A long-term vision to plan for future development in Wagga Wagga’s health precinct will be back on the table for community discussion and feedback in the city next week. The Health and Knowledge Precinct draft master plan was well received by more than 55 community members who attended an information drop-in session at Wagga Base Hospital on Wednesday. Health professionals, local residents, visitors to the city, students, youth and the general community were among attendees at the drop-in session to speak with Council’s planning team. Council’s Manager City Strategy Tristan Kell said the draft master plan presented well with various components of the vision being explained in greater detail relevant to specific areas. “A large proportion of visitors were complimentary of the vision, commended the long-term thinking and welcomed bringing together agencies, private sector and tertiary institutions through a steering committee,” Mr Kell said. It was the first of three community engagement sessions Council has organised to give people an opportunity to provide feedback. The next session will be at the Civic Centre on Wednesday 31 July 4pm8pm, with a third drop-in at Wagga’s Marketplace on Saturday 17 August 9am-5pm. The draft master plan is on public exhibition for 60 days until 9 September, with submissions closing on 16 September. Innovative move to attract specialist staff Wagga Wagga City Council will soon have a presence in Sydney in a bid to attract specialist staff. Approval to establish an office in the city was endorsed at the 22 July Ordinary Council meeting.
A report to Council outlined the significant challenges faced in recruiting specialist staff, particularly in the infrastructure and project delivery areas. Council will now enter into a lease with Property NSW for office space at 1 Prince Albert Road, Sydney. The leased area will be shared with the NSW Government Special
Activation Precinct team, other local government authorities and regional councils. Council General Manager Peter Thompson said the move is aimed at overcoming the challenges of recruiting specialist staff such as engineers, project managers and construction supervisors - and ultimately get people to move to Wagga Wagga. “In August 2018, the State
Government identified Wagga Wagga as an area of significant growth that will swell to 100,000 residents under its 20-year plan for the region,” Mr Thompson said. “If Council is to work towards these ambitious targets, then it needs to have the skilled workforce in place to facilitate this growth.” Mr Thompson said the move in to Sydney is a positive step for Wagga

and is endorsed by local developers who are keen to see Council be more proactive in delivering future planning. “We’ve got projects that need to roll out in Wagga and the community expectation is that these projects are delivered quickly, on time and on budget. We raised this notion with the developer group we regularly meet and
they’ve indicated they see it as a positive step for Council to be far more proactive in terms of delivering future planning because they face the same issues as we do in getting the right staff.” Mr Thompson said Council has sought to fill numerous engineering, project management and various other specialist roles for the past 18 months. From front page He said there has been some success, however, the pool of applications has been limited, and in some cases, Council has been to the market on three occasions for key positions and not found suitable candidates. “The challenge for Wagga Wagga is getting people to move themselves and their families to regional NSW, particularly before experiencing it first,” Mr Thompson said. “Wagga is a very attractive and growing city. However, the leap to move from metropolitan areas such as Sydney to Wagga is a significant one. We have, until now, given people an ‘all or nothing’ proposition which means to accept the role – you must move to Wagga. “Establishing a Sydney office means staff can continue to live in Sydney with a view that in time they may relocate once they familiarise themselves with regional living.” Mr Thompson said Wagga is currently experiencing a once-in-a-lifetime opportunity with significant grant opportunities being offered through State and Federal funding. He said this has led to a strain on existing resources with Council not increasing its capacity to align with these commitments. “It is anticipated that these opportunities will only increase over the coming term of the State Government, and we need to be on the front foot to capitalise,” Mr Thompson said. “Our worst case scenario is that in the next one, two or three years we deliver more to the Wagga community in terms of construction, road construction and design work for the growth of the city. “The best case scenario is that it’s a cracking success, we’ve been proactive in terms of delivering infrastructure and future planning, and it’s a new way to introduce Sydney people to relocating to regional areas. Ultimately our goal is to get people to come to Wagga to live.”

