Council warns against buying unknown plants online
It was described as a little plant that grows well in a pond, but it could have been a very big problem for the local environment.
Wagga Wagga City Council’s vegetation management team were tipped off that a Mount Austin resident was unknowingly advertising the Class 1 prohibited weed water lettuce for sale on Facebook. A quick response from weeds officers Matthew McGrath and Chris Holman ensured the weed was confiscated before any of the harmless looking plant was
sold. The incident comes after Council staff were able to prevent the outbreak of another Class 1 prohibited weed – frogbit – earlier this year after finding it for sale on eBay. Like frogbit, water lettuce can quickly cover the water surface, which can cause a range of issues and interfere with irrigation or boat use. “Water lettuce tends to form a heavy raft over the water, so it blocks sunlight and uses up oxygen,” Mr Holman said. “It can also encourage mosquitoes because the dense mat it creates slows the movement of water.” The water lettuce had been given to the resident as a gift when friends from Queensland were visiting and was being
kept in a small goldfish pond next to the house. The surface of the metre-wide pond was almost completely covered with water lettuce when Council staff arrived at the property on 12 June. Unaware that it was a noxious weed, the resident was happy for the weeds officers to remove the water lettuce. “They didn’t know that it was a weed – it was a gift from a friend,” Mr Holman said. “Be sure you know what plant you’re buying or selling and if you’re unsure, give our team a call at Council.” The majority of the water lettuce will be destroyed, but a small amount will be kept for educational purposes. What is water lettuce? Water lettuce (pistia stratiotes) typically grows in tropical and subtropical streams, rivers, and other bodies of water. It is found worldwide and is historically used as a water plant for ponds and aquariums. Water lettuce poses a high risk as it spreads rapidly creating new plants from its roots and forms a dense mat over the water surface.
It blocks out sunlight, restricts access to the water, and can encourage mosquito breeding. It’s a Class 1 weed prohibited in all of NSW and is not allowed to be owned, sold or distributed. It is also classified as a noxious weed in Queensland and Western Australia.

The inaugural Wagga Comedy Fest has laughed its way out of town. The festival has been dubbed a great success, with 91 per cent of tickets to the festival sold and most shows selling out. Being the first year, Civic Theatre Manager Carissa Campbell described programming the Wagga Comedy Fest was a leap of faith. “Wagga audiences have always responded enthusiastically to comedy shows and I thought the time was right to offer a wider variety of comedy in a festival format,” she said. “I felt it was important to have a diverse range of comedian and comedy styles which we did with headliners such as Anh Do, The Doug Anthony Allstars and Fiona O’Loughlin and also to feature up and coming comedians such as Sparrow Folk and Luke McGregor.” Along with the big names Ms Campbell also wanted the festival to have a Wagga flavour, with brave local performers discovering how fun improvised theatre can be with Impro – The Wagga Way. “It was important that people could be actively involved,” she said. “Along with Impro – The Wagga Way workshops, we also had the Class Clowns Comedy Crash Course. “Everyone who took part stood in the spotlight and tried their stand-up comedy skills in a small supported environment.” Laughs were heard echoing around Wollundry Lagoon all of last week, with the festival not just taking place at the theatre. “There was a buzz across the three venues that were used as comedy rooms,” Ms Campbell said. “It was rewarding to see the conversion of the Historic Council Chambers and E3 Art Space into performance spaces. It’s inspired me to start thinking of how the second year might be structured. “Thank you to everyone who performed, came and saw a show, or participated in a workshop. We hope you enjoyed yourself as much as we did – it was a hoot.”
Wagga Waggafest going viral across the country While the next generation of animators are getting ready for the first Wagga Waggafest Winter School, two former multiple-award winners are still kicking goals with their past entries. Sheraden Robins and Klutch Kable brought the colourful Rosie O’Rosey’s Big Speech to the short film festival’s screen in 2012, winning best animation before coming back to take the prize again for Enzo’s Moon in 2013. The pair went one better last year, taking out the overall prize for A Wagga Wagga Winter Tale. The Waggafest success is continuing for Robins and Kable, with Enzo’s Moon recently screened as part of the Lansell Short Film Festival in Victoria. Meanwhile, A Wagga Wagga Winter Tale claimed the best animation gong at the Peninsula Short Film Festival in February and was shown to a crowd of 4000. The short film was also screened at Federation Square in Melbourne and at the Shepparton Shorts Film Festival. The pair’s film also claimed second prize for best film for SIPFEST at Surfers Paradise. Mayor of the City of Wagga Wagga Councillor Rod Kendall said the pair’s success showed just how far Waggafest has come in the past five years. “Wagga Waggafest was created to share our stories with the world and it is doing just that,” he said. “To know that a quirky and life-affirming story about Wagga has been screened before such enormous audiences does us all proud. “Entries close for this year’s competition on 30 August, so there’s still plenty of time to tell your unique Wagga story.” Robins and Kable are currently working on their entry for this year’s Waggafest, which has the theme of “The best is yet to come”. NAIDOC Week is on soon Wagga Wagga will celebrate Indigenous culture when a rejuvenated NAIDOC Week kicks off on 5 July. This year’s national NAIDOC theme is “We all Stand on Sacred Ground: Learn, Respect & Celebrate” and there will be a number of new fun and interactive activities occurring each day of the week. The week will start with a street parade hosted by local Aboriginal community consultative group Mawang Gaway, followed by an official ceremony and morning tea at Wagga Wagga City Council. Through the week TAFE NSW Riverina Institute, will be holding a Community Day and Services Expo, while the Office of Environment and Heritage will be hosting a breakfast to celebrate the Aboriginal Place declarations of various culturally significant sites within Wagga Wagga. Following the breakfast, local Wiradjuri man and Local Land Services representative James Ingram will be the guide for a cultural tour hosted by the Wagga NAIDOC Committee. Bookings are essential for the tour, which features cultural demonstrations and includes a lunch to be enjoyed at The Rock Nature Reserve. Families are catered for with the family night at Forum 6 featuring an Indigenous short movie followed by Minions. The highlight of the NAIDOC Week calendar is the Masquerade Ball and Awards, which will recognise the community members who work tirelessly throughout the year and are positive role models for the community. The community are also invited to attend the closing ceremony at Wollundry Lagoon on Sunday 12 July, which will feature local musicians and the chance to take part in traditional weaving. All clear given for white powder Wagga Wagga City Council has been informed by NSW Police the white powder contained in a package received on 2 June was sodium bicarbonate (baking soda). It is understood that Wagga Council was randomly chosen as a recipient of the powder, along with a number of other councils across the state. Following the discovery of the powder, the Civic Centre was evacuated for more than an hour and emergency services attended the scene. All staff and members of the public were evacuated from the Civic Centre, and impacted staff who had contact with the package were isolated as a precaution.

