Flood’s flow-on effects Recovery mode for the City of Wagga Wagga is in full swing following the recent minor flood event. While the Murrumbidgee River water level has dropped and the rain events have eased, crews are now faced with the enormous task of cleaning up and tending to the mess that has been left behind. This includes extensive road repairs on urban and rural roads, clean up at the Wagga Wagga Beach and catching up on the spring mowing program. The Local Government Area’s (LGA) 2300km road network has been severely impacted – particularly roads outside the urban area.
“Central Island Road in the west of the LGA is 14kms long, about 1km of the road has been completely washed away and about another 6kms is very heavily potholed,” Supervisor Pavement Operations Andrew Mason said. “Weir Road at the western end of Central Island Road spent four weeks underwater and has extensive shoulder damage along significant lengths of it. “Mundowy Lane, which is the only river crossing between Wagga Wagga and Narrandera, spent six weeks underwater. Emergency repairs have been done on this road and it is now open to traffic, but Council will continue to monitor this road for any failures

over the next three to four months.” About 80 per cent of the major sealed network has already been assessed by City of Wagga Wagga technical staff. These roads were high priority as they are high speed, have a large amount of traffic and include more heavy vehicles. Assessment will next move on to minor, local and unsealed roads. Council is asking residents to remain patient as the repairs are being worked through. “Due to the extensive damage it will be months before some roads are fully repaired and made safe again for traffic,” Mr Mason said.

Legacy issues discovered by planning investigation An investigation into past City of Wagga Wagga planning decisions has uncovered many instances where correct planning approval processes have not been followed. The full extent of the problems are not yet known. While the independent investigator’s reports are highly confidential due to legal professional privilege, General Manager Alan Eldridge this week revealed as much information as possible as part of his commitment to Councillors and the community to transparency and accountability. The problems centre on decisions made in the planning directorate by a former senior staff member, including approval of Development Applications (DAs), conditions of consent and fees and charges, dating as far back as 2011. There also appear to be unlawful decisions and a disregard of planning control tools. “There are at least 22 areas at this time where it has been demonstrated some applicants were treated more favourably than others,” Mr Eldridge said. “In one occurrence, an applicant received around a $1.5M reduction in fees and charges. This appears to have happened against professional staff advice, without the correct authority and without a Council resolution. “In other instances, environment controls were deleted, again against professional staff advice, without the correct authority and without a Council resolution. “The total number of issues is still not known as all possible DAs
involved have not been reviewed at this time. Council will be working with all affected applicants in a systematic and structured manner to address the issues as we work through them.” A highly qualified independent town planning firm has been appointed to examine the affected DAs, compare them with the planning instruments and put forward remediation plans where required. Mr Eldridge said there will probably be financial implications for the organisation and the community for some years to come. “It’s difficult to determine the extent of the financial impact and it may take 12 to 18 months for the independent town planning firm to examine all the affected DAs and recommend solutions,” he said. “It has also been uncovered there have been significant shortcomings in the administration of developer levies under Section 94 of the Environmental Planning & Assessment Act, which has very strict guidelines about how that money must be recorded, accounted for and disbursed. “The independent investigation found the Section 94 levy register was non-compliant in a number of aspects and that some funds have been allocated inappropriately. “Council will now have to return funds to the Section 94 levy fund, which will have a knock-on effect on future budgets. “It also appears that at times that relevant contributions associated with planning matters have not been collected, which means that some
social and community infrastructure currently does not have properly allocated funding. This will need to be managed carefully when considering infrastructure projects.” Mr Eldridge said a number of steps have already been taken to understand and address the various issues raised by the independent investigation. “I can assure the Wagga Wagga community that the resolution of these issues is one of Council’s highest priorities,” he said. “Along with appointing the independent town planning firm, extra resources have been directed to the Planning Taskforce and I’m delighted to announce that a senior planner will be joining Council in the near future. “The taskforce is working with key stakeholders and the community. It has made substantial progress in its review and updating of Council’s planning instruments, and some amendments will be going to Council for consideration shortly. “On behalf of the City of Wagga Wagga, I thank the community for their patience and understanding during this long and complex investigation. “There’s still more work to be done and it will be an ongoing process that will take some time. “I intend to keep the Council and the community updated with information when possible.” Given the findings, Council has a responsibility to forward the results of the independent investigation to the Independent Commission Against Corruption (ICAC).

