their time since the event launched in 1990. Step up and select a spot you’d love to spruce up in 2020. Register your activity online at cleanup.org.au. A clean-up kit including bags and gloves will be mailed to you. Please note that due to health and safety risks roadsides are ineligible to be registered.

Work to upgrade more than 6,900 Wagga Wagga streetlights to energy efficient technology will start in February as part of a major project that will save the city on electricity costs and reduce greenhouse gas emissions. The switch to LED technology will see an estimated 1,595 MWh per year reduction in power use, delivering savings of more than $450,000 each year in maintenance and electricity costs. Wagga City Council Director Corporate Services Natalie Te Pohe said Council was committed to becoming more sustainable, and the LED upgrade is just one initiative in Council’s strategies to achieve energy and operational efficiencies in the future. “Streetlighting is a significant expense for Council, costing around $1.5 million in the 2018-19 financial year, and with more than 7,200 streetlights across Council’s footprint, the upgrade will go a long way to

reducing costs and providing significant long-term savings,” Mrs Te Pohe said. “LEDs are far more energy efficient, require less maintenance and have a significantly longer life. “Council is investing $2.6M to complete the bulk upgrade, with the costs expected to be recouped within a period of six years.” The lighting upgrade will include various areas, with a focus on graffiti hotspots. There will also be changes in lighting levels at future growth and development areas, such as the Health and Knowledge Precinct, Active Travel Plan corridors and collector roads. Essential Energy streetlight manager Waide Elliott said the organisation continues to work closely with councils across its distribution area and is committed to providing information and services that are appropriate to councils’ needs and their communities. “Essential Energy is

responsible for the maintenance and billing of more than 160,000 streetlights serving more than 86 councils across New South Wales and parts of southern Queensland,” Mr Elliott said. “Public lighting plays an important role in providing safe, secure and attractive public areas for both pedestrians and motorists. It also represents between 25 and 70 per cent of any individual local government’s corporate energy consumption and greenhouse gas emissions. “The new LED streetlighting for Wagga will not only provide a more reliable, better quality lighting service, but will deliver savings of more than 50 per cent in energy consumption. “This type of light also provides future potential for other ‘smart’ applications to be added and will allow Essential Energy to more effectively manage the streetlight network and respond more promptly to potential outages."

CIVIC CENTRE LIGHTING UPGRADE COMPLETE With the flick of a few switches, the dawning of a new lighting era has started at the Wagga Wagga Civic Centre. The transition to LED lighting has paved the way for improved lighting quality inside Council’s major cultural assets, reduced energy costs and lower maintenance requirements. The Lighting Upgrade Project was completed on 16 December last year — on time and under budget. In total, 355 lights and 185 spare lenses were supplied for the galleries. There has been 336 metres of new track installed in the Wagga Wagga Art Gallery and 75 metres at the National Art Glass Gallery. The Historic Council Chambers had 64 lights and 82 metres of track installed, whilst the Wagga City Library has 175 new lights replacing 316 tubes. The project has been completed $39,841 under budget at a final total cost of $571,355 excluding gst.

Fun and games at the library Wagga Wagga City Library has been filled with the sound of language and laughter as part of its Summer Language Café program. Libraries are for everyone and Multicultural Services Officer Mahsa Nikzad, who has been coordinating the Summer Language Café, decided to take a different approach over this holiday period. “We usually pair participants with volunteers on a one-on-one basis. As some of our volunteers are away over the break, I thought having group activities would be a good option. Games are an excellent ice breaker and a great way to start up a conversation,” Ms Nikzad said. “As it’s school holidays, some of the participants come with their kids. So, by playing games, the

kids can be involved too. “All our games are designed for people who are learning English. And we can cater for people who know a little English, through to people who have none. It doesn’t matter what level you’re at, you’re welcome to come along.” Manager Library Services Claire Campbell said creating the Language Café was a logical progression for the library. “We started Language Café in 2017. Over the years, we’d built up a multicultural collection of books designed to help people learn English. There’s been lots of growth in Wagga, and we had people coming into the library saying, ‘I just want to practise English’. So creating Language Café seemed like the next step. It was also a great way to activate our collection of books.”

Ms Campbell said the library was aiming to reflect the changing face of Wagga. “Our volunteers say they get just as much out of it as the people who come to learn English – you see some great friendships develop. At times it can get quite noisy, there’s a lot of laughter! While there are many challenges facing participants, Ms Campbell said the Language Café was helping break down barriers, allowing people to learn more about each other. Language Café runs yearround, every Monday, Thursday and Saturday, from 11am–12.30pm. No bookings are needed for this free program, just come along to the Wagga Wagga City Library.