“I’d like to again thank all staff, members of the community and our local emergency services for their responsiveness at the time,” General Manager Phil Pinyon said. “All mail received on 2 June was stored by authorities as a precaution until forensic testing was complete. “When Council is in receipt of the mail taken for forensic evaluation, staff will process the mail and take any necessary actions to ensure that the contents are appropriately tasked and responded to. “Please contact Customer Service on 1300 292 442 if you have any enquiries about mail that may have been delayed due to the incident.”

Members of the local business community took part in the Keeping My Business Secure workshops this week. A partnership between Wagga Wagga City Council and NSW Police, the free workshops discussed strategies to help decrease the chance of a break and enter and allowed business owners and operators to share their own experiences. Sergeant Paul Huggett from the Wagga Wagga Local Area Command presented information on crime prevention through environmental design, while local security operators explained CCTV options and took part in a panel discussion.

Within the Wagga Wagga Local Government Area there is a range of accommodation types. Included in these accommodation types are premises that Council considers to be boarding houses. Boarding houses are buildings, including dwellings, where lodgings are let out on a per room basis (as opposed to a single lease over a dwelling) for periods of three (3) or more months. Development consent is required to operate a boarding house. In recent times Council has received complaints that there are boarding houses in the city operating in dwellings without consent. As people may not have been aware for the need for consent, Council is currently holding an amnesty period, where people can selfreport their unapproved boarding houses and lodge a Development Application to seek consent. During this amnesty period Council will waive all Development Application fees associated with an application for a boarding house. The amnesty period is for 12 months commencing February 2015 and will end on 29 February 2016. At the end of the amnesty period Council will commence actively pursuing boarding houses operating without consent, which may result in fines for operators of such premises. In accordance with the provisions of Section 9 of the Local Government Act 1993, notice is hereby given that an Ordinary meeting of the Council of the City of Wagga Wagga will be held at 6pm on Monday, 27 July 2015 in the Council Meeting Room, cnr Baylis & Morrow Streets Wagga Wagga. Notice is also hereby given that a Policy and Strategy Committee meeting will be held at 6pm on Monday 13 July 2015 in the Council Meeting Room, cnr Baylis & Morrow Streets Wagga Wagga. This meeting will be immediately followed by a Supplementary Council meeting. All
meetings are open to members of the public. Members of the public wishing to address the Policy and Strategy Committee regarding agenda items, must complete the appropriate Public Address Form and return it to Council by 10am on the day of meeting.