City of Wagga Wagga General Manager Alan Eldridge has called on the community for understanding and patience following the release of information from an independent investigation into planning matters. The investigation began in February following allegations made against a former senior Council staff member and initial findings were made public this week. While further details are highly confidential due to legal professional privilege, Mr Eldridge has clarified there is no evidence any current staff are responsible for the legacy issues and assured the community that correct processes have been followed and procedural fairness given to all past and present staff. “I ask the community of Wagga Wagga to be patient while we work through and correct the issues of the past,” Mr Eldridge said. “Current City of Wagga Wagga staff are not responsible for the problematic planning decisions uncovered by the investigation. “While there are legal
constraints around this matter, I believe it is important for the community’s trust in the organisation going forward that this is clarified. It is also most important to protect the morale and reputations of the staff in the planning team and I ask the community to give them a ‘fair go’. “The investigation itself highlighted one of the issues was the technical advice provided by staff had been ignored or overruled. “I have every confidence in the professional and hard-working staff currently employed across all areas of Council.” Mr Eldridge also reminded the community that there was no evidence developers had been involved in any wrongdoing. “While some developers may have been given advantages over others, this issue is not about developers’ actions,” he said. “Developers and Council staff work together within the planning framework to ensure the best outcome for everyone and this investigation found a former senior staff member disregarded those rules.”

workshop, where children sprayed a rainbow of colours on the side of new garden beds at the play centre. “The workshop was a chance for the children to have some colourful fun and learn new skills through the arts,” WWRFDC Manager Kym Stewart said. “Throughout the session Luke had a number of conversations with the children, and from these conversations he will create a new mural for the centre which will be hung later in the year.”

Thanks to your support of free mattress disposal day, almost 400 mattresses have been saved from going into landfill, or worst yet, ending up as dumped rubbish. Residents jumped at the chance to dispose of unwanted mattresses free of charge at the Gregadoo Waste Management Centre and transfer stations across the Local Government Area last weekend. A grand total of 382 mattresses were collected from the two days and have this week been sent off for recycling. “There was a steady stream of cars and trailers coming through the Gregadoo Waste Management Centre on Saturday. It was fantastic to see so many people support the event and make sure their unwanted mattresses are disposed of responsibly,” Environmental Education Officer Alice Kent said. “All mattresses collected at the weekend are now being sent off for recycling and broken down into various components. The steel springs will be sold for scrap metal, the foam
turned into carpet underlay, fabric used to fill boxing bags and the husk used as mulch and weed matting for landscaping projects.” The City of Wagga Wagga accepts mattresses all year round at a subsidised cost of $22 each. The mattress disposal day was part of the City of Wagga Wagga’s new Don’t Dump it’s Dumb campaign, targeting illegal dumping. Illegal dumping cost Council more than $180,000 in collection and disposal costs last financial year. Environmental impacts from illegal dumping can also permanently damage natural areas. Residents can report incidents of illegal dumping by phoning 131 555 or at ridonline.epa.nsw.gov.au. Promotional RID postcards can also be used to record incidences and then report via the hotline or website. Don’t ignore road closed signs: Council, NSW Police “While the water may have receded, the roads are still not in a condition for vehicles to travel on and ignoring road closures is unsafe and will further damage the road network,” Mr Eldridge said. “We have engineers out inspecting our roads to ensure they are safe to drive on and will open roads when we have undertaken the necessary repairs and made them safe. “I understand it can be frustrating for some motorists, especially heavy vehicle drivers who have to detour, but Council has an obligation to the entire community to ensure the safety of everyone who use our roads. “We take the removal and damage of
our road closed barriers very seriously and anybody who has seen people interfering with Council signage should report these offences to NSW Police.” NSW Police say that it is not worth the risk of a fine, or injury, to save a few minutes travel time. “Motorists cannot take it upon themselves to remove road barriers because they think it is safe, or convenient, to do so,” Inspector Adrian Telfer said. “Road barriers are in place for the safety of all road users. Volunteers are being asked to roll up their sleeves and help wipe out unsightly graffiti. Tomorrow is Graffiti Removal Day which is the nation’s largest graffiti clean-up operation. Last year more than 2000 volunteers removed 21,000sqm of graffiti from 450 sites across the state. Wagga Wagga’s community effort recorded one of the highest participant numbers. Graffiti-busters wanting to take part should meet local Graffiti Removal Day coordinators Councillor Yvonne Braid and Senior Constable Peter Narouz at Harris Park Oval, Turvey Park from 8am on 30 October. Cleaning up graffiti is a costly exercise each year for residents, businesses and all levels of government. Tackling this sort of vandalism is a community effort and together we can all make a difference. If members of the public see graffiti on Council property they are encouraged to report it by calling 1300 292 442 or by taking a photo on their smartphone and reporting it using the iCouncil app. For incidents of graffiti on other state government or commercial property, residents are urged to contact Crime Stoppers on 1800 333 000.

