Bolton Park Precinct Masterplan
Design concept for Wagga sports hub A step forward for the development of a major sports hub in Wagga Wagga’s CBD was taken this week after Council endorsed undertaking the concept design for specific elements within the Bolton Park Precinct Masterplan. The Masterplan design incorporates the Bolton Park Sports Hub, Jim Elphick
Tennis Centre, Robertson Oval, Oasis Regional Aquatic Centre and a new croquet facility to be built at a location agreed with the club. The Sports Hub was one of the key projects identified in Council’s Advocacy Plan, adopted during the Ordinary Meeting of Council on 27 July. Strategic Asset Planner Ben Creighton said Council’s decision at its meeting on Monday night (24 August) will see a design consultant procured to work with staff and stakeholders to develop the design concept. “This process will include the Masterplan
validation, preliminary sketch plans, detailed cost estimates and a flyover visualisation,” Mr Creighton said. “The design work will allow us to develop detailed business cases and accurate budgets for the specific elements to support applications to the State and Federal governments for funding grants for the project.” Council is in on-going discussions with the Wagga Wagga Croquet Club, working with its sub-committee to develop concept designs of what it might look like in its new location, once a site has been determined. “This next step will give us a better

opportunity to understand what the staging of each element might look like and what the requirements for the facilities will be moving forward, as the local population grows,” Mr Creighton said. “I think this is a very exciting project and the Bolton Park location is unique in terms of its proximity to the CBD. “It’s something the city will be able to leverage off in the future to attract additional events to the city and there’ll be a lot of visitations and economic benefits to the broader region.” The design concept process is expected to take about six months to complete.

Former Canberra Raiders’ captain and NRL Ambassador Alan Tongue was in the city this week to conduct a workshop with Wagga Wagga City Council staff as part of the NRL’s Voice Against Violence (VAV) program. The workshops aim to educate and raise awareness of the serious issue of gender-based violence, with a focus on empowering community members to stand up, speak out, and take action. A group of indoor and outdoor Council staff participated in the workshop, which uses rugby league drills to show individuals how they need work together to have respectful relationships
at work and at home. “The NRL’s Voice Against Violence program carries a message that is important for everyone, no matter your gender,” Mr Tongue said. “I want to thank Wagga Wagga City Council for getting right behind the Voice Against Violence program and I’m sure that together, we can educate and empower one another to create positive and lasting change.” Equity Project Manager Maryna Bilousova said she was delighted to welcome Mr Tongue back to Wagga Wagga through theDVproject:2650. “Through the
activities of theDVproject:2650 we are working hard to build a resilient and respectful community, where everyone is valued and gender equality is normalised,” Ms Bilousova said. “The conversations have started, the public are engaged with our campaigns and we’re working with sectors in the community to promote respectful and equitable relationships for all.” theDVproject:2650 aims to educate community members on the causes of violence against women and their children, promote gender equality and respect, and challenge rigid gender roles and stereotypes.
N E W P L AYG R O U N D S O N T H E W AY: VOT E FO R YO U R FAVO U R I T E Wagga Wagga City Council is planning new playgrounds for Henwood Park on Lake Albert Road, and Kimberley Drive Park in Tatton, and is asking the community to vote for their favourite design. Each location has three different playground designs for residents to choose from. Playground designs encourage play
between younger and older children and incorporate exciting features that will add extra appeal to each neighbourhood. The existing pyramid net and shade structure at Henwood Park will be retained in the new design, with Council also planning to install a concrete path around the equipment and adding a new table and seating.
Council has begun improvements to Kimberley Drive Park with the construction of a basketball court and hoop. A new bench seat is planned as part of the upgrade. FUNDING BOOST: Wagga Wagga Water Polo received $7.5K in the Annual Grants Program to assist in the purchase of a custom Aflex Inflatable Pontoon to divide the 50m outside pool during competitions at the Oasis Regional Aquatic Centre. Wagga Wagga City Council has supported 76 community and small business projects through its 2020/21 Annual Grants Program. Council this week endorsed allocating $247,000 in funding across 10 grant categories, including various cultural, environmental, sporting and youth-led initiatives. The Annual Grants Program this year attracted 144 applications – the highest number received in recent years – in the following categories: Community Programs and Projects, Recreational Facilities, Neighbourhood and Rural Villages, Rural Halls, Arts, Culture and Creative Industries, Local Heritage, Events, Natural Environment, Youth Led Initiatives and Small Business. An additional $20,000 was made available in the Small Business category. The additional amount was endorsed at the 13 July 2020

Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said the Annual Grants Program is a popular initiative which signals Council’s significant support for community events, ideas, programs and the local business community. “Needless to say it has been a particularly hard six months and now, more than ever, it is important for Council to show its full support across the entire community,” Cr Conkey said. “The Annual Grants Program allows us to support a diverse range of projects that directly benefit our community. “It is always encouraging to see a strong response to the program and I look forward to seeing these projects come to fruition over the next year. “The grants cover a wide range
of projects and initiatives which reinforces how diverse, inclusive and progressive our community is.” Cr Conkey also made special mention of local small businesses, which he said were facing significant challenges amid the impacts of the pandemic. “Council is mindful of the impact the pandemic has had on small business and as a community we need to show our support,” Cr Conkey said. “This year’s small business grant was increased by $20,000 to $32,500 and 10 businesses have shared in that funding.” The grants program aligns with Council’s Community Strategic Plan and is part of its commitment to helping foster a strong and creative community. Council’s new website tailor-made for residents

Work starts on Silvalite Reserve section of Active Travel Plan Access to the Silvalite Reserve will be restricted for several weeks as work gets underway on a section of the Kapooka Link of Wagga Wagga City Council’s Active Travel Plan. Construction of 1.5-kilometre asphalt concrete path along the existing Wiradjuri Trail through the Reserve began on Thursday (27 August) and will be carried out in two stages by contractors, Fulton Hogan. Council’s Project Officer Henry Collie said signs have been put up to warn Reserve users about the restricted access to the construction zone. “It is really important the public takes extra care when using this area as there will be a lot of heavy vehicles and machinery on site during the project,” Mr Collie said. “For the first stage, we are
working on a 700-metre section of the path north of the Olympic Highway underpass near Kapooka, which we’ve closed off to the public while that is carried out. “People can still enter the northern part of the Reserve from the Red Hill Road end, but that will also be closed off when we begin work on that section of the path in Stage Two.” Site preparation works began last week, including building a new crossing over the creek which runs through the reserve and trimming trees and shrubs along the path. Council’s Project Coordinator Gyanendra Regmi said these were necessary to ensure all-weather access for the machinery and heavy vehicles involved in the project. “The first phase of the
construction process will be boxing out the path at the southern end, using a grader to dig 150mm into the ground of the existing surface, before building it back up with road base and compacting it,” Mr Regmi said. “We will then do the same to the northern stretch of the path before sealing both sections with asphalt.” The seven-kilometre Kapooka Link is part of a 45 km network of dedicated cycle paths which will link Wagga’s outer suburbs with the CBD and end-of-trip facilities, under the Active Travel Plan project. Council recently launched a new user-friendly, accessible website, giving the community an easier way to stay updated and communicate with Council. The new site has a powerful search function and meets international accessibility standards, meaning more people in the community can access the information. Digital Optimisation Officer Brad Ingram was part of a small team who spent months building the new website. “Our previous website was based on Council’s organisation structure,” Mr Ingram said. “It meant that if you weren’t familiar with the structure, you’d find it harder to locate the information you needed – for example, roads and waste were listed underneath engineering services. “Instead of updating the old site, which would have retained those existing structural issues, we decided to start fresh with a new structure completely tailored to our residents and what they commonly search for.” The new site also meets international accessibility requirements and user experience best practice, in line with Council’s commitment to promoting an inclusive and accessible city. “It’s important our website is easy to use for all members of our community, including
residents with vision and cognitive impairments,” Mr Ingram said. “We’ve focused on a number of things, such as ensuring the contrast ratio of colours is great enough to make everything easy to read, to ensuring screen readers [a computer program reproducing written text as speech] are able to read the site easily.” Council’s communications and information technology teams are planning a second stage of the website redevelopment, catering to residents individually. “Our next challenge is to create a more accessible and userfriendly portal where residents can login and see everything related to them, such as their rates, bin services, any development applications they’ve submitted and so on,” Mr Ingram said. “We’re continually improving the site, making it easier for residents to find what they need quickly. Last year Riverina Water started the program with $500,000 available each year across Wagga, Lockhart, Federation and Greater Hume Councils. Given the significantly larger population, Wagga residents have the opportunity to access $200,000 for Community Projects and Facilities, Arts and Culture and Water Conservation. Safety and access on river walking tracks the key to vegetation management works Vegetation management works to improve public access and safety along walking tracks along the Murrumbidgee River will start early next month. Wagga Wagga City Council contractors will remove a cluster of invasive willow trees adjacent to the levee bank along Cadell Place in the city’s CBD. The works will start on 7 September and are expected to take five days, weather permitting, with traffic control implemented along Cadell Place while a crane is utilised to remove the trees. Manager Parks and Strategic Operations Henry Pavitt said the clean-up of willow trees would have environmental and aesthetic benefits along this section of river, and also stop potential damage to Council floodgates in the area.
