HANGAR PLANS TAKE OFF Council, Rex partnership reaches new heights Wagga Wagga City Council and Regional Express (Rex) have agreed to terms for the proposed lease of the Douglas Aerospace hangar.

Douglas Aerospace Pty Ltd entered voluntary administration in May and Council was a creditor of the aircraft maintenance company for more than $2 million. While in administration, Council has been in negotiations with Rex and Douglas Aerospace and its creditors on ways forward for the aircraft painting and refurbishment business. At a meeting on 7 July, creditors voted in favour of a Deed of Company Arrangement (DOCA) to terminate the sub-lease with

Douglas Aerospace, for Council to acquire plant and equipment for sale to Rex, and distribution of funds held by the administrator to creditors. The DOCA came into effect on 16 July and Douglas Aerospace is now out of administration. A Terms Sheet (commercial in confidence) has also been agreed to and outlines the process and commercial terms for a 20-year lease of the hangar to Rex and foresees the Douglas Aerospace business to be overseen by the Rex Group. General Manager of Engineering for the Rex Group Dale Hall described the agreement as a logical move for the company. “Within the Rex Group we have a fleet of 98 aircraft, including 52 Saab 340 of passenger

aircraft,” he said. “On average we will paint about seven of the Saab fleet every year – that to us is a business cost. “We hope it will reduce our costs and keep that cost within our own group, which is what we tend to do with a lot of our business. “Hopefully it will also be a business opportunity for our group.” Mayor of the City of Wagga Wagga Councillor Rod Kendall echoed Mr Hall’s comments, saying the announcement will only strengthen the relationship between Council and Rex. “Council very much values the partnerships with Rex over many years and their investments in the local economy,” he said. “This latest involvement by Rex in the aircraft painting and refurbishment business

at the airport is further demonstration of the outstanding and unwavering commitment by Rex for our community and we all owe Rex a debt of gratitude for continuing to invest in Wagga Wagga. “I call on all local residents to give Rex our fullest support in this endeavour.” Council is now required to undertake a number of improvements and rectification works on the hangar prior to the lease arrangement as a pre-condition for entering into the lease with Rex. “Council’s focus now is to undertake the remaining works necessary at the hangar so that this new venture can realise its true potential of being one of the two most significant aircraft painting facilities in Australia,” Cr Kendall said.

Meet Kip

This week’s pet of the week is Kip, a female collie cross who’s about one year old. This little girl is a very cute and would make a great companion for almost anyone. She really is a gentle girl and would make a great addition to a family with a medium to large back yard with solid high fences. Kip is looking for an active family so she can get her exercise every day. Kip can be adopted $323.40, which would include vaccinations, desexing, worming, microchipping, lifetime registration and a vet check. Long-serving volunteers farewelled from Museum

The Museum of the Riverina has farewelled the last of its “busy bees” after many years of selfless dedication to the Botanic Gardens site. A small but industrious group of eager volunteers has been volunteering at the site every Wednesday morning since 2001 when Council took over and reopened the Botanic Gardens site.

The volunteers were previously involved with the Wagga Wagga Historical Museum and have painted, repaired, swept, pruned and more to keep the site looking shipshape. Sadly, the last two remaining ‘bees’ have decided to retire after more than a decade of selfless service to the community and the museum.

Hume Bank on board for 2015 Waggafest

Scholarship awarded

Charles Sturt University student Natasha Fisher says she is now even more motivated to become a paramedic after being awarded this year’s Wagga Wagga City Council Scholarship. Mayor of the City of Wagga Wagga Councillor Rod Kendall attended the ceremony held recently at the Wagga campus and presented Ms Fisher with her scholarship. Ms Fisher said the scholarship will allow her to concentrate on becoming a paramedic and was thankful for the support from Council and CSU. “Having financial troubles brushed away thanks to this scholarship, I can

fully focus on my studies and follow my dream,” she said. “Thank you to Wagga Wagga City Council for supporting me. “I promise when I reach my goal of becoming a paramedic I will do my best and give back to the Wagga Wagga community.” The CSU Foundation Trust awarded 273 scholarships and prizes to a value of more than $1 million at this year’s ceremonies – 60 per cent of these were awarded to students with a low socio economic status, 15 per cent to students originating from rural and remote areas, and 11 per cent to Indigenous students.

Wagga Wagga City Council is pleased to announce Hume Bank has again thrown its support behind Wagga Waggafest Short Film Competition – and there are more sponsorship opportunities available. Hume Bank has earned naming rights for the Best Overall Film category for the second year in a row, which means the winning filmmaker will take home a $2500 prize. Charles Sturt University has also donated a $1000 for the best entry from a CSU student or teacher, pushing the total prize pool out to more than $6000. Wagga businesses now have the opportunity to help foster local talent by sponsoring one of the remaining five other categories – Young Filmmaker, Best Wagga Visual, Best Wagga Story, Best Original Score and the People’s

Choice Award. “Hume Bank is proud to support Waggafest, which is all about telling our community’s unique stories,” Hume Bank’s Regional Mananger Justin Rynehart said. “We see this as an opportunity to invest in our community as well as celebrate the best of Wagga.” Waggafest has already had a huge 2015, including the sold-out Winter School short-film animation workshops held in the July school holidays. Focusing on the 2015 theme “the best is yet to come”, Waggafest organisers also handed the community’s kids pencils and paper on Australia Day to let them create this year’s promotional material. Mayor of the City of Wagga Wagga Councillor Rod Kendall said Waggafest is celebrating its fifth year in 2015 and past winners

OPERATION OF BOARDING HOUSES Within the Wagga Wagga Local Government Area there is a range of accommodation types. Included in these accommodation types are premises that Council considers to be boarding houses. Boarding houses are buildings, including dwellings, where lodgings are let out on a per room basis (as opposed to a single lease over a dwelling) for periods of three (3) or more months. Development consent is required to operate a boarding house. In recent times Council has received complaints that there are boarding houses in the city operating in dwellings without consent. As people may not have been aware for the need for consent, Council is currently holding an amnesty period, where people can self-report their unapproved boarding houses and lodge a Development Application to seek consent. During this amnesty period Council will waive all Development Application fees associated with an application for a boarding house. The amnesty period is for 12 months commencing February 2015 and will end on 29 February 2016. At the end of the amnesty period Council will commence actively pursuing boarding houses operating without consent, which may result in fines for operators of such premises.