Continued from front page “Our program currently has six graders running all the time on roads we can access and maintain. “There are four graders working on our sealed roads, one crew focusing on unsealed roads, and another on the Byrnes Road and Eunony Bridge Road projects. “We are concentrating on carrying out thorough road repairs that will last longer. This will take us a bit longer to complete, but we continue to ask for patience from the community as we remedy these issues.” The harsh weather events also halted Council’s planned road program for about three months. Work on Byrnes Road has resumed and is expected to be complete by mid-November. Crews will then move on to the Eunony Bridge Road project, which now has a revised completion date of the end of 2016. Council continues to prioritise short-term pothole repairs across the network in an effort to make roads safe for motorists. The early estimated flood damage repair bill for the entire Wagga Wagga Local Government Area road network is expected to exceed $15M. The City of Wagga Wagga will consider exploring disaster relief funding options once a full audit of the network is completed.

The City of Wagga Wagga’s General Manager Alan Eldridge has issued a warning to motorists who drive around, damage or remove road closed signs – “it is an offence and you are putting people’s lives at risk.” “Removing, damaging or driving around a road closed sign is not only irresponsible and costly to the community, it is illegal,” Mr Eldridge said. Under section 115 of the Roads Act 1993 it is illegal for a person to wilfully disregard, damage, remove or interfere with a road barrier and it is a fineable offence. The warning comes as a number of roads across the Local Government Area remained closed following the flood events of the past several weeks.

Wagga Wagga has created the perfect recipe for a fun-filled summer, with a tantalising range of events to delight locals and visitors alike. Take a splash of water from the Murrumbidgee River, a selection of the finest Riverina produce, a healthy dose of family fun and garnish with arts, culture and beautiful landscapes. Bake it under the Aussie sun and enjoy everything Wagga has to offer this summer, from the Beach Boys to the Archibald Prize. “There’s so much to see, do and experience in Wagga Wagga this summer,” Community Sector Manager Janice Summerhayes said. “In terms of big events, Wagga Wagga
Art Gallery will be the first NSW stop for the touring Archibald Prize from December, while music icons the Beach Boys and Temptations will be playing in the city as part of their Surf & Soul tour. “There will also be a jam-packed calendar of boredom-busting school holiday activities, like theatre workshops, art classes, kids cooking classes, Kidzone at the Museum of the Riverina and more. “That’s just the tip of the iceberg this summer, with the World Championship Gumi Race back again and great food events like Cork and Fork.” The Archibald Prize will be on display at the gallery from 3 December to 15 January, featuring a who’s who of Australian contemporary culture.
The Art Gallery of NSW exhibition will be on display for free at the gallery, which is open every day over summer except Christmas Day and Mondays. The city’s McDonald’s Park will be transformed on 11 February for the Surf & Soul concert with legendary Californian band the Beach Boys and the Temptations to entertain what will no doubt be a huge crowd. The special concert is proudly presented by the City of Wagga Wagga, which provided $20,000 and use of McDonald’s Park to bring the event to town. The Civic Theatre box office also has a limited allocation of cheaper tickets for sale now. Wagga will also be maintaining its
credentials as the City of Good Sports this summer by hosting the 2017 Water Polo NSW Country Club Championships and Under 12s National Water Polo Festival at the Oasis Regional Aquatic Centre, and the Region 4 Little Athletic Championships. “Council’s summer What’s On guide will be released in the coming weeks and is the best way to keep track of the bumper program of events,” Mrs Summerhayes said. “Such a diverse range of activities and events increases the liveability of our city and aligns to our strategy of attracting events to boost tourism, particularly in traditionally quieter periods, adding to the 1.3M visitors Wagga attracts annually.” For more information on upcoming events see www.visitwagga.com.
WORKS TO HELP BEACH BOUNCE BACK Wagga Beach is likely to be back to its best before Christmas, with the clean-up of the popular recreation continuing this week. Works began last Thursday with the car park cleared of clay left behind by the recent minor flood event. City of Wagga Wagga’s Parks Operations Supervisor David Stapleton said the beach clean-up will be completed in two stages and is likely to be completed in December. “Our priority is to get as much of the beach precinct functional as soon as possible and then assess the areas that require more work,” he said. “The first stage is a lot of tidying up like removing clay from the path and replacing the bark in the garden beds. “There’s also a large tree that had fallen over behind the caravan park and that’s scheduled to be removed early next week. “The lower part of the beach precinct closer to the water is still
quite muddy and has been fenced off so we can determine how much material needs to be removed and what other works are needed.” A bobcat will soon scrape off the clay from the walking path, while rubbish bins and some of the barbecues will be reinstalled around the precinct. Outdoor furniture will also get a clean, mowing and weed spraying will get under way and the popular playground given a good tidy-up. Focus will then switch to some of the bigger tasks once staff have assessed the scale of works required. “We ask residents to please be patient and to take care around the area as parts of the walking path are still closed and other parts of the beach precinct are fenced off,” Mr Stapleton said. “In some areas there is quite a large build up of sand and clay and some tasks will take a little bit longer to complete.”