New signs to celebrate Wagga Wagga’s three Sister City relationships have been installed near the Visitor Information Centre. The signs highlight Wagga Wagga’s three Sister Cities – Kunming in China, Nördlingen in Germany and Leavenworth in the US. Each sign lists when the relationships were established and where the Sister Cities are located – including how far they are from Wagga Wagga. The signs were an initiative of the Sister City Community Committee, with the Miss Wagga Wagga Quest donating $2000 towards the development and installation of the new signs.

$12.8M commuter cycling network ready for roll out
CHANGING GEARS: The roll out of the commuter cycling network started with works on the Levee Link in conjucntion with the Main City Levee Upgrade.
Construction on the next section of Wagga Wagga’s new $12.8M cycleway network is expected to start next month after the Active Travel Plan project was approved by Council at tthe most recent Ordinary Meeting. Council gave the green light to the final proposed routes which means more than 50 kilometres of cycleways will now be constructed across the city. Work on sections of the Red Hill Link and Bourke Street Link will start in late August 2019, following on from the network’s Levee Link which is currently being constructed alongside levee upgrade works. Director Commercial Operations Caroline Angel thanked the community for their participation in extensive consultation undertaken in recent months including seven
LOC AL PROJEC TS GET BOOST FROM COUNCIL More than $208,000 in funding has been awarded to 57 community projects through Wagga Wagga City Council’s Annual Grants Program 2019/20. Council’s Annual Grants Program consists of eight grant categories: Community Health and Wellbeing, Connected Rural and Urban Communities, Arts and Culture, Local Heritage, Events, Natural Environment, Youth Led Initiatives and the new Small Business category. This year’s funded projects range from restoring and lighting the historic 2WG sign near Wollundry Lagoon to providing $3000 towards the World Championship Gumi Race 2020. “Fifty-seven diverse projects have been made possible by Council’s Annual Grants Program 2019/20,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said. “There are a real mix of projects and initiatives this year, all of which align with Wagga View 2040, our Community Strategic Plan, and Council’s ongoing commitment to helping foster a growing, vibrant community. “It was encouraging to see another strong response to the grants program this year and I look forward to seeing these projects come to fruition over the coming months.” More than half of submissions to the Annual Grants Program were by first-time applicants, while the new Small Business category was wellsupported with a majority of the applications by female entrepreneurs. “The Annual Grants Program forms part of more than $2.1M of contributions, funding and donations Council provides to the community

public meetings and more than 1600 letters sent out to residents living along the routes. “Council received a lot of feedback on different elements of the project and sections of different links with a vast majority of feedback supporting the implementation of a cycleway network,” Ms Angel said. Much of the discussion focused on the Forest Hill Link and the potential to utilise the existing unused rail corridor. However, at this stage the corridor is not available to use, therefore an alternative route is being provided via Kyeamba Avenue, Ms Angel said. It is also proposed that Council will move the Central Link from Fox Street to Murray Street allowing better access to the health precinct. This will be subject to Roads and Maritime
Services installing lights at the Edward and Murray streets intersection. “With the amount of work invested into this project, we’re confident the end result will provide Wagga Wagga with a network of cycleways that will improve the liveability and accessibility of the city, whilst promoting an active and healthy lifestyle," Ms Angel said. “It’s also important to note that this funding was awarded exclusively to develop the commuter cycling network and cannot be diverted for other uses in the city." Training conditions for rugby league players improved dramatically this week when new LED lights were switched on at Harris Park. Players from South City Rugby League Club report that the entire field is now evenly, and brightly, lit. “Now we can use the whole ground for twilight and night training, rather than a few small areas where the light was brightest,” said one first grade player, who also commented that players enjoyed training a lot more this week. New poles and LED lights were also installed at French Fields, home of softball in Wagga Wagga. LEDs are designed to provide more than a decade of near maintenance-free service, consume less energy and deliver instant brightness with no flicker. The sports field lighting upgrade is part of an energy saving program being rolled out across Council’s community facilities this year. Both projects were funded by the NSW Government's Stronger Country Communities Fund.
